Kim introduced Joan Geiger, OFS, National Councilor who will serve as the presider of our elections. The current Regional Council was introduced and Fr. Anthony Dummers, OMI greeted the group, offered the center’s hospitality and delivered some helpful hints as to how to use the facility. Night prayer followed and a social gathering completed the evening. The annual meeting was preceded by a Spiritual Assistant’s workshop that was conducted by Kathy Taormina, OFS Thursday and Friday, June 1 st and 2 nd for the Spiritual Assistant’s class and local Spiritual Assistants. Minutes of the 2017 Annual Queen of Peace Regional Council Meeting Christ the King Retreat Center, Buffalo, Minnesota

June 2 – June 4, 2017

Friday June 2nd

This annual event was opened at 7:00 PM by Kim Pappas, OFS, Regional Minister following an agenda prepared by the Executive Council. See attached agenda. Sixty Franciscans and two guests were present for the opening remarks at the annual meeting of the Queen of Peace Regional Council at Christ the King Retreat Center in Buffalo, MN. Kim introduced Joan Geiger, OFS, National Councilor who will serve as the presider of our elections. The current Regional Council was introduced and Fr. Anthony Dummers, OMI greeted the group, offered the center’s hospitality and delivered some helpful hints as to how to use the facility. Night prayer followed and a social gathering completed the evening.

The annual meeting was preceded by a Spiritual Assistant’s workshop that was conducted by Kathy Taormina, OFS Thursday and Friday, June 1st and 2nd for the Spiritual Assistant’s class and local Spiritual Assistants.

The day began with morning prayers in the chapel at 7:30AM. The Morning Prayer liturgy was focused on Servant Leadership. Following Morning Prayer breakfast was served.

offer the option to receive regular legislative alerts when action would be beneficial and timely. Secular Franciscan Justice, Peace and Integrity initiatives follow our rule by helping us live the Gospel life in community and relationships. We can all choose our passion from a menu of alternatives including basic life issues, peace initiatives and human rights. Our rule directs us to be on the forefront of promoting justice – we have a moral obligation to do so.

The central features of the weekend activities were formation presentations given by Margi Florence, OFS and Kathy Taormina, OFS. These presentations concentrated on Servant Leadership, our obligations as Secular Franciscans and motivations and methods to animate our local fraternities. Margi began the formation session by reminding us that the Holy Spirit is our guide in the business of Servant Leadership. With the help of the Holy Spirit we can reach our full potential as leaders if we listen, trust, encourage action, mentor others and think long term. Kathy then expanded on Margi’s comments by asking us to reconcile our daily behaviors with our rule. Our Spiritual Assistant’s theme was fundamentally that our vocation is the most important aspect of our lives and we should not let our ministries take precedence over our Franciscan vocation. Given that we need only a ready and willing spirit to serve; she challenged the members to reflect on the notion that our first duty to Fraternity is to be present, to serve and to contribute financially as one can. Kathy spoke firmly about the quandary of how we are hesitant to serve our brothers and sisters by sharing our gifts yet we willingly take a meaningful role in serving the ministries underwritten by our parishes. She emphasized that serving the Fraternity is a blessing, not a burden, and it is also an obligation.

Kathy followed with a participation exercise that culminated in a self-imposed specific task for each member to bring every member of their Fraternity closer to serving Secular Franciscan Order.

After lunch the members proceeded to undertake Regional business. The session started with reading of the Prayer for the Regular Meeting of the Council from the Ritual of The Secular Franciscan Order.

Kim offered a view of the accomplishments of the Region during the past three years with emphasis on the size of the region operating over six states with 450 professed Secular Franciscans and 29 Candidates as well as Spiritual Assistant’s and Formation workshops, Spiritual Assistant’s Class and commissioning of new Spiritual Assistants. Kim further stressed the importance of keeping our formation linked to “Franciscan” resources as opposed to the broader “Catholic” menu of resources and the significance of continuing to participate in NAFRA Formation Workshops. She reiterated that the region aided in making it possible to ensure that all fraternities had a copy of the “Essential Documents of the Secular Franciscan Order.” In addition she addressed the importance of the Annual Report, Pastoral and Fraternal Visitations, maintenance of the database and the conduct of elections.

Kathy Fraser, OFS, Treasurer, reported on the 2016 Balance Sheet and Profit and Loss Statement. As of 31 December 2016 the Region has $20,761.84 in deposits on hand with $1,703.00 of that (remaining portion of a grant from the NAFRA Duns Scotus Fund) earmarked for formation as well as an outstanding contribution of $100.00 for flood relief that has since been paid. Saint Mary’s, Shakopee requested clarification on their fair share deposit for 2016. Kathy resolved the issue by giving the Minister the detailed information the following day. A question was posed from the floor regarding the distribution of the 2016 charitable contribution of $500. Kathy provided an answer to the question at the closing session on Sunday.

The 2018 Budget was presented for review, discussion and approval. Kathy explained the budget in detail and provided information as to the genesis of the income and projected expense. An operating budget was offered for approval at $32,225.00. All financial reports attached.

The Secretary then conducted a Roll Call. There were 30 of 33 eligible voting members present. A quorum was achieved at 16 members, simple majority at 16 votes with a 2/3rds majority at 20 votes. The question was called, the Minister asked for a vote, vote was taken and the budget passed unanimously with the Spiritual Assistant abstaining. The 2018 Budget was approved as presented.

Gifts were presented and thanks were offered by Kim, Tim and Kathy Taormina and Sr Nancy Miller to the departing members of the previous council.

After a short break the Election Presider, Joan Geiger, OFS representing the National Minister opened the Chapter of Elections with a prayer from the Ritual. The Secretary conducted a second Roll Call. There were 29 of 32 eligible voting members present. A quorum was achieved at 16 members, simple majority at 16 votes with a 2/3rds majority at 20 votes. A copy of both roll calls is attached. Kathy Taormina, OFS served as Ecclesial Witness.

She gave each member a card: “May God who understands each need, who listens to every prayer, bless you and keep you in His tender loving care.” The meeting adjourned for Mass and dinner. Mass was celebrated at 4:30PM with Fr. Mathew Malik, OFM, celebrant. It was a very special Mass in that the new Regional Council professed their commitment to Servant Leadership as members of the Regional Executive Council and the Spiritual Assistants Class members were commissioned by Kathy Taormina, OFS and Sr Nancy Miller, OSF. Those commissioned were: Bob Barnes, OFS, Mary Kopelke, OFS, Amanda Oney, OFS, Esther Reagan, OFS, Larry Ryan, OFS and Melody Taninies, OFS.

The annual Remembering Prayer Service was conducted at 7:00 PM for the deceased of all the fraternities. Hazel Martin, OFS, will take the names of the Fraternity members who passed away during the last year to the National meeting where they will be remembered again.

A social gathering concluded the evening.

Sunday, June 4th A beautiful Pentecost Sunday morning began with the Pentecost Liturgy of the Hours Morning Prayer in the Chapel. Kim Pappas, OFS offered closing remarks and final reminders and details. Tim Taormina, OFS announced the results of the Queen of Peace Region Fundraising activities (Book free will offering and Silent Auction). These activities netted $600 for the Region Treasury. Kim closed the meeting with the Prayer for the Regular Meeting of the Council from the Ritual of The Secular Franciscan Order. Teresa Walker, OFS moved to adjourn the meeting. Jo Lambert, OFS seconded. All approved. Meeting adjourned at 9:30AM. Prepared by:
