The Bharathiar University wasestablished at Coimbatore by the Governmentof Tamilnadu in February, 1982 under theprovision of the Bharathiar University Act,1981 (Act I of 1982). The University GrantsCommission (UGC), New Delhi, recognized theUniversity in May 1985 for the purpose ofgrants. Bharathiar University is a member ofthe association of Indian Universities andCommonwealth Universities, hence, thedegrees awarded are mutually recognized byeach other.

Bharathiar University is accredited with‘A’ Grade by NAAC and placed among the topten universities at the national level.

The University is situated at thebackdrop of Maruthamalai Hills in the WesternGhat range, in a sprawling campus of 1000acres of land, 15 kms from the City ofCoimbatore. As of now, the University has 143affiliated Colleges- 85 Arts and ScienceColleges, 49 College of Education, 8Management Institutions and 1 Air ForceAdministration College. In addition, there are18 Research Institutes of the State and CentralGovernments, which are recognized by theUniversity for Research purpose. All theseinstitutions cater to the educational needs ofmore than 1,60,000 students and researchscholars.

2. BRIEF PROFILE OF THE SCHOOL OF DISTANCE EDUCATION

The School of Distance Education (SDE) ofBharathiar University was established duringthe academic year 1991-92. The school haslimited its operation for the obvious reason ofstrengthening its base to provide qualityeducation. Having realized the objective, theschool has started extending its action byidentifying and approving study centresthroughout the country to help achieve highergross enrolment ratio and higher literacy rate.

The school at present has 125 centresspreading over 23 states as study centres cumspot admission centres, and the number issteadily increasing as more and more evincedinterest in starting study centres.

The school directly admits candidates andconducts the personal contact programmes atspecified Personal Contact Programmes (PCP)centres in Coimbatore. Study centers cum spotadmission centres enroll candidates andconduct the Personal Contact Programmes intheir centres or at specified regional centres.The study materials prepared in the prescribedformat of Distance Education Council (DEC) areprovided to the students supplemented bycompact discs for hassle free use anywhere atanytime without the burden of carrying thecourse materials. Contemplated to providevideo conference based learning facility.

The Registration fee paid is not refundableor adjustable under any circumstances.Applications received without the registrationfee will be rejected.

Enclosures with the Application

1. A demand draft for the registrationfee prescribed drawn in favour of theDirector, School of DistanceEducation, payable at Coimbatore.

2. If the application is downloaded fromthe University Website, enclose a DDfor the prescribed registration feeand the cost of application.

3. Attested photocopies of thestatement of marks and otherrelevant certificates pertaining tothe qualifying examinations.

4. A recent passport size (5 cm X 7 cm)photograph pasted on the first pageof the application form.

5. Self addressed stampedacknowledgement card.

6. Equivalent certificate obtained fromthe Association of IndianUniversities, if the candidate hasgraduated from a foreign university.

Eligible candidates will be provisionallyadmitted. On receipt of the communicationinforming the provisional admission, theapplicant must send all the requiredcertificates in original and the course feeeither in full or its first installment. Afterchecking the original certificates, theenrollment letter confirming the admissionwill be sent.

All the original certificates will bereturned immediately after scrutiny except the+2 certificates which will be sent after dueverification by the appropriate Governmentauthorities. If certificates are not receivedwithin a month, candidates can represent thematter directly to the Grievance Cell / Dean /Director of the School.

Students admitted at the study centrescum spot admission centres can alternativelysubmit the original certificates at the centres,which will be returned after due verificationby the university authorities.

Spot AdmissionSpot admission is done for all courses in

all study centres cum spot admission centresand in the office and city centres of the Schoolof Distance Education, Bharathiar University,Coimbatore - 641 046.

For spot admission submit duly filled inapplication with all relevant certificates inoriginal, their photocopies, DD for theregistration fee, and course fee in full or itsfirst installment at any one of the spotadmission centres and get admitted. Theoriginal certificates will be handed over to thecandidates immediately along with theprovisional admission intimation and the

identity card duly signed by the designatedauthority of the School of Distance Education.

Re-admissionIf the student had earlier been a student

of the first or second year of the programme ina college affiliated to Bharathiar University orother recognized institution or School ofDistance Education or Directorate or Instituteof Correspondence Course of a recognizeduniversity and had discontinued for whateverreasons, he/she is eligible for re-admissioninto the second / third year respectively, onpayment of a re-admission fee of Rs.525/-.

Re-admission is possible only into thecourses which are currently offered by theSchool of Distance Education. The syllabus invogue will be applicable to the re-admittedstudents and exemption will be granted for thesubjects already completed.

Direct Admission to Second or Thirdyear of Study

If a candidate had already studied first yearor second year in a fulltime programme in acollege affiliated to Bharathiar University or arecognized University, he/she is eligible foradmission directly into the second or third yearof the corresponding programme of the Schoolof Distance Education.

Direct admission will be made only to thecourses which are currently offered by theSchool of Distance Education.

Concurrent AdmissionStudents undergoing regular courses in

colleges can seek admission, if eligible, to UG/PG degree or Diploma/PG Diploma programmeoffered by the School of Distance Educationconcurrently. Such applicants are required tosubmit bonafide student certificate along withthe application. Subjects common for the twoprogrammes, if any, will be considered forgranting exemption as per rules.

Application form and Prospectus are issued and filled in application are accepted roundthe year. Admissions are made as given below based on the date of receipt of filled in applications.

Academic Year Batch - Filled in applications received and admitted between1st May and 30th November

Calendar Year Batch - Filled in applications received and admitted between1st December and 30th April

Exemption of Subjects

Students who have already passedsubjects prescribed for the same course atsome other institution prior to admission inthe School of Distance Education shall beconsidered for granting exemption fromappearing for examinations in those subjects.An application to this effect shall be made withcopies of syllabi of relevant subjects for whichexemption is sought (in duplicate), dulyattested by the Head of the Institution in which

the student had pursed the course andsuccessfully completed the subjects, along withthe statement of marks issued by thecompetent authority. A sum of Rs.525/- shallbe paid as fee for considering such exemptionof subjects. The requisition should be addressedto the Director, School of Distance Education.However, the decision of the University shallbe final with regard to granting of exemption ofsubjects.

7. Payment of Fees

All payments to the School of DistanceEducation should be made only by means of acrossed MICR Demand Draft, or BOI challanissued by Bharathiar University branch,accompanied by the appropriately filled in feeremittance form. The enclosed fee remittanceform may be duplicated for further use.

The enrollment number and the name of thestudent should be written on the reverse side

of the Demand Draft or Challan to ensureproper accounting in his/her name. Challanissued by any other bank and by any otherbranch of Bank of India will not be accepted.Fees once paid will not be refunded oradjusted under any circumstances. If the feeis paid after the due date a penal fee ofRs.100/- has to be paid along with the coursefee.

Tamilnadu, Kerala, Karnataka and AndhraPradesh and the Union Territory of Puducherryhave to pay to the university an additionalamount of Rs.500/-

8. Enrolment NumberEnrolment Number will be assigned to the

students on admission. The Enrolment numberwill be intimated through the admission letter.This number will be valid for the entireduration of the course of study. Students shouldindicate their Enrolment Number in allcommunication addressed to the School ofDistance Education for prompt response.

9. Identity CardAn identity card will be issued on

admission. This is valid for the entire durationof the course. The students will be permittedto attend the Personal Contact Programme onlyon production of their ID cards so also for theissue of study materials.

Hall Ticket for the University Examinationwill be issued by the Chief Superintendentsonly on production of this ID card.

Students are advised to keep their IDcard safely, as they provide proof of theirbonafide student status. In case of loss of theID card, a duplicate will be issued on a writtenrequest accompanied by a fee of Rs.50/-

However, students who have completedthe duration of the course will be issued onlybonafide certificates for the purpose ofappearing for the supplementary examination.

10. Change of Name, Address, StudyCentre, Course and Specialization

If a student has changed his/her nameofficially during the course of study, the namechange has to be effected in the official recordsof the SDE also. Application to this effect shouldbe made to the Director, School of DistanceEducation in the prescribed format along withthe fee of Rs. 325/-

In case of change of address, a letter inthe enclosed format with the current addressand a fee of Rs.50/- should be sent to the Schoolof Distance Education and theacknowledgement received from the SDE inthis regard should be kept along with the IDcard. A minimum of four weeks time isrequired for effecting the change of name /address.

Students opting for a change of StudyCentre, should make an application to thateffect, along with a fee of Rs.100/-. Change ofstudy centre will be given effect only at thebeginning of the academic/calendar year asthe case may be.

Change of Course / Specialization ispermitted within one month of admission tothe course on specific request and payment ofthe fee of Rs. 500/-.

11. Syllabus and Supportive StudyMaterial

The relevant syllabus copy will be issuedat the beginning of the programme. Studymaterial prepared as per the format of DistanceEducation Council will be supplied at theallotted PCP centres or study centre cum spotadmission centres where they were admittedby production of the ID card. Students admitteddirectly at the school of distance education andits city centres can get the study materials inperson at the PCP centres during the period ofcontact classes or at SDE or by post. Studymaterials, on any account will not be issued toany person (even parents, brothers, sisters orfriends) other than the students.

The students should make their ownarrangements to procure other prescribedreference / text books. Though Tamil, Telugu,Kannada, Malayalam, Hindi Urudu, Arabi andFrench are offered as languages under Part Iof the under-graduate Degree programmes, theschool will supply study-material for Tamilsubject only.

12. Personal Contact Programme

Personal Contact Programme will beconducted at specified centres. The dates andvenue for the PCP will be communicated tostudents, who were admitted directly at theSchool of Distance Education, individually uponconfirmation of their admission. The studycentres cum spot admission centres willintimate the same to the students admittedby them. 50% of attendance for theory andpractical classes is compulsory. The School ofDistance Education reserves the right toconduct or not to conduct Personal ContactProgramme in a subject for valid reasons.

13. University Examinations

University examinations are conductedtwice a year in May / June and November /December at specified examination centers.

Computer generated examinationapplication forms, Hall tickets, andexamination schedule will be sent directly toeligible students from the office of theController of Examinations, BharathiarUniversity. After furnishing the requiredinformation as per the instruction and affixingthe signature in the places earmarked on theapplication and the hall ticket, the applicationshould be sent directly to the Controller ofExaminations on or before the stipulated dates.

The student appearing for theexamination for the first time should registerhis/her name for all subjects by remitting theprescribed fee. Candidates can appear for thearrears subjects by registering for the sameas per the instruction given in the computergenerated application forms and payment ofthe fee there for. The examination fee shouldbe paid in the form of DD drawn in favour ofthe Controller of Examinations, BharathiarUniversity, payable at Coimbatore.

Centres of University examinations willbe intimated to the students by the Controllerof Examinations and the students shouldspecify their opted center of examinations in

the space provided in the computer generatedapplication forms.

Students will not be permitted to changetheir examination centres once theirexamination applications are submitted.Students shall collect their hall tickets for theexaminations from the Chief Superintendentof the examination centre opted, on productionof their identify cards during the three workingdays prior to the commencement of theexaminations.

14. Blind Students – Provision to Engage Scribes

Blind students shall write theirexaminations through the help of scribes.Such students are instructed to request theChief Superintendent concerned of universityexaminations well in advance for theappointment of scribes as per the Universityrules.

15. Project Work

Each student should carry out a projectduring the final year of the programme,wherever prescribed. The specific directionsregarding the project work will be issued atappropriate time.

16. Results

The results of the candidates will be hostedin the following website:

Passing Minimum and Classification ofSuccessful Candidates for UG/PG/ PGDiploma and Diploma Courses.

UG / Diploma: - Candidates who havesecured 40% of marks in each paper shall bedeclared to have passed the examination.Candidates who have obtained not less than60 marks shall be placed in First Class, andthose who have obtained marks between 50percent and above shall be placed in SecondClass and the rest of the successful candidatesshall be placed in Third Class. candidates shall appear for the paper/papersin which they have failed in the subsequentexaminations.

PG / PG Diploma: - Candidates who havesecured 50% of marks in each paper shall bedeclared to have passed the examination.Candidates who have obtained not less than60 marks shall be placed in First Class, andthose who have obtained marks between 50and above but less than 60 percent shall beplaced in Second Class. The failed candidatesshall appear for the paper/papers in which theyhave failed in the subsequent examinations.

17. Improvement Examinations

Students can apply and appear forimprovement for one or more theory paperswithin one year after the completion of thecourse and such improvement is restricted atone time only. The fee for improvement isRs.500/- per paper in addition to the regularexamination fee.

18. Retotalling / Revaluation

Provision for retotalling and revaluationis available for all courses. The application forretotalling or revaluation must be made within15 days from the receipt of the statement ofmarks. Applications for revaluation andretotalling can be downloaded from theUniversity Website. The fee prescribed forretotalling per paper is Rs.200/- and forrevaluation is Rs.300/-The filled in applicationfor retotalling and revaluation should be sentonly to the Controller of Examinations alongwith the fee in the form of DD drawn in favourof the Controller of Examinations, BharathiarUniversity, Payable at Coimbatore.

19. Course Certificate

The ID card is the proof of bonafide-studentstatus. A course certificate will be issued bythe School of Distance Education, to the studenton specific request.

20. Provisional Certificate

On successful completion of the course &payment of fee prescribed the provisionalcertificate will be sent along with the finalstatement of marks directly to the students bythe COE.

21. Consolidated Statement of Marks

Students who have obtained the provisionalcertificate and completed the entire course ofstudy in this University may obtain consolidatedstatements of marks, by applying directly to theController of Examinations, in the prescribedform along with the requisite fee.

22. Degree Certificate

Degree certificate of successful studentscan be obtained directly from the Controller ofExaminations, by applying in the prescribedform along with the requisite fee whenconvocation notification is issued.

23. Migration Certificate

Some universities while admittingstudents insist on the production of MigrationCertificates. Migration certificate can beobtained by applying in the prescribed form,with the requisite fees, to the Controller ofExaminations, Bharathiar University.

24. Duplicate Certificate

Duplicate copies of the statements ofmarks, consolidated statement of marks,provisional certificate, degree certificate,migration certificate, etc may also be obtainedby applying to the Controller of Examinations.

25. Rectification of Mistakes in the Certificate

In case any certificate issued either bythe Director, SDE or the Controller ofExaminations has incorrect information orspelling mistakes, the original certificateshould be returned along with the request forrectification to the officer concerned within 10days of receipt of the concerned certificate.

Belated request for rectification may entailpayment of penalty fees.

26. Scholarship For SC/ ST Students

Scholarships for SC/ ST studentsadmitted to various programmes can availthemselves of the scholarship made availableby their respective state governments.However, the students are instructed to remitthe full fees, at the time of admission and itwill be refunded as and when the scholarshipis granted by the concerned authorities.Application forms for Scholarship in TamilNadu can be obtained from the District Adi-Dravida Welfare Officer. Completed applicationshould be submitted to the Director, School ofDistance Education within a month from thedate of admission.

27. Discipline

Students are expected to behave well andmaintain discipline during the PersonalContact Programme and practical sessions atthe study centers. Any complaint aboutindiscipline will be viewed seriously, and suchstudents will be removed from the rolls of SDE.

28. Disputes

With regard to any dispute arising in allmatters ranging from admission to conduct ofexaminations, a written representation withrelevant documents, if any, shall be submittedto the authority concerned for action.

29. Legal Jurisdiction

All disputes that may arise in or from theaffairs and administration of the SDE shall liewithin the legal jurisdiction of the city ofCoimbatore only.

The School of Distance Education is anintegral part of the University since it has beenestablished by the Syndicate of the University.Hence, the School shall come within thepurview of the statute 3 of chapter III of theStatutes of Bharathiar University which states,“In all suits and other legal proceedings by oragainst the University, the pleadings shall besigned and verified by the Registrar and allsuch suits and proceedings shall be issued toand served on the Registrar”. Therefore, in allsuits and others legal proceedings against theSchool of Distance Education, all processes insuch suits and proceedings shall be issued toand served on the Registrar of BharathiarUniversity only.
