This was confirmed by another bid-der: “We were de-facto disqualified.”

Bidders were told they’d be informedwithin two weeks if their bids weregoing to the national bid adjudicationcommittee in Pretoria, which will makethe final decision.

Those who attended said Shabangu’swas the highest bid, at R127/m², al-though this could not be confirmed.Even R100 to R110/m² with an annualescalation of 8% to 10% — proposed bypolice procurement bosses last year —would bring the bill to between R879-million and R966-million, excluding re-location costs.

Police are paying R65/m² for theirprovincial headquarters at Servamus.Swish Properties, the company thatowns Servamus, declined to comment.

Documents seen by the SundayTimes show police commissioner Gen-eral Bheki Cele approved the need andfunding for a massive threefold in-crease in provincial head office space— despite objections by senior publicworks and police officials.

A particular concern was placing

child protection, sexual offences andfamily violence units — includingcounselling and treatment rooms — athead office.

The SA Police Union (Sapu), whichclaims 70 000 members, said there wasno justification for the tender. “Th e r e ’snothing wrong with the current building— it’s not even overcrowded,” said Sapugeneral secretary Oscar Skommer.

He was outraged at plans to put childprotection units at head office. “Th o s eunits must be at station level. Who isgoing to help these people when they goto the police station to open a case?”

But police spokesman McIntosh Polelasaid the SAPS was “on record” that itwould “not move forward” on the newDurban lease until the public protector’sinvestigation into the old one was com-plete. “The SAPS was invited by publicworks to confirm whether its needs werestill as before, and this it did.”

Polela denied communities wouldlose essential services, as only unitmanagers would be housed at headoffice. “This does not mean that theservices will be removed from (the)stations. The units will continue toserve the communities.”

Shabangu asked for questions inwriting, then declined to answer them“until such time as (the tender process)has been completed”, his lawyer, Fran-cois Botha, said.

Public Works declined to commentuntil the investigation was complete.

There was not a dry eye at thefuneral of the 24-year-old in Benoni.

Badenhorst was murdered l a stFriday — hours before her birthday— at her home in Witfield,Boksburg, east of Johannesburg.

Police are hunting for her ex-boyfriend, Elias Benadito, inconnection with the murder.

Concerned relatives found herbody when they went looking for herafter she had failed to arrive at afamily gathering.

Her hand was being clutched byher and Benadito’s 11-month-olddaughter, Abigail, when therelatives got there.

Yesterday, family and friendswept during the emotional funeralat the Crystal Park cemetery, whereBadenhorst was cremated.

Her other children, Marelize, 8,and Kayla, 5, were comforted by

relatives. A message from them onthe notice of service read: “M o m my ,you shared your life with us.Mommy, you loved us . . . Rest inpeace.”

Their grandmother, BerdeneBadenhorst, said a Mother’s Dayouting she had planned with hermurdered daughter would still takeplace.

“We will take the children to

B a d e n h o r st ’s brother, PieterBester, said the family were still inshock over the murder of Liesel,described as a “fun-loving person”.

He said his sister’s youngest child,Abigail, was “doing fine, consideringthe circumstances”, but said thechild’s five-year-old sister kept

checking the gate at home andasking when her mother wascoming home. “It’s absolutelyheartbreaking,” he said.

Police spokesman ColonelTshisikhawe Ndou said a massivemanhunt for Benadito, whoseabandoned car was found at NigelDam on Wednesday, wascontinuing.

Bester said his sister broke off therelationship with Benadito a monthbefore her murder.

He said that Benadito wa sextremely jealous of her.

Said relative Louise Burger: “Weare living in fear, because we don'tknow what he is still capable of. Wedon’t feel safe with him out there.”

ý In a separate incident, policeare guarding a man believed to havekilled his former girlfriend.

Andrea Venter, 25, was killed onTuesday after being stabbedrepeatedly and having her throatslit. Her former boyfriend, whosename is known to the Sunday Times,then allegedly tried to commitsu i c i d e .

Ndou said the man was beingtreated in a Johannesburg hospitaland was under police guard.

“His condition is stable and he willappear in court as soon as he isdischarged,” he said.

CLAIMS of conflicting interests involv-ing the national lottery’s distributionagencies are due to be investigated.

The probe follows revelations by theSunday Times about staggering dis-parities in the allocation of charityfunds.

National Lotteries Board sp o ke s m a nSershan Naidoo said: “The Departmentof Trade and Industry, together withthe NLB, is going to look into thematter of perceived conflict of interestof distributing agency members.”

Naidoo said this would be done to“reduce the misperception that the ap-plications of the distributing agencymembers’ organisations might be con-sidered without due consideration tothe requirements”.

The investigation comes after theSunday Times revealed that:

ý R3.7-million was granted to theJazz Foundation for the Johannesburgconcert of soul band Earth, Wind &Fire. The CEO of the Jazz Foundation,Oupa Salemane, sits on the Lotto dis-tribution agency for arts and culture;

ý More than R8-million had beenallocated to the SA Table Tennis Boardsince 2007. Its vice-president for ad-ministration, Hajera Kajee, serves onthe distribution agency for sport andrecreation; and

ý More than R26-million was allo-cated to the National Heritage Councilof SA. Its CEO, Advocate SonwabileMancotywa, serves on the arts, cultureand national heritage distributionag e n cy .

Naidoo said members recused them-selves when their own organisations’applications came up for considerationand “each member declares their in-terest in organisations with whom theymight be involved professionally orotherwise”.

But a critic of the National LotteryDistribution Trust Fund, Ralph Freese,said a recusal from such discussionswas “simply not good enough”.

“The only way you can clear this upand remove any doubt that members ofdistribution agencies are beingfavoured is to take the decision-makingout of their hands. Make the processt r a n sp a r e n t , ” Freese said.

A CAR tracking company is expecting“some serious debate” over a riskya dve r t in today’s Sunday Times.

Featuring a sketch of slain al-Qaedaleader Osama bin Laden, stolen vehiclerecovery company Cartrack states: “Ittook the CIA 10 years. It could’ve takenus 10 minutes.”

Bin Laden was killed by US specialforces last Sunday, nearly 10 yearsafter the attacks which left nearly 3 000people dead. “It took some seriousdebate before we decided to go with thead. We do expect discussions to take

place and realise not everyone willappreciate it,” said Cartrack sp o ke s -man Michelle Marais.

“The idea was pitched to us on Tues-day by our ad agency . . . we had aspecial meeting to make a decision and,in the end, felt we should go for it. Itwas not a decision taken lightly.”

Angela Collins, managing director ofDa Vinci Edison Bell, said the ad was notmeant to offend. “The thinking wasn’t toknock or alienate anybody, but to takeadvantage of something very topical.”— Werner Swart
