How Will The Scheme Operate AtHMP Wormwood Scrubs?
I -J• 1. On reception prisoners will be allocated to the Standard
privilege level unless documentation from previous establishmentsindicates otherwise.
• 2. The prisoner's privilege status will be subject to review threemonths after reception to Wormwood Scrubs.
• 3. Prisoners privilege status will be subject to annual review atflieir Sentence Planning Board.
• 4. Interim reviews to consider whether a prisoner's privilege statusshould be upgraded or downgraded may be generated at any timefollowing the submission of a recommendation from staff.
Tindh_gs of guilt on adjudication may also generate a review ofprivilege stat_,s. Prisoner's will be able to make a written and/or
verbal submission to the review panel.
• 5. Prisoners can apply to have their privilege stares reviewed at, nomore than, three monthly intervals from fl_e date of their last fullreview.

J• Personal Officer - Ammal Review - The Personal Officer is
required to complete the Personal Officer contribution tbrmincluding section 23 (incentive level recommendation) forconsideration at the prisoner's Sentence Planning Board. ThePersonal Officer should discuss the contents of this form with the
prisoner. The Personal Officer should also be revolved in anyInterim Review - see below.
• All staff- Contributions forms should be compIeted by all areas
coming into contact with the individual prisoner e.g., work, healthcare, education, chaplaincy, security, gymnasium & psychology. Illmost cases the different areas should make an incentive revelrecormnendation. These forms should be submitted for consideration
at the Sentence Planning Board.
• Prisoners' Monies & Earnings Clerk- It will be the responsibilityof the Prisoners' Monies & Earnir_gs Clerk to action any instructions
from the Sentence Planning/Interim Review Board with reference to
the prisoner's access to private cash.
• Censors - It will be the responsibility of the prisoner's WifigCensors Officer to ensure that ally instructions from th_enteff0e

• Interim Review - Any member of staff can submitto the prisoner's Wing Governor or Manager anapplication in which that member of staff canpropose a change to the prisoner's privilege status.The member of staff & the prisoner shouldcomplete form IEP 1 when either the member ofstaff or (at least 3 monthly intervals) the prisonerfeels upgrading should be considered. The IEP !form should also be used when there is arecommendation of regime dow.ngradi.ng by amember of staff. IEP forms should be submitted tothe Wing Governor or Wing Manager. Once thereview board result is finalised all documentationshould be forwarded to the Sentence Planning Unit

recommending an interim review of privilege status (IEPFont0, the Wing Manager must convene a ReviewBoard comprising of the Wing Manager, the prisoner'sPersonal Officer or the Wing Probation Officer (whenavailable). The prisoner must be given the opportunity toat-tend the Board or to make a written representation.
• The Board will consider the interim report and canelect to:
• 1. Issue advice to the prisoner on an IEPReview/NVaming ibrm-copy to the SentenceManagement Unit Clerk, and a copy to the prisoner'sHistory Sheet, F2052A.

• Sentence Planning Board - The Sentence P lmming Board wiliconsider the prisoner's privilege status as part of theirdeliberations. They will have access to contribution reports fromareas such as the chaplaincy, work, education, gymnasium,security, Personal Of-ricer etc_,and any interha_, reports or reviewssubmittect/held since the last anxmal review,
• The prisoner will be able to put forward his own case at the Boardand wiU be notified of the Board's consideration of his privilegestatus (in writing) on fore1 IEP 2.
• It is imperative that on the IEP 2 form the Board leaves theprisoner in no doubt as to any areas of concern or praise regardinghis behaviour or pertbrmance.
• The Sentence Management Unit Clerk will be responsible fornotifying the Prisoners' Monies Clerk, the Censors Department,the Gynmasium and the MDT Unit of ,_'ny ch_.mges to a prisoner'sprivilege status. Where the Board feels that individual privileges
are appropriate which are not covered by this scheme they shouxld
