HGIntelligence & Security
HGI brings a team who are at the forefront of their fields, monitoring rapidly evolving security,
governance, economic, development, political, social, cultural, religious, and civil and human rights
issues at an unrivaled proximity. We speak the local dialects, know the culture and can move freely
within communities. Our network has access across many different networks employing innovative
adaptive methods to gather population data and information about the operating environment
through both passive and active gathering channels. HGI has identified unique power bases,
networks, and lines of influence within the cross-sections of fragile communities.
Our products are comprehensive, exposing opportunities within unique networks in counter-
terrorism, analysis of causal relationships, and secondary and third-order effects of events. HGI
recognizes the value of PE and its role in developing CT strategy, development programs and
innovative business solutions. We are committed to bring our clients the most complete and accurate
analysis products using our methodologies of what we refer to as the “Other 50%” and “Beyond
Kevlar.” HGI with our highly skilled members, partners and innovative solutions are accustomed to
working in high risk conflict and grey zones but also within the planning of missions, allocation of
funding, and development of overall counter terrorism strategy.
Our weapon of choice is lipstick, we prefer high heelsto boots. We don’t need to kick down doors – the door
is opened for us. We are the “Other 50%.”

The “Other 50%”
Women have unique power bases, networks, and lines of influence within the cross-sections of their communities.
Yet, the female perspective and influence are often under-represented in planning and executing decision-making.
Recognizing and understanding women’s role as sympathizers or support to combatants has been elusive to those
developing effective political and conflict strategies. Despite both passive and active involvement, women are often the
last to be included within the counter-terror and security dialogue, opportunity is lost in fulfilling campaign objectives
meant to have positive impact. HGI with our highly skilled members and innovative solutions aims to improve on the
lack of consideration of the role of women, not only within high risk conflict and grey zones but within the planning of
missions, allocation of funding, and development of overall counter terrorism strategy.
The “Other 50%” refers to a unique information gathering and analysis mechanism that capitalizes on nuanced and
perspective through a different lens. On the continuum of time this solution focuses primarily left of crisis or at phase
zero. The voice and perspective of the other side of the equation can have game-changing impact on policies and
actions. In the context of a counter terrorism strategy, western society sees these women and girls as passive victims,
however what goes unrecognized is their role as active participants. This lack of understanding has been deceptive to
those developing effective counter strategies, often missing the role women play in support of and within insurgency
and terrorist organizations. In addition, their direct role as combatants is often over looked. This has significant risk
to those developing mission sets of countering insurgency as the intelligence provided can often be incomplete. An
inability to know the enemy equates to an inability to effectively subdue and defeat the enemy. A strategy to counter
this threat should include an understanding of the complete environment, a full and concise picture of the environment.
HGI employs and engages with the “Other 50%” by deploying diverse teams of subject matter experts with executive,
field, and development experience.
Beyond Kevlar
Rarely are women called upon during the most critical phases of military operations
to work with military planners to give that added perspective of the “Other 50%”.
Our enemy has capitalized on the use of women in carrying out acts of terror
around the world. An effective counter-terror strategy involves understanding the
enemy, not only their tactics but their mind set and perspective.
Our team brings a new methodology that implements an enhanced form of
credentials and field experience, but also an outreach network that is second-to-
none. These networks encompass private industry, financial institutions, public
health, non-governmental organizations, U.S. and foreign government agencies
and departments, and the best academic institutions in the world.
