Undaunted by the oil spillthreat, Jamandre IndustriesInc. (JII) has decided to go

ahead and stock 6,000grouper and 2,000 seabass

fingerlings (3/4 inch sizes) inthe IMS mariculture park on

Sept 5. JII has signed a MOAwith AQD last Aug 29 for the

use of one 10 x 10 m cage andspace to construct two more.

AQD will get 10% of theharvest income. Another

fishfarmer, Lionel Iguiz, hasalso stocked 9,000 2-4 inch

seabass fingerlings

Precautionary measures havebeen taken at IMS to

safeguard the broodstocks ofmilkfish, grouper, seabass,

pampano, abalone and giantclams. The Coast Guard has

placed oil booms at theentrance of the cove

(lower right).In Tigbauan, AFD has been

collaborating since Sept 1with Brgy Buyu-an and theSanguniang Bayan (SB) to

make booms or spill posts outof bamboo and waste

materials like rice hay, cocofronds, old nets, sacks, emptybottles. To date, 50 spill posts

have been made by Buyu-anresidents from AQD- and

SB-donated materials. AFDplans to cordon off the TMS

water intake system, and tooperate the pumps only

during high tides

effective against bunkerfuel,” says Dr. Ma. LourdesMcGlone of U.P. MarineScience Institute, “becausebunker fuel has theproperty of remainingunchanged for a longtime.”

Bunker fuel is usedaboard ships, viscous, witha specific gravity close toseawater and can thereforesink, high in sulfur and iscorrosive to machinery, andvery persistent and doesnot degrade rapidly.

Dr. McGlone was one ofthe seven presentors at thefirst scientific meeting on

the biophysical aspects ofthe Solar-1 oil spill offsouthern Guimaras. Themeeting was jointlyorganized on September 15by PAMS (PhilippineAssociation of MarineScience), Pew FellowsProgram in MarineConservation, SEAFDEC/AQD and UPV. It wasfunded by the IloiloProvincial Government,Haribon Foundation, andDOST-PCAMRD, and heldat AQD’s Tigbauan MainStation.

capacity development onsustainable aquaculturewith Congressman ExequielJavier of Antique stepsforward with the conductof a 3-day on-site trainingcourse for pondtechnicians in Hamtikfrom August 2 to 4.

The Hamtic course wasconcluded alongside theinstallation of a demo pondfarm for seabass culture inBrgy. Pu-ao and Brgy.Bocboc.

Ten males, with agesranging from 21 to 50 yearsold, participated. Sevenwere high schoolgraduates, two collegelevel, and one elementarylevel.

Albert Gaitan, AQD’sIgang Marine SubstationHead, gave the lecture onsea bass biology, siteselection, cage design/construction, and culturepractices. Mr. SalvadorTan, a former AQDemployee, followed this upwith a practical session onthe fabrication of four unitsof 3 m x 2 m x 1.3 m netcages. Four more netcageswere fabricated andinstalled the followingweek.

The cages have beenstocked with two sizes ofseabass (1-1.5 inches or1g and 3-3.5 inches or 10g)on August 4, numbering600- 900 pieces per cage.

Feeding rate used was6-8% of fish weight, and

sampling and size-gradingcommenced a week afterstocking and was donethree times since.

After about a month inthe nursery, the smallerseabass fingerlings nowweigh 10 g, while thebigger fingerlings are 24 g.Survival rate is about 96%.Water quality parametersare monitored weekly.

Also, the faster-growing seabass from fivenursery cages have beenmoved to the grow-outponds on August 30 andSeptember 6. The 1.25 hagrow-out pond has beendivided into six compart-ments using nets andbamboos. To date, threecompartments contain atotal of 2,500 fish. REPORT & PHOTOS BY R. PAGADOR

To raise seabass of this size,trainees had to learn the

basics of seabass culture;construct their netcages;

learn how to stock, feed, sortand transfer seabass, first

from nursery cage to cage,then from cage to pond

to the people and theenvironment. Otherwise,nature would be allowed torun its natural course ofweathering the bunker fuel.However, this would take along time, while localcommunities risk continuedexposure to the highly toxichydrogen sulfide thatbunker fuels release.

Fumes, though mostevaporate within 24 hoursof the spill, are potentiallycarcinogenic, too. And,according to the bunkerfuel manufacturer’s label,prolonged or repeated skincontact have been shownto cause anemia, liver /bone marrow / lymphoidtissue disorders in rats. Oil

spill clean-up crew mustthus be in “full battle gear”~ boots, masks, gloves.

Polyaromatichydrocarbons (PAH) andBTEX, Dr. McGlone says,are the compounds to becontinually monitored as ittakes only small amountsto kill a large population.These compounds also

stay longer in theenvironment.

According to theNational DisasterCoordinating Council(NDCC), the spilled fuelhas already affected morethan 30,000 persons in sixtowns in Guimaras andIloilo, and damaged 12 ha

In another exhibit inManila organized byDOST on Sept 14and 15, AQDshowcased severalbusiness packagescalled ABOTAquaNegosyo orthe agree-build-operate-transferconcept. MO HeadDr. Nerissa Salayospearheaded theactivity.

As Dr. Salayo describes it, ABOTwould mean AQD packaging andbuilding science-based, ready-for-handover operational businesses fornew and re-focusing entrepreneurs.Facilities will be constructed on clientsite and made operational through on-the-job training for technicians andemployees of the client. For hatcheryand nursery, the techno packages areabalone, mudcrab, multi-species marinefishes (grouper, milkfish, snapper),native catfish, tilapia and carp, ulang,tiger shrimp. Grow-out is almost similar,with the addition of green water cultureand seaweed farming.

Sept 12 at TMS that will enable both institutions to developcooperative and collaborative activities in research, training andinformation dissemination. PSCA in particular is looking to strengthentheir research and training capabilities in the field of aquaculture,fisheries and socio-economics through the help of AQD scientistsand researchers.

Specific letters of agreement will later supplement the MOU,with AQD looking forward to making PSCA a demonstration center forits freshwater hatchery technologies that will support CongressmanE. Javier’s aquaculture capacity building for Antique.

PSCA’s main campus is in Sibalom, Antique.

The role of scientists,says another presentor Dr.Coke Montano, also of UP-

MSI, is dual: (1) during thelitigation process, it wouldbe linking the pollutant tothe source or immediatefingerprinting andvaluation of damage;(2) during the clean-up andrehabilitation, it would besetting up criteria andevaluation protocol forselection of dispersion /

bioremediation agents,prediction of movementand fate of pollutant,protocol for clean-up andrehabilitation, andassistance in evaluationand monitoring of affectedareas, habitats, industries.

Dr. Montanoemphasized that thoughthe pollutants may be

removed, the effects wouldstill be felt.

At the end of themeeting, the 54 participantshad come up with a list ofconcerns, researchableareas on the physico-chemical and biological-microbiological aspects ofthe spill, persons and

The Keynote Speakerwas Pasig City CouncilorAlejandro E. Santiago, whoserved BFS both as aresearcher and as StationHead before his earlyretirement in 1997. Hecurrently chairs theCommittee on Ecology andEnvironment Protection.Councilor Santiagoacknowledged the role BFShas played in both hisprofessional and personallife. He says that his workas a lake environmentalistwas further strengthened

by his publications on lakeecology and hissubsequent winning of anElvira Tan MemorialResearch Award in 1997.He enjoined the BFS staffto continue helping thefreshwater environment forthe improvement offisheries. He furtherreiterated that he stilldepends and will continueto depend on the researchoutput of BFS.

JOURNAL CLUB welcomesjunior staff who want to developtheir skills in presenting researchresults or activities to a learnedaudience and experts (i.e., seniorresearch staff). The club is alsoaimed at providing a forum fordiscussing breakthroughs inaquaculture and promoting aharmonious and dynamic workplace.It is scheduled to hold a seminarevery two weeks at TMS.

The club first met on May 31 thisyear, and is now composed of 28research assistants, associates andsupport staff. It is spearheaded byjunior staff from Research Division.

Announcements of speaker,topic, and schedule are sent throughcommodity groups (i.e. fish hatchery,fishhealth section). Venue is RDAudio-Visual room.

MILKFISH HARVEST from AQD’s DumangasBrackishwater Station was enjoyed by 108 employeesat TMS who brought home an average of 2.1 kg eachat P70 per kg. Sold on September 6, this totalled 230kg, earning AQD P16,103.50. – CJ BARRION

AQD community-shared experiences

INTERVIEWS by KPMG Laya, Mananghaya & Co.of office heads and employee groups were done atTMS from September 6 to 8 to verify or document theresults of the job analysis for selected positions thatwas made earlier. The job analysis was consolidatedfrom the questionnaires filled up by all employees.

“How am I doing?” and “where do I go from here”are at least two of the questions from employees thatthe KPMG study will address. It must be noted thatAQD’s present position classification andcompensation structure is unfinished, having onlyminimum requirements for the seven position levels.There are no duties and responsibilities and no formalsystem of upgrading, promotion and performanceevaluation especially for managers and seniorpersonnel with masteral or doctoral degrees. There areperceived imbalances in personnel distribution whichcould be turned into opportunities for redeploymentand cost savings for AQD.

The job analysis (phase 1) will be followed by jobevaluation (phase 2), review of current state ofperformance management (phase 3), design of theperformance management system (phase 4), approvaland documentation of the new system (phase 5), andcapability building (phase 6).

The KPMG study which started July is expected tobe completed by December.

LONG LINES can be found each morning andafternoon especially by employees taking the busto and from Iloilo city. To give allowance for loggingin and out using biometrics, the AQD bus has beenofficially scheduled to leave ten minutes later thanits usual schedule. Employees finding trouble withthe system are advised to call E. Pineda of HRMS(loc. 356) and/or have the guard-on-duty log intheir difficulty.
