INFORMATION UNDER RIGHT TO INFORMATION ACT-2005

1. INTRODUCTION:
Govt. of India established Central Footwear Training Centre (CFTC) in July 1963 under
Small Industries Development Organization, Ministry of industry to overcome shortage of
managerial and supervisory staff with technical qualification in respect of Leather Industries.
The prime objective of the center was to provide young and technically sound personnel to the
footwear industry and to upgrade the knowledge and skill of the existing staff. The
departmentally run CFTC was modernized with the assistance of the National Leather
Development Programmer of UNDP and equipped with state of art infrastructure during early
1990s. It was then tied up with International Textile Institute, U.K., a world renowned institute
in footwear technology for conducting a Diploma Course in “Footwear Manufacture and
Design” during the year 1994-95.
On the 1st January 1996 the Central Footwear Training Centre, Agra was converted into
an Autonomous Body and was renamed as “Central Footwear Training Institute (CFTI)”, a Govt.
of India society under Ministry of Small Scale Industries, (Presently Ministry of MSME), Govt. of
India with an objective of smooth functioning and quicker implementation of managerial
decisions. It is primarily involved in human resources development for footwear and allied
industries through its various Long Term, Short Term and Specialized Training Programmes. The
Institute has now occupied significant position for producing techno-managers for the Indian
footwear industry. The students of the Institute are well recognized and placed in different
capacities by the industry. Many of the successful entrepreneurs are the ex. student of this
esteemed Institute. To fulfil the growing need, CFTI has opened an Extension Center at Kanpur
and conducting many out reach programmes throughout U.P., Rajsthan, and Madhya Pradesh.
The Institute is governed by its Memorandum of Association and Rules and Regulations.
The activities of CFTI are monitored and controlled by the Governing Council under the
Chairmanship of the Additional Secretary and Development Commissioner (MSME), Govt. of
India along with other members from different Central and State Govt. organizations,
Promotional Agencies and leading industrialists from footwear sector.

2. VISION:
To become an internationally acclaimed Technology Development Centre of excellence
in the area of Design, Development and Manufacturing of Footwear & footwear components,
project consultancy and skill development.
3. MISSION:
To Promote the growth and development of Micro, Small and Medium Enterprises
through technological and skilled manpower support. It also aims at promoting an inclusive
growth supporting increased employment, Skill Development & Training, and effective
consultancy. It is also to establish the world class technology development center in order or
extend hand holding support to both prospective as well as existing entrepreneurs in the area
of skill development, technology up-gradation, designing, innovation, consultancy and common
facilities services.

FUNCTIONS AND DUTIES (under clause 4(1) (b) (i) of Right to information Act, 2005)
CFTI, Agra started its functioning in 1963 and converted as a Govt. of India society since
1996 and primarily involved in human resource development for footwear and allied industry
through its various Long term, Short term and specialized training programme as part of
outreach programme and an Extension Center has been started at Kanpur to conduct different
training courses. The main functions and duties of CFTI, Agra are as follows :
i. To train personnel in footwear technology as per the requirements of the trade and
industry.
ii. To provide training facility to the trainees in the Footwear and Allied Industry with a view to
upgrade their skills.
iii. To train footwear designers.
iv. To undertake courses in Management of Footwear Industry.
v. To train personnel for maintenance of Footwear Machinery.
vi. To design and develop molds and dies for the Footwear Industry.
vii. To introduce modern technology in footwear design/Industry.
viii. To assist and promote technology upgradation in footwear industry.
ix. To develop products and design with a view to secure advantage in export production.
x. To foster appropriate linkages between Central Footwear Training Institute and Industry for
utilization of existing capacity and their upgradation and to undertake consultancy services
for development of Footwear Industry.
xi. To establish linkage with educational, research and developmental Institutions in India and
abroad, and to collaborate with them in training, research and development.
xii. To organize database and information dissemination on footwear technology, export
marketing, etc., and to establish suitable Library and Resource Centre for trainees and
industry.

Central Footwear Training Institute (CFTI) has been setup to conduct short term as well
as Long term training programme to upgrade the skill of fresher’s and personnel working in
shoes industries. The Institute is headed by the Director. To carry out the functions of the
institute both technical and Non-technical posts sanctioned in CFTI, are as under:

Regulation of the Society.

(i) To assist in preparation of course materials for trainees and imparting theoretical and
practical training in Short Term & Long Term Courses. Ensure completion of syllabus within the time schedule.
(ii) Assist the Project Reports and test papers submitted by the trainees periodically. (iii) Supervise common facility service and render consultancy. (iv) Administration control over the Section under his charge. (v) Any other assignment.
3. Technical Officer
(i) To assist in conducting Theoretical and Practical classes for Long Term and Short Term Courses, conducting assignment, project study, visit of the trainees.
(ii) Supervising maintenance of machines. (iii) To guide Trainees in Project preparations. (iv) Hold charge of the Section in the absence of Section Incharge. (v) Any other work as assigned from time to time.
4. DMO
(i) Demonstration & operation of machines during practical classes. (ii) Maintenance of machines. (iii) Preparation of new design and pattern cutting. (iv) Any other work as assigned from time to time.
B. Non-Technical
1. Office Superintendent
(i) Incharge and supervise the Administration and Accounts Section. (ii) Supervise administrative, accounts, security & housekeeping jobs of the Institute. (iii) Any other work as assigned from time to time. 2. Steno Typist
(i) To be attached with Director and assist him in maintaining files and records dealt with
by the Director. (ii) Taking down dictation and transcribing. (iii) Any other work as assigned from time to time.

3. Senior Clerk
(i) To function as Accountant-cum-Cashier and to maintain all relevant records, files, registers and also to prepare pay bills, etc.
(ii) Assist office superintendent in administration and housekeeping matter and to maintain necessary documents and records in this regard.
(iii) Handle matter relating to procurement, stock and distribution of stationary items, furniture and fixture and office equipment’s etc.
(iv) Any other work as assigned from time to time.
4. Junior Clerk
(i) Assist the Office Superintendent in establishment matter and miscellaneous work. (ii) Diary, dispatch and typing. (iii) Any other work as assigned.
5. Documentation & Librarian
(i) Hold charge of the Library and maintain relevant register, catalogues, card index etc. (ii) Assist in data processing and computerized documentation of data. (iii) Any other work as assigned from time to time.

PROCEDURE FOLLOWED FOR THE DECISION MAKING PROCESS INCLUDING
CHANNEL OF SUPERVISION AND ACCOUNTABILITY
(Under Section 4(1) (b)(iii) of Right to Information Act 2005)
The functions of CFTI, Agra are mainly technical. Long term & Short term training in
leather footwear technology are imparted to the fresher’s as well as personnel already working
in industries. Training in Design and Manufacturing activities are under taken. Besides this,
supporting activities likes purchasing, store keeping and administrative activities are also there.
For efficient management of the afforested activities specific systems are devised to ensure
speedy and correct decision making process. Procedures adopted are as follows:
(A) General Process :
(i) The Section Incharge will himself initiate action keeping in view the priority
requirements.
(ii) Paper work will be kept at essential minimum.
(iii) Least time will be taken for disposal.
(iv) While disposing cases, the section incharge will aim at optimizing quality and quantity
of work performed by him and submits the same to the Director.
(B) Standard Process Sheet
(i) For dealing with cases of repeated nature viz. issuance of tender, comparative
statement, order confirmation, job process sheet, sanction of leave, etc., standard
process sheets are being used. In case of administrative and accounting activities
standard forms are used besides the statutory forms.
(C) Level of Disposal and Channel of Submission
(i) CFTI activities are mainly imparting technical training. Therefore the level of disposal
and channel of submission have been kept at minimum. The Section Incharge disposes
off cases himself within the delegated administrative and financial powers. Decisions
to be taken beyond the delegated powers will be initiated and action to be taken
would be suggested to the Director. In case of policy decision the matter shall be
referred to the Chairman/Governing Council.

NORMS FOR THE DISCHARGE OF FUNCTIONS
(Under Section 4 (1) (b) (iv) of Right to Information Act 2005)
In the Personnel Policy Manual of CFTI, Agra the norms for discharge of functions that
have to be followed are prescribed. Important norms are as under.
(i) The working hours of the institute are 9:30 AM to 6:00 PM.
(ii) The institute remains closed on all Sundays, Second Saturdays and other declared
holidays.
(iii) All the employees are expected to in his/her seat and to start work in time unless
he/she has previously obtained permission for late attendance.
(iv) All the employees have to register their attendance through biometric machine
installed at the entrance both for incoming and outgoing.
(v) Strict measures are to be taken by the Administrative Authority for enforcement of
punctuality.
(vi) 30 minutes lunch break must be strictly observed.
(vii) A list of addresses of all the employees is maintained by the Administration.
(viii) Every employee is responsible for the work assigned to him/her and official papers &
articles belonging to the Office which are entrusted for official purpose.
(ix) Employees are expected to exercise the same vigilance in reduction of expenditure as
his/her own money.
(x) Employees should render prompt and courteous service to the public.
(xi) Employees are to maintain absolute integrity at all times.
(xii) Employees should act in accordance with the Society and Government Rules &
Regulation and Polices.

The management of affairs of CFTI, Agra rests with the Governing Council at the apex.
The Governing Council consists of members between 12 to 20 which includes both

There are different Committees/Boards/Councils constituted in CFTI Agra and
functioning which are noted below:
1. General Body
The General Body of the Society shall consist of all members of the Governing Council
and any other persons from Public and Private sector, Statutory Corporations, Financial
Institution, Departments of the Central and State Govt., and individuals of the ability and
experience, and subscribing to the aims and objects of the Society, as may be nominated by the
Central Govt. Additional Secretary and DC (MSME) Govt. of India is the President of the Society.
The Body normally meets once in a year and approves the audited Annual Accounts, Annual
Report and other matter as recommended by the Governing Council.
The details of constitution, duration of appointment of members and business of the
AGM are mentioned in the Memorandum of Association and Rules and Regulations of the
Society.
2. Governing Council
The management of Affairs of the Society rests with the Governing Council. The
Council consists of members between 12-20 which include both Govt. officials and
representative from Industries Association/Industries. Additional Secretary and DC (MSME),
Govt. of India is the Chairman and Director is the Member Secretary of the Society. The Council
approves the plan and projection, budget and formulates Plans Policies of the Institute. The
detail powers of the Governing Council are prescribed in the Memorandum of Association and
Rules and Regulation of the Society.
3. Purchase Committee
Different purchase committees are constituted as per the guidelines of Government of
India issued from time to time to regulate the purchases of the Institute. Officials from Govt. of
India and CFTI, Agra, Governing council member and outside experts are the members in the
purchase committees.

4. Admission Committee
It is a committee consisting of three CFTI Officials to scrutinize the applications and
decides the modes operandi of admission in various Long Term and Short Term training
courses.
5. Industrial Advisory Committee
The Committee consists of members from user industries, local Industries
Associations, prominent local Industrialist and GC Members. The main objective of the
committee is to establish a mechanism for seeking and implementing feedback from the user
sector in order to improve the service delivery of the institute.
The Meetings of the above Committees/Boards/Councils are neither open to public
nor minutes are accessible to them.

PARTICULARS OF FACILITIES AVAILABLE TO CITIZENS FOR
OBTAINING INFORMATION (Under Section 4 (1) (b) (xv) of Right to Information Act-2005)
For convenience of the citizen desiring to get information a Reception-cum-Information counter is maintained in CFTI, Agra at C-41&42, SITE-“C” Industrial Area, Sikandra, Agra-282007. This information counter provides information on the services and activities of the Institute. CFTI, Agra also maintains its website www.cftiagra.org.in exhibiting information relating to different Short & Long Term Training Programmes being conducted. Information can be sought by an application in the prescribed format which are not available in the website or at the information counter. The application seeking information should accompanied with prescribed fee. On receipt of the application an acknowledgement shall be issued to the applicant mentioning the date of receipt and period by which information shall be provided. In case of rejection also the applicant shall be intimated giving the reasons there of.
Prescribed fees
1. Application fee of Rs. 10/- in shape of Demand Draft or Banker’s Cheque or Indian Postal Order payable to Director, CFTI, Agra. Payment of Application fee can also be made by way of cash.
2. For supply of Information: (a) Rs. 2/- (Two Rupees) for each printed/ photocopy page (in A3 or smaller size paper) (b) Actual cost of a photocopy in larger size paper. (c) Actual cost for samples or models. (d) Rs. 50/- (fifty Rupees) for each C.D. (e) Actual postal charges involved in supply of information exceeding Rs. 50/- (Fifty Rupees) (f) For inspection of records no fee for the first hour but a fee of Rs. 5/- (Five Rupees) for
each subsequent hour or fraction there of shall be charged.
If the applicant belongs to below poverty line (BPL) category he/she is not required to pay any fee. The application not accompanied with the prescribed fee of Rs. 10/- (Ten Rupees) or proof of the applicant’s belonging to below poverty line category shall not be a valid application.
