Trade TesTs aT seC(K) level Over the years, BCA has expanded the range of Skills Evaluation Certificate (Knowledge) (SEC(K)) trade tests available at the Overseas Testing Centres (OTCs) in various source countries.
With the wider range of trade tests, construction companies can now train and test their new workers in the relevant trades according to their project requirements and manpower needs, so that their workers could commence work in the trades that they are trained in, when they report to work in Singapore. This will improve site productivity, quality of work, and also save cost for the companies as the workers need not be re-trained on site.
BCA introduced trade tests at Skills Evaluation Certificate (Knowledge) or SEC(K) level in Feb 2000. Only those who pass both the written and practical components of the test will be awarded the SEC(K) certificate. The syllabus and sample test papers for relevant trades are available at the Singapore’s offices of the OTCs.
registration Procedures for Overseas Testing 1. Upon receipt of the Prior approval (Pa) and two copies of Form T1 (applicant’s copy and BCA’s copy) from the Work Pass Division, Ministry
of Manpower (MOM), the contractor(applicant) is required to complete and submit both copies of Form T1 and the original Pa form to the respective Singapore offices of the selected OTCs. To register for overseas testing, the Prior Approval (PA) is required to be valid for at least 2 months from the closing date for test registration in that country. (Please refer to https://www.bca.gov.sg/academy/cop_Testcenters.aspx for the closing date for test registration.)
2. The OTC will record the number of test candidates registered for test and endorse both Form T1 and original Pa form, and return the Applicant’s Copy of Form T1 to the contractor.
3. The respective contractors/employers who register their test candidates for trade tests must bring and employ all those candidates who have passed the SEC(K) tests, within 4 months after the test date.
4. Within one week of the foreign workers’ arrival in Singapore, the employer must bring those who have passed the SEC(K) tests to Manpower Development Department, BCA for identity verification. Work Permits will only be issued to workers whose identity has been verified.
职业技能和知识水平鉴定考试SEC(K)过去几年来，新加坡建设局扩大了在多个劳动力资源国家的海外考试中心(简称OTC)进行的职业技能和知识水平鉴定考试(SEC(K))的工种范围。
有了更广泛的工种范围，建筑行业的公司能够根据他们工程项目的要求和人力需求，选择相关工种对工人进行培训和考试。因此这些工人到达新加坡后，就可以开始从事与他们所接受培训相同的工种的工作。这将有助于提高生产力及工程质量，也能够为公司节省成本，因为这些工人不需要在工地现场重新接受培训。
新加坡建设局从2000年2月开始采用《职业技能和知识水平鉴定考试》，简称SEC(K)。理论和实际操作考试均及格的考生将会获取SEC(K)证书。相关工种的考试大纲以及模拟试题可向各海外考试中心的新加坡办公室索取。
参加海外考试的报考程序
1. 承包商(申请人)所在公司在收到新加坡人力部(MOM)工作准证部门出具的预核准文件(PA)以及两份FORM T1表格(申请人一份,建设局一份)后, 按要求填写并呈报两份T1表格以及预核准文件(PA)原件给相关海外考试中心的新加坡代表处。考试报名时，预核准文件(PA)的有效期应在其 相关考试报名截止日期之后至少两个月以上。(考试报名截止日期见网页https://www.bca.gov.sg/academy/cop_Testcenters.aspx)
2. 海外考试中心在记录申请考试人数和签注两份T1表格以及预先同意书(PA)原件后，将申请人的那一份T1表格退还给承包商。
3. 申请并注册考生的承包商或雇主必须在该考试结束后的四个月内须将全部通过SEC(K)考试的技术工人带入新加坡并雇佣他们。
4. 在技工到达新加坡的一个星期内，雇主必须带领那些通过SEC(K)考试的技工到建设局人力发展处作身份验证。工作准证只发放给通过身份验 证的工人。
