SEA Process

• Potential to improve or reinforce the quality of the plan or programme leading to better outcomes.

• Facilitates identification of new opportunities and encourages search for a win-win options.

• Helps to prevent costly mistakes• Increases the overall transparency of the

process.

SEA Process

• Ideally, to be carried out in parallel to the development of a plan/programme and surely before the decision is made.

• The process involves several phases: scoping, collection of baseline information, assessment of proposals and alternatives, identification of mitigation measures, public discussion and reporting.

Purpose of a pilot SEA

To contribute to the public discussion and decision making process by

• Analyzing the proposed solutions at the policy level and its environmental and socio-economic implications

• Suggesting measures to avoid, reduce or mitigate the related impacts of the proposed solutions

• Identifying and analyzing the alternative energy solutions

• Raising public awareness regarding the purpose and practice of the SEA.

• Coherent approach toward the Ministry for Economic Development as a key beneficiary.

• Joint organization of the roundtable discussion on Key Issues Report and communications on the Final report.

How the process was conducted?

Timeframe and Activities

• UNDP selected company in March 2007.

• Start of the process in May, 2007 with the consultant’s mission to the country.

• Draft Energy Development Strategy released by the Ministry for Economic Development on 21 June,07.

• The Ministry organized public debates until 23 July,07.

• Submission of comments on the draft Energy Strategy

until 1 September, 2007.

Key Issues Report

• Based on the baseline information collected and the draft EDS, the consultant prepared the report highlighting key issues and raising questions.

• Presentation of the report and roundtable discussion was organized jointly with the World Bank on 18 July, 2007.

Twenty-three (23) objectives Two construction options: • “N-1” (limited construction) and• “N-2” (moderate construction)AND Two options for development of the LPG market: medium 30% and high 60%.

FORMING THREE SCENARIOS (S1, S2, S3)

Alternative “N-1 Plus” Option

• Suggested by the SEA authors involves the enhancement of the existing facilities, inclusion of co-generation and greater emphasis on efficiency and conservation.

• Would allow Montenegro to achieve the same objective as the moderate construction option “N-2” while avoiding extensive environmental impacts associated with “N-2”.

Key Message

Reducing wastage of electricity and improving energy efficiency has to lie at the heart of the country’s energy strategy.

Lessons Learned

• Lack of understanding on the SEA role in the policy making process (national authorities, media, general public).

• Limited openness in relation to the development of the strategy.

• Lack of national capacities to implement the legal framework.

• Lack of government’s commitment since the relevant laws are not yet obligatory.
