Self Healing @CEZ ROThe Project Phase 1

Challenge• Following the periodic analysis of the incidents and equipment damaged in the 20 kV network, there was an increase of the SAI

the non-selective identification of the faults network area.

• ČEZ DISTRIBUŢIE intention was to install a self healing feeder automation system as a pilot project installation. This pilotavailability of the grid and in case of problems and outages in the grid, the concerning zone (ZONA) shall be isolated; the oautomatically if this is possible.

Solution• 1 Self Healing Controller in the dispatch center.• 1 compact RTU SICAM CMIC in the substation Breasta.

• 8 Siemens Recloser 3AD including a Siemens recloser controller SIPROTEC 7SC80

Benefits• Reduction of outage times.• Improvement of voltage stability, including voltage optimization.• Reducing the duration and frequency of incidents.• increasing the availability of the network, and in case of occurrences of network problems and interruptions, the area will b

will be automatically powered.

Self Healing @CEZ ROThe Project Phase 1 – First Experience

1. The Self Healing Controller in the dispatching center is responsible for all the logic and automaticrestoration therefore it needs:GPRS communication to the newIEC 104 communication via an existing Network to the substation

IEC 104 communication to the SCADA system in the dispatching center2. Thesettings of theAutomation Sequence Editor (FASE) and with that tool, the basic logics for the Self Healing Controlleras well as the basic parameters including the protection settings for thecreated3. For all defined failures/trigger events an automatic self restoration will be initiated in case ofautomatic mode. The sequences will run automatically, controlled and monitored by the Self HealingController. The mode can be changed by a command (from the SCADA center) to the maintenancemode, where the automatic restoration will be deactivated.

Outage times can be minimized to a few seconds,in case of GPRS problems even to >1 min

Siemens provides several different solutions:• For recloser or switches• different isolating scenarios• cable or OHL• control or only monitoring• decentralized or central solution..

Siemens can also integrate different types andvendors of recloser, also existing installation
