SCORE is an Interreg North Sea Region project (NSR) with nine cities – Amsterdam, Aarhus, Aberdeen, Bergen, Bradford, Dordrecht, Gent, Gothenburg, Hamburg – which aims to increasing the efficiency and quality of Public Service Delivery (PSD) in cities to reduce costs by 10%, i.e. 50 million Euros savings for partner cities by 2020.

In SCORE’s demand-driven approach, transnational teams of the nine cities from 7 NSR countries co-define shared challenges for improved municipal services. Cities pool re-sources and expertise to co-develop innovative solutions to be tested and replicated transnationally in existing urban living labs, facilitated by Johanneberg Science Park in Gothenburg, Sweden.

Urban data is unlocked and made interoperable between departments and organizations, following best-practice for data sharing and privacy. SCORE uses an agile software development approach for open source solutions that (re)-uses data to improve PSD. These innovations can then be re-used freely by other cities and regions, also beyond original nine partner cities.

Together, the cities have the combined resources, technical competences, and policy expertise to achieve solutions for shared challenges that they could not achieve individually.

They will engage existing city data and data initiatives, business networks, and open source communities. University of Bradford and Amsterdam Data Science provide analysis and facilitate transnational development. Aarhus University helps establish the state of the art and links to broader initiatives, such as the European IoT Large-Scale Pilot programme (IoT-LSP), the European Innovation Partnership on Smart Cities and Communities (EIP-SCC), the Digital Transition for the EU Urban Agenda partnership, the European Committee of the Regions and Cities (CoR), as well as the global Open & Agile Smart Cities network (OASC).
