1. Work Shift ● Day shift (M-F), with Saturday as a makeup day.

2. Traffic

● Temporary flagging is being conducted on Johns Avenue for material deliveries as needed.

● Escorts through the construction zone are being provided for the Montour Trail during construction of adjacent bridge piers.

3. Earthwork ● Blasting will be performed on this project in accordance with DEP regulations. A

tentative start date has not been scheduled.

4. Roadway and Bridge Work ● Foundation construction for bridge piers is ongoing. ● Construction of the new access road into McDonald Sportsmen’s Association is

underway. ● Construction of Culvert SB-229 near Cooks Road is ongoing. ● Excavation for the northern part of the Connector Road is ongoing.

5. Gas/Oil Wells

● The capping of the first well is complete. Plugging and capping of the second well is ongoing. These wells are between S.R. 980 and Cooks Road.

● A third well has been identified. This well is between Cooks Road and Noblestown Road.

6. Noise/Dust/Runoff Control ● Site clearing is ongoing. ● Erosion and sedimentation control measures are being installed.

WEEK ENDING MAY 3, 2019 SECTION 55B • CECIL AND SOUTH FAYETTE TOWNSHIPS IN WASHINGTON AND ALLEGHENY COUNTIES Contractor: Fay

1. Work Shift ● Double shifts, five days per week (M-F), ending at 10 p.m., with Saturday as a

makeup day.

2. Traffic ● Upper Laurel Hill Road will remain closed until paving can take place in mid to

late May. ● Fifteen-minute traffic stoppages will be required on S.R. 980 when blasting is

being performed (see below).

3. Earthwork ● Major excavation work will continue at the eastern end of the project near Laurel

Hill Road. This activity will take place during day and evening shifts. ● Work is proceeding on grading the waste area on the western side of the project.

Also, grading of the slope under the bridge on the west side of S.R. 980 is proceeding.

● Blasting for excavation of this section is complete. The contractor has informed us that there will be no more blasting required on Section 55B.

4. Roadway and Bridge Work ● Work is progressing on Laurel Hill Road, with the tie-in for the new sanitary sewer

being performed this week and the final grading of the roadway progressing this week and next. Paving and reopening of Laurel Hill Road are scheduled to occur by mid to late May.

● Concrete pavement on the section west of S.R. 980 is resuming with placement of shoulders. Larger placements of roadway pavement are anticipated to resume in mid-May.

● Concrete placement on the bridge deck is planned for this month.

5. Gas/Oil Wells ● All gas/oil well work is complete for Section 55B.

1. Work Shift ● Crews are working 12-hour shifts (M-Th) and an eight-hour shift on Saturday

(weather permitting).

2. Traffic ● Millers Run Road (S.R. 3001), Cecil-Sturgeon Road (T-842) and Cecil-Reissing

Road (T-840) are closed. ● S.R. 50 has a long-term single-lane closure that will be in effect for motorists

traveling west between S.R. 978 and S.R.1001 (Reissing Road) for approximately 0.4 miles. The right lane will be closed.

3. Earthwork ● Major excavation continues between Cecil-Reissing Road and Cecil-Sturgeon

Road. ● Excavation work continues near Cecil-Sturgeon Road and Cecil-Reissing Road

for the new alignments and grading. ● Material placement is occurring west of Cecil-Reissing Road. ● Blasting continues as needed between Cecil-Reissing and Cecil-Sturgeon roads,

as well as between Cecil-Sturgeon and Millers Run Roads. The contractor will give a 30-second horn blast, wait 30 seconds and repeat. There is one minute from the time of the first horn until the blast occurs. Usually five to 10 minutes after the blast, and upon review of the blast area, the all-clear siren will sound.

● Excavation for drainage installation is occurring along the ramps to S.R. 576.

4. Roadway and Bridge Work ● Substructure work continues for the bridges that will span Millers Run Road and

S.R. 50. ● Drainage installation continues along the Route 50 Connector road and ramps to

S.R. 576. ● Subbase placement started along the S.R. 50 Connector Road to the

maintenance site access road. ● Concrete continues to be placed at Abutment 2 SB-258 and SB-259. ● Bridge SB-253: Concrete deck placement continues the week of April 29.

1. Work Shift ● Day shift work hours of 7 a.m. to 5:30 p.m. ● Night shift work hours of 7 p.m. to 5:30 a.m.

2. Traffic

● Hickory Grade Road is closed, and traffic is being detoured. Construction vehicles access the work site between S.R. 50 up Parks Road and onto Hickory Grade Road.

● Construction vehicles also use Bowman Road to access two work-site entrances.

3. Earthwork ● Earthwork is ongoing at the far east end of the project between old Coal Pit Run

Road and County Line Road. ● Large-scale earthwork continues on the hilltop adjacent to S.R. 50 and at Hickory

Grade Road. ● Blasting will continue on the hilltop adjacent to S.R. 50. ● For all blasts, the contractor will give a 30-second horn blast, wait 30 seconds

1. Work Shift ● Day shift work hours of 7 a.m. to 5 p.m. ● Night work on I-79 from 8 p.m. to 6 a.m.

2. Traffic

● Lane closures will continue on I-79 at night to saw-cut shoulders, grade for future crossover, haul soil from north to south crossover, install temporary lighting and construct shoulder widenings.

● Two lanes of traffic each way will be maintained during daytime hours on I-79; night restrictions may reduce to one lane each way from 8 p.m. to 6 a.m.

● Shoulder closure barriers are installed and construction signage is in place from Alpine Road to the Southpointe Interchange, reducing the speed to 45 mph throughout the work zone.

● Construction traffic may use County Line Road to access the project site. ● A crossing of County Line Road has been installed to allow hauling of material

from south to north. Flaggers are present to manage traffic.

3. Earthwork ● Sediment pond construction is continuing west and east of I-79. ● Mass excavation is occurring on the west side of I-79, digging toward the new

Turnpike alignment.

4. Roadway and Bridge Work ● A rock construction entrance will be installed from Cecil Henderson Road to

access work on the I-79 bridge. ● A temporary stream crossing will be installed. ● Temporary protection will be installed for the Montour Run Trail under the bridge.

5. Gas/Oil Wells

● There is no gas/oil well work at this time.

6. Noise/Dust/Runoff Control ● A street sweeper is on-site and will be deployed to clean public roads as needed.

1. Work Shift ● Day shift (M-F) 10 hours, with Saturday as a makeup day.

2. Traffic

● I-79 maintenance and protection of traffic long-term shoulder restrictions are in place.

● Morgan Road is closed to traffic between Morganza Road and I-79. Traffic is being detoured using County Line Road.

● Intermittent traffic stoppages and single-lane closures of Morganza Road may occur as the contractor performs work. Flagging is provided for these elements and will be provided when construction vehicles cross Morganza Road.

● Blasting activities may occur on weekdays at approximately 11:30 a.m., based on coordination with the National Cemetery of the Alleghenies (NCOTA). Morganza Road traffic adjacent to the project and traffic at the intersection of Baker Road will be restricted from traveling through the project for approximately 15 minutes or until the all-clear is sounded.

3. Earthwork ● Construction of erosion and sedimentation basins and ponds is taking place. ● Construction of the future Morganza Road embankment is ongoing. ● Nighttime excavation activities have concluded.

4. Roadway and Bridge Work

● Construction of the new Morganza Road is ongoing. ● Construction of the SB-288 (Morgan Road over I-79) bridge is ongoing.
