1 Introduction Sasol Limited (Sasol) is an international integrated chemicals and energy company that leverages technologies and the expertise of 30 100 people working in 33 countries. Sasol develops and commercialises technologies and builds and operates world-scale facilities to produce a range of high-value product streams, including liquid fuels, chemicals and low-carbon electricity. Sasol is a significant business partner in the South African economy and has manufacturing operations located predominantly in Secunda, Mpumalanga and Sasolburg, Free State.

This document pertains to the Secunda Synfuels Operations (SSO), Secunda Chemicals Operations (SCO) and Sasol Oil in the Mpumalanga Province.

SSO has previously applied for, and been granted, postponement, by the National Air Quality Officer (NAQO), with the concurrence of its licensing officer, in terms of the 2015 compliance timeframes of the Minimum Emissions Standards (MES) which were published in Government Notice No. 893 in Government Gazette 37054 of 22 November 2013 (“GN 893”) and published in terms of the National Environmental Management: Air Quality Act (Act No. 39 of 2004) (NEM:AQA). However, Sasol will be unable, in certain instances, to timeously meet the more stringent 2020 MES compliance requirements as previously communicated in the postponement applications.

Thus, in the present application (the “2019 postponement application”), Sasol is making application for postponements of the compliance timeframe relating to 2020 MES for atmospheric emission generating facilities and processes at their SSO, SCO and Sasol Oil facility in the Mpumalanga Province.

This final public participation report is included as Annexure C of the report titled: “Secunda Synfuels Operations, Secunda Chemicals Operations and Sasol Oil - Motivation for the postponement of compliance timeframes in terms of Regulation 11 of the Section 21 NEM:AQA Minimum Emissions Standards”, by Sasol, dated February 2019.

The abovementioned motivation report includes the findings of an independently prepared atmospheric impact report (AIR), which determined Sasol’s impact on ambient air quality, along with further reasons that warrant consideration in a decision about postponements from the MES. Sasol has appointed Airshed Planning Professionals (Airshed) to prepare the AIR and SRK Consulting (South Africa) Ltd. (SRK) to manage the technical studies and the public participation process (PPP).

This final public participation report, as compiled by SRK, documents the public participation activities undertaken during the announcement phase, and details the process whereby interested and affected parties (I&APs) were given the opportunity to comment on the draft motivation report and AIR prepared as part of the application.



2 Approach to public participation The PPP undertaken as part of Sasol’s application for postponement of the compliance timeframes was structured to meet the requirements of Chapter 6 of the Environmental Impact Assessment (EIA) Regulations (Government Notice No. 982, 04 December 2014) (as amended in 2017), published under the National Environmental Management Act (Act 107 of 1998) (NEMA), as specified in the November 2013 MES Regulations.

The PPP is an important component of the application and is closely linked to the technical activities required for the preparation of the motivation report. Figure 2-1 details the technical and PPP processes.

3 I&AP identification I&APs were identified as follows:

• Identified from previous environmental authorisation processes undertaken by SRK. • Registered with the previous Sasol postponement applications in 2014, 2016 and 2017. • Registered at any of the bi-annual SSO and SCO environmental/health consultation sessions on

air quality matters. • Registered with the Sasol offset implementation plan PPP.

The I&AP database for SSO and SCO comprises approximately 671 I&APs, representing various sectors of society as listed below (Refer to Appendix A for the full database of I&APs):

• National government: Department of Environment Affairs, Department of Mineral Resources and the Department of Water and Sanitation.

• Provincial government: Mpumalanga Department of Agriculture and Rural Development and Land Administration.

• District and local government: Gert Sibande District Municipality and Govan Mbeki Local Municipality.

• Non-governmental organisations (NGOs) and interest groups: Olifants River Catchment Forum, Mpumalanga Parks Board, Mpumalanga Tourism and Parks Agency, Wildlife and Environment Society of South Africa (WESSA), Legal Resources Centre (LRC), Centre for Environmental Rights and GroundWork.

• Organised business and commerce: Business Unity South Africa (BUSA), Witbank Chamber of Commerce and Proconics (Pty) Ltd.

• Organised mining and industry: Chamber of Mines and Harmony Gold Mines. • Community based organisations: Solidarity, Umindi Ratepayers Association and Waterval

Farmers Association. • Labour unions and associations: Mpumalanga Agricultural Union, National Education Health and

Allied Workers’ Union. • Research and academia: Council for Scientific and Industrial Research, and Discovery Training

Centre. • Media: Mpumalanga Communication Services, Ridge Times and Ekasi. • Parastatals: Eskom, Transnet, Telkom, South African Heritage Resource Agency, and the South

African National Biodiversity Institute. • Sasol employees (internal I&APs). • Adjacent and surrounding landowners.

The database was reviewed and updated during the PPP.

4 Project announcement The project announcement phase was conducted between 17 October 2018 and 09 November 2018. I&APs received notification of Sasol’s intention to apply for postponement, a background information document (BID) and an invitation to register as an I&AP in the process. I&APs were invited to participate in the process as follows:

• Distribution by email, of invitation letters accompanied by a BID and a registration and comment form on 16 November 2018 (see Appendix B and C for copies of these documents).

• Advertisements were placed in two local newspapers (see Appendix D for proof of advertisement publication), as follows: - The Ridge Times (English and Afrikaans) on Wednesday 17 October 2018. - Ses’khona (IsiZulu) on Friday 19 October 2018.

• Site notices (A2 Size), in English, Afrikaans and Zulu together with copies of the BIDs and registration and comment forms were placed in publicly accessible venues close to the operations, namely the Secunda Library, Govan Mbeki Local Municipality and at the Sasol Charlie 1 Main



Entrance on 17 October 2018 (see Appendix E for a copy of the site notice and photographs indicating notice placement).

• BIDs, invitation letters and registration and comment forms were placed on SRK’s website at https://www.srk.co.za/en/za-sasol-2019-mes-postponement-applications. Where email addresses for I&APs were not available, facsimile and sms notifications were made to I&APs to inform them of the postponement application.

• Where email addresses where not available sms’s where sent to I&APs that registered or attended meetings for previous postponement applications.

During the announcement phase, SRK received requests for I&APs to be registered on the database, online registrations, as well as requests from some I&APs to be removed from the database. In addition, SRK received numerous Curriculum Vitae’s (CV’s) and requests for employment. No comments specifically relating to the postponement application were received during the announcement period beyond requests to register and remain informed of the process.

5 Public comment on the draft motivation report and AIR While the official comment period on the draft motivation report and AIR commenced on Monday 7

January 2019 and closed on Wednesday 6 February 2019, the draft motivation report and AIR was made available from the close of business in December 2018 to allow additional time for I&APs to review and comment. Notification of the availability of the documents and an invitation to attend the public open days to facilitate comment on the draft motivation report and AIR were made as follows:

• Distribution by email of notification letters on 20/21 December 2018 and reminder emails on the 10 January 2019 (see Appendix B for copies of these documents).

• Advertisements in local newspapers (see Appendix D for proof of advertisement publication) as follows: - The Ridge Times (English and Afrikaans) on Friday 14 December 2018 and Monday 11

January 2019. - Ses’khona (IsiZulu) on Friday 14 December 2018 and Monday 11 January 2019.

• Where email addresses for I&APs were not available, facsimile and sms notifications were used to distribute notification letters.

Electronic versions of the reports and comment forms were made available on the SRK website, https://www.srk.co.za/en/za-sasol-2019-mes-postponement-applications from close of business in December 2018 to allow additional time for I&APs to review and comment. Electronic copies were available on request from the public participation office at SRK.

In addition, printed copies of the report and registration and comment forms were made available at the publicly accessible venues as listed in Table 4-1, for I&APs to view and comment on.

Comments and suggestions on any aspect of the Draft Motivation Report or AIR were then collated and responded to, where appropriate. These comments and suggestions will form part of the documentation used to inform the authorities’ decision. I&APs were able to comment by:

• Completing the online registration and comment form at the following link: https://arcg.is/H05W9 • Completing the enclosed registration and comment form and submitting it to SRK; • Writing a letter or additional written submission by mail, email or fax; or

5.1 Public open days

Due to safety concerns stemming from protest action at previous meetings, a public open day instead of a public meeting was held to facilitate comments on the draft motivation report and AIR, as listed in Table 4-2. The venue was selected to be central to the Govan Mbeki Municipality, further the eMbalenhle club has previously been associated with protest action and is difficult to secure. As such Sasol prioritised the safety of all I&APs, participants, visitors and Sasol employees when selecting the meeting venue for the public open day.

The primary objectives of the public open day were to:

• Foster robust engagements and build relationships with Sasol’s host communities. • Share information on Sasol, their activities and air quality impacts relating to the postponement

application. • Provide an opportunity for the community to raise any issues regarding the postponement

application process. • Facilitate comments on the motivation report and AIR.

All relevant (i.e. MES related) comments raised at the public open days were documented as minutes and captured in the comment and response report (CRR).

5.2 Comments received

All comments received on the draft motivation Report or AIR either at public open day or via post, email or fax, including responses thereto as appropriate, were included in a CRR (Annexure D of the motivation report). The CRR will be submitted with the motivation report and AIR to the NAQO for consideration.

Comments received at the open day, via post, email, fax or the online comment form are attached as Appendix 1 of the CRR, attached at Annexure D of motivation report.

6 Availability of the final motivation reports for public comment The final documents relating to the postponement application will be submitted to the NAQO for consideration by 31 March 2019. These documents will be available after the submission, for review, and can be accessed as follows:

• Electronic versions of the reports are available on SRK’s website at https://www.srk.co.za/en/za-sasol-2019-mes-postponement-applications.

• Electronic copies are also available on request from the Public Participation Office at SRK.

Any comments on the final motivation report and annexures thereto, should be submitted directly to the NAQO and I&AP’s will be notified of the submission and where to submit any further comments.

7 Next Steps in the application process The NAQO is required to consider the final application, together with any additional comments submitted by stakeholders, and thereafter to issue a decision in concurrence with the licensing





authority. Registered I&APs will be informed of the decision once issued. They will also be advised of the way forward following the decision based on specific requirements imposed by the NAQO.

8 Conclusion Contributions to SSO’s and SCO’s application process by a wide range of I&APs have ensured that the relevant aspects and issues raised and reflected in the CRR are considered as part of the authority decision-making process.

Sasol South Africa Limited (Sasol) is an international integrated energy and chemical company which owns and operates facilities at Secunda in Mpumalanga. Secunda Synfuels Operations (SSO) and Sasol Chemical Operations (SCO) are located in the Sasol Secunda complex south of central Secunda. Sasol is required to comply with Minimum Emission Standards (MES), published in terms of the National Environmental Management: Air Quality Act (Act No 39 of 2004). Sasol has previously applied and been granted postponement. However, new, more stringent standards will come into effect in April 2020 and Sasol will be challenged to meet the 2020 new plant standards in certain instances.

Sasol therefore intends to apply for postponements as follows: SSO – steam plant boilers (Subcategory 1.1); superflex catalytic cracker (SCC) unit (Subcategory 2.2);

storage tanks (Subcategory 2.4); Biosludge and high organic waste (HOW) incinerators (Subcategory 8.1) SCO - storage tanks (Subcategory 2.4) and ammonium nitrate (Subcategory 7.3)

This application is supported by Part 2 of the MES. In accordance with the requirements for postponements contained in the MES Sasol will submit an atmospheric impact report (AIR) together with a motivation report containing detailed justification and reasons. Airshed Planning Professionals (Pty) Ltd (Airshed) has been appointed to prepare the AIR while SRK Consulting (South Africa) (Pty) Ltd (SRK) has been appointed to undertake the stakeholder engagement process to also assist Sasol in compiling the Motivation Report.

The enclosed BID provides more information about Sasol’s intended postponement applications. It provides Interested and Affected Parties (I&APs) with an initial opportunity to comment on the application process and to register and receive further information during the process.

• Information on the background to Sasol’s applications for postponements from certain requirements of the Minimum Emission Standards (MES) (published in Government Notice No. 893 of 22 November 2013) published in terms of section 21 of the National Environmental Management: Air Quality Act 39 of 2004 (NEMAQA) for certain of Sasol’s operations in Secunda and Sasolburg.

• An outline of the legal framework governing air quality management in South Africa and specifically the MES, pertinent to this background information document (BID) and related applications.

• Information on the stakeholder engagement and application process that will be followed. • Information regarding opportunities to provide comments relating to the applications.

Sasol’s approach to air quality management

is well aligned with the risk-based philosophy adopted by the ambient air

quality standards.

Sasol monitors the total quality of ambient air near its facilities through a network of accredited monitoring stations. It also prepares dispersion model scenarios to understand its impacts on ambient air quality in the regions in which it operates, and its capacity to improve these outcomes with point source emission reduction technologies e.g. electrostatic precipitators for particulate matter. This is contextualised against the backdrop of other sources of ambient air pollution, to identify the most effective actions to achieve ambient air quality improvements. This approach helps to inform Sasol’s air quality

management priorities, by identifying the key actions to effectively improve ambient air quality.

LEGAL REQUIREMENTS

The NEM:AQA provides for various specific air quality management measures. These include the declaration of priority areas (such as the Vaal Triangle Priority Area and the Highveld Priority Area), ambient air quality standards and point source emission standards as regulated in the MES. The MES prescribes the limits for point source emissions from existing plants which became effective from 1 April 2015 (the so–called ‘existing plant standards’) and which Sasol has

previously made an application for postponement as mentioned below, as well as more stringent limits that must be met by 1 April 2020 (the so–called ‘new plant standards’) (termed “compliance timeframes”). Part 2 of the MES allows for applications for postponements of the prescribed compliance timeframes. Postponement applications must be made to the National Air Quality Officer (NAQO) at the Department of Environmental Affairs.

As part of its application, Sasol is required to submit an atmospheric impact report (AIR) supported by detailed justification and reasons. The MES also require that Sasol make these documents available for public comment as prescribed in Chapter 6 of the Environmental Impact Assessment (EIA) Regulations GN R326 (2017) promulgated under the National Environmental Management Act, 1998 (Act No. 107 of 1998) (NEMA).

Sasol has previously applied and been granted postponement in terms of the 2015 MES by the NAQO, with the concurrence of its licensing officer. However, Sasol will be unable, in certain instances, to timeously meet the more stringent 2020 MES compliance requirements. These further postponement applications are mainly requested for purposes of safe and proper completion of the associated projects in the interest of sustained compliance with the new plant standards.

Sasol has spent approximately R2 billion per year over the past decade on environmental improvement projects, most of which has been focused on air quality improvement.

The term “ambient air quality” refers to the state of the air in our

surrounding environment. Good air quality is important not only for humans, but for other organisms and the environment in general. Poor air quality is a result of many factors, including emissions from various sources, both natural (such as veld fires) and human-induced (industrial and domestic emissions).

The role of the regulatory authorities is to ensure that ambient air quality meets standards set to protect human health and the environment. To achieve this, the Department of Environmental Affairs has promulgated two related but distinct standards. The first are referred to as point source emission standards (also called Minimum Emission Standards (MES)), which place limits on the concentration of emissions from certain industrial activities. The second are ambient air quality standards which seek to set total emissions from all contributors (i.e. industry, citizens and natural causes) to a level that protects human health and the environment.

SASOL’S APPLICATIONS

SECUNDA SYNFUELS OPERATIONS Secunda Synfuels Operations (SSO) is located in the Sasol Secunda complex in the Govan Mbeki Local Municipality, which forms part of the Gert Sibande District Municipality in the Mpumalanga Province. The Sasol Secunda site incorporates a number of business activities, including SSO, which operates the world’s only

commercial coal-gasification based synthetic fuels manufacturing plant.

Postponement applications will be submitted for the following processes that will be unable to meet the compliance timeframes stipulated in the atmospheric emission license (AEL):

• Sub-category 1.1: Steam plant boilers - particulate matter (PM), and oxides of nitrogen (NOx)

• Sub-category 2.2: Synfuels catalytic cracker – PM • Sub-category 2.4: Storage tanks - total volatile organic compounds (TVOCs)

• Sub-category 8.1: High organic waste and biosludge incinerators – PM, carbon monoxide, SO2, NOx, hydrogen chloride, hydrogen fluoride, sum of lead, arsenic, antimony, chromium, cobalt, copper, manganese, nickel, vanadium, mercury, cadmium and thallium, VOCs, ammonia

SASOL CHEMICALS OPERATIONS Sasol Chemicals Operations (SCO) is also located in the Sasol Secunda complex. SCO produces a diverse range of products that include industrial explosives, fertilisers, polymers and solvents.

Postponement applications will be submitted for the following processes that will be unable to meet the compliance timeframes stipulated in the AEL:

• Subcategory 7.3: Ammonium nitrate – PM, ammonia • Sub-category 2.4: Storage tanks and fuel loading – TVOCs

SASOLBURG OPERATIONS The Sasolburg Operations facility is located in Sasolburg in the Metsimaholo local municipality which is part of the Fezile Dabi District Municipality in the Free State Province. Sasolburg Operations provides a services platform for reforming natural gas into synthesis gas, produces a variety of chemicals, and provides various utility services to other Sasol entities as well as third party customers, such as process steam and industrial and municipal waste water treatment.

Postponement applications will be submitted for:

APPLICATION PROCESS

Sasol has appointed a team of independent specialists to assist with the applications. SRK Consulting (Pty) Ltd has been appointed to undertake the stakeholder engagement process and assist with the compilation of the Motivation Report. Airshed Planning Professionals (Pty) Ltd has been appointed to prepare the atmospheric impact reports (AIRs). Sasol has also appointed an independent party, Exponent, to peer review the air dispersion modelling approach.

The AIRs will detail Sasol’s impact on ambient air quality in the areas affected by its facilities. The motivation report will be informed by the AIR as required in terms of Part 2 of the MES. It will detail the reasons and justification for the postponement application and outline the steps to be taken by Sasol to achieve compliance.

Sasol is committed to affording interested and affected parties (I&APs) the opportunity to provide comments during the public participation process. The approach to the public participation process has been guided by the requirements for consultation in terms of the 2017 EIA Regulations. Responses to comments received during the stakeholder engagement process will be submitted together with the motivation report to the authority for consideration during decision making.

Stroomop se aktrises deel hul harte met vroueJana Oosthuizen

SECUNDA - Die aktrise, Simoné Nortman, het 700 vroue Saterdagoggend, 13 Oktober, in trane gehad toe sy haar getuienis by die Stroomop Inspirasie Vroue-oggend wat by die Kruik Kerk aangebied is, gedeel het.

Nortman het vertel hoe sy op briewe tussen haar ouers afgekom het waar een van hulle geskryf het: ‘Ek sal seker maak Simoné vind nooit uit nie’.

Die aktrise wou weet wat aangaan en het haar ma oor die brief uitgevra, maar haar ma het gesê sy moet vir haar pa gaan vra.

Sy het uitgevind dat haar ma in 1989, toe sy 30 was, met Nortman swanger geraak het.

Haar ma was daardie tyd in die Suid-Afrikaanse lugmag en om as ongetroude

vrou swanger te raak in daardie tyd, sou onmiddelike ontslag beteken.

“So my ma moes kies, sy hou haar werk en verloor haar kind, of sy hou haar kind en verloor haar werk,” het Nortman vertel.

Haar pa wou nie met haar trou nie, want sy reputasie was op die spel en haar ma is na ’n aborsie-kliniek.

Die dokter by dié kliniek het gesê hy kan nie die prosedure doen nie, omdat die lugmag se dokter reeds bevestig het dat Nortman se ma swanger is en sou dalk later wou weet waar die kind is.

“Prys die Here vir die oortuiging van ’n aborsie-dokter se hart.”

Nortman se ma het toe ’n onwettige aborsie-kliniek in een van buurlande

gaan besoek waar sy ’n afspraak vir die Vrydagoggend gehad het.

Toe sy daar aangekom het, het die ontvangsdame vir haar gesê daar was ’n misverstand want die dokter was oorsee, maar sy kon die volgende Vrydag teruggaan.

Sy is die volgende Vrydag terug en het uitgevind die polisie het daardie aborsie-kliniek daardie selfde oggend toegemaak.

Nortman se ma het egter nie moed opgegee nie en is toe weer na ’n aborsie-kliniek in Suid-Afrika waar die dokter vir haar gesê sy is te ver swanger om ’n aborsie te kry.

“Sy het toe besluit om haar swangerskap steeds weg te steek vir haar ouers en kollegas by die werk en sy sou my laat aanneem sodra ek gebore is.”

Nortman is op 18 Mei 1990 te vroeg gebore en nog voordat haar ma kon keer, het die ginekeloog vir Nortman gevang en dadelik op haar ma se borskas gesit.

“Hulle het my later weggeneem en ek het bloumoord geskreeu, ’n paar susters en mense het my vasgehou en ek het bly skreeu totdat hulle my weer in my ma se arms gesit het, toe was ek doodstil en daar het die Here my ma se hart sag gemaak en sy het besluit om my te hou.

“Die Here is so goed, my ma was die eerste vrou in die Suid-Afrikaanse geskiedenis wat ’n baba gekry het en steeds haar werk by die lugmag kon behou.”

Nortman se ma moes ’n dissiplinêre verhoor kry by die lugmag, maar sy kon haar baba en haar werk behou.

“Ek het my lewe lank gesukkel met verwerping en ek kon nooit verstaan hoekom nie totdat my lewe in 2006 verander het toe ek my hart vir Jesus gegee het en Hy het my gewys dit kom van die tyd toe ek nog in my ma se maag was.

“My gees het dit steeds onthou, dat my ma my wou laat aborteer en daar is dood gespreek oor my toe ek nog in die baarmoeder was.

“Maar die Here het my grootste pyn gevat en Sy identiteit op my kom sit en Hy sê vir my die vyand wou my verwoes, maar die Vader het Sy hand op my gehad en gebruik dit vandag tot Sy heerlikheid en glorie.”

Die aktrise, Donnalee Roberts wat die hoofrol in Stroomop vertolk, het vertel hoe sy as kind gereeld gespot is oor haar skewe tande en dat sy en haar ma swaar gekry het tydens haar grootwordjare.

“Ek het as kind al daarvan gedroom om eendag ’n aktrise te word,” het sy gesê.

Sy het die vroue aangespoor om na ander mense se harte te kyk en uit te reik na ander.

“God het ons gemaak met die vermoë om met ons harte na ander se harte te kyk. Hoeveel keer per week kyk jy vir iemand, maar jy sien nie regtig nie? Hoeveel keer gee jy vir iemand ’n kompliment?”

“Dit neem net ’n oomblik om iemand raak te sien en daardie persoon te laat goed voel oor hulself.”

Sy het vroue aangeraai om pens en pootjies in die rivier wat ons die lewe noem in te spring en die beste weergawe van hulself te probeer wees.

“Swem teen die stroom op want dan eers gaan jy in jou eie oomblikke kan leef en nie in die wêreld s’n nie. My hoop is dat julle almal Stroomop-vroue sal wees wat met julle harte na ander gaan kyk en dat jy jou eie storie sal begin skryf en die heldin van jou eie storie sal wees.”

INVITATION TO PARTICIPATE AND COMMENTSasol South Africa Limited (Sasol) operating through Secunda Synfuels Operations (SSO) and Sasol Chemi-cal Operations (SCO) owns and operates a petrochemical facility in Secunda, Mpumalanga, among others. SSO and SCO are located in the Sasol Secunda complex south of central Secunda. Sasol is required to comply with Minimum Emission Standards, 2013 (MES), published in terms of the National Environmental Management: Air Quality Act (Act No 39 of 2004). Between 2013 and 2017 Sasol undertook a process to apply for postponements from the compliance timeframes of the MES and Sasol has been granted certain postponements. However, new more stringent standards will come into eff ect from April 2020 and Sasol will be challenged to meet the 2020 new plant standards in certain instances.Sasol therefore intends to apply for postponements from the compliance timeframes for its bio-sludge and high organic waste (HOW) incinerators; steam plant boilers; Synfuels catalytic cracker (SCC) unit; and storage tanks that form part of SSO and the ammonium nitrate unit and storage tanks that form part of SCO.Part 2 of the MES allows for application for postponement of certain requirements. As part of the applica-tion, Sasol must submit an atmospheric impact report (AIR) supported by detailed justifi cation and reasons for the application and must also undertake a public participation process in accordance with the Environ-mental Impact Assessment Regulations. Sasol has appointed SRK Consulting (South Africa) (Pty) Ltd (SRK) to assist it in preparing the motivation report that will detail SSO’s and SCO’s justifi cation and reasons for the application, and to undertake the public participation process. Airshed Planning Professionals (Pty) Ltd (Airshed) has been appointed to prepare the AIR in support of a motivation report. The draft motivation report and AIR will be available for public comment before the end of December 2018, however the offi cial comment period will be from Monday 7 January 2019 to Wednesday 6 February 2019. Electronic versions of the reports and comment sheets will be available on SRK’s website at: https://www.srk.co.za/en/za-sasol-2019-mes-postponement-applications. Electronic copies are also available on request from the stakeholder engagement offi ce at SRK. UITNODIGING OM DEEL TE NEEM EN KOMMENTAAR TE LEWERSasol Suid-Afrika Beperk (Sasol) wat deur Secunda Synfuels Operations (SSO) en Sasol Chemical Operations (SCO) werksaam is, besit en bedryf onder meer ’n petrochemiese fasiliteit in Secunda, Mpumalanga. SSO en SCO is in die Sasol Secunda-kompleks suid van sentraal-Secunda geleë. Daar word van Sasol vereis om aan die Minimum Emissiestandaarde, 2013 (MES) te voldoen wat kragtens die Wet op Nasionale Omgewingsbestuur: Luggehalte, Wet 39 van 2004 uitgevaardig is.

Sasol het tussen 2013 en 2017 ’n proses onderneem om aansoek te doen om uitstel van die nakomingspertyd van die MES en uitstel is wel aan Sasol toegeken. Nuwe, strenger standaarde sal egter vanaf April 2020 in werking tree en Sasol sal in sekere gevalle dit moeilik vind om in 2020 aan die nuwe aanlegstandaarde te voldoen.

Sasol is dus voornemens om aansoek te doen om uitstel van die nakomingspertyd vir sybioslyk- enhoë-organiese-afvalverbranders (HOW); stoomaanlegketels; sintetiese brandstof-katalitiese krakereenheid (SCC); en opgaartenks wat deel uitmaak van SSO, en die ammoniumnitraat-eenheid en opgaartenks wat deel uitmaak van SCO.

Deel 2 van die MES maak voorsiening vir aansoek om uitstel van sekere vereistes. Sasol moet as deel van die aansoek ’n atmosferiese impakverslag (AIR) indien, ondersteun deur ’n breedvoerige regverdiging en redes vir die aansoek, en moet ook kragtens die Omgewingsimpakbe-paling-regulasies ’n openbare deelnameproses onderneem. Sasol het SRK Consulting (Suid-Af-rika) (Edms) Bpk aangestel om behulpsaam te wees met die voorbereiding van die motiverings-verslag wat SSO en SCO se regverdiging en redes vir die aansoek uiteensit, en om die openbare deelnameproses te hanteer. Airshed Planning Professionals (Pty) Ltd (Airshed) is aangestel om die AIR ter ondersteuning van ’n motiveringsverslag op te stel. Die konsep-motiveringsverslag en AIR sal voor die einde Desember 2018 vir openbare kommentaar beskikbaar wees, maar die amptelike tydperk vir die lewering van kommentaar sal vanaf Maandag 7 Januarie 2019 tot Woensdag 6 Februarie 2019 wees. Elektroniese weergawes van die verslae en kommentaar blaaie sal op SRK se webwerf by https://www.srk.co.za/en/za-sasol-2019-mes-postponement-applications beskikbaar wees. Elektroniese afskrifte is ook beskikbaar op versoek van die belanghebbende-skakelkantoor by SRK.
