7 Section 1. Ji. new Section 9001 is added to Chapter 1, 'ritle X,

8 of tl'e Government Code of Guam. to read:

9 "Sec. 9001. The Departnent of Medical Services

10 shall be mder the gere ral cognizance of the Governor

11 and shall be administered through:

12 (a) The Board of Trustees of the Guam

13 Memorial Hospital which sinll be th9 govem:ing and policy

14 determining body of the department .

15 (b) The Director of Hedical Services in

16 whom all executive and administrative functions

17 are vested. 11

18 Section 2 . The title of Cmpter 2 of Title X of the Government

19 Code of Guam is am.ended to read:

Memorial Hospital and of the Department of Medical Services,

hereinafter referred to as the Boa.rd."

Section 4. Sec. 910S of Cha.pt er 2, Title X of the Govemroont Code

31 "Sec. 9108. All requests ar proposals for appropriations

32 frora the public funds of Guau for hospital purposes and the

Department of Medical Services shall be subnitted t::> the

Board before being laid before the Legislature . No

expenditure shall be made from either the Guam Memorial

Hospital Fund or the Susana Hospital Fund with rut the

llpproval of the Board and of the Governor ."

Section 5. Sec . 9110 o f ChaP-, er 2, Title X of the Govemnent

"Sec. 9ll0. Appointment, employment, promotion

or other personnel policies for the Guam Memorial

Hospital and the Department of Medical Services shall

be established by the Director of Medical Services with

the af.'l"roval of the Board subject to the provisi ons

of law and personnel rules and regulations applicable

to employment in the gover nment of Guam." ·

Section 6. Thia Act is an urgency measure and shall take effect
