On 15 February, 1980, the undersigned met with j- andc 3 , Cover Staff; r C/SE/PL; r.: IMS/FPLG; and 2,, U.S. Army Focal Point Officer, to discuss a recent Freedom of Information request to the Department of the Army from Eugene R. Scheiman concerning Tscherim Soobzokov in which Mr. Scheiman had requested all documents from the Department of the Army concerning Mr. Soobzokov's employment. Several records checks by the Department of the Army failed to disclose virtually any record on Mr. Soobzokov or of the units mentioned in Mr. Scheiman's request. (This is not surprising since during the period in question Mr. Soobzokov was an Agency asset and the units cited in Mr. Scheiman's request were, in fact, cover entities of the Central Intelligence Agency.) Following these searches, the reauest found its way, quite by accident, into the hands of C. =., CIA's focal point at Army. (S) 2. During the meeting we were informed by -a that the Army had not surfaced any records on Soobzokov or the cover units. However, = was in possession of two Army documents supplied by CCS, which recorded the formation and the dissolution of one cover unit. When I was asked how he should treat these documents, I informed C that, in my opinion, all that he need do would be to inform the requester that a search had been made of the records of the Department of the Army which had surfaced the two refer- enced documents, and that no other records had been found. No other explanation was required, nor should a further explanation be given. I am herewith enclosing a copyof your transmittals which contain items circled in red which Ibelieve will constitute a fruitful area for your continued search.

You also asked in your letter of 9 November, 1979 thatwe provide a unit designation of the next higher headquarters ofM±. Tscherim Soobzokov, the subject of this FOIA request, and adescription of the exact research duties he performed as acivilian consultantonacontract basis. I am unable to furnishyou with any information concerning the next higher headquartersof Mr. Soobzokov as that information, if it exists, is wholly

• within your area of expertise and not my own. However, it has• been Mr. Soobzokov's testimony- that. he was hired as a civilianconsultant who was conversant with Russian ordinances and allegedlyspent time with the unit designated in my letter of 24 October1979 so as to inspect and advise his unit as to the uses of said

This is in response to your letter of 3 October 1979, providing additionalinformation. on Tscherim Soobzekov and reiterating your request forrecords concerning him under the provisions of the Freedom of InformationAct, 5 USC552. Your letter was received in this office on 9 October1979.

Based on the information provided in your letter, a survey was made ofthe Master Name Index of the Defense Central Index of Investigations(DCII) to determine the existence of Army intelligence investigativerecords concerning Mr. Soobzokov. This Index is also managed by the.Defense Investigative Service for the Department of Defense. The indexis keyed to the individual's name, date and place of birth, socialsecurity account number and service number (if any), and yields informa-tion about the existence of investigative files concerning the subject.We queried this index using the following name variations of Mr. Soobzokov,his dates of birth, place of birth, and social security number:
