TRANSFERRING TO SECONDARY SCHOOL

My child will be transferring to a secondary school in September 2016. How do I apply?If you live in Bournemouth you can apply online at https://enrol.bournemouth.gov.uk. Online applications will be acknowledged immediately. All online applicants will be able to log back into their account at 10.30am on 1 March 2016 and see which school their child has been allocated. Please note we will still post a notification letter to your home address on 1 March 2016.Alternatively you can request a paper application form and these are available at your child’s primary school or the Town Hall. For contact details of the Town Hall please see the front of this leaflet. You will need to wait to receive your written notification letter posted on the evening of 1 March 2016.If you live outside Bournemouth, you must apply to your ‘home’ Local Authority, either online or on paper, and return your form to them by their published closing date.Where can I get help and advice about the process of applying for a secondary school place?You can see an Information Officer at the Children’s Information Service of Bournemouth Local Authority at Bournemouth Town Hall, telephone 01202 456223. Full contact details are on the front page of this booklet together with the Bournemouth website address. We recommend that you read the booklet ‘Moving up to secondary school’ which contains more information, including the full admissions policies for all the secondary schools in Bournemouth, and definitions of commonly used terms. It is available on the Bournemouth website and as a reference copy at the Children’s Information Service at the Town Hall, all Bournemouth schools and libraries. If you are considering schools outside Bournemouth, contact the relevant Authority for further information.

THE APPLICATION FORMWhat date do I need to return my form by?If you live in Bournemouth, you must apply online or return your paper form to the Admissions Team at Bournemouth Town Hall by 31 October 2015. If you do not live in Bournemouth you need to make sure you return your form to your home Local Authority. Your home Authority will also have an online application process.Any changes to your schools or the order you name them must also be received by 31 October 2015, otherwise they will be considered as a late application. Any other changes such as a change of address should be provided in writing direct to the Admissions Team as soon as possible.Can I return my form via my child’s primary school?Yes, if your child goes to a primary school in Bournemouth you will need to return it by Friday 16 October 2015 to ensure it reaches us on time.If my form is late will I have less chance of getting the school I most want?Yes. Applications received by 31 October 2015 will be considered before those received after that date. How will I know that you have received my application form?If you are applying online, you will receive an automatic email confirming that your application has been received. If you send us a paper form, we will send you an acknowledgement by post or email. If you don’t receive an acknowledgement, Bournemouth Admissions Team has not received your form.If you have not received an acknowledgement in the run-up to the closing date, please contact us giving you time to complete another form if necessary.If I live in Bournemouth, how do I apply for a school that is not in Bournemouth?You can apply on the one form for any school, including those that are outside Bournemouth.How do I apply for a Bournemouth school if I do not live in Bournemouth?You should name the school in Bournemouth on your ‘home’ authority’s application form.

What happens if my child lives part-time with each parent?Only one application and one address can be considered for each pupil. Where parents are separated it is essential that agreement is reached by both parents concerning schools named on the form. If agreement cannot be reached the Local Authority will only consider the application from the parent who is the main carer for the child. The main carer is the parent in whose name Child Benefit payments are made. If the family does not receive Child Benefit, or if Child Benefit payments have been suspended, then for the purposes of school admissions the Council’s Legal Department will determine which parent is considered the main carer for the child.What happens if I move home after I have applied?You must tell the Admissions Team at the Town Hall (address on front page) in writing of any change of address. You must provide proof of your new address with your written notification. You should also tell staff at your child’s current school if you move home. Please note a change of address may have an effect on the position the school consider your child within their admission policy criteria.How do I apply for a place at a grammar school?If you are applying for a place at one of the grammar schools in Bournemouth or Poole, your child will need to sit a test. You will need to register your child for testing. The deadline to register for testing is 12 noon on Friday 11th September 2015. Registration forms can be downloaded from the schools’ websites or requested from the schools direct.The tests for all four Bournemouth/Poole grammar schools will be held on Saturday 26th September 2015. It is very important that you name the grammar school on your form if it is a school you want. The notification of the test result direct from the school IS NOT AN OFFER OF A PLACE AT THE SCHOOL. YOU MUST ALSO NAME THE SCHOOL ON YOUR APPLICATION FORM.All applications must be received by Bournemouth Borough Council by 31st October 2015.

CHOOSING WHICH SCHOOLS TO APPLY FORHow can I find out more information on which schools to consider for my child?We urge all parents to attend the open evenings for the schools they are interested in for their child. Dates and times for all schools in Bournemouth are listed on page 7 of this booklet. All schools produce a prospectus which will be available for the open evening, containing useful information such as examination results, Ofsted summary reports and details regarding out-of-school activities. Please ensure that you take the opportunity to raise any specific questions you may have about a school direct with school staff at the open evening.If I have an older child at the school I prefer will my younger child definitely get a place?Not necessarily. There is no guarantee of a younger child being offered a place at a school especially if it is not your catchment or nearest school. You should check the admissions policy for the school concerned to see how high a priority brothers and sisters are given. You should also check the exact definition of siblings (brothers and sisters) in the admission policy.How many forms do I fill in if I want to apply for more than one secondary school?You only need to fill in one application form listing up to 3 schools. If you are applying for a church school under religious grounds, you may additionally need to complete a form confirming your Church attendance and have this verified by your priest/minister. This is called a Supplementary Information Form or SIF. SIFs are available from either the Council’s website or from the school. The form should be returned direct to the school.

Is the order in which I list the schools on the form important?Yes, very. Of the schools that are able to offer a place, the offer you receive will be for the school you listed highest on your form. You will only be offered one school. You will not be offered more than one school and be able to choose which you accept, this includes the grammar schools or schools located outside of Bournemouth.How can I find out how likely I am to be offered a place?All schools offer places according to their admissions policy. Some schools give priority to siblings or to those in the catchment area; for church schools, priority may be given to those of the relevant faith or who live nearby to the school; while the grammar schools admit according to entrance test results. The 2016 policies of all schools in Bournemouth are on our website, www.bournemouth.gov.uk. Please contact us if you would like a hard copy of any Bournemouth school’s admission policy and we will be happy to provide this to you.The statistics on the 2015 allocation are given on pages 15-19 of this booklet. This will give you an idea of how likely your application would have been last year – but remember that this is only a guide and the situation this year will depend on how many applications are received for each school.If I do not put my catchment/nearest school as a preference will my child automatically be offered it?No. Your catchment/nearest school may fill with applications from families who have put it as one of their preferences. Please note some secondary schools do not operate a specific catchment area.What happens if I name only one preference?The Authority strongly recommends that you take the opportunity to name three preferences. If you name only one school and we are not able to offer it to you, we will not know which other school(s) you are interested in for your child. If you take the opportunity and name three schools we will know which schools you would consider.All decisions are made on an individual school basis. Naming only one school will not improve your chances of being offered it.

HOW DECISIONS ARE MADEHow do schools decide whether they can offer my child a place?For each school on your list, the information you provide on your form will be matched with the school’s admissions policy. The admission authority for the school (the Governors) then lists the applicants in descending order of priority until the total number of places it can offer has been reached.Please ensure that you inform us of any specific information you may wish us to take into account on the application. Once the places have been allocated and offers have been made, it may not be possible to take into account information received at a later date. Please inform us of any move of home.Do schools take into account the order I have placed them on the form when deciding whether they can offer a place?No. When the schools are sent details of applicants, they are not told which position – 1st, 2nd or 3rd – they have been named. The schools rank the applicants only to their own policy (criteria/categories).Therefore, try to avoid putting comments such as “If I don’t get my first preference, this is the school I would prefer,” as this will give the school a clue as to your preference order.What happens next?The Local Authority will compare the provisional offer lists from all the schools. If a child’s name appears on more than one offer list, we refer to the parents’ priority order on their application to see which offer the parents most wanted. Places freed up by this process will then be offered to applicants who are next on a school’s list.

RECEIVING THE OFFERWhen will I hear which school my child has been offered?Offers to Bournemouth residents will be posted on Tuesday, 1   March 2016 . If you apply online you will be able to log back in to your account and see which school your child has been allocated after 10.30am on 1 March; you will also get a letter. If you apply on a paper form you will not be able to view the school offered on the website; however, most parents will receive their offer letter on 2 or 3 March.

Can I telephone the Town Hall to find out the school offered?No. Information cannot be provided over the telephone.What happens if none of the schools I have applied for can offer my child a place?The Local Authority will normally offer you a place at the nearest school that has places available after the allocation has been carried out. If you are not a Bournemouth resident, you should ask your ‘home’ authority what action they would take in these circumstances. Information with the offer letter will show you which schools still have places available. You can request another school and remain on the waiting list for the school(s) you most want.I have not been offered the school I most want. What can I do?If we have not been able to offer the school you most want, the letter we send you on 1 March 2016 will contain details of how to join the waiting list for a school you have been refused, and how to appeal against the decision.We recommend that you accept the place you have been offered. If you are later offered a school higher on your list, from the waiting list or at appeal, you can then turn down our initial offer. However, if you turn down our initial offer straight away, and remain unsuccessful with your other preferences, there can be no guarantee that it will still be available later if you need it back.You may also wish to look at alternative schools that you have not previously applied for.Will a place offered to my child ever be taken away?An offered place may be withdrawn where a parent fails to respond to an offer within a reasonable timescale or the place was offered on the basis of a fraudulent or misleading application, such as a false address.

CHILDREN WITH SPECIAL EDUCATIONAL NEEDS (SEN)

My child has Special Educational Needs – who should I talk to?If your child has a Statement or an Education, Health and Care Plan (EHCP) then you should speak with the SEN Inclusion Team on 01202 456166. If your child has SEN but no Statement then you should speak with the Special Education Needs Coordinator at your child’s current school or your child’s current Headteacher. You may also contact Bournemouth Parent Partnership on 01202 451970 - they are an organisation that offers independent, confidential information and guidance on issues related to SEN and exclusions.

TRANSPORT TO SCHOOLWho do I need to speak to about how my child gets to school?All schools can provide details on the buses that serve their school. Bus companies such as Yellow Buses and More provide information on their websites of the buses their companies run that serve all Bournemouth secondary schools. The Children’s Information Service can provide a copy of Bournemouth Borough Council’s Home to School Transport Guidance, which gives details on who is entitled to assistance with transport costs.Will I automatically receive free travel assistance for the school I want for my child?No, transport assistance is only provided automatically if you live over 3 walking miles from your catchment or nearest school. Are there any other circumstances that can be considered for travel assistance?Yes, some children of low-income families may be entitled to help with transport costs. The minimum distance is 2 walking miles and the upper limit is 6 miles, or 15 miles for a Church school.Is this distance measured in a straight line?No, it is measured by the shortest available safe walking route. The upper limit of 6 or 15 miles is measured by road route. All routes used are as accompanied by an adult if necessary.If my child is in receipt of Free School Meals, is there travel assistance for any school?No, it has to be one of your 3 nearest qualifying schools. A qualifying school is one that provides education suitable to the age, ability and aptitude of the child. For example it would not be possible to offer free travel assistance to a family who named 3 schools a considerable distance from their home and ignored nearer qualifying schools.If you are on Income Support or other benefits that entitle your child to Free School Meals you may also qualify for travel assistance, even if your child does not actually have the free meals.

Are there any other financial circumstances considered for travel assistance?Yes, if you are in receipt of the maximum level of Working Tax Credit, i.e. you have no reduction due to your income, your child can also be given consideration. The minimum and maximum distance limits apply as in the previous paragraph.Please contact us once you have been offered a school, if you feel this may apply to you.My child has a medical condition and would find it difficult to walk to school. Can we have help?Yes, if your child has a recognised medical condition or disability and you can provide supporting written evidence from either a consultant at the hospital or the Community Paediatrician then consideration can be given to providing suitable travel assistance. Usually this is a bus pass but sometimes if a child’s condition is severe other transport can be provided. Please contact us on 01202 456223 for an application form.I have a disability. Is there any extra help I can have with getting my child to school?Yes, if you are on the higher award of disability benefit for mobility or can provide a consultant’s letter specifying the restriction on your walking ability this can also be considered. In both cases we will require original documents. We may also require further information before a decision is made.Who should I speak to about my individual circumstances to see if I can get travel assistance?Telephone 01202 456223 to request an application form. Please ensure you provide as much supporting information as possible. How will I hear if my child will receive a bus pass or travel assistance?We will write to you to confirm whether your application has been approved, in good time for the start of term in September.If your application is successful, we will contact you during August with full details of the travelling arrangements.Can I appeal against the decision not to offer travel assistance?Yes. All unsuccessful applicants have the right of appeal against the decision. Further information is provided to families whose applications are turned down.

STATISTICS FROM LAST YEAR’S ALLOCATION

The tables on the following pages provide detailed statistics for the main allocation for children transferring to secondary school in September 2015. Figures from previous years are available on request.

Please remember that this information should only be used as a guide. The figures do differ from year to year, for example if there are more/fewer children living in a particular area. Changes in the popularity of a school (or a neighbouring school) can also affect the number of applications a school receives.

All the figures relate to the main allocation of places on 2 March 2015 and exclude any applications received after the initial closing date.

The number of applicants ‘redirected’ to a school – i.e. offered a place there having been unsuccessful with all their preferences – is noted, where applicable, at the bottom of the school’s table. The last distance offered if the cut off is within a category is also provided.

Figures for previous years’ allocations are available on request from the Children’s Information Service (tel. 01202 456223).

Appeals were lodged for The Bishop of Winchester Academy, Bournemouth School and Bournemouth School for Girls. Please contact the schools direct for information on how many appeals were heard and how many were successful.

The categories correspond with those in the admissions policy (criteria/category) for 2015-16 which may differ from those in effect in 2016-17.
