    PART I. PROJECT DESCRIPTION

    1. Project Overview

    1.1 Ecological and social context Bac Giang is a province in northern midland and mountainous with administrative

    boundariesare adjacent to the Bac Ninh, Lang Son, Thai Nguyen, Hanoi, Quang Ninh.

    - Rural economy ofBac Giang mainly depend on agriculture for local handicraft industries

    with mainly agricultural product processing, forest products, construction materials

    manufacturing, tourism and mineral processing.

    - Transport is convenient road and river.

    -27 communes in the project scattered on the terrains of the 08 districts, Bac Giang province

    is characterized by transition from the high terrain and mountainous, so the ecological

    environmentis very diverse. Past due to harvesting of forest products without long-tenn

    planning of the SFEleads to flora and fauna were devastated. Currently there is a change m

    management thinking with the goal of sustainable development towards the hannony of

    nature, protected areas were established in the province ofBac Giang.

    1.2 Volume of fuels/materials

    * LV line - Total length of lines: 393.091 kms. (each pole only nails from 1+2m2, the average

    distance between the pile of about 40 m)

    Among them:

    + Improvement: 393.091Km.

    - Wires: Use wire AV (120-95-70-50-35) (aluminum bimetal)

    * The meter - Total number of household meters: 51,609 meters.

    Among them:

    + The new I-phase m~ter is installed: 51,609 units. 1.3 Volume of workers:

    - 20 workers(estimated) x 27communes 540 workers

    1.4 Criteria for selection of borrow areas for worker-base camp, storage and bandling of fuels/materials, and concrete mixing.

    - The construction activities must comply with building codes and construction

    standards. The scope· of the camps for the workers to areas with materials,

    materials held areas of construction activities must obtain pennission from

    the local authority.

    1.6 The effects of the project to the community include: The area of land occupied permanent and temporary

    Land in permanent form of land to build the foundation of the building line. Due to

    large projects, the total land in large format fmished in 27 communes spread. Moreover,

    each pole foundation accounts from 1 to 2 meters square, the average distance

    between the poles of about 40m. Thus_the effects of land to each family occupied is very

    small. Through the preliminary survey, the land occupied land are permanent gardens,

    agricultural land, other land should not be considered through the resettlement of people

    affected.

    Land in the form of temporary land mainly to dump construction materials, waste land.

    If the construction period at harvest layout is complete, the compensation effect is greatly

    reduced.

    * Compensation in the construction process Because of wiring, up the poles and the transport during the construction phase also

    affect crops, trees, in this scheme lists the estimated costs for these effects. in the

    construction process should be arranged to progress in accordance with the service will

    reduce the large amount of compensation and cost reduction projects and reduce

    overall damage to society.

    2.1 Objectives of the Project:

    - Rehabilitating and extending the power networks in rural areas required the

    accelerating additional charge, strengthening capacity of the distribution networks

    to meet the additional charge development demand and ensure the electrical supply

    quality.

    Giving support to the power distribution companies to overcome overload,

    network blocking in the rural power distribution system by upgrading and

    extending the distribution networks, meeting the additional charge demand,

    ensuring the electrical supply quality, reducing the distribution losses, reinforcing

    the safety and reliability of distribution for customers, improving the power

    business efficiency.

    2.2 Capital sources:

    - Loan from the World Bank. This loan is for equipment purchase, building and

    assembling.

    Domestic counterpart capital is to cover taxes, fees and others costs.

    - L V section: The PPCs that are project investors will borrow money from the above

    loan for investment, post-investment poverty management and operation of the LV

    power networks.

    2.3 Executions in sequences:

    a) Geography

    • Environmental Management Plan

    Bac Giang is the midland and mountainous province, contiguous to the Northeastern, the Red River Delta and the Northwestern. It borders with Quang Ninh province in the northeastern, with Quang Ninh and Hai Duong provinces in the east, with Thai Nguyen and Ha Noi capital in the west, with Thai Nguyen and Lang Son in the northwest, with Bac Ninh in the south and southwest.

    Bac Giang has the natural area of 3,823 km2, accounting for 12% of the whole nation area

    The total population up to the 31 st December, 2009 is 1,755,720 persons. The average population density is 407 personslkrn2. Bac Giang has over 26 ethnic groups living together, of which Kinh and Nung are majority.

    Bac Giang has the administrative structure of 9 districts and 1 city, including 7 mountainous districts namely Son Dong, Luc Nam, Luc Ngan, Yen The, Tan Yen, Yen Dung and Lang Giang, and 2 midland districts namely Hiep Hoa and Viet Yen, with 229 wards and towns.

    With the favorable geographical position, Bac Giang is considered as the gate of economic, cultural, scientific-technical exchanges among the Tonkin Delta, Ha Noi capital and the northern provinces, and among the the northern provinces and Quang Tay province of China. Especially, Ha Noi capital next to Bac Giang is the 1 st high ranking extensive market of agricultural and forest products, paper, fabric, chemical substance for industry made in Bac Giang area.

    b) Topographv

    Bac Giang topography has two sub-areas including midland and mountainous ones with plain interposed. The former covers two districts of Hiep Hoa, Viet Yen and Bac Giang city. The later covers 7 districts of Son Dong, Luc Nam, Luc Ngan, yen The, Tan Yen, Yen Dung, Lang Giang, of which some parts are high mountainous areas.

    The prominent features of the terrain area (accounting for 72% of the whole province area) are strong separated, complicated and highly uneven in term of height level. It has much rich land area, particularly natural forest. The low land hill is available for planting fruit and industrial trees such as Thieu litchi, orange, lemon, custard-apple, persimmon, soybeans, green tea v.v. or feeding livestock, poultry, aquatic products .

    The prominent features of the midland area (accounting for 28% of the whole

    province area) are hill and hillock land intermingled with large, narrow plain. This area is available for planting foodstuff, fruit and industrial trees and feeding livestock, poultry, fish and many kinds of aquatic product.

    Bac Giang locates in the mountainously tropical and monsoon climate and has rarely

    long illuminated timc. The non-tropical features expose clearly during the winter with

    the temperature in both high and low areas not meeting tropical temperature standard.

    d) Commerce and Tourism

    In recent years, the service sector has witnessed the relatively fast growth and played

    the important role in fostering production development. The system of commerce,

    tourism and hotel has fairly developed, getting 12,800 units in 2006, of which the

    repair trade part accounted for 53.5%, the tourism and hotel part 33.9%, the private

    service 12.6%. In 2010, it has 14,950 units, of which the repair trade accounts for

    62.8%, the %, the tourism and hotel part 23.7%, the private service 13.4%.

    3.2 Bac Giang subproject site Second Rual Energy Project Additional Financing is scheduled to rehabilitate,

    upgrade and expanse the LV power networks in 7 districts in Bac Giang named: Tan

    Yen, Luc );"am, Luc ?\gan, Lang Giang, Yen Dung, Yen The and Viet Yen, improving

    the distribution business services ofBac Giang LV power network, meeting the local's

    development.

    specifying the implementation of some articles of The Law on Environment

    Protection.

    modifying and supplementing some articles of The Decree :\0.80/2006r.\D-CP dated

    09/08/2006.

    - The routes are designed to avoid cultural, historical properties in the areas, so the Project will not effect any cultural

    heritages

    - During construction if there is any valuable historical or cultural properties

    are fOlll1d underground, the Contractor

    and Project owner will report to local

    Department of Culture and infonnation for further consideration.

    Since the preparation of materials is done by construction equipment such as

    mixers .. , so wastewater is thoroughly limited impact to nearby water sources.

    The time of construction are selected to avoid the season should hardly affect

    crops.

    - During construction process, the

    amount of soil and rock excavated for making the L V and LV pole foundation

    is about 17.800 m3 in which 12.500 m3 is used for filling up pole foundations, The

    rest 5.300 m3 of its residue will be removed to fill in the hollow places or the areas where do not cause mud when water erodes. The place used to be filled the residue of soil should be permitted by the local authorities. The excavation should be implemented in dry season to avoid erosion. The L V and LV tower foundations in this project have relative

    small depth (under l.Om). The soil in this

    project site is at level 3 or 4. According

    to the standard of sector, with this soil level it need not build embankment. It

    means that the soil of the foundation is not erodedlsedimented/landslided at the above depth level.

    - During the stage of investigating and designing locations of the tower foundation, the layer structure are taken

    into account to avoid constructing on the land areas erodible or nearby stream, river where are easy to landslide and affect on the foundation positions. Thus, sediment generation caused by soil erosion has been also limited at the lowest level in the investigation and design stage.

    - During construction process, the exhaust fume discharge from vehicles and machines used for transporting materials on the national or provincial ways is able to limit or control. In the areas far from the main roads, the material is mainly manually transported so it does not cause any adverse affects on the environment at all. During construction period, only crane generates exhaust, noise but these impacts are able to mitigate. - Dust generated during the construction period may cause little effects on residences in communes in the project area. - Transportation occurs in a short time so the impact level is limited.

    - Noise may cause negative effects on the residential areas of the project site, so it is necessary to control that noise to avoid possible bad effects on the residents.

    - The proposed construction plan has been released to avoid working at night in the area nearby the residents.

    • Environmental Management Plan

    - This project does not affect on cultural vestiges or surrounding areas. Factually, the project area has some historical places as Bo De, Duc Lang Pagoda, Dinh Huong temples, Suoi Mo vestige ... and The Khe Ro primeval forest, etc. But the survey showed that the possible affected nearest area would be over 3km far from the existing historical monument community. Therefore, the project does not affect the scenery of cultural vestiges.

    Bac Giang has some ecological tourist area i.e Suoi Mo vestige, The Khe Ro primeval forest, ... but the distance from the project site to this forest is over 3km .

    - PCBs have been forbidden to use for electric material and equipment for a long time.

    - Environmental affected - materials discharged during the construction time as disposal oil, chemical are so little that they don't cause any bad effects on the local environment.

    - During construction process, there isn't disassembling of old transformers therefore risk of hazardous materials leakage, including PCBs doesn't occur at all.

    - Construction activities maybe cause effect on public tri:1.l1sportation in the nearly whole roads In the province because this project is developed in 27 communes over Bac Giang province. But in fact, these activities only impact on inter-commune roads. The national and provincial roads are less affected because the project is mainly developed in the communes that have not been completed power networks. Furthermore, most communes are located in low population density areas and not close to the national or provincial ways.
