SECTION – V TECHNICAL SPECIFICATION FOR NIFPES

1.0 GENERAL

This specification covers the design, manufacture, testing, supply, delivery, installation, pre-

commissioning testing at site & commissioning of Nitrogen Injection Fire Prevention & Extinguishing

System (NIFPES) on oil filled transformers of 132 kV voltage class as per schedule of Requirement

attached as Annexure-A.

2.0 Transformer(s) to be provided with NIFPES:

Note: - Lot wise names of the substations where NIFPES systems are to be installed shall be

intimated after the placement of order.

3.0 CLIMATIC CONDITIONS:

i. Maximum relative humidity........... 100%

ii. Yearly Average number of thunder storms .......... varies from 30 to 50 at different places

iii. Average no. of rainy days per annum ... 60 days.

iv. Fog: The atmosphere is subject to fog for two months in winter.

v. Number of months during which

a) Dust storms occur at frequent intervals. 3 months.

b) Average annual rainfall 60 cm

c) Maximum wind pressure 150 kg/sq.m.

4.0 PERFORMANCE REQUIREMENT OF THE SYSTEM

Each of filled transformer shall be provided with a dedicated NIFPES which shall act as fire preventer

by preventing transformer oil tank explosion and possible fire in case of internal/external cause. In

the event of fire by external causes such as bushing fires, OLTC fires, fire from surrounding

equipment etc., it shall act as a fast & effective fire fighter. NIFPES shall accomplish its role as fire

preventer & extinguisher without employing water and/or carbon dioxide. Fire shall be put out

within maximum 3 minutes of system activation and within maximum 30 seconds of

commencement of nitrogen injection.

5.0 ACTIVATION OF NIFPES

Malfunctioning of fire prevention/extinguishing systems is the major shortcoming which leads to

interruption in power supply. The supplier shall ensure that the chances of malfunctioning of NIFPES

are practically Nil. To achieve this objective, the supplier shall work out his scheme of activating

signals which, while preventing mal-operation, should not be too rigorous to make the operation of

NIFPES impracticable in case of actual need.

Transformer isolation shall be the mandatory pre-requisite for activation of the system in Automatic

mode or Remote mode in the control room. In addition, following electrical- signals shall be

provided in series for activating NIFPES.

5.1 AUTO MODE

a) For Prevention of Fire

Differential Relay Operation

Buchholz Relay paralleled with Pressure Relief Valve or RPRR. (Rapid Pressure Release Relay)

Tripping of all connected breakers (HV & LV side) is a prerequisite for initiation of system activation.

a) For Extinguishing Fire

Fire Detector

Buchholz Relay paralleled with Pressure Relief Valve or RPRR.

Tripping of all connected breakers (HV & LV/IV side) is a pre-requisite for initiation of system activation.

5.2 Manual Mode (Remote)

Tripping of all connected breakers (HV & LV/IV side) is a prerequisite for initiation of system activation.

5.3 Manual Mode (Mechanical)

Tripping of all connected breakers (HV & LV/IV side) is a pre-requisite for initiation of system activation.

The system shall be designed to be operated manually (oil draining and N2 injection) in case of failure of power supply to the system.

6.0 GENERAL DESCRIPTION OF NIFPES

NIFPES should be a dedicated system for each oil filled transformer. It shall have a Fire Extinguishing

cubical (F.E.C) placed on a plinth at a distance of 6-10 metres away from the transformer or placed

next to fire wall (if fire wall exists). The F.E.C. shall be connected to the top of the transformer tank

at side wall (of capacity 10% of T/F oil) for depressurization of tank and drain the oil to oil pit as

proposed in the schedule of requirement from its bottom through oil pipes. The F.E.C. should house

a pressurized nitrogen cylinder connected to the transformer oil tank (near its bottom). Cable

connections are to be provided from signal box placed on the transformer to the control box in the

control room and from control box to F.E.C. Fire detectors placed at the top of transformer are to be

connected in parallel to the signal box. Detectors placed on the top of transformer tank are to be

connected in parallel to signal box by fire survival cables. The signal box shall be connected to a pre-

stressed non-return valve fitted between the conservator tank and Buchholz relay. Control box is

also to be connected to relay panel in control room for receiving system activation signals.

6.2 Operation

On receipt of all activating signals, the system shall drain off pre-determined volume of hot oil from

the top of tank through outlet valve, to reduce tank pressure by removing top oil. Simultaneously,

nitrogen gas is injected under high pressure at a pre-fixed rate, stirring the oil, thus bringing the

temperature of top oil layer down. Nitrogen occupies the space created by oil drained out and acts

as an insulating layer between oil in the tank &fire on top cover. Pre-stressed non return valve

blocks oil flow from conservator tank, thus isolating it & preventing aggravation of fire.

7.0 SYSTEM COMPONENTS

NIFPES shall broadly consist of the following components. It is emphasized that all other

components, irrespective of their exclusion in the details given below, which are necessary for fast,

reliable & effective working of NIFPES shall be considered within the scope of supply.

7.1 Fire extinguishing cubicle

Frame shall be made of 3mm (minimum) thick steel sheet, painted inside & outside with post office

red colour (shade 538 of IS:5) hinged split doors fitted with high quality tamper proof lock. The

degree of protection shall be IP55. It shall be complete with the base frame and the following:-

Nitrogen gas cylinder with regulator and falling pressure electrical contact manometer

Oil drain pipe with mechanical quick drain valve.

Electro mechanical control equipment for draining of oil of pre-determined volume and injecting regulated volume of nitrogen gas.

Pressure monitoring switch for back-up protection for nitrogen release.

Limit switches for monitoring of the system.

Butterfly valve with flanges on top of panel for connecting oil drain pipe and nitrogen injection pipes for transformer.

Panel lighting (CFL Type)

Oil drain pipe extension of suitable sizes for connecting pipes to oil pit.

Inspection window as well as part of cubicle door in front of inspection window to be fitted with unbreakable glass & wire mash etc. for checking of oil leakage without opening the cubicle.

The nitrogen regulator value shall be designed in such a way that nitrogen shall not enter the transformer tank even in case of passing/leakage of value.

7.2 Control Box

Control Box for monitoring system operation, automatic control and remote operation with the

for tripping & signally on 220V D. C. supply:

Visual and Audio alarm for DC supply fail The signals marked (*) shall be in the topmost row of control box panel. The signals marked (^) shall

follow next.

7.3 Pre-stressed Non Return Valve (PNRV)/ Transformer conservator Isolation Valve (TCIV)

PNRV/TCIV is to be fitted in the conservator pipe line between conservator & Buchholz relay. It shall

have the proximity switch for remote alarm, indication with visual position indicator similar like

Buchholz glass inspection window. The PNRV/TCIV should be of the best quality as malfunctioning of

PNRV/TCIV could lead to serious consequence as its closing means stoppage of breathing of

transformer.

Locking plates shall be provided for pad locking.

7.4 Fire Detectors

The system shall be complete with adequate number of fire detectors (quartz bulb) fitted on the top

cover of oil tank, OLTC/Off ckt. tap changer rated for 1410C for heat sensing each fitted with two no.

cable glands (water proof/weather proof).

7.5 Signal Box

It shall be fitted on the transformer for terminating cable connections from PNRV/TCIV& fire

detectors and for further connection to the control box. The degree of protection shall be IP 55.

7.6 Cables

Fire survival cables, capable to withstand 7500C, shall confirm to BS: 7629-1 BS, 8434-1, BS 7629-1

and BS 5839-1m BSEN 50267-2-1 or relevant Indian Standard.

o Fire survival cables (FRLS) of 4 core x 1.5 mm sq. size for connection of fire detectors in parallel and terminating in signal box shall be used.

o FRLS cable 12 core x 1.5 mm sq. for connection between transformer signal box/marshalling box to control box and control box to fire extinguishing cubicle shall be used.

o FRLS cable 4 core x 1.5 mm sq. for connection between control box to DC supply source and fire extinguishing cubicle to AC supply source, signal box/marshalling box to PNRV/TCIV connection on transformer shall be used.

7.7 Pipes

Pipes, complete with connections, flanges, bends, tees other fittings, gate/ butterfly valve etc.

shall be supplied alongwith the system.

7.8 Other items

a) Oil drain and nitrogen injection openings using existing valves using T-joint with gate valves on transformer tank.

b) Flanges in conservator pipe between Buchholz relay and conservator tank for fixing PNRV/TCIV.

c) Fire detector brackets on transformer top cover. d) Spare potential free contacts for system activating signals i.e. differential relay, Buchholz

relay, pressure relief valve, transformer isolation(master trip relay). e) Pipe connections between transformer to fire extinguishing cubicle and fire

extinguishing cubicle to oil pit. f) Cabling on transformer top cover for fire detectors to be connected in parallel and inter

cabling between signal box to control box and control box to fire extinguishing cubicle. g) Non corrosive, epoxy coated(from inside) mild steel oil tank with moisture proof coating

with capacity as minimum 10% of total oil quantity of transformer, with water tight cover, to be placed in the oil pit. This tank shall be provided with the manhole, air vent pipe through silica gel breather, drain valve and a spare gate valve at the top.

h) Gate valves on oil drain pipe & nitrogen injection pipe should be able to withstand full vacuum. A non-return valve shall also be fitted on nitrogen injection pipe between transformer & F.E.cubicle.

i) Pressure relief valve wherever not fitted on the existing transformer, shall also be in the scope of supply of supplier, alongwith its installation on system oil drain pipe.

j) The F.E. cubicle shall be painted with post office red colour (Shade 538 of IS-5). All the exposed parts i.e. pipes, supports, signal box etc shall be painted with enameled paint.

7.9 Mandatory Spares (CLAUSE DELETED)

8.1 No modification on the transformer shall be allowed which affects its performance (i.e. efficiency,

losses, heat dissipation ability etc.), safety, life etc. or it’s any other useful parameter. This

requirement shall be of paramount importance and shall form the essence of the contract.

Further, shutdown period required for installation & commissioning of NIFPES should be minimum

possible and shall be clearly indicated in the bid.

No new openings shall be made on the transformer. Only the available openings on the

transformer shall be utilized and at the most new opening in radiator header pipe by using tee

joints with gate/butterfly valves may be used. However, in any case, performance of transformer

should not be affected in any manner as brought out above and the supplier shall give an

undertaking to this effect alongwith past performance report for similar job executed. High level

of cleanliness during installation & commissioning shall be maintained. All pipes should be

washed/rinsed with transformer oil (to be supplied by PSTCL, wherever required for

draining/filling/rinsing/washing). If any damage is done to the transformer and/ or any connected

equipment during installation & commissioning, full recovery therefore shall be effected from the

supplier of NIFPES system.

8.2 The shutdown required for installation & commissioning of NIFPES shall be arranged as per

requirement and shall depend upon system constraints and approval by the office concerned of

PSTCL

8.3 It shall be solely the responsibility of supplier to install, carry out pre-commissioning tests &

commission NIFPES to the complete satisfaction of the purchaser and/or his representative.

9.0 INTERLOCKS

It shall be ensured that once the NIFPES gets activated manually or in auto mode, all the

connected breakers shall not close until the system is actually put in OFF mode.

10.0 WORKMANSHIP

The material offered shall be of best quality and workmanship. The responsibility for procurement

of quality raw material shall be solely of supplier and in no case any assistance for the

procurement of raw material shall be provided by the Purchase and the delivery programme shall

not be affected due to non supply of raw material. Therefore, the supplier will have to ensure

adequate quantity of quality raw material in his stock so that the progress of work is not

hampered. No extension in delivery period will be allowed on the pretext of non-availability or

short supply of raw material and this shall not constitute a valid reason of force majeure. The

material shall conform to the relevant Indian/International Standards and wherever applicable,

the relevant Standard shall be mentioned. To the extent possible, various parts of NIFPES meant

for various transformers shall be interchanged.

11.0. PACKING & FORWARDING

The Supplier shall be required to pack and protect the material securely so as to avoid damage in

transit. The Supplier shall also be responsible for all losses or damage caused or occasioned by any

defect in packing. The F.E.C& control box shall be affixed with a weather proof & corrosion

resistant name plate inscribed with W.O. No. & date, name of manufacturer, batch of

manufacturing, transformer nomenclature and other relevant details.

12. SCOPE OF WORK

12.1 Supplier

a) All the items outlined in para 6 & 7 above.

b) All cables and cable connections including battens etc. wherever required.

c) All pipe connections.

d) Supply & welding of fire detector bracket on top cover

e) Supply &fixing of brackets for fixing signal box at a suitable location on tank side wall

f) Choice of location of F.E.C, oil pit, control box etc. with approval of purchaser or his

representative(s).

g) All Civil works, including plinth for F.E. & oil pit etc.

h) Potential free contacts for required electrical signals on relay panel for connections to control

box. If spare potential free contacts for system activating signals are not available in the

existing relays, auxiliary relays for the same shall be provided by the supplier.

12.2. Purchaser

a) 220V DC Power Supply for control box and 230V AC for F.E.C and control box.

b) Power supply for welding and other related facilities including water supply during

installation.

c) Handling of T/F oil i.e. to drain out/filling of same in T/F if required anywhere shall be in the

scope of PSTCL.

13. SUPPLIER’S VISIT TO SUBSTATIONS

The supplier should visit the substations in order to prepare a realistic bid especially w.r.t.

a) The probable location of various components of NIFPES in consultation with substation

authorities. The location of oil pit shall be such that the same could be used for other

transformer of the substation to be covered later under NIFPES. Wherever feasible, the

possibility of common oil pit for all the transformers at substation to be covered with NIFPES

shall be explored.

b) Required lengths of various pipes & cables.

c) The design of NIFPES to ensure that it does not interfere with general maintenance/other

activities carried on the transformer & in the substation and provision of NIFPES on

remaining transformers at the substations.

14. TECHNICAL PARTICULARS

14.1. Fire Extinction period

a) On commencement of Nitrogen Injection : 30 seconds (Maximum)

b) From the moment of system activation : 3 minutes (Maximum)

c) From the moment of system activation : 30 minutes (minimum)

upto complete cooling

d) Fire detectors heat sensing temperature : 1410C

e) Heat sensing area per detector : upto 800 mm radius

f) Pre-stressed non return valve/ TCIV : Minimum 60 ltrs. Per minute

setting for operation

g) Capacity of Nitrogen cylinder : minimum 68 litre water capacity and

shall hold minimum 10 cubic meter gas at

pressure of 150Kg/cm2.

h) Control Box : 220V DC

i) Fire extinguishing cubicle for lighting : 230V AC

14.2 Guaranteed technical particulars as per Annexure-A shall be submitted alongwith the tender.

14.3 The tenderer shall clearly specify the following in the tender:-

a) The maintenance and testing schedule for NIFPES.

b) All the steps required to be undertaken for restarting the transformer and connected

equipment after operation and mal-operation (if any) of the NIFPES.

c) The process of venting nitrogen in case nitrogen pressure in the cylinder exceeds the

stipulated maximum value.

15.0 TESTS

15.1 Tests Reports

Certificates of the test on the system carried out by Govt./Govt. approved lab & TAC’s approval

shall also be submitted with the tender.

Test reports for detectors along with declared response time from Govt./Govt. approved lab

shall be submitted along with the tender.

15.2 Factory Tests

Tests will be carried out on individual components of the system, as applicable and the total

system for performance of fire extinguishing test. Transformer fire to be extinguished within 30

seconds during the factory test in the supplier’s workshop in presence of purchaser’s

representative.

15.3 Performance Test

Performance test of the complete system shall be carried out after complete erection at site by

the supplier’s representative. These tests shall include simulation and verification of the

response of the complete system without injection of the nitrogen gas into the T/F, however N2

to be released in the atmosphere.

15.4 Facility shall be provided in the system to test the system when T/F is in service without actually

draining the oil and injecting N2.

16.0 DRAWINGS AND MANUALS

Detailed layout drawing along with the equipment drawing & control ckt. drawing shall be given

in the tender along with complete bill of materials. After award of contract, detailed

dimensional drawing of each system including complete bill of materials and location & size of

plinth for cubicle & oil pit shall be submitted for purchaser’s approval within 15 days of receiptof

W.O. After approval, 2 sets each of all the above drawings and 2 sets each of operation and

maintenance instruction manual (bound) per system shall be submitted for purchaser’s use.

17.0 WORK SCHEDULE

“The supply of all material, erection, testing & commissioning thereof shall be completed within

12 months (in two equal lots) from the date of approval of drawings. For first lot, the supply of

material, erection, testing & commissioning thereof shall be completed within a period of first 6

months and for second lot in next 6 months. The delivery of material for the second lot can be

got regulated as per the progress of erection, testing and commissioning of the material of the

first lot. The contractor shall submit schedule of shut downs required for fitting of NIFPES to the

Nodal officer 15 days in advance in writing and confirmation regarding approval of shut downs

shall be given to the contractor in writing 5 days before shut down by Nodal officer with

intimation to TS Design office. If any delay occurs in granting shut downs, the period of delay

shall be excluded while calculating the time taken by contractor for commissioning of NIFPES. If

contractor fails to avail the shut down for a particular job, time taken for granting approval of

next shut down for the same job (including delay occurred, if any, in approval of shutdown

which is not availed by the contractor) shall be included for calculation of commissioning time”.

Nodal officer will be concerned ASE/Sr. Xen/ Grid Const. Divn., PSTCL to supervise & coordinate

the erection, testing & commissioning of NIFPES and issue the satisfactory testing &

commissioning reports along with verification of material utilized per NIFPES.

Notwithstanding the award of contract under two separate contracts in the aforesaid manner, the Contractor shall be overall responsible to ensure the execution of both the contracts to achieve successful completion and taking over of the facilities by the Employer as per the requirements stipulated in the Contract. It is expressly understood and agreed by the Contractor that any default or breach under the „Second Contract‟ shall automatically be deemed as a default or breach of this „First Contract‟ also and vice-versa and any such breach or occurrence or default giving the Employer a right to terminate the „Second Contract‟ either in full or in part, and/or recover damages there under that Contract, shall give the Employer an absolute right to terminate this Contract at the Contractor‟s risk, cost and responsibility, either in full or in part and /or recover damages under this „First Contract‟ as well. However, such breach or default or occurrence in the „Second Contract‟ shall not automatically relieve the Contractor of any of its responsibility/ obligations under this „First Contract‟. It is also expressly understood and agreed by the Contractor that the equipment /materials supplied by the Contractor under this „First Contract‟ when installed and commissioned by the Contractor under the „Second Contract‟ shall give satisfactory performance in accordance with the provisions of the Contract.

observance of the obligations under this Indemnity Bond by the Contractor shall inter-alia constitute a

criminal breach of trust on the part of the Contractor for all intents and purpose including legal/penal

consequences.

4. That ......(abbreviated name of the Employer)........ is and shall remain the exclusive Employer of the

Equipment free from all encumbrances, charges or liens of any kind, whatsoever. The equipment shall at

all times be open to inspection and checking by the Employee or Employer's Representative in this regard.

of the Equipment in whatever form the equipment may be, if in its opinion, the Equipment are likely to be

endangered, misutilised or converted to uses other than those specified in the Contract, by any acts of

omission or commission on the part of the Contractor or any other person or on account of any reason

whatsoever and the Contractor binds himself and undertakes to comply with the directions of demand

reservation.

5. That this indemnity Bond is irrevocable. If at any time any loss or damage occurs to the Equipment or the

Equipment shall be final and binding on the Contractor. The Contractor binds itself and undertakes to
