Post Conference Report

The Second Annual Mongolian Public Health Conference took place on December 07th, 2012 at the Ulaanbaatar hotel in Ulaanbaatar, Mongolia. The conference was organized by the Mongolian Public Health Professionals’ Association (MPHPA) and sponsored by the Ministry of Health, the Health Promotion Foundation, and WHO Mongolia.

The theme of the meeting was: Public health toward social justice. There were four topics around which presentations were based: 1) Health Service Accessibility, Quality and Equity; 2) Environmental Health; 3) Alcohol &Tobacco and other Non communicable disease risk factors; and 4) Other Public Health (PH) Issues (maternal and children health, health issues related to behavior, and communicable disease monitoring, etc.).

The goal was to facilitate the exchange of the latest developments in PH; to advance the understanding of the public health context in the country; and to provide networking opportunities in order to encourage joint activities. This was also an excellent opportunity for organizations to present recent research findings, to raise their profiles, and to create and maintain links with the sector.

Delegates:

A total of one hundred eighteen delegates from Ulaanbaatar and 7 provinces (Darkhan, Khuvsgul, Umnugobi, Uvurkhangai, Dornod, Bulgan, Gobi-Altai) attended the conference. Delegates represented academic institutes such as the Public Health School, research organisations such as the Public Health Institute, non-profit organisations such as VSO International (19 delegates) and the MPHPA (19), and managers and health care providers from local the Health Departments and Centers (70 delegates), public health students (10).

Opening Session:

The opening session provided delegates with the theoretical background of the main topics and was facilitated by Dr. A. Bold, board member of MPHPA. Honoured opening remarks were made by Dr. T. Bolormaa, President of MPHPA and Dr. J. Amarsanaa, Vice Minister of Health and the honoured speech was made by Dr. Govind, WHO public health specialist.

A congratulations letter from James Chauvin, President of World Federation of Public Health Associations, was presented by Dr. Mashbadrakh, board member of MPHPA.

The keynote address was made by Ms. Ch. Sosormaa, Presidential Advisor on Human Rights and Civil Participation.

Keynote presentation on Public health and social justice was made by Dr. Ts. Tsolmongerel, Director of Policy Planning at the Ministry of Health.

Brief Highlights of 4 Sessions:

The Scientific Committee did an excellent job in developing the programme. Forty two oral presentations were presented at the conference. A total of 58 abstracts were received and 56 abstracts were published in the abstract book.

During the “Health service quality, accessibility and equity” session, presentations covered a range of issues dealing with the quality, efficiency and effectiveness of health service delivery. In this session, a total of 13 presentations were presented by researchers and public health professionals. Dr. D. Munkh-Uchral from Bayanzurkh District Health Unit was awarded “Best Presenter and Researcher” for the presentation on “Equal opportunity to access in to health service for physically disabled people”. .

In the “Alcohol & Tobacco Control and Other Non-Communicable Disease Risk Factors” session, there was a total of 11 presentations. The presentations were on alcohol and tobacco usage and their relationships with non communicable diseases. Research findings related to the effects of serum lipid level and sodium for non-communicable diseases were also presented. B. Bolormaa from the Social Insurance Department in Bulgan province was awarded “Best Presenter and Researcher for this session for her presentation on “Temporary labor disability is negatively affecting work productivity”.

There were a total 10 presentations in the “Environmental Health” session . Among these presentations, the main issues were air pollution, climate change, mercury contamination and safe drinking water. Ch. Unurtsetseg from Public Health School of Health Science University was awarded “Young Researcher” for a presentation on a “Hygienic assessment of some chemical elements content in drinking water of the Gobi provinces” by.

There were 11 presentations in the last session on “Other Public Health Issues” which covered antibiotic resistance, reproductive health, HIV/AIDS/STIs, tuberculosis, factors for maternal and infant mortality and attempted suicide, maternal and child nutrition, and the epidemiology of influenza infection. R. Enkhtuvshin from Health center of Bayanzurkh district was awarded “Best Presenter and Researcher” for a study on “Some results of study for usage of medication and effecting psycho-social factors for attempted suicide, used medication or chemical substance among patients in National Detoxification Center”. Conference Outcome: The conference raised awareness and encouraged advocacy for social justice and health equity. It also shared the latest public health evidence by sharing recent research findings and

promoted their use in developing health policies, strengthened networking among local as well as international organizations, and provided an arena for knowledge sharing among public health professionals while encouraging coordinated responses and activities. The conference also provided an opportunity to share updated information on current programs and projects and also expand partnerships and collaboration with similar interested groups. In terms of feedback, participants requested the expansion of session topics and an expansion in the duration of the conference to one or two whole days. Most of the delegates expressed and evaluated that the conference was held successfully.
