27.1 Trade and Commerce Trade and commerce being a mainstay of the local economy, a number of projects are proposed for the strengthening of this sector. The 3.5 acres plot where the present market functions can be developed as a high rise Modern Mar- ket Complex with sufficient facilities for trading of different merchandise like agricultural produces, hill produces, fruits & vegetables, stationeries etc., space for street vendors, proper drainage and sanitation facilities, parking plaza etc. With the completion of the new fish market complex, fish and meat trading activities will be shifted to this building. A shopping street with only pedestrian entry shall be developed near the Presentation bypass junction, from Kozhikode road to the proposed bus stand, which can accom- modate street vendors in an organised way. Organised spaces for street vendors is also proposed in the Modern Market Complex. The working hours and time allotment can be decided by the municipality, corresponding with non-busy hours of the whole sale market. The development of trade and commerce sector can be enhanced by urban renewal projects at various locations in the town centre. As the commercial areas are concentrated along the NH, special care shall be taken to avoid the possible congestion and bottlenecks, by providing service lanes. Separate land use policies and schemes using plot reconstitution technique shall be framed in order to facilitate such developments. 27.2 Industry IT related activities being an area of focus in the industrial scenario of the State and can bring employment to the skilled professionals in the Municipality, an IT park is proposed in the PTM Govt. College Campus where enough land is available, without disturbing the functioning of the college, along with a serene environment. New IT related courses can be introduced in the college, which can act in synergy with the IT park. Dry agricultural land available near this campus can provide ample space for future expansion. 27.3 Fisheries

Perinthalmanna is not a coastal town and has no major water bodies like backwater orlakes. But there are large extent of uncultivated paddy and number of ponds through-out the municipality where there is a scope for fresh water fisheries. Hence, fresh waterfisheries including ornamental aquaculture is proposed to be promoted.

27.4 AgricultureThe town has no agricultural market even though it is a service center for a vast agrar-ian hinterland. Hence a wholesale agricultural market and warehouse is proposed ina 0.39 ha land in Sy.No.183 (P) of Perinthalmanna Desom, owned by the municipalityat Cholomkunnu. This is nearly 2 km from the town centre and can be accessed fromthe Pattambi Road.

27.5 Animal Husbandry

Even though there is considerable consumption of meat in the municipality as revealedby the studies the town has no slaughter house. Hence a slaughter house is proposed inthe municipality in the 13 acre plot where the solid waste treatment plant also functions.

27.6 Recreation & Tourism

The recreational facilities in the town are highly inadequate. Kulirmala, situated at theheart of the town shall be developed to enhance the tourism potential of the town.A recreation centre, Bio Park, exhibition centre and an open air theatre are proposedhere with this purpose.

An infotain park is proposed in 4Ha at Eravimangalam, with entertainment, recreation,soft-industrial and business spaces. Even though there is a partly constructed stadiumwhich is actually the play ground of the EMS Education Complex, it is inadequate forthe town and also adds to the congestion in the town center. It is proposed to con-struct a mini stadium in a 3.5acre plot along Manathumangalam bypass. Besides, achildren’s park is also proposed along this Bypass. An indoor stadium is proposed atthe site of existing town hall. The existing PWD complex has an extent of 1.30 acresand contains a number of low rise buildings spread throughout. All the governmentoffices in this compound could be brought into a single tower making land availablefor a park.

Besides, neighborhood parks are proposed near housing colonies and near new recre-ational developments. Jogging tracks are proposed along the natural drainage channels.

Perinthalmanna can be developed as an intermediate station in the Cochin-Vazhikka-davu-Gudalloor tourist circuit with the sites of heritage, cultural and environmentalvalues like Elamkulam Mana, Poonthanam Illam, Pathikkara Mana, Thirumandham-kunnu Bhagavati Temple, Tali Temple, Kodikuthimala etc. around.

With availability of developable land in the peripheral region and growth in healthcare and educational institutions in the region, non-polluting industries manufacturingsupplies for healthcare and education sectors are proposed to be promoted in the town.Agrobased industries shall also be promoted, as the town itself has a good share ofagricultural land and has a vast agricultural hinterland. No area is specifically zoned inthe development plan for industrial purposes. But in the zoning regulations industriesof appropriate nature are allowed in all the zones.

27.7 HousingThere is a shortage of 3759 housing units at present. Various schemes like IHSDP, VAMBAY,EMSHS, RAY etc. in operation in the municipality are expected to cover this shortage to anextent. Still there is a need for public intervention in providing affordable housing. In theabsence of planned development the residential land use is spread out all over the townencroaching upon the valuable paddy lands. So further densification of residential landuse is necessary for protecting the cultivable lands. Hence appropriate zoning regulationsfor densification of residential land use, affordable housing and promotion of green ar-chitecture are incorporated in the development plan. By allowing more FAR in core areacompared to other areas and depromoting non-residential activities in core residential areadensification of the residential land use can be achieved. The housing needs of economicallyweaker sections and migrant labourers can be solved to certain extent through ensuringavailability affordable land in peripheral area.

27.8 Water SupplyPresently the town does not face serious scarcity of water in general, however certain pock-ets have very low ground water table and are highly dependent on piped water supply.Also, the ground water quality is at threat in the absence of proper sewerage infrastruc-ture. In order to maintain the level of service, considering the future population as well,the Kerala Water Authority has to increase its capacity by three fold. Besides a dedicatedwater supply system is proposed in the special policy area for health care. Moreover, 24*7water supply shall be ensured to the water scarce areas. Hence a comprehensive plan toimprove the watersupply infrastructure of the town shall be drawn up by the Municipalitywith the help of KWA, and implemented in a phased manner, with the aim of provisionof treated water to all by 2030.

27.9 Waste ManagementDue to the absence of proper drainage and sewerage system and the small plot sizes,the ground water is getting contaminated. An integrated sewerage system is proposedfor the core and transition areas, to be taken up in two phases. Fig. 27.1 shows theproposed sewerage network.

The proposal consist of construction of 17 km sewerage networks and trunk mains,laying network having size from 150 mm to 600 mm, RCC manhole with diameter 1.20m to 1.50 m house service connection, inspection chamber, road re-formation, shiftingof existing utilities, construction of 1 lifting station and connected electro mechanicalwork and construction of 2.5 MLD STP initially for the core area, covering about 2.51km2 targeting a design population of 8500. The design period considered is 20 yearsfor all components except pump set. Sewage Pumping Stations are proposed to belocated near low lying area near natural drains. The land for STP is located in alongthe Presentation Bypass road on the West side, opposite Tharayil Bus Stand, consid-ering the future expansion of sewerage network and enhancement of STP capacity. Itis proposed to construct STP having a capacity of 2.5 MLD with modern technologylike MBR/SBR or the latest available technology in the initial phase. The rough costestimate is Rs. 45 crores for the Sewerage System for the core area.

A future expansion of STP with a capacity 6.75 MLD will be required to cater to thesewerage of the transition area which shall be included in the second phase of theproject.

Due to unplanned developments and conversion of wetlands, natural drainage has beenobstructed in many places. A detailed plan to introduce a proper system for storm waterdrainage, by establishing the links wherever needed in the existing road side drain andintegrating this properly to the natural drainage channels, shall be drawn up and imple-mented in a phased manner, by the Municipality.

The solid waste treatment plant situated in the vast 13 acres of land at Kalathilakkaraarea of the Municipality presently treats 16 tonnes of solid wastes collected from variousparts of the city. The design population in 2033 would generate solid waste in the rangeof 35.0 tonnes, considering generation of 0.50 kg of solid wastes per capita per day. Thecapacity of the treatment plant need to be enhanced so as to properly treat these 35tonnes of waste generated.

The modernization of the treatment plant shall be based on a detailed integrated municipalsolid waste disposal strategic plan, which shall in general address various aspects includingbut not limited to the following,

1. The waste need to be segregated at the source, there by facilitating the collectionof wastes in four distinct types as 1) General trash, 2) Plastics and other non bio degradablewastes 3) Hazardous/chemical waste and 4) Recyclable papers, card boards and the likeitems.

2. The idea of “Reduce, Recycle, Reuse “shall be given due prominence in the plan,thereby reducing the quantity of waste generated, also reducing the quantity of wastesto be treated.

27.10 EnergyThe supply of electricity in the municipality is satisfactory. The routine expansion pro-gramme of KSEB is expected to cover the increased energy demand. One significant factorin an urban design context is the conversion of overhead electric lines to undergroundcables. Such a conversion is proposed in the town in this development plan. To promoteuse of non-conventional sources of energy it is proposed to use solar panels for streetlighting in the town. Also, incentives may be provided for solar powered buildings andgreen buildings as per government policies from time to time.

27.11 EducationThough there are no higher education centers within the municipality, number of suchinstitutions exist in the surrounding LSGs which are expected to cater to such needs of thepeople in the town. With better connectivity and locational advantages the town hasscope for developing as a facility centre for the students in these institutions. The pro-posed modern market complex shall accommodate such facilities. The development ofGalileo centre near Kulirmala and improvement of physical infrastructure and strength ofthe schools, ITI/ITCs are also proposed.

27.12 HealthThe town has a high potential to be developed as a healthcare destination owing to thepresence of a large number of speciality hospitals in and around it. A special policy area forhealthcare is proposed along Ootty road in the surroundings of the two major hospitals inthe town. Facilities like accommodation for doctors, affordable housing for staff, lodgingfor bystanders, ancillary industries, restaurants, recreation & communication facilities shallbe developed as part of the project. Improved connectivity shall be ensured by providingproper links and widening of existing roads.

3. The bio medical wastes shall not be mixed up with the other general solidwastes. Elaborate treatment system shall be established for the treatment of variouswastes arising from the hospitals and allied areas of the city.

4. The possibilities of generating power from wastes and the production of var-ious types of fertilizers has to be further investigated and implemented.

5. Garbage collection bins shall be provided at various parts of the streets, insufficient numbers and at suitable locations easily accessible for the public, promptingthem to use the bins and not to leave the garbage on streets.

6. Modern tools, equipments and machineries shall be provided for the collec-tion, treatment and disposal of the wastes, including machineries and arrangementsfor street sweeping.

7. The plan shall aim and accomplish a “zero waste city” system for the Municipalarea.

The infrastructure and other facilities in the District Hospital are to be improved for meetingthe health care needs of the common public. Hence the development of District Hospitalis to be undertaken based on a detailed project report.

27.13 Other civic amenitiesThe municipal town hall is presently located at the Housing Colony road with thoroughlyinadequate facilities. Hence it is proposed to shift the town hall to a more prominentand convenient location, the present municipal office compound between Main Junctionand Presentation Bypass Junction, with state of the art facilities. The municipal office inturn is proposed to be shifted to the new hi-tech shopping complex at the Main Junction.

A gas crematorium is proposed at Cholomkunnu is Sy. No. 172(P) of Perinthalmanna De-som. In order to cater to the needs of the students from the neighboring LSGs where lotof higher education centers are coming up, a reference library is proposed in the shoppingmall to be built along with the proposed Modern Market Complex.

27.14 Environment

Environment protection and management are given due consideration in the develop-ment plan. Appropriate zoning regulations are formulated for the conservation of paddylands, control of various land uses and thus protection of the environment. Regulationfor promotion of green buildings and renewable sources of energy are also put forward.A buffer zone of 100 m is proposed around the solid waste treatment plant in order toimprove the environment quality in the surrounding areas.

There are number of ponds in the municipality, majority being unusable due to dumpingof waste and neglect. These ponds are proposed to be renovated so that they can act aswater reservoirs improving the ground water table and also can be used for recreation.Besides, the natural drainage channels are to be revitalised, ensuring intact connectivity.

Avenue plantation along the major corridors is another proposal for improvement ofenvironmental quality.

27.15 Governance

Digitizing the property tax data base and managing this spatial information in a GIS plat-form with stake holder interface, is proposed to be taken up, to ensure timely detection ofunauthorized construction, bringing the evaders to the tax net and ensuring compliance ofregulations. This would help to enhance a major revenue stream of the Municipality andwould assist the Municipality to reduce its dependence on external aids.

A goal based decision tree is made to ensure theintegrity of the development plan. Each objectivehas been derived from any of the identified goalsand each of the projects proposed has an objectivebehind it. Various land use policies adopted in thedevelopment plan also emanate from the identifiedobjectives. Thus the development plan aims atrealizing the development vision formulated for

the town.
