Problematiek in de water sector

■ The WHO has declared 2005–2015 the decade of water, with the goal of establishing the framework of eventually providing full access to water supply and sanitation for all people.

■ In his February 2005 State of the Nation address, the South African State President listed the elimination of waterborne disease as one of the priorities in the struggle against poverty. It is largely for this reason that the South African government spent substantial amounts to meet the backlogs in water supply and sanitation, reporting substantial progress by the government.

■ Despite the reported progress, drinking water supply & waste water treatment remains a problem in South Africa, especially in rural areas. If coupled with poor sanitary conditions, the inhabitants suffer serious health risks, especially the immuno-compromised, adversely affecting social life and economical progress.

■ It therefore remains a priority to deliver sufficient quantities of water, increasing its availability by investment in new systems. However, once built, less attention is paid to the efficiency of these systems on the long-term and their maintenance and operational constraints.

Positie Nederlandse ambassade

■ De waterproblematiek in Zuid-Afrika krijgt op politiek niveau steeds meer aandacht. Vooral gemeenten en waterbedrijven kampen met tekorten, verspilling, verouderde infrastructuur en technologie en gebrek aan skills om deze problemen het hoofd te bieden. Nederlandse expertise en technologie kan hier een uitstekende bijdrage leveren. Niet alleen de commerciële kansen zijn groot, maar ook uitwisseling van kennis en ervaring kunnen groot voordeel bieden voor partijen uit beide landen. De interesse bij Nederlandse partijen voor Zuid-Afrika is ook sterk toegenomen de laatste jaren. Om Nederland echter op de kaart te zetten als dé aanbieder van waterexpertise en –technologie is in Zuid-Afrika een gezamenlijke presentatie nodig. Juist de integrale oplossingen en aanpak die Nederlandse partijen gezamenlijk kunnen bieden kan bij Zuid-Afrikaanse beslissers aanslaan.

Water platform Nederland – Zuid-Afrika

■ Om de samenwerking ook in de toekomst te versterken ontwikkelt de Nederlandse ambassade in Zuid-Afrika een permanent samen-werkingsplatform in samenwerking met het WISA.

■ Dit platform zal de mogelijkheid bieden voor partijen uit beide landen om nieuws, kansen, kennis, ervaringen met bijvoorbeeld pilot projecten, infrastructurele ontwikkelingen en organisatieprofielen uit te wisselen, zodat vraag en aanbod elkaar beter kunnen vinden.

■ Het platform wordt gelanceerd tijdens de WISA conferentie (april 2010). De ambassade hoopt dan ook op aanwezigheid van een uitgebreide Nederlandse watermissie om de Nederlandse interesse en expertise zichtbaar te maken.

■ Met SANEC wordt bovendien een bijbehorend Webportal voor watersamenwerking Nederland – Zuid-Afrika ontwikkeld, dat wellicht in eerste vorm tijdens de conferentie al gepresenteerd kan worden.

Mpumalanga: Water Conservation&Demand

• Assignment: The GSDM has requested the support of Imtech for developing a methodology to describe – in a participatory way - the existing and proposed future situation of WC & D in the 7 municipalities of the Gert Sibande District, and to support with the implementation of such a program with the appropriate monitoring and evaluation thereof.

• Main components:• Support in the field of managing the process of the methodology development• Support with the implementation of the water conservation and demand

management program;• Support with the preparation of business plans for funding applications until the

successful receipt of funding for this program;• Support with the transfer of skills to designated officials during the

implementation of Non revenue water reduction projects and further progressive reduction of Non Revenue Water; and

• Support to record and document the success factors attributed to implementation of the strategy utilizing the adopted indicators.

Offerte: CO2 neutraal maken van 5 projecten van Imtech

■ Imtech heeft het middellange-termijn-doel om een vijftal van zijn projecten CO2-neutraal te maken.

■ Dit is bedoeld als opmaat voor een ambitieuzer beleid, in lijn met het lange-termijn-doel om de CO2 uitstoot van Imtech met 90% te verminderen in 2050 (t.o.v. het niveau van 2009).

■ ■ De offerte zet uiteen hoe en tegen welke kosten Imtech haar middellange termijn plan kan realiseren. De

offerte is afgestemd op het besluit en de wensen van de stuurgroep zoals verwoord in zijn vergadering op 24 februari 2010. Het betreft een gefaseerde aanpak waarbij

– (1) eerst de meest geschikte projecten geïdentificeerd worden, in ieder geval 5, en – (2) vervolgens op basis van het enthousiasme onder de verschillende dochterbedrijven en

afdelingen, deze 5 (of meer projecten) klimaatneutraal gemaakt worden, en – (3) tenslotte de business hiervoor verder uigewerkt wordt.

■ . Voor de vervolgfases verstrekt de stuurgroep telkens een definitieve "go ahead".■ Prijs:

– Fase 1 (Selectie): 3200 Euro. – Fase 2 (Footprint en PvA klimaatneutraliteit): 3500 Euro/project– Fase 3 (Business case en input conferentie): 4300 Euro.

■ Deze bedragen zijn gebaseerd op een activity-based planning, tegen kostprijs. ■ ■ Duur: Zes maanden■ Hierbij is aangenomen dat er een interne trekker vanuit Imtech wordt aangesteld, dat de selectie op basis

van schriftelijke voorlichting plaats vindt, en dat de conferentie op Imtech-locatie geschiedt en dat de operationele kosten hiervan buiten het bestek van deze offerte vallen.
