a . The first travel restriction for the year 1962 , ex ­clusive of autobahns , was imposed on Allied Military Liaison Mission personnel in three (3) new areas south and southeast of Berl in for the period 16 through 27 January 1962. The irregular­ly shaped areas include, or are contiguous to, Soviet training areas at JUTERBOG (UT 8065) ! ALTEJIGRABOW (UT 1085), LIEBilllOSE (VT 5552) and ELBE RIVER SOUTIT (UT 0151) .

COMMElIT , Although the specific purpose of these temporary restrictions is not known, the size and locations of the closed areas suggest that an exercise is taking place.

b . The 168th Independent Guards Battalion , formerly in Konigs Vlusterhausen; has been relocated to Installation 42~1, Berlin/ Weissenoee. (Order of Battle Change)

East Geroan Defense Minister, Army General Heinz Hoffman , repor tedly stated 1n a speech on 12 January 1962 that the Eest German Army strength is limited to 90 , 000 men .

COMMEHT I Tho EGA strength st3ted by General Roff man pro ­bably refers to :i'iational Peoplo~ Army (!iVA) strength , rather than the ground forces alone . This has been the official announced strength of NVA (Army, Javy and l:..ir Force) for several years, and actual strength before August 1961 was approximately th i s figure . Actual strength of J.'~VA today is est1~ated to be about 100,000 (EGA ­Bl , OOO , EGi~F - 8,OOO and EG;~ -ll , OOO) , pl us 35 , 000 1n thE; Border Command, an addit i onal 26 , 500 in East German Garrisoned Security Force s .

3. (c) GARRISON SECURITY FORCBS .

At 221450 January 1962 a US lHlitar,y Reconnaissance patrol observed two (2) BS? ' s holding two (2) West Berlin civilians at ffUn,oint on the auctor/zonal border (UU 941081) . The BSP's were on the East Zone side of the border fence , und the civilians were on the ' .... est Sector side . However , it is possible that the civilians were in East Zone territory , since the fen3e lies II meters inside the border . i~ :SSP fired two flares (1 greon and 1 red star cluster) . k BSP Officer then arrived at tho scene . Several West Berlin Police also arriv~d at tho scene. One of the civilians ran to safety ond "Naz not fired ur'on.

COJ:lJEUT, The other civilian was roleased wi tllout further incident. It is not known if the civilian was released due to the arrival of the Vlest B: rlin Police or due to t he presence of thQ BSP offi ce r.

The East German pross announced I.;xt..;.nsive change:s in passenger train schedulee on the Berlin - Erkner (VU 1509) - Gucr­st(:nwaldc (vu 3702) - Frankfurt /Oder (VT 6999) rail lines becoming effective on 14 January 1962 . In some casea buses are to be substituted for train traffic .
