SCOPE OF WORK
1. Project Name:
Construction Materials for Precursor Destruction Facility
2. Project Description: US Embassy Guatemala/INL requires the purchase of miscellaneous construction materials.
3. Project Deliverables: The construction materials required are described in exhibits A & B.
4. Place of Delivery: Finca Estanzuela de Navaja, Km 24.5 Carretera San Jose de Golfo Finca la Estanzuela will provide a minimum of three (3) metal containers, currently on site for the storage of the materials. Delivery must be coordinated with the designated INL-G Point of contact after Purchase Order Award.
5. Delivery Schedule: Phase I materials – to be delivered upon contract award. Phase II materials – to be delivered four months after first delivery.

6. Inspection and Acceptance Criteria:
Items must be inspected upon receipt by INL-G Point of Contact.
7. Quality Control, Test Plan, Acceptance and Payment Terms: Quality control acceptance of completed services and Invoice under this contract shall be based on the successful delivery of all items as described in this document. Vendor bills for services rendered upon delivery. Payment terms: 30 days from receipt of invoice.
8. Warranty: The awarded company needs to provide standard warranty on the materials.
9. Evaluation Criteria for Award: Quotations submitted by Vendors under this RFQ shall be evaluated according to the “lowest price, technically acceptable offer” criteria.

The order shall be awarded to the Vendor that submits a technically acceptable offer at the lowest price.
10. Reception time for Quotations/Offers:
Vendors may submit their Quotations/Offers under this RFQ not later than August 15, 2016 by COB (5:00 PM). Any quotation received after the specified reception time shall be considered a “late- proposal” and may not be considered among all qualified quotations. QUOTATIONS MUST BE SENT BY EMAIL TO [email protected] ONLY. Quotations submitted by any other means will not be considered.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
