At today’s session, three questions were raised and answered, one proposal submitted, Hluttaw Committee added with member, formation of the committee expanded, title of committee amended and members and lists of 19 committees, lists of secretaries, responsibilities, authority, rights and terms of committees explained. In raising questions, U Tin Maung Oo of Shwepyitha Constituency asked whether there is a programme for extending retirement age of those who are in good health at 60 willing to continue their works due to basic needs. Union Minister for Finance and Revenue U Hla Tun replied that Paragraph 458 of Civil Service Rules stipulates that a service personnel who has right to take retirement at the limited age shall enjoy the superannuation pension. Paragraph No. 14 of the rules states that the prescribed limited age of a service personnel shall be counted from the date to take retirement, and the personnel must be retired starting that day. The age for superannuation pension of State service personnel was prescribed at 55 years of age according to the paragraph No. 56 of 1922 Fundamental Rules. In the time of the Revolutionary Government, the Home Affairs Department amended the age of retirement at 60 instead of 55 beginning 11 March 1969 according to the letter No. 314/6/A(1) dated 22 March 1969. Up to now, all are abiding by the rules. Urbanites’ dutyClean and pleasant environs of urban

areas make all the people healthy and freshphysically and mentally. Creation of hygienicand disease free society plays an importantrole in fulfilling social requirements of thepeople.

Emphasis is being placed on hygiene andsanitation in populous cities bustling withtrade. Priority is to be given to keeping urbanareas of Yangon Region clean and pleasantdue to high density of population. Indeed,Yangon is a very populous urban areabustling with trade and businesses of localand foreign entrepreneurs.

As it is an economic hub for the wholecountry, all-out efforts are being made forensuring smooth and secure transport in theregion. Authorities concerned and localpeople are joining hands for proper flow ofdrains in the urban areas, activities for healthand sanitation in accordance with the urbancharacteristics, prevention against infectiousdiseases and environmental cleanliness.

They all grow shade trees and floweryplants for greening the urban areas. Parks,traffic islands, roundabouts and roads arebeing decorated with landscapes and seasonalflowery plants. As the State has planned togrow 30 million trees across the nation in therainy season, over 54 million saplings havebeen planted in all regions and states includingYangon Region.

Development affairs committees aretaking responsibility for hygienic andsanitation tasks of urban areas. Thecommittees focus on supply of clean water,sanitation, proper flow of water at drains andneat traffics and pavements. People are alsoto participate in cleanliness of debris atresidences, roads, schools and markets. Beinggood citizens, they must avoid malpracticesof throwing litters and betal spiting.

The passenger car driven by U AyeNaung was enroute from Moenyin toPhakant around 8 pm, 30 August whenthe accident happened.

The bridge over Indaw Creek whichis 20 ft in depth near Kahtayan Village inKamine Sub-township was blown upthree times by KIA and it was no longerwithstand traffic.

Drivers repaired the damaged bridgeto cross the creek temporarily.

ISLAMABAD, 2 Sept—Separate incidents of violenceThursday claimed the lives of at least 10 people inPakistan, authorities said.

In the first, which occurred near a police stationin Lakki Marwat District in the northwest Khyber-Pakhtunkhwa Province, a suicide bomber driving avehicle killed at least three people and injured 15more.

The blast damaged the police station and severalshops, Pakistan’s Nation newspaper reported. Thoseinjured included two children and seven policemen.

No group had yet claimed responsibility for theattack.

In the other incident, which occurred in theParachinar District in the Kurram tribal agency,Dawn, quoting government sources, reported sevenpassengers in a vehicle were shot and killed bygunmen who opened fire on their vehicle. Six of thevictims were all members of one family.

The vehicle was travelling from the Alizai area toParachinar when it was attacked. The report said fourdied at the scene and the other three at a hospital.

The attack took place at about 8.30 pm when the car packed withexplosives hit the check-post in front of a police station in Lakki Marwat, some180 km from Peshawar, Capital of Khyber Pakhtunkhwa Province, Xinhuareported citing local TV channels.

LOS ANGELES, 2 Sept—A 3.6-million-year-oldwoolly rhinoceros fossil discovered in Tibet indicatesthat some giant mammoths, sloths and saber-tooth catsmay have evolved in highlands before the Ice Age,experts say.

Paleontologists from the Natural History Museumof Los Angeles County and the Chinese Academy ofSciences, who found the rhino’s complete skull andlower jaw in 2007, argue that it adapted to the globalcooling before it happened.

In a paper to be published Friday in the journal“Science,” they will argue that the rhinos evolved in thecold and snowy Tibetan highlands while the rest of theworld was much warmer.

The animal developed special adaptations —including a flat horn useful for sweeping snow away tofind vegetation — and then was able to spread tonorthern Asia and Europe once the Ice Age set in 2.6million years ago.

“The extinction of Ice Age giants such as woollymammoths and rhinos, giant sloths, and saber-tooth catshas been widely studied, but much less is known aboutwhere these giants came from,” the researchers said ina statement.

“The Tibetan Plateau may have been another cradleof the Ice Age giants.”

In addition to the woolly rhino, the team alsouncovered extinct species of three-toed horse, Tibetanbharal — also known as blue sheep — and some 25other kinds of mammals. “Cold places, such as Tibet,Arctic, and Antarctic, are where the most unexpecteddiscoveries will be made in the future,” said XiaomingWang, from the Natural History Museum of Los AngelesCounty. “These are the remaining frontiers that are stilllargely unexplored.”

The phones have been dubbed theTitan and Radar. The Radar appears to be a mid-ranged phone for smartphone shoppers, and theTitan is a high-end flagship device. Both phoneswill come with WP7 Mango pre-installed, but norelease date was given.

Let’s start with the Titan which is more excitingin most every way. The most notable feature of theTitian is the massive 4.7inch super LCD screen.Granted it is smaller than Samsung’s new GalaxyNote, but it will have one of the largest screensavailable on a phone ever. HTC also packed in a1.5gigahertz single core processor, 8megapixelrear camera, and 1.3megapixal front facing camera.On paper the biggest possible issue we can see willbe the screen’s resolution, which is VGA quality at800×480.

The Radar is still a large device measuring in at3.8inches of glass wrapped in aluminum. Thespecs are also reduced compared to the Titan witha 1gigahertz processor, 5 megapixel rear camera,and no specs released for the front camera but weknow there is one.

WASHINGTON, 2 Sept—Space junk has made such a mess of Earth’s orbitthat experts say we may need to finally think about cleaning it up.That may mean vacuuming up debris with weird space technology —cosmic versions of nets, magnets and giant umbrellas, according to thechairman of an expert panel that issu- ed a new report on the problemThursday.There are 22,000 objects in orbit that are big enough forofficials on the ground to track and countless more smaller onesthat could do damage to human- carrying spaceships and valuablesatellites. The International Space Station has to move out of the wayof debris from time to time. “We’ve lost control of the environment,” saidretired NASA senior scientist Donald Kessler,who headed the NationalAcademy of Sciences report.

Since the space age began 54 years ago,civilization has littered the area just above Earth’satmosphere with leftover boosters and other partsthat come off during laun- ches, as well as oldsatellites. When scientists noticed that this could be a problem, they came up with agreements to limit newspace junk and those plans had been working.

Those agreements are intended to make sure what is sent into orbit eventually falls back to Earth andburns up. But two events in the past four years — a 2007 Chinese anti-satellite weapon test and a 2009crash-in-orbit of two satellites — put so much new junk in space that everything changed, the report said.The widely criticized Chinese test used a missile to smash an aging weather satellite into 150,000 piecesof debris larger than four-tenths of an inch (1 centimetre) and 3,118 pieces can be tracked by radar on theground, the report said.—Internet

due to ism, racism and sectarianism; thatsuccessive governments that tookresponsibilities of the State had striven tocease those internal insurgencies in otherwords internal armed conflicts and to buildpeace and stability; that the measures ofthose governments for peace-building, theirsuccess and failures, and history of internalarmed insurgencies in other words internalarmed conflicts were already compliedand published, for example, in the reign ofPrime Minister U Nu, 14-point Nu principleswere adopted and efforts were made tobring about internal peace and analysis ofthose principles’ success and failure werepublished in black and white; that likewise,Thakhin Kodaw Hmaing, who can be saidas father of peace, has also struggled forpeace and records on his efforts were alsopublished; internal peace-building recordsin the time of 1962 Revolutionary Counciland assessment of its policies werepublicized too and records of government’sefforts for national reconsolidation in thetime of Tatmadaw government were alsopublished; that in addition, “History ofInternal Insurgency” compiled by YebawThit Maung, “Solving with PoliticalApproach” by Yekaung Kyawswa,“Prosperity—Not Far Away” compiledby Sithu Aung and Maung Hmat were alsoprinted; that however, those publicationswere published a long time ago and theymay probably be not in the market now;that most of today’s youth may not have achance to read those publications; that theMinistry of Information is preparing toreproduce those publications and “Historyof Internal Insurgency” compiled byYebaw Thit Maung is in the process ofprinting and in the near future, thosepublications will come out within the reachof people.

Likewise, a press conference washeld on 12, August, 2011 to inform thepublic about armed conflicts between theTatmadaw and KIO, KIA, and peacenegotiations process which were also airedand printed in newspapers, added the UnionMinister.

U Steven Thabeik of Chin StateConstituency No. 4 asked the UnionMinister if his ministry has a plan toasset farmers by providing them withnecessary equipment and capitals intransformation into mechanizedfarming from traditional farming.

Agriculture MechanizationDepartment is providing land-preparingservice, the most fundamental work incultivation by lending stated-ownedtractors to farmers; that AgricultureMechanization Department was firstestablished in 1962 with 2000 tractorsfor transformation of mechanized farmingsystem and the number of tractors wasdoubled later; that the department sellstractors to farmers on installments but itcurrently has only 2350 units of tractorsbecause it could not refill the gap left byold damaged tractors; that it is still fulfillingland-preparing needs of farmers with2350 tractors based in 101 tractor-stations.

The Union Minister added that hisministry on the other hand is disseminatingfarm equipment usage techniques to end-user farmers wishing to purchase tractors,providing training to them by organizingtractor operation and mechanics courses,and making researches on farmingequipment suitable to environment andcrops of Myanmar in its drive fordevelopment of mechanized farming.

The Union Minister added thatmechanization of cultivation processstarting from land preparation to harvest,winnowing and storage is of vitallyimportance and it is the objective to beaccomplished by the government andthe private sector in concert; that in thetime of the new government, thePresident has urged Union Ministers tofulfill any need of people withbenevolence and his ministry also ismaking al-out efforts to fulfill therequirements of people; that his ministryis preparing to provide farmingequipment through formation ofcultivation and production organizationsconstituted by farmers themselves.

In his reply to question of U HtayMaung of Mandalay RegionConstituency No. 12 about completionof remaining works according to list ofpriorities for prevention against floodscaused by Wundwin Diversion Weir,the Union Minister said that WundwinDiversion Weir is situated at mile postNo. 359/2 on Yangon-MandalayHighway in Wundwin Township,Meiktila District, Mandalay Region andthe facility was constructed in 1931 witha bridge on Yangon-Mandalay as its

spillway and the motor road on eitherside of the bridge as embankment.

The Union Minister pointed outthat floods in Wundwin was not causedby Wundwin Diversion Weir but constantpiling of silt in Shawbin Creek, whichleads top rising of creek bed, andinsufficient number of conduits onbridges on inter-village roads,

He added that in preventing againstfloods in Wundwin, works are to beprioritized according to survey carriedout by Irrigation Department; thatdredging of sand land above WundwinDiversion Weir, dredging of silt in thecreek on Wundwin-Leinpin street;deepening and widening of ditches,expanding of current water way,constructing embankments, constructingof sluice gates will be done dependingon the allocation of the State and incoordination with local authoritiesconcerned and township developmentaffairs committee.

Regarding the question raised byU Win Thein of Ayeyawady RegionConstituency No. 9 “whether there is aplan to renovate Kawtthalaingembankment and take measure forbetter water flow in the creeks nearbythe dam in Pantanaw-KyonpyawTownship”, Construction ofKawtthalaing embankment started inKyonpyaw Township of AyeyawadyRegion in 1994 and completed in 1995.The embankment which is 3 miles lengthand 10 feet in height, and its uppersurface is 12 feet wide is under thecontrol of farmers. The embankmentranges from Khayaykan village to Danawvillage and prevents 27,000 acres ofmonsoon and summer paddy plantationsfrom flooding.

Kawtthalaing embankment hadthree breaches in 2009. Under theleadership of the Danaw Villageadministrator, villagers carried out repairworks with the assistance of IrrigationDepartment. According to allocation ofState fund, measures will be taken fordurability of the embankment when openseason comes in. For long-term durabilityof the embankment, there has been aplan for extension of Khayaykan-Ganein-Jonejonekya creek, Kyonkayin andMwayhtayan creeks, Kyonpataw-Kyontama creek, and Kyonpataw-Garatgyi creek near the embankment.

Regarding the question raised byDr Htay Win of Ayeyawady RegionConstituency No. 5 “whether there is aplan to generate power from NankathuDam in Ingapu Township of HinthadaDistrict”, Nankathu Dam opened on 19October 2000 sits in Ingapu Townshipof Ayeyawady Region. The IrrigationDepartment is taking measures to installsmall power generator to supplyelectricity to the station hospital ten milesaway from Kwinkauk Village andimmediate villages.

Works on construction of powerintake structure and laying down steelpipeline have been finished. Threegenerators with the capacity of 200

kilowatts will be installed to generatehydropower of 600 kilowatts. Turbinesand generators have been ordered. Theremaining tasks to be implemented areconstruction of hydropower building andswitch yard which will be according toallocation of the State fund. The IrrigationDepartment will undertake constructionand installation projects so as to let thepower reach the switch yard. Measureswill be taken to extend cable from theswitch yard to Kwinkauk Village as aregional plan.

Union Minister for Livestock andFisheries U Tin Naing Thein replied thequestion of Dr Aye Maung of RakhineState Constituency (1) “whether thereis a plan for amendment to FreshwaterFisheries Law and Myanmar MarineFisheries Law” that Freshwater FisheriesLaw (1991) and Myanmar MarineFisheries Law (1990) are not agreeableto present situation. So, those two lawsare combined as Comprehensive UnionFisheried Law and amendment bill wassubmitted to Attorney-General’s Officeto get remarks.

Tender fishing areas were set up infreshwater areas of Rakhine State since1989-90. In practical, managementauthority was vested in the state dependingon pragmatic situation of the people.Selling tender fishing areas is to preventdisputes among fishermen fishingabundant fishes in common area, preventfish extinction due to disorderly fishing,manage systematic measures for fishingand levy deserved tax.

According to Paragraph 2 (e) ofChapter 1 mentioned in FreshwaterFisheries Law, tender fishing areas in 14townships in Rakhine State weretendered. Thandwe, Taungup and Gwatownships remained as common fishingareas as they are offshore fishing watersaccording to Myanmar Marine FisheriesLaw.

According to Article 256 (a) and(b) of the Constitution of the Republic ofthe Union of Myanmar, Ministry ofLivestock and Fisheries transferredmanagement authority to the RakhineState Government with letter number 1/200 (Nya)/5100/1 (1564/2011) dated20-4-2011. With it, arrangements forselling tender fishing areas were carriedout under the supervision of the RakhineState Government. The Rakhine StateGovernment set reverse price for tenderfishing area.

Most of fishermen have knownabout price list of licence as the offices oftownship have informed local fishermenof the price list as of 1989-1990. But thestate dealt with complaints about tendertaken and asking for more money forlicence.

Fisheries Department has issuedlicence charges list for fishing equipmentwith letter No. 5/2003 and posted the listsat the offices of Fisheries Department tolet fishermen know. trips to disseminate knowledge of tenderfishing firms, common fishing firms,fisheries laws, rules and regulations,restrictions, punishments and manageablefishing. There were no any problemsduring fishing season from 1989-1990to 2010. With today’s growingpopulation, fishing business is popularfor many people. It is needed to takemeasures to deal with problemsreasonably arising from businesscompetition between businessmen andlocals and oddjobbers. And regionalauthorities, entrepreneurs and localsneeded to retake account of weak andstrong points of common fishing systemand tender fishing area for decent earningand regional development.

As the question about designatingthe period of common fishing area raisedby U Aye Maung is now within thereach of the state government levelaccording to the Constitution of theRepublic of the Union of Myanmar, hejust needs to submit that question to thestate government and to review regionaleconomy, regional fish resource, use offishing equipment and number of fishingboats, needs of local people.Cooperative group comprisingadministrators, entrepreneurs, scholars,responsible persons from FisheriesDepartment and departmental officialsneeds to review every matter case bycase and then submit to related stategovernment. The Union Minister willcoordinate and attend to the needs.

U Poe Yal Aung Thein of Kayah StateConstituency No. 8 in his discussion said that as thepeople are enjoying handsome earning by producingjade and gems at blocks on their own laying under theown country, they would not continue to practiceillegal money-making way and enjoy fruitful results.

U Ye Myint of Bago Region Constituency No. 4discussed that the people can embrace opportunity ofrunning jade and gems exploration business becauseblocks are designated as one acre ones. So, they do notneed a large amount of money to invest in it.

U J Yaw Wu of Kachin State ConstituencyNo. 12 in his discussion said that as gems blocks arefertile, perennial and short-term trees can be grownafter exploration to help earn more money fromagriculture. As growing trees means environmentalconservation, they will benefit from growing trees.

Concerning the proposal, Union Minister forMines U Thein Htaik said that in order to prevent thosewho own huge capital from taking over the jade andgems business and to encourage those who has lesscapital to play a part in the business, 15,266 conductingblocks, 5030 designated blocks, 1727 vacant blocksand 221 joint venturing blocks were designated. Out ofthem, there are 221 blocks which are running jointventure with the State and 20,29 private blocks. Jointventure blocks are designated ranging from 1 to 50acres, and private blocks are set as one acre.

International-level Jade, Gems and Pearl Sales isheld in Nay Pyi Taw, capital of Myanmar, three timesa year—March, June/July and October. Tender forUtility jade (c) and (d) is conducted once a year atwhich local gems entrepreneurs can purchase inMyanmar currency. Such tender show will be held forlocal and foreign gems entrepreneurs in foreigncurrency for once. At present, as there is no potentialdemand for jade, holding sales once a month will notbe possible. So, efforts are being made to holdinternational-standard sales on a grand scale year onyear.

Under the guideline on Jade, Gems and PearlSales of the Union Government, Ministry of Mines willcooperate with Myanmar Gems EntrepreneursAssociation to gain achievement in works, and takemeasure with added momentum with international-standard to strengthen the already achieved market.

It is found that violation of agreement, andfailing to pay money as mentioned in the agreement bymerchants who get permission for purchase aftersigning. So, it is required to take deposit from purchasermore and more and other necessary measures.

In currently paying system, 10 per cent are to bepaid in advance within 30 days and full payment is tobe within 60 days. Other required steps will be takenaccording to time and circumstance.

In order to produce jade, gems, high-price jewelryand value-added wares, Jade Zone will be set up in NayPyi Taw, and project is now under way. Efforts arebeing made to build infrastructural buildings for localand foreign gems merchants and sculpture artists.

In jade and gems exploration sector,entrepreneurs after paying tax for blocks will be able to

sell their products at Jade, Gems and Pearl Salesorganized by the State and in other areas except borderareas. The joint-venture companies are permitted tosell only at the jade sales organized by the State. Afterpaying 10 % of the income from sales as tax to the State,they can share 40 % by 60 % of the remaining incomefrom sales with the State.

As part of efforts for environmental conservationin the jade and gems lands, trees are planted and forestreserves are established in accordance with the rulesand regulations. The Pyithu Hluttaw made decision tochange the proposal to the question.

Afterwards, four representatives seconded theproposal that “the Union Government is urged toreclaim more vacant and virgin land for farmland”submitted by U Myint Tun of Bago RegionConstituency No. 10.

In his discussion, Union Minister for Agricultureand Irrigation U Myint Hlaing said not to lose anddecrease the number of farmland, the ministry hasbeen making efforts in accordance with the provisionsof the existing law related to farmland. Besides, theministry has been encouraging the agriculturalmechanization and irrigation systems. The ministryhas reclaimed vacant and virgin land for farmland withthe use of machinery as much as possible.

To create job opportunities for people, the Statehas charged farmers just 100 kyats per acre for insurance.However, it is found that because of some opportunistswho own a lot of farmland without doing farming,those at home and abroad who want to invest in theagricultural sector miss the opportunities to do business,causing job opportunity loses for the people, the UnionMinister for Agriculture and Irrigation said.

Therefore, the notification No. 67/2011 wasissued on 12 August, 201, announcing formation ofthe central committee for managing vacant and virginland. The central committee has been drawing the draftof new rules and regulations which are agreeable to thecurrent time and has planned to introduce the draft tothe hluttaw.

The State has increased the agricultural loans forfarmers from K20000 to K 40000 per care.

Therefore, farmers should use the loanseffectively and to avoid improper practices includinggambling. Besides, micro-credit syndicates have beenestablished to lend cash to farmers with the aim ofboosting production and agricultural produce.

The Union Minister also stressed the need forcooperation among the people to achieve success inthe micro-credit schemes across the country.

Managers of the Myanmar AgricultureDevelopment Bank has taken responsibilities forbringing loans to the hands of farmers in time, andanyone can complain to the ministry or the authoritiesin regions and states about corruptions or briberyrelated to the granting loans so that the ministry cantake actions against those who commit malpractices.

He also urged the farmers to spend the loans onfarming effectively with the aim of boosting agriculturalproducts and urged representatives to lend the helpinghands to the ministry in an attempt to fight the corruptionand bribery.

The Ministry of Agriculture and Irrigation haseducated farmers to know the scientific agriculturalmethods, he said.

Moreover, to be able to effectively disseminatethe farmers, the ministry has a plan to expand theprogromme for educating farmers through the MyanmarRadio and Television (MRTV) apart from the ministry’snews journal which is published every two weeks.

The ministry has carried out its five tasks set foragricultural development. They are using high qualitystrains, applying scientific agricultural methods, rightuse inputs including irrigation and fertilizer, taking

measures for minimizing wastages from growing toharvest and finding ways for making strong market forcrops, he said. The Amyotha Hluttaw made decision towithdraw the proposal.

Afterwards, U Swe Aung of Yangon RegionConstituency No (12) submitted a proposal that “theUnion Government is urged to choose way of peacenegotiations not to damage Our Three Main NationalCauses in making efforts to solve the armed conflictsand to make peace and ceasefire.” A representativeseconded the proposal.

Regarding the proposal, Union Minister forInformation U Kyaw Hsan said armed conflicts brokeout after gaining independence due to dogmatism,sectarianism and racism and instigation of imperialists.The successive governments have tried to solve theproblem. However, they did not have much success init. During the time of the Tatmadaw Government, waysbased on understanding and good-will were practicedto make peace with the armed groups and peace andtranquility prevailed across the country. However,when the transition process for making eternal peacehave carried out according to the constitution, someethnic armed groups have not accepted the transitionprocess and still, there are some ethnic armed groups atborder areas.

Still, there are disputes and armed conflicts in thetime of the current government of the Republic for theUnion Myanmar. But, the government does not wantto see conflicts and bloodshed, but peace. Thegovernment has understood that all the people wantpeace. Therefore, the President said that thegovernment would show its benevolent attitude tothose who still do not accept the Seven-Step RoadMap and the State constitution until they cooperatewith the government in the national interests. ThePresident also invited those who have different viewsfrom the government to work for common goals inthe national interests. He also said that the governmenthave opened the door to peace for the armed groupswho still do not accept the constitution in the interestsof the State and people.

Today, to show the benevolent attitude, thegovernment has carried out tasks for easing taxreforming macro-economic policies, implementingeight tasks for macro-economy, amendment, additionand revoke in the legislation sector, raising pensionrates, reforms in education and health sectors, reformingand improvement of international relations, cooperationin political arena in accordance with the constitutionand reforming in other sectors.

Besides, the government will make peacetalks with the armed groups to solve the problem ofarmed conflicts and with this end in view thegovernment has also already issued theannouncement No. 1/2011 on 18 August, 2011,offering olive branch to armed groups.

Howard Hughes Medical Institute and NIHscientists found that each taste, from sweet tosalty, is sensed by a unique set of neurons in thebrains of mice.

The findings demonstrate that neurons thatrespond to specific tastes are arranged discretelyin what the scientists call a “gustotopic map.”

explain its stunning success at the world championships,look no further than Vivian Cheruiyot.

Cheruiyot became only the second woman in the historyof the world championships to complete a long-distancedouble on Friday by winning the women’s 5,000-meterrace, adding to her gold medal from the 10,000 on theopening day.

2. As of 18-8-2011, DKBA has been formed asBorder Guard Force with 12 battalions inaccord with the constitution. Kayin State

Democracy and Development Party (KSDDP)has officially been formed with officers andservicemen of above-50 years old to be able toparticipate in nation-building tasks. Units ofBorder Guard Force are discharging State duties.There is no DKBA any more.
