SELECTION CRITERIA FOR
CENTER OF EXCELLENCE/DEVELOPMENT
IN AGRICULTURE
I. SCREENER
Before an HEI will be evaluated using the selection criteria, it should first satisfy the following screener:
1. At least 100 student enrollment (in the undergraduate program) at any given time; and
2. Current/ongoing research, knowledge and technology generation in the proposed cutting edge
technology/HEIs banner program (see attachment A).
II. QUALITATIVE CRITERIA
A. Instructional Quality - 45%
1. Administration – 5%
2. Faculty Profile – 20%
3. Curriculum – 3%
4. Laboratories, Facilities and Equipment – 10%
5. Library – 3%
6. Information, Communication and Technology Capability – 5%
7. Performance in Licensure Examinations for the last five (5) years – 45%
8. Graduate Profile – 5%
9. Availability of Instructional Materials Produced – 4%
B. Research and Publication - 35%
1. Profile of researchers – 10%
2. On-going researches – 10%
3. Completed researches (faculty and students) for the last five (5) years – 10%
4. Research papers or patents published in refereed journals in the last five (5) years (45%)
5. Paper presented (including publications in proceedings in full paper) in various scientific fora
for the last five (5) years – 10%
6. Number of awards and recognition by international, national, regional and local agencies and

III. QUANTITATIVE CRITERIA
A. Instructional Quality (45%)
1. Administration - The instruction offered by the school should be based on good program
administration as follows:
a. Dean of the unit/college (40%). The dean of a unit/college must be a Doctor of Philosophy
degree holder in any of the disciplines for which the unit/college offers a program.
b. Chair of the unit/department (40%). The chair of the department must be at least Master of
Science in the discipline for which the unit/department offers a program or a Master of
Science in an allied program identified in the CHED Policies, Standards and Guidelines
(PSG).
c. Mechanism of HEI to ensure quality education (20%) – Tenureship, hiring system, and a
system of giving awards and promotion
2. Faculty Profile - Expertise, advanced training from reputable universities, capability, complement and
expertise from other degree program
3. Curriculum – The school should conform with the existing PSG.
4. Laboratories, Facilities and Equipment – The school should meet the requirement for functional
equipment and facilities based on the existing PSG. Further, the school must have functional current
state-of-the-art equipment and facilities to carry out and support instructional projects that will
strengthen hands-on experience of students in research, entrepreneurship and extension training.
5. Library – The library must provide 5 book titles per professional course found in the curriculum at a
ratio specified in the PSG. These titles must have been published within the last 10 years. There should
be periodicals and other non-print materials relevant to the program, business and economics to aid the
faculty and students in their academic work. CD-ROMs should complement a library’s book collection
but should otherwise not be considered as replacement for the same. There should be Internet access
but should not be made a substitute for book holdings.
6. Information Technology Capability – There should be availability of internet access and computers for
student use.
7. Performance in Licensure Examinations for the last five (5) years – The school should at least meet
the national passing for the last five (5) years with at least ten (10) takers.
8. Graduate Profile – The school should have an updated profile of graduates per year for the last 5 years.
9. Availability of Instructional Materials Produced for the last five (5) years
B. Research and Publication (35%)
The school should exhibit a strong commitment to undertake research activities and an
environment that encourages the conduct of such activities as evidenced by the following:
1. Profile of researchers – Number of researchers (including faculty), doing research and trainings
attended
2. On-going researches – The school should be actively engaged in research as evidenced by thesis, non-
thesis, projects (internally or externally funded)
3. Completed researches – completed researches of faculty and students for the last five (5) years
including the amount
4. Research papers or patents published in refereed journals in the last five (5) years – Published research
papers include ISI, Non ISI and reviewed papers
5. Paper presented (including publications in proceedings in full paper) in various scientific fora for the
last five (5) years
6. Number of awards and recognition by international, national, regional and local agencies and
professional societies for the last five (5) years
C. Extension and Linkages (10%)
School should have a good background in undertaking joint activities beyond their institutions in order
to develop the quality of their programs as demonstrated by the following:

A good academic program stems from a clear and achievable institutional vision for excellence and
quality. The institution’s policies, strategies and principles coupled with excellent student support services
and facilities must all be geared towards this vision.
