Section 3. Liberal Construction of This Circular. This Department Circular shall be liberally construed and interpreted in favor of the buyer. 2.2 Upon submission of satisfactory proof of loss of or diminution of employment or income brought about or as a result of tne declaration of the enhanced community quarantine. 2.1 Upon submission of satisfactory proof that the buyer's place of work or employment or actual residence, or if the address indicated in the reservation agreement, contract to sell, conditional deed of sale or any other related purchase documents, whichever is the latest, is located within an area declared under the enhanced community quarantine; or Section 2. Affected Buyer. Any buyer under an installment or in-house financing plan for the purchase of a lot or unit in a subdivision or condominium project, or other similar projects required to be registered with the DHSUD shall be considered as an affected buyer and be entitled to the grace period provided under D.O. "Enhanced Community Quarantine" (ECQ), as used in Department Order No. 4, Series of 2020 shall include any other community quarantine transition phase or phases in between ECQ to General Community Quarantine (GCQ) as may be declared by competent authority, including therewith the "Modified Enhanced Community Quarantine". Pursuant to Department Order No. 04, Series of 2020 (D.0. Section 5. Effectivity. This Department Circular shall take effect immediately.

Section 4. Separability Clause. The provision of this Clarificatory Guidelines are separable, and in the event that any provision herein is declared null and void or ineffective, the validity of all other provisions shall not be affected thereby.
