SEETO ‘s role
SEETO – enables general policy environment for integration to
the common EU Transport Policy on regional level;
strong added value to the development of the SEETO
Comprehensive Network and the national transport planning
process, but also integration processes in related fields (trade,
competitiveness, environment, energy, research &
development...)
SEETO sustainability- serious commitment by the Regional
Participants; EC places SEETO process in the core of the
accession process for TEN-T and Transport Policy (EC Progress
Reports)
Integrated approach in economic development and growth of the
SEE region and other macroeconomic regions (SEE2020
Strategy, Danube Strategy, Adriatic-Ionian, Balkan-
Mediterranean)
Regional transport planning-benefits from SEETO-
• SEETO Comprehensive Network- included in the new
proposal for revised TEN-T Guidelines- TEN-T
Comprehensive Network in the South East Europe
o Aim: to create efficient and functional network which integrates
the region in the global transport flows
• SEETO Strategic Work Programme
o Focus on horizontal measures (including border-crossing
facilitation) and overall transport system development to ensure
high return of investments in transport infrastructure

SEETO Comprehensive Network.

Bottlenecks (LoS): 41 km (Karuse-Maglaj, Zenica-Lasva)
Investments: underinvestment on the side of BiH since 2004;
however, 1,245 million EUR planned in MAP 2014

Regional added value of the SEETO
process
• Comparability with TEN-T: respecting and supporting the criteria for regional importance, economic impact, bankability of project, social-environmental impact and technical standards
• Promotion of soft measures and transport policy reforms that add to the national efforts for aligning with the EU transport acquis, generate greater regional benefit from the investments in the infrastructure and achieve better transport operations;
• Supporting the creation of an integrated and liberalised market for transport services (through a Transport Community Treaty;)
• Use of latest technology in data collection, data presentation and network map creation (GIS)- largest transport data base in the region (SEETIS)
• Extended network of transport authorities, public institutions, transport experts, private operators and international organisations
A way forward
Improvement of regional interconnections and attraction
of European and world commercial transport flows-
bringing economic growth
o Use of IPA II (including Multi-beneficiary IPA), WBIF and CEF
should be focused and well targeted in line with the SEETO
priorities
Reducing barriers- improving quality of services and
efficiency of the transport system
Promoting co-modality, energy efficient& environmentally
friendly transport modes and air transport connections
(Danube & SEE 2020 Strategy);
Synergy between policy objectives of SEETO and
Danube region; coordination of financial instruments
