Law The Law Department of the City of Lakewood, under the direction of the City’s Law Director, functions as the attorney for the City of Lakewood and its officials by providing legal advice to the Mayor, City Council and all of the various departments. The Department represents the City in all court proceedings and before any administrative body. It prepares legislation, contracts and all legal documents to ensure all business of the City is conducted in a proper and legal manner. The Department performs those duties defined and required by the City Charter as well as those specified by the Ohio Revised Code. It files actions to enforce City ordinances including Zoning and Building codes and drafts and approves proposed ordinances, resolutions, deeds, leases, contracts, legal pleadings and briefs.

PIP-MGT-2 Department of Human Services

The Department of Human Services provides a continuum of responsive programs and services that enhance and promote the health and well being of individuals, families and the community. It is organized into the Divisions of Aging, Health and Vital Statistics, Youth and Early Childhood. It also includes Animal Control and Shelter. The Health Department provides environmental health services such as clean air, litter control and high grass and weeds regulations. The Department also takes care of State programs through the Ohio Department of Health, such as environmental issues in Marinas. The Youth Department strengthens the community through community service and service learning projects through the Lakewood Youth Congress and the Community Education and Speakers Bureau. Partnerships with Lakewood City Schools include the School Liaison Program, Summer Outreach Services (S.O.S.) Program, Young Ladies/Young Gentlemen's Clubs and affective education and skill building groups.

PIP-MGT-3 Division of Parks and Public Property

Lakewood City Parks and Recreation is a division of the Department of Public Works. It utilizes the capabilities of employees and implements their many creative ideas. The City’s park facilities are attractive, well maintained and well managed. Skilled tradesmen provide the necessary skills and experience needed to maintain all city-owned buildings. The mission of the Division of Parks and Public Property is to maintain our public buildings, enhance and beautify our parks and public properties and upgrade and improve our playgrounds and parks amenities to provide the citizens of Lakewood with attractive, well-maintained and well-managed facilities with the finest recreational opportunities available. The parks are categorized as either Community Parks (3 or more acres), Neighborhood Parks (up to 3 acres), or Pocket Parks (less than 1 acre). Lakewood Park and Madison Park are the largest parks in Lakewood. Lakewood Park has the Lakewood Kiwanis Pavilion, a summer band concert state, ball diamonds, tennis courts, outdoor skating rink, children’s playground, picnicking pavilion, lakefront walking trail, swimming and public fishing platform. Summer youth programs are offered. The Superintendent of Parks is authorized to make and establish rules and regulations to protect the public in the use of the parks and the facilities and to protect and preserve the parks and facilities.

PIP-MGT-4 Division of Streets and Forestry

Streets and Forestry is a division of the Department of Public Works. It provides maintenance for 200 residential streets by means of proper planning and scheduling of work by a professional management team and skilled and licensed employees who use modern equipment and techniques to ensure safe road conditions throughout the city. The Division is responsible for street pavement maintenance operations, pavement and sidewalk repair following City utility work, sidewalk inspections, snow and ice control, forestry operations on public property, fall leaf pick up, street signs and traffic signals maintenance, pavement striping and street sweeping. Lakewood’s urban forest is maintained by a systematic trimming schedule, removal of deceased trees and a comprehensive reforesting program by licensed certified arborists.

PIP-MGT-5 Department of Refuse and Recycling

The Division of Refuse and Recycling is a division of the Department of Public Works. Their mission is to provide an efficient and effective municipal solid waste program focused on customer satisfaction. It provides once-per-week service to residents for the collection of household refuse, bulk items, blue bag recycle, newspaper, cardboard, mixed paper and yard waste.

PIP-MGT-6 Recycling and Litter Prevention Office

The Recycling and Litter Prevention Coordinator’s Office, a satellite of the Division of Refuse and Recycling in the Department of Public Works, coordinates recycling, litter prevention, beautification events and awareness activities throughout the community. It serves as an environmental resource office and is the office of Keep Lakewood Beautiful, an organization created to promote public interest in the general improvement of the environment of Lakewood. A speaker is available upon request to address waste reduction issues. The Lakewood Recycling and Litter Prevention Office obtains a grant from the Ohio Division of Recycling and Litter Prevention to fund the salary for a Recycling and Litter Prevention Education Specialist, a community awareness program and special recycling collections throughout the year. Ms. Barbara McGinty works for The City of Lakewood Refuse Department. Her position funded by an Ohio Grant is in charge of floatables and recycling.

PIP-MGT-7 Division of Wastewater Collection

The Division of Wastewater Collection maintains the free flow of storm and sanitary sewage through the City's collection system to minimize risk to health and property by providing prompt maintenance and repair service. The Division responds to all customer inquiries and concerns promptly, courteously and professionally. The City is responsible for the repair and maintenance of all system components located within the public right-of-way. It is the property owner's responsibility for the repair and maintenance of all collection system components located on private property.

PIP-MGT-8 Division of Wastewater Treatment

The Wastewater Treatment Facility is responsible for treating all waste streams conveyed to it and disposal of all subsequent stabilized by products. Through the use of state-of-the art processes and trained personnel, the facility is capable of not only meeting but also exceeding the discharge parameters mandated by its National Pollutant Discharge Elimination Systems (NPDES) permit. An Ultra Violet Disinfection System is installed so that chemicals do not have to be used. The Division is responsible for removing pollutants from sewage for safe return of water to Lake Erie.

The Department of Public Safety is established by the Second Amended Charter of the City of Lakewood, Article IV, Section 1. The Department of Public Safety is organized under at least three divisions, which include the Division of Police, Division of Fire and Division of Housing and Building. The duties of the Director are to enforce all police, fire, health, safety and sanitary regulations that may be prescribed by ordinances or rules of the City or by general law.

PIP-MGT-11 The Planning Commission Ordinance

The Lakewood Planning Commission is part of the Department of Planning and Development. Codified Ordinance 22-00A in Chapter 154 states that the Commission periodically adopts, reviews, and amends design standards and guidelines. The Commission periodically reviews and updates the City's long-range plan - the Lakewood Community Vision and the City's Zoning Code. The Commission also considers requests for zoning map changes, lot consolidations, lot splits and major and minor subdivisions and makes determination of similar and conditional uses.

PIP-MGT-12 Citizen’s Advisory Committee

The Citizens Advisory Committee (CAC) is a 17-member committee, and includes nine members appointed by the Mayor to serve two-year terms and eight members appointed by the City Council to serve one-year terms. The CAC is charged with the responsibility of reviewing and researching Community Development needs and the Consolidated Plan of the City of Lakewood. In this context, the CAC reviews various proposals for federal funds and makes recommendations to City Council as to what programs would be funded and at what funding levels in a particular year. In order to ensure that all citizens of Lakewood have an opportunity to discuss community needs and proposed programs, the CAC holds two public hearings. The first, held near the beginning of the review process, provides an opportunity for discussion of community needs. The second public hearing, held at the end of the process, is devoted largely to comments with regard to any proposed programs.

PIP-MGT-13 Office of the Mayor

In addition to serving as the chief executive officer, the Mayor also serves as the Public Safety Director, the chief conservator of the peace within the City. The Mayor supervises the administration of the affairs of the City and sees that all ordinances of the City are enforced. The Mayor is entitled to introduce ordinances and resolutions and take part in the discussion of all matters that come before City Council

PIP-MGT-14 Office of Community Relations

The Office of Community Relations (OCR) was developed under the Office of the Mayor. The role of the OCR is to ensure the widespread recognition and use of the City of Lakewood’s resources, programs and capabilities; enhance the City’s image by communicating its assets and development both externally and internally; increase awareness of the City’s programs, resources and facilities and encourage respect for diversity, interdependence and equity by facilitating shared discourse and providing a forum for creating open and constructive relationships through programs such as “Honest Conversations” and initiatives like “Mayor’s Night Out.” The OCR seeks to promote understanding and cooperation among culturally and racially diverse groups of the City of Lakewood through programs, literature and informational/referral services for the purpose of keeping our neighborhoods unified and safe. By a commitment to providing a wide variety of informational resources, the OCR hopes to ensure equality of access to resources, structures and the decision-making process and to the adoption of actions to secure and maintain these objectives.

PIP-MGT-15 Keep Lakewood Beautiful Board (KLB)

The City of Lakewood, Ohio established the Keep Lakewood Beautiful Board (KLB) for the purpose of assisting Council and the Mayor in establishing a City-wide policy for decreasing the amount of loose refuse in the City. The KLB is made up of residents, property owners, service providers and/or businesses in the City. All of City Council and the Mayor are non-voting members. The KLB organization was created in September, 1982 to promote public interest in the general improvement of the environment of Lakewood. The volunteer board initiates, plans and coordinates programs for litter control, solid waste reduction and beautification.

PIP-MGT-16 Rocky River Preservation Group

Ohio fisherman founded the Rocky River Preservation Group to gather those with concerns to the pollution problem facing the Rocky River. They work to help keep the Rocky River pollution free. This group is open to anyone who wishes to aid in the restoration of Rocky River which will also aid in the preservation of Lake Erie and any of its waterways. This group is part of the voice spoken by various larger organizations such as the Ohio EPA and the NOACA. Basically the political representatives that these organizations face need to know that taxpayers and voters are behind their efforts to have a positive response. It is also an opportunity for sportsmen, residents and other stakeholders of the Rocky River and its tributaries to participate in the River’s preservation efforts.

PIP-MGT-17 Ohio Lake Erie Commission

The Ohio Lake Erie Commission holds quarterly meetings in Columbus and is comprised of the directors of the departments of the Ohio EPA natural resources, transportation, development, health and agriculture. The Commission was established to preserve Lake Erie's natural resources, water quality and ecosystem. It also promotes economic development in the region. All meetings of the Commission are open to the public and include a public comment period. Organizations and citizens are urged to attend this meeting and provide input on issues of concern. One of the roles of the commission is to develop land-use strategies that will balance the protection of the Lake Erie watershed with continued economic growth.

PIP-MGT-18 Ohio Office of Coastal Management

To ensure Lake Erie and the adjoining coastal area are protected, restored and enhanced for this and future generations, the Office of Coastal Management administers the Ohio Coastal Management Program. To achieve the goal of attaining and sustaining a healthy coast lake by balancing use and conservation, working guidelines must be established. These guidelines may include laws, regulations and program documents. Advances in coastal management are made on a regular basis. Keeping the public informed about these issues helps achieve the mission of making Lake Erie a healthy environment for all to enjoy. Lake Erie’s coastal area is home to diverse ecosystems that support thousands of species of fish, wildlife and plants.

PIP-MGT-19 Public Task Force

As part of the CSO Long-Term Control Plan, a Public Task Force will be established. The Task Force will aid in the development and implementation of the Storm Water Management Plan and coordinate with the mayor, law and service directors, engineers, council representatives and citizens of the community. Responsibilities may include attending regional council meetings, reviewing regional themes on an annual basis, defining program direction, fund acquisition and volunteer coordination. The rules for the Task Force will be established in 2004 and the Task Force will be in effect Winter 2004/2005.

Awareness Activities PIP-AA-1 Beautiful Home

and Business Awards

The KLB started this program in 1984 to spotlight residents who beautify their homes and business owners who maintain a beautiful business in order to encourage others to improve and beautify their property. Ten homes and three businesses are chosen yearly. Nominations are collected April through June and the winners are invited to the Chamber of Commerce breakfast in September to receive a special award. Nominations can be submitted to the Keep Lakewood Beautiful Office.

This Yearly celebration at Lakewood Park is a fun event for the whole family. Student groups and community organizations conduct activities and games to educate the community on environmental topics. Special guests and speakers provide entertainment and information.

PIP-AA-4 Tree City USA Tree City USA encourages citizens to become more involved in tree care and planting programs which enhance the neighborhoods. Participating communities must meet the following criteria: establish a Tree Board or Tree Department to carry out a tree care program; enact and enforce a Community Tree Ordinance to provide direction; fund the community forestry program with an annual budget of at least $2 per capita and celebrate Arbor Day with a community ceremony and proclamation from the mayor. Since 1979, the Ohio Department of Natural Resources (ODNR) Division of Forestry has assisted communities in establishing and maintaining comprehensive tree care programs. In 1997, Ohio became the first state to have more than 200 designated communities, including Lakewood. The Tree City USA Program, created in 1976, is sponsored by the National Arbor Day Foundation, U.S. Forest Service, U.S. Conference of Mayors, National League of Cities and the National Association of State Foresters.

PIP-AA-6 Intergenerational Snow Removal Program and Summer Grass Cutting

Lakewood seniors or disabled residents living in their own homes may be eligible for the Lakewood Department of Human Services / Division of Aging Snow Removal Program. Students from the Division of Youth shovel by hand after school for applicants who meet income and other program guidelines. Also, summer grass cutting program is available for eligible Lakewood senior homeowners.

PIP-AA-8 Lakewood Kiwanis

The Kiwanis donated a picnic pavilion at Lakewood Park. Upon completion, 145 Kiwanis and guests, including the Mayor and City Council, gathered at the pavilion for the official dedication. For 25 years, the pavilion has provided shelter and a comfortable environment in beautiful Lakewood Park for anyone who wishes to use it.

PIP-AA-9 Junior Women’s Club of Lakewood (JWCL)

Sitting Pretty Plus Project 2003. The Junior Women’s Club of Lakewood organized the placing of benches, porch swings, kids’ benches and planters around town. Many artists and sponsors donated time, talent, creativity and finances to the Sitting Pretty Plus project this year. The JWCL serves the community through social service projects and stimulates minds while enjoying programs geared toward fun and friends.

PIP-AA-10 4-H Youth Development

The Ohio State University Extension in Cuyahoga County empowers youth ages 5 to 19 to develop leadership and life skills through efforts by adult mentors and volunteers sharing a variety of activities including science enrichment, workforce preparation, communication and conflict resolution, arts, animal care, family and consumer sciences and gardening and camping. They build the future of today’s youth by working with youth in neighborhood clubs, schools and youth agency settings to help them grow in learning, leadership and community service. 4-H offers urban youth outdoor recreational and educational experiences in partnership through Youth Outdoors with Cleveland Metroparks and the City of Cleveland.

PIP-AA-11 Lakewood Community Recreation and Education Department

The Recreation and Education Department provides adult and children activities. Adult activities include gardening and landscaping. Introduction to Fly Fishing teaches fly fishing basics outside in the river(s) and lake during any type of weather. Boating Skills and Seamanship, Boat Smart, Powerboating, Sailing and Seamanship and U.S. Coast Guard Auxiliary Postal Costal Piloting courses are offered to get residents acquainted with the waters around them. For children, “Little Scientist” hands-on approach to learning for children is an interactive science program developed by scientists and educators where children do science experiments about rocks, archaeology, flowers and plants as they become aware of their environment.

PIP-AA-12 YMCA-YWCA The YMCA-YWCA provides recreational, educational and health related programs for youth, adults and families. Cleveland – North Shore Moms of Ohio are at-home mothers that believe that staying home to raise children is a fulfilling full-time job. They provide a great way to make friends and have fun for both moms and kids. The group includes mothers of all ages who work out of the home or work part-time. It offers activities for mothers and children such as field trips and picnics.

PIP-AA-16 Valley Parkway Trail

The Valley Parkway Trail is a 13-mile hiking trail in the Cleveland Metroparks from the Scenic Park Picnic Area off the Detroit Road entrance in Lakewood, south along Valley Parkway to Bagley Road in Berea, connecting with Mill Stream Run Reservation. Cleveland Metroparks established the Emerald Necklace Endowment Fund within The Cleveland Foundation to preserve the natural resources of the Emerald Necklace Marina and scenic park and help to provide outdoor education and recreation for generations to come. PIP-AA-24 Rocky River Fishing

The main channel of the Rocky River is located in the Rocky River Reservation from Detroit Road in Lakewood, south to Cedar Point Road in North Olmsted. The stream is of moderate grade and is characterized by long stretches of shallow water broken by riffles and occasional deeper pools. The deeper river pools are few in number and are spaced so that the productive fishing areas are well defined. The deep-water river channel extends from the boat launch ramp at Scenic Park northward to Lake Erie. The newly expanded Emerald Necklace Marina, opened in 1996, provides boat dockage, a gas dock, boat storage and a restaurant facility. The Rocky River is a dynamic fishery affected seasonally by movements of many fish species between the river and Lake Erie. In the spring spawning runs of steelhead trout and suckers get fishing off to an early start in March/April. As the spring season progresses, spawning runs of carp, bullhead, smallmouth bass and channel catfish occur. Other fish species which may appear in the river include stray salmon from other states, northern pike, walleye, sheephead and yellow perch. In recent years the summer smallmouth bass fishery has improved throughout the river with improved water quality. In the fall, the steelhead trout again reappear in the river and this fishery remains until the stream ices in for the winter. Currently, the steelhead fishery is supported with annual stockings of 50,000 Manistee strain steelhead by the Ohio Division of Wildlife. This stocking program has made Rocky River a major steelhead stream fishery in Ohio. Fishing Areas include Lagoon Picnic Area, Little Cedar Point Picnic Area, Maple Grove Picnic Area, North Mastick Picnic Area, Rockcliff Springs, Scenic Park, South Mastick Picnic Area and Scenic Park Picnic Area.

The Rocky River Power Squadron (RRPS) is a unit of the United States Power Squadrons – District 7. Organized in 1914, USPS is a non profit, educational organization dedicated to making boating safer and more enjoyable by teaching classes in seamanship, navigation and related subjects. They enjoy participating with our fellow members on the water and in the classroom. RRPS has some 60,000 members organized into 450 squadrons across the country and in some US territories. Every squadron offers many carefully planned courses in subjects like Seamanship, Piloting, Plotting and Position Finding, Celestial Navigation, Cruise Planning, Engine Maintenance, Marine Electronics, Sailing, and much more. Gretchen Motts, Naturalist at the Rocky River Nature Center conducted the Education Project involving adult classroom activities, adult field experiences, child classroom activities, child field experiences, educational interpretive and butterfly gardens or Trails. Butterfly monitoring projects focused on species occurring in the habitats, but education projects included a range of both native and exotic species. The Cleveland Metropark Zoo organizes the Butterfly Projects to support conservation, research and education.

The Adopt-A-Waterway program uses a hands-on approach to keeping Ohio's waterways clean, clear and safe. In cooperation with the Division of Watercraft, local communities take responsibility for their local waterways. Adopting a waterway is a great way to promote community pride and spirit. Adopting a waterway simply means a person or an organization committing to "adopting" a specific area along a local waterway. Cleaning the area and maintaining it is a small investment in a community's future. School groups, civic organizations, senior or youth groups, scouting groups, business associations, boating clubs or any environmentally concerned citizen can adopt a local waterway. Portions of the Rocky River have benefited from the program.

This program was started in 1995 to help beautify the City. Lakewood residents volunteer to plant and maintain public green spaces from spring through fall. This Council is part of the Northeast Ohio Watershed Council (NEOW Council). As part of the Ohio Environmental Council, the NEOW Council is a loosely affiliated group of watershed groups and interested individuals that meet regularly at workshops, training seminars and networking events relevant to their work with watersheds. The still developing NEOW Council provides watershed organizations an opportunity to network, share experiences and discuss regional watershed issues. Through diverse program areas, the OEC strives to provide effective leadership, strong science and a clear voice for the protection of Ohio’s air and water quality, scenic rivers and streams, unique parks, dense forests and fertile farmlands. It is the mission of the RRWC to improve water resource quality and functions of the Rocky River by developing a comprehensive watershed management plan that emphasizes the formation of partnerships to solve clearly identified problems. Any stakeholder of the Rocky River Watershed may become a member of the RRWC by completing an application for membership. A stakeholder is defined as any resident, landowner, local government, business, institution or other person or organization that supports the purpose of the RRWC. The Rocky River Board of Trustees is elected as the administrative committee of the RRWC and consists of fifteen elected members. Membership is reflective of the general public, local governments, the business community, the academic community and other watershed stakeholders. Programs include community outreach activities and volunteer opportunities. The responsibilities of the Board of Trustees include administering policy and direction as established by the RRWC; convening annual meetings of the RRWC; supporting planning and implementation efforts that help to protect and restore the environmental quality of the Rocky River; facilitating public education, community outreach and research; fostering the formation of sub-tributary watershed groups and fundraising to support the activities of the RRWC. The council supports and works with NOACA, CCBH, Ohio Lake Management Society and OSU Extension.

Together with the people in the area they identify the resources available to maintain and improve the neighborhood. Often the role the officers play is not what would traditionally be thought of as “police work”, but addressing situations that are of concern to the people who live or work in a neighborhood, regardless of the nature, is the most effective means of providing safety.

Lakewood's recycling programs are funded by the Ohio Department of Natural Resources (ODNR) and Division of Recycling and Litter Prevention. The Lakewood Recycling and Litter Prevention Office coordinates residential, business and school programs for increasing recycling reuse and litter prevention throughout Lakewood. Lakewood was one of the first communities in Cuyahoga County to establish a curbside recycling program. All homes, apartment buildings and businesses serviced by the Lakewood Division of Refuse and Recycling are offered curbside pickup of recyclables. Several condominium buildings have also established recycling programs. Lakewood operates a full-service recycling drop-off facility that is open six days a week. Recycle the following items together in the same bag: glass bottles and jars, food and beverage cans, metal lids, clean aluminum foil and pie pans, plastic bottles with 1 and 2 symbol (only bottles – no plastic tubs, trays, bags, etc.). Use blue tinted or clear see-through bag – 13 gallon size or larger. If using grocery store bags, tie 5 or 6 together. Do not put out single small bags. Place recyclables on the tree lawn the evening before your refuse collection day or on your collection day.

PIP-TR-2 Newspaper, Paper and Cardboard Collection

Cardboard and mixed paper curb pick-up includes corrugated cardboard; boxboard cardboard (cereal-type); gift, shoe and toy boxes; catalog, magazine and glossy ads; office, computer and school paper; cancelled checks; junk mail; shredded paper; pages from books (remove hard covers) greeting cards; gift wrap (no foil); newspaper; phone books and paperback books. Contaminates to remove include waxed paper and bags, Styrofoam, plastic bags, bindings and handles, spiral bindings, metal and foil, food from boxes, refrigerator and freezer food packaging and dishwasher detergent and juice boxes. Pack in paper grocery bags and pack tightly so nothing will fall out with a string tied around the opening. Pack in cardboard box, close top to keep paper from blowing out and label RECYCLE. Maximum weight is 30 lbs. Maximum size box – 2’ x 2’. Flatten large and small cardboard boxes and bundle with string. Maximum size of bundle is 2’ x 2’. Maximum weight is 30 lbs.

PIP-TR-3 Organic Yard Waste Recycling

Yard Waste includes grass clippings, trimmings, leaves, plants and branches for curb pick-up. Loose yard waste must be placed in large brown paper yard bags, available at Lakewood supermarkets, hardware and drug stores. Tree and shrub branches and trimmings are to be tied securely with twine or rope. Logs are to be cut. Prior to November, leaves are collected only when they're placed in paper yard/leaf bags and put out with your regular refuse and recycling. Christmas trees are picked up from residential tree lawns by City crews, as residents discard them. Yule logs are eventually chipped and recycled into mulch.

Codified Ordinances 97-92 and 9-91 state the code for hours of operation, the authority of the Director of Public Works and charges. Between pick-ups, residents can drop off recyclables at the Division of Refuse and Recycling Drop-Off Facility, the previous Lakewood Garbage Incinerator location. The drop off accepts antifreeze, blue bag recycling, computers, fluorescent light tubes, paper recycle, tires (off the rim), clothing (clean, usable), newspapers, some types of construction debris, cardboard, office paper, plastic, dead car batteries, junk mail, glass bottles, phone books, most cardboard, magazines and car motor oil (no service station drop-offs accepted). Tree Lawn Service includes the weekly collection of bulk items (furniture, cut and tied lumber, boxes, miscellaneous household items, excess bags, dried out or empty paint cans), blue bag recycle, newspaper, cardboard and mixed paper recycle, appliances and yard waste. Unfortunately, recycle material not packaged properly, or mixed with non-recyclable materials, may be taken as refuse. Dirt, rocks and sod are collected as refuse and may be contained in paper yard waste bags, small cardboard boxes, garbage cans and strong plastic bags, weighing no more than 50-pounds per container. Weight limitations are established in the interest of employee safety and are strictly enforced. These items should be placed on the curb for collection on the regular collection day.

Codified Ordinance 59-90 requires “all used and unused hypodermic needles, and all other needles, syringes, razors and broken glass that have come into contact, or are likely to have come into contact, with infectious agents through any means, including, but not limited to, treatment or inoculation of human beings or animals and medical or industrial research” and be prepared for disposal: “…collected by the City Refuse Department… shall be rendered completely unusable for its original purpose… placed in a rigid, puncture-resistant container made of plastic, glass or metal… securely sealed with heavy tape so as to ensure that the seal will not be broken when handled by Refuse Department employees… separated from other waste and clearly marked "Sharp Waste." The ordinance includes non-compliance and penalty.

PIP-PA-2 Environmental Protection and Improvement

The Keep Lakewood Beautiful Board (KLB) promotes public interest in the general improvement of the environment of the City. They work with citizens to implement and maintain a clean community system; study, investigate and develop plans for improving the health, sanitation, safety and cleanliness of the City by beautifying public and private areas in the City; encourage the placing, planting and/or preservation of trees, flowers, plants, shrubbery and other objects of ornamentation in the City; protect wildlife; advise and recommend plans to other agencies of the City for the beautification of the City and otherwise to promote public interest in the general improvement of the environment of the City.

PIP-PA-3 Great American Clean-Up

Citywide “Plant Pride...Not Litter” is a nationwide Keep America Beautiful event to bring awareness to litter problems. A spring cleanup event is organized every year. Volunteers clean parks, playgrounds, school grounds, residential neighborhoods and the business district. Local businesses donate clean-up supplies for the event and food for an appreciation lunch that is provided to the volunteers.

PIP-PA-4 Spring and Fall Leaf Humus and Plant Sale

Leaf humus and plant sales are held semi-annually, in April and October. Dates are published in the Living Lakewood Newsletter, or check for dates on the city events web page. Leaf humus, a natural fertilizer that improves soil structure and produces healthier plants, is at both the spring and fall sales. Perennial plants are sold at the spring sale, and winter hardy pansies and spring flowering bulbs are sold in the fall. Proceeds from these sales support the KLB Adopt-A-Spot program, the student summer gardening program and the tree stewardship program.

PIP-PA-5 Trout Stocking The Ohio Central Basin Steelheaders financially support the stocking of catchable twelve-inch rainbow trout in the Cleveland Metroparks streams.
