SECURITY UPDATE ON ISPS CODE
PORT FACILITY SECURITY ASSESSMENT (PFSA):
Kenya Ports Authority has just concluded a comprehensive Port Facility Security Assessment for the ports of Mombasa and Lamu in compliance with the International ship & Port Facility Security (ISPS) Code. An International Security Consulting firm contracted and funded by the World Bank conducted the assessment. Following the PFSA, Kenya ports Authority is in the process of reviewing and updating its Port Facility Security Plan (PFSP).
SECURITY LEVEL:
The ports of Mombasa and Lamu are currently operating at LEVEL 1 (ONE).
PROCEDURES:
All ships calling at the ports of Mombasa and Lamu are required to submit their detailed pre-arrival information to the Harbour Master or the Port Facility security Officer (PFSO) 24 hours before arrival.
Upon their arrival at the ports, the ship is boarded by a Port Security Officer to verify the pre-arrival information. The Ship security officer (SSO) or the Master then completes the Port Facility ISPS Code Interface checklist.
Declaration of security form is filled and signed by the SSO or the Master and the Facility boarding Port Security officer when there is need for the period the ship will be at the facility.
SECURITY ARRANGEMENTS FOR THE VISIT OF CRUISE AND FOREIGN NAVAL SHIPS:
PORT APPROACHES
Vessel to notify Kenya Navy on VHF Channel 16 when entering Kenyan territorial waters or at least 20 miles from the port entrance.
Vessel to notify Ras Serani Signal Station on VHF Channel 12 or 16 when 20 miles from entrance
Kenya Navy patrol boat (name of patrol boat to be given) to be on
standby off Kenyan coastline and listening on VHF Channel 12 and 16.

Vessel arrive pilot boarding place 2 miles S.E. of Buoy No Initial boarding party at Pilot boarding ground as follows: -
- Harbour Master - Pilot - Port Facility Security Officer & Head of Security - (Managing Director)
Transit Channel Under Pilotage
Vessel maintains listening watch on VHF Channel 12 and 16 Police patrol boat escorting vessel from Channel Buoy No. 6
Inspection of the Berth
Security inspection of the berth to be carried out one (1) hour before Ships berthing by a Joint security team, as follows:
- Officer Commanding Police Division (Port OCPD) - Senior Security Officer (KPA) - Asst. Harbour Master - Manager Conventional Cargo - KPA Divers
Seclusion zone
50 meters seclusion zone created at Berth No. 1 and 2 forward and after by drums /empty Containers and on waterfront by police boat patrols.
Divers Kenya Ports Authority Divers to be on Standby to carry out bottom search if necessary.
Security Lights
Ships to have adequate security lights on the sides at night
Small Boats
No small boat, barge or vessel to be allowed along side or near the ship without permission from the Berthing Manager
Armed Patrols

At least four armed policemen and three undercover detectives to patrol the ship on the berth every 24 hours.
Gate Patrols
Screening and searching of all persons at the port entry and exit points.

Following the assessment, KPA is in the process of installing an integrated security Solution that will include the following:
Automated Access Control Time and Attendance Management Remote Surveillance and monitoring system (CCTV) Perimeter Fence Intrusion Detection System
Pre-qualification and technical specification for this system has been completed.
