Foreword

In today’s economic context there is a strong need for scientific support on an EU level to promote industrial research, innovation and development which are key elements for economic growth. Article 179 of the Lisbon Treaty set out that the Union shall have the objective of strengthening its scientific and technological bases by achieving a European research area and encouraging it to become more competitive, including its industry.

Even though in some Member States R&D investment in the private sector is significant in Europe more than half of the researchers work in the public sector. The share of researchers employed by the private sector is much higher in our main economic competitors. Hence, industry and public research organisations need to work closer: links should to be created between research activities and collaboration should be reinforced in order to achieve results.

Today in Europe a more strategic, integrated and interdisciplinary approach is necessary. Efforts need to be optimised on transversal priorities in key sectors such as energy, transport and ICT (clean energy, electromobility, renewables, smart grid, cyber security) as well as health, food and nutrition (nanotechnology, GMO, chemicals).

The Joint Research Centre is organising a roundtable with Industry Chief Scientists entitled “Scientific Support to European Industrial Competitiveness” on 15 February 2012 in Brussels. At this event the Joint Research Centre aims to bring together scientific advisers from industry and the scientific community as well as the relevant services of the European Commission to define the science needs of industry in key sectors.

The roundtable will be structured around two thematic interactive sessions.

1) Energy, transport and ICT (including clean energy, electromobility, renewables, smart grid, eco-industries, cyber security);

2) Health, food and nutrition (including nanotechnology, GMO, chemicals, food security).

Participants comprising R&D chiefs from companies and heads of industry associations of key sectors (such as automobile, energy, telecommunications, pharmaceuticals, chemicals etc) as well as high-ranking representatives from the science community and the European Commission, will consider key challenges in an interactive discussion.

Participants are invited to consider the following questions in particular:

• What are the most important areas of R&D and innovation activities of your organisation now and in the future?

• What are the key sectors where scientific support could accelerate innovation that could be translated to economic growth and the creation of jobs?

• Why does Europe have difficulties in translating scientific knowledge into innovating products? What could we do better?

• How do you foresee help from the European Commission to achieve the right balance between sustainability and competitiveness?

• Where do you see the main obstacles for common standards in the context of the internal market as well as on a global level?

Speakers and moderators

Dominique Ristori Director GeneralJoint Research Centre, European Commission

D. Ristori has been working in the European Commission since 1978 where he has held several positions. Prior to his current position, he was Deputy Director General of the Directorate General for Energy, in charge of nuclear energy policy, in particular the development of the EU legal framework and international relations (2006 – 2010).

Whilst Director in charge of General Affairs and Resources at Directorate-General for Energy and Transport, he was responsible for interinstitutional relations; enlargement and international relations; coordination of energy and transport research; internal market, state aids, infringements and public service obligations; passengers’ and users’ rights; central management of human and budgetary resources (2000 - 2006). Between 1996 and 1999, he was Director in charge of European Energy Policy at Directorate-General for Energy.

In the period of 1990 – 1996 D. Ristori was in charge of transnational cooperation between SMEs at the Directorate-General for Enterprise policy.

D. Ristori graduated from the Institute of Political Studies of Paris (1975).

Daniel Calleja CrespoDirector GeneralDirectorate-General for Enterprise and Industry, European Commission

Since 1st February 2012, Mr. Daniel Calleja is Director General of DG Enterprise and Industry. He is the Special Envoy for SMEs.

Daniel Calleja was Deputy Director General of DG Enterprise and Industry, from February 2011 to January 2012, in charge of internal markets for goods, competitiveness and innovation, SMEs and entrepreneurship, international negotiations and tourism. He is the Special Envoy for SMEs.

Mr Calleja was Director for Air Transport at the European Commission from November 2004 to February 2011, in charge of the single European aviation market and its external dimension. He has successfully negotiated, on behalf of the E.U., the EU-US Open Skies Agreement. He was the Chairman of the Air Safety and the Single Sky Committees and Chairman of the Board of the SESAR Joint Undertaking.

Between 1999 and 2004, he was Head of Cabinet of the Vice-president of the European Commission, Mrs. Loyola de Palacio, responsible for Transport, Energy and relations with the European Parliament. During this period, he participated actively in the elaboration of the EU transport policy, notably in the launching of the Transport White Book, the Single European Sky, the creation of the European Air Safety Agency (EASA) and the Galileo program.

Between 1995 and 1999, Mr. Calleja was the Head of Cabinet for Commissioner Marcelino Oreja, responsible for institutional affairs, and for the Amsterdam Treaty negotiations. In 1995, he was the legal adviser in the Cabinet of the President of the European Commission, responsible for Transport, Competition, State Aids and the control of the application of Community Law.

Between 1993 and 1994, he advised the Transport Commissioner in the area of liberalisation of air transport, State aid cases concerning the restructuring of airlines, the first directive on groundhandling, the implementation of the third air package and the CRS regulation.

Between 1986 and 1993, he was Member of the Legal Service of the Commission and he represented the institution in numerous cases before the European Court of Justice.

M. Calleja is the author of several publications. He has lectured in European Law in several universities and institutes of various Member States.

Mr Calleja has a degree in Law and in Business Administration from the University of Comillas, Madrid.

David Wilkinson Director of Scientific Policy and Stakeholder RelationsJoint Research Centre, European Commission

David Wilkinson has a PhD in Theoretical Physics, is a chartered Engineer and a Fellow of the Institution of Engineering and Technology and a Fellow of the Institute of Physics.

David joined the European Commission in 1995 as JRC Director of the Institute for Systems, Informatics and Safety. In 2002, he moved to Brussels as Director of Science Strategy, responsible for the planning and coordination of scientific programmes across the JRC Institutes. Amongst other tasks, he initiated the setting up of a Crisis Response System to allow JRC’s scientific capability to be applied within hours in support of crises. In 2004, he moved back to Ispra as Site Director, responsible for all aspects of the running of the site.

In 2009, David was appointed Director of Scientific Policy and Stakeholders Relations. Based in Brussels, he is currently involved in refocusing the JRC to respond better to the key political priorities of the European Commission. This is an important milestone in the development of the JRC as it aligns the organisation with the Europe 2020 strategy and reinforces the role of the JRC as the Commission’s in-house science service.

Bernard SalhaSenior Vice President, Head of EDF Research and DevelopmentEDF

Bernard Salha, has been appointed as Senior Executive Vice President of EDF Group, President of EDF Research and Development (EDF R&D) in spring 2010. With more than 2000 researchers, EDF R&D covers all the Group’s activities, upstream in the field of generation (nuclear, thermal, hydro and renewable), and downstream in the fields of transport and distribution grids, energy management and customer relationship and management.

He was previously, since early 2005, Director of the Nuclear Engineering Division (DIN), after having held various senior positions in engineering units at EDF. He participated to the China’s Nuclear Power Program (LingAo I) for 3 years in China. He started his career at the French Ministry of Defence.

Bernard Salha is a graduate of the French Ecole Polytechnique, the foremost engineering school in France, and a Chief Engineer of Ponts et Chaussées.

Simon GodwinDirector, EUCAR OfficeEuropean Council for Automotive R&D (EUCAR)

Simon Godwin assumed the role of Director of EUCAR on 1st November 2009. He was previously Senior Manager for Environmental, Energy and Transport Policy at the Representative Office for European Affairs of Daimler AG in Brussels (2006-2009) and Manager of Regulatory Affairs in the DaimlerChrysler Washington Affairs Office (2003-2006). From 1998 to 2003 he worked in Mercedes-Benz Passenger Car

Development, in Product Strategy and Advanced Development departments. Previously he worked for 3 years at an investment bank in the City of London.

He gained his bachelor’s and masters degrees in physics from Oxford University and his PhD in mechanical engineering from Imperial College, London.

Claudio Marinelli Director of Open Innovation and Academic Relations for the Nokia Research CentreNokia

Elke Anklam Director, Institute for Health and Consumer ProtectionJoint Research Centre, European Commission

Elke Anklam obtained her degree in Food Chemistry from the University of Münster, Germany in 1981 and her PhD in Organic Chemistry from the University of Hamburg, Germany in 1985, followed by a post-doctoral year in the University of Strasbourg, France. She worked as a researcher in the Hahn-Meitner Institute in Berlin, Germany and was teaching as Professor in the Applied University of Fulda, Germany.

Since 2006 she is Director of the Institute for Health and Consumer Protection (IHCP) located in Ispra, Italy – one of the seven Institutes of the European Commission’s Joint Research Centre (JRC). She worked in several positions in the JRC since 1991 (Deputy Director in the JRC Institute for Reference Materials and Measurements (IRMM) in Geel, Belgium; Head of Unit in the IHCP and IRMM).

Elke Anklam has long-term experience not only in the fields of life sciences but also in management of scientific staff working in the European Commission.

Nathalie MollSecretary General European Association for Bio Industries (EuropaBio)

After graduating with Honours in Biochemistry and Biotechnology from St Andrews University, Scotland, and a stage at the European Commission, Nathalie has spent the past 15 years working for the biotech industry at EU and national level.

Nathalie started working in the biotechnology and food policy area for the European Crop Protection Association in Brussels and then moved to Rome to work for Dompe’ Farmaceutici S.p.A and the Italian National Biotech Association, Assobiotec dealing with the implementation of EU biotech legislation at National level.

Within EuropaBio, Nathalie has held the posts of External Relations Manager, Director for Strategic Policy, Director for Healthcare Biotech, Director for Agricultural Biotech sector and most recently Secretary General.

In the course of her career, Nathalie has focused on improving awareness of the importance and benefits of biotechnology for society and has worked, together with the industry, regulators and stakeholders, towards developing a more supportive legislative framework for the industry and related sectors.

Company Group Chairman Medical Devices & Diagnostics (MD&D) Europe Middle East & Africa (EMEA), Johnson&Johnson

Guy Lebeau oversees the Johnson & Johnson MD&D business for Europe, Middle East and Africa. This diverse business with more than 8,000 employees comprises seven franchises. Dr. Lebeau has broad international experience in business management and medical technology. He joined Johnson & Johnson in 1991 in R&D and later moved to the MD&D business where he held various positions in sales, marketing and general management. He was appointed Company Group Chairman MD&D EMEA in 2003. Prior to joining Johnson & Johnson, Dr. Lebeau served as Assistant Professor of Surgery in the Digestive Surgery Department at the University of Rennes (France).

Gernot KlotzExecutive Director - Research and InnovationEuropean Chemical Industry Council (Cefic)Bayer AG

Dr. Gernot Klotz studied Biology and Microbiology at the University of Aachen (Germany). After having worked for the US based pharmaceutical company Armour he joined Bayer in various business sections (pharmaceutical, animal health and crop protection/product development).

Since February 2007 G. Klotz is the Executive Director for Research and Innovation for the European Chemical Industry Council (CEFIC). He is a member of the CEFIC Leadership Team, which has the overall responsibility for coordinating and steering the activities of the organisation. Specific key areas of responsibility are innovation (technology development, innovation policies, societal acceptance of new technologies and products), emerging science-policy issues (Health and Environment) and nano risk benefits and testing risk assessment within the CEFIC Long Range Research Initiative (LRI), as well as managing the CEFIC Research and Innovation Board. He is also a Board Member of the EU Technology Platform for Sustainable Chemistry (SusChem).

G. Klotz has been called on to various advisory and steering committees at OECD, WHO and EU Commission level in areas like innovation, technology development, testing and assessment, impact on environment on health and sensitive subpopulations. He is currently chairing the Group on Nanotechnologies and he is responsible for the Value Chain topic within the High Level Group Key Enabling Technologies (HLG KETs).

Robin FearsBiosciences SecretaryEuropean Academies Science Advisory Council (EASAC)

Trained as a biochemist, he has 30 years experience in the pharmaceutical industry in the UK in R&D. The early years were focused on cardiovascular disease and neurosciences, from discovery through to marketed product. The final decade of this industry experience was occupied in setting up a policy group for R&D in Europe. Since then, for the past 10 years, self-employed as a consultant, he has worked as advisor to various bodies in universities, Academies of science and medicine, industry, and with parliamentary and government groups on issues relating to biosciences and innovation in the EU. He has provided support to the EASAC Biosciences Programme for a range of projects in biomedical and plant sciences and emerging technologies.

Prof. dr. Emile Aarts is Vice President and Senior Scientific Officer at Philips Research. He holds an MSc. and PhD. degree in physics. For more than twenty-five years he has been active as a research scientist in computing science. Since 1991 he holds a position of part-time professor at the Eindhoven University of Technology; from 1991-2007 with the faculty of Mathematics and Computing Science and since 2007 with the faculty of Industrial Design. He serves on numerous scientific and governmental advisory boards at national and European level. He is the co-author of more than fifteen books and more than two hundred scientific papers on a diversity of subjects in the field of Information and Communication Technologies. He has been involved in the launch of the concept of Ambient Intelligence and in the foundation of Philips’ Experience Lab. His current research interests focus on computational intelligence and interaction design.

D. Beernaert studied engineering in physics, nuclear and material science (University of Ghent – Belgium -1976). Before joining the Commission, he was involved in semiconductor research, prototyping and manufacturing. He joined the European Commission in 1990 where he has been responsible for research programs in micro and nanoelectronics, photonics, and Microsystems under different European Frameworks Programs (FP), dealing with research, innovation and regulatory activities in these fields. In 2008 he was nominated Executive Director at interim to set up the Joint Undertaking ENIAC, the first public private partnership between Industry, European Member States and the European Commission in the field of Nanoelectronics. He is today responsible for the Unit “Microsystems” dealing with smart integrated systems, Micro and nanosystems, micro-nano-biosystems, smart integration technologies, advanced manufacturing and the transfer of these technologies into innovation for key applications. This includes also the Public Private Partnership Electric Green Car Initiative for eMobility, the Public Private Partnership “Factories of the Future”. Owner of 2 patents and author of more than 120 articles.

Jean-Claude Burgelman joined the European Commission in 1999 as a Visiting Scientist in the Joint Research Centre (the Institute of Prospective Technological Studies - IPTS), where he became Head of the Information Society Unit in 2005. In January 2008, he joined the Bureau of European Policy Advisers as adviser for innovation policy. Since 1-10-2008, he joined DG RTD, as advisor and then Head of Unit in charge of top level advisory boards like the European Research Area Board, the Innovation for Growth Group and the European Forum for Forward Looking Activities.

Till 2000 he was full professor of communication technology policy at the Free University of Brussels, as well as director of the Centre for Studies on Media, Information and Telecommunication and involved in science and technology assessment. He has been visiting professor at the University of Antwerp, the European College of Brughes and the University of South Africa and sits on several academic journals. He chaired and the World Economic Forum’s Global Agenda Council on Innovation and is a member of its Science Advisory Committee.

William CannellAdviser - Scientific aspects of InnovationDirectorate-General for Research and Innovation, European Commission

William Cannell is Advisor to the Director General in the European Commission Directorate General for Research and Innovation. Currently, he is responsible for co-ordinating the “excellent science” pillar of the Commission’s proposal for Horizon 2020.

He has a degree in natural sciences and a PhD in applied psychology. From 1984 to 1990 he worked at the UK Civil Aviation Authority, ultimately as Deputy Director and Head of Branch in the Chief Scientist’s department. Since joining the Commission in 1990 he has been responsible for numerous aspects of science policy, his main work in recent years being to establish the EU funding programmes for frontier research. He managed the project to establish the European Research Council (ERC) under the EU’s 7th framework programme, having previously set up and managed the New and Emerging Science and Technology (NEST) programme under the 6th framework programme.

He was Head of Unit for Strategy and relations with the ERC Scientific Council until 2010 when the ERC Executive Agency became fully autonomous from the Commission.

David Clarke Director UK Energy Technologies Institute

Dr David Clarke joined the Energy Technologies Institute (ETI) as Chief Executive Officer in January 2008 from his previous role as Head of Technology Strategy at Rolls-Royce plc. He leads this industry / government partnership evaluating and demonstrating low carbon energy systems and technologies covering power, heat, transport and supporting infrastructure, in line with the strategic needs of the UK’s future energy system.

He has been involved in collaborative research and development of advanced technologies for over 20 years. At Rolls-Royce he led a range of technology groups including their Advanced Materials development activities and the corporate Strategic Research Centre.

He is a member of the UK Energy Research Partnership and the steering Board for the SPECIFIC Innovation and Knowledge Centre in Wales. He has been a member of the EPSRC Council and the North West Science Council.

David is a Fellow of the Royal Academy of Engineering, Fellow of the Institute of Materials, Metals and Mining, Fellow of the Energy Institute and a Chartered Engineer. He graduated in Materials Technology from the University of Surrey and has a PhD in Composite Materials.

Since 2010 Ulla Engelmann is Head of the Interinstitutional and Stakeholder Relations Unit of the European Commission’s Joint Research Centre (JRC) in Brussels, being responsible for above relations including member states and industry.

Ulla Engelmann studied chemistry at the University of Karlsruhe, Germany and completed a PhD in analytical and radiochemistry at the National Research Centre in Karlsruhe in 1992. She started working at the JRC in Ispra, Italy in 1993, the first years in fusion research and from 1997 onwards she managed the public relations team. In 2004 she became JRC Head of the Internal and External communications Unit, based in Ispra and Brussels, responsible for strategic communication for all JRC sites.

He has been with Merck Serono for 22 years, where he managed the clinical development of several of the Company’s most important biotechnology drugs, notably Gonal-F (rFSH), the first drug to be approved by the EMA, Rebif (rIFN-beta) and Saizen (rGH). He played a key role in achieving the listing of Serono’s shares on the New York Stock Exchange thereby increasing the Company’s profile with the international investment community. For several years he was head of Strategic Marketing for New Therapeutic Areas, primarily in the field of autoimmunity. He is currently Senior Vice President of Scientific Affairs, and has a strategic role in R&D as well as responsibility for medical education.

Previously he was Director of Clinical Research at Biogen and then at GSK, managing the clinical development of biologics at both companies. He gained his medical degree at the University of Cambridge. Since 2002 he has been a lecturer on biotech drug development on the Executive MBA course at the Swiss Federal Institute of Technology (EPFL).

Before joining the European Commission, Professor Hordijk was the Director of the International Institute for Applied Systems Analysis (IIASA), in Laxenburg, Austria. Prior to joining IIASA, he was Director of the Wageningen Institute for Environment and Climate Research in the Netherlands and until September 2011 a professor in Environmental Systems Analysis at Wageningen University. He was also Chairman of the Programme Committee of the Netherlands Research Programme on Climate Change and Global Air Pollution, and Chairman of the Social Science Research Council of the Netherlands Organisation for Scientific Research (NWO). Leen Hordijk received his Ph.D. in economics from Vrije Universiteit, Amsterdam. Beginning in 1984, he pioneered the development of methods for linking environmental science and economics for integrated assessments of air pollution problems in Europe. The models he and his colleagues developed, mainly at IIASA in Austria, were widely used. His approaches are recognised as among the most effective ever developed for linking science and policy in international environmental affairs. Hubert Lemmens, Chief Innovation Officer, was born in 1954. In 1977 he obtained a degree in Civil Engineering, specialised in electronics, from the Katholieke Universiteit Leuven. He also holds a degree in Middle Management from the Vlerick School (1992) and a degree from the “General Management Program” from CEDEP in Fontainebleau (2000). . He began his career in 1977 as Engineer for the UKEC, a Belgian electricity company. In 1980, he joined EBES, another electricity company, as Engineer. He became employed with Electrabel when it merged with EBES in 1990. He joined Elia since its inception and has held different positions i.e. Head of the Department Network Management, Chief Officer Transmission and Chief Officer Grid Services.

In 2003 he joined the Elia Management Board.

Since 2006, Hubert Lemmens acted as coordinator of the European Wind Integration Study. He was also deeply involved in the set up of the European Electricity Grid Initiative, the Grid part of the Strategic Energy Technology plan of the European Commission. Since November 2010, he is in charge of the Innovation and Knowledge Management division of the Elia Group and chairs the Entso-e Research & Development Committee.

Dr Fraser Lewis is the Global Lead for Environmental Safety in Syngenta – a leading global agribusiness. Fraser has a doctorate in Environmental Microbiology and 25 years experience in environmental science and risk assessment/risk management of chemicals. Fraser is based in the UK at Jealotts Hill International Research Centre but has also spent time in the US leading groups in Delaware and California. During his career Fraser has gained experience in many areas of environmental science and its role in supporting sustainable agriculture. This experience ranges from laboratory effect studies and field studies through the investigation of the environmental fate/behaviour of chemicals and the integration of these data through predictive modelling and risk assessment. As part of this role Fraser has worked with many governmental and regional regulatory authorities including USA, China, Brazil and most countries in Europe.

Fraser is currently the chairman of the Scientific Committee of ECETOC (European Centre for Ecotoxicology and Toxicology of Chemicals) a scientific, non-profit making, non-commercial association which counts as its members the leading companies with interests in the manufacture and use of chemicals. An independent organisation, ECETOC provides a scientific forum through which the extensive specialist expertise of manufacturers and users can be harnessed to research, evaluate, assess, and publish reviews on the ecotoxicology and toxicology of chemicals, biomaterials and pharmaceuticals.

Magnus Madfors is Director R&D Policy at Ericsson. In his position he represents industry in government organisations and forums, industry associations and business and product strategy groups in order to promote European industry’s positions on ICT R&D policies in the European Union.

With more than 20 years of experience in industrial pre-competitive research, Mr. Madfors has contributed to the establishment of several international research networks, involving stakeholders from all segments into international research programs to promote research and innovation, encouraging an efficient transfer of knowledge. He is today actively involved in the development of the ICT and wireless communications area, having board positions within academia, industry associations and governments’ reference groups at both international and national level. He is a member of the European Commission’s Information Society Technologies Advisory Group (ISTAG) and the chairman of the R&D Cluster of DIGITALEUROPE representing leading corporations and national trade associations from all the Member States of EU. In 2009 Mr. Madfors successfully led the work of forming Europe’s knowledge and innovation community (KIC) of the European institute of innovation and technology (EIT) in the ICT-area and he is today appointed member of the Executive Board of EIT ICT Labs.

From 2001 to 2006, Mr. Madfors held the position as Director External Research Relations, being overall responsible for Ericsson’s external research activities with focus on long term research to ensure continuous and timely access to technical knowledge as input to Ericsson’s strategies. Mr. Madfors was in 2004-2006 the Chairman of the Board of the European Technology Platform for mobile and wireless communications, where he contributed into the establishment of the industry momentum within the sector defining the strategic research agenda, today being implemented through available instruments at EU-level.

In year 2000, Mr. Madfors was directly involved in the establishment of the global forum Wireless World Research Forum (WWRF), having the objective to formulate visions on strategic future research directions in the wireless field, among industry and academia, to influence regional and national research programs.

Mr. Madfors joined Ericsson in 1988, conducting research in the radio area. In year 1995, he became head of one of the technical areas within Ericsson Research, and in 1998 he became Director, commencing worldwide responsibility for the research within the area of Access Networks. In this position he continued his research, also representing Ericsson within international research programs. From 1995 to 1998 one of his main activities was to define and direct the technical work within research projects, which laid the technical foundation for what later became 3rd generation wireless technologies, (UMTS).

Magnus Madfors was born in Stockholm, Sweden, in 1963. He graduated with a Master of Science degree in Electrical Engineering from Stockholm Royal Institute of Technology in 1988. I was born 08.08.1964 in Zielona Góra, Poland, I am a citizen of Poland. I graduated from the Faculty of Basic Problems of Technology of the Wrocław Technical University in 1988. My MS Thesis „Computer Simulations of Side Directed Mutagenesis and Is Influence on Proteins Activity and Stability” was prepared in the Quantum Chemistry Group. As a student I was a chairman of the Association of Biotechnology Students (1987 – 1988 where I organised the Ist and IInd National Biotechnology Seminars. I received three Awards of the Chancellor of the Wrocław Technical University (1985, 1986 and 1988) and the Minister of Higher Education Award „Primus Inter Pares” in 1987.

I began my doctoral study at Marquette University, Milwaukee, WI, USA in 1989. During my graduate study at Marquette University I completed five proficiency exams in the first years of the program and received: Dennis J. O’ Brien Fellowship (1990), J.P. Raynor, Fellowship (1991 - 1992) and the “Certificate of Accomplishment” in 1994. I obtained my PhD degree in 1992 for the Thesis: “ Spectroscopy and Physicochemical Properties of Ruthenium(II) Polypyridine Complexes in Free Solutions and Entrapped in Zeolites”. I continued research at Marquette University as an Associate Researcher during my post-doctoral work (1992 – 1995).

After return to Poland in 1995 I began to work in the Institute of Low Temperature and Structure Research (the Polish Academy of Sciences) in Wrocław and in the Chemistry Department of the Opole University. The Scientific Council of the Institute granted me a D.Sc. degree for „Physicochemical and Spectroscopic properties of metal complexes and organic molecules immobilized in zeolites and sol-gel matrices” in June of 1999. I was nominated for an Assistant Professor position in the Institute of Low Temperature and Structure Research in March of 2000. In the same year I was also offered a Professor position at the Wrocław University of Technology which I accepted (ending my work at the Opole University). I was a vice-director and a director of the Institute of Materials Science and Applied Mechanics of the Wrocław University of Technology. Also, I was a professor-consultant at the Electrotechnical Institute, Wrocław. In 2005 I received a full professorship in the field of Materials Science from the President of the Republic of Poland.

In February 2007 I took the post of a Director of Programmes and Stakeholders Relations Directorate in the Directorate General – Joint Research Centre, European Commission, in Brussels.

In November 2009 I took the post of Director of the Institute for Reference Materials and Measurements of the Joint Research Centre, European Commission, in Geel, Belgium.

After several years of academic research in tumor biology at various Max-Planck Institutes she joined the pharmaceutical / biotechnology industry (E. Merck; Boehringer Ingelheim; MorphoSys AG) and meanwhile worked for more than 20 years in research & development of biological drugs (monoclonal antibodies and antibody-based conjugates, cancer vaccines) for various disease indications.

MorphoSys AG is one of the world’s leading biotechnology companies, with more than 400 employees in Europe and in the US. From a pure platform enterprise, the company has matured into a renowned biopharmaceutical company with a pipeline of more than 70 therapeutic antibody programs. The company’s aim is to continue pushing the boundaries of antibody generation in the industry – for more effective, safer medicines and better diagnostics.

Dr Paul Timmers is Director of the Directorate ICT addressing Societal Challenges in the European Commission, Directorate-General Information Society & Media. Previously he headed the ICT for Inclusion and the eGovernment unit (EU policy, research and promotion). He has been a member of the Cabinet of European Commissioner for Enterprise and Information Society Erkki Liikanen, responsible for the information society and telecommunications policy portfolios. Other activities in the European Commission included electronic commerce policy and programme development.

Paul Timmers has been a manager in product marketing and head of software development in a large IT company and has co-founded a software start-up. He holds a PhD in theoretical physics from the University of Nijmegen, the Netherlands and an MBA from Warwick Business School, UK. He was awarded an EU Research Fellowship at the University of North Carolina in Chapel Hill, USA in 2009. He has widely published in the field of technology and policy, including a book on electronic commerce strategies and business models, and has been a visiting professor and lecturer at several universities and business schools across the world.

Lena Treschow Torell Chairman European Council of Applied Sciences and Engineering

Mrs Lena Treschow Torell, professor, and chairman of the Royal Swedish Academy of Engineering Sciences (IVA) 2009-2011 and has a Ph.D. from the University of Gothenburg.

She was appointed Professor in Solid State Physics at the University of Uppsala and then Professor in Materials Physics at Chalmers University of Technology in Gothenburg. She was Vice President at Chalmers during 1995-2001. Between 1998 and 2001 she was Research Director of the Joint Research Centre, European Commission, positioned in Brussels. In 2001 she was appointed as President of IVA and from 2009 she is the chairman of IVA. Since 2008 she is chairman of Euro-CASE, the European Council of Applied Sciences and Engineering, (Paris). She is Board member of ERAB, the European Research Area Board of the European Commission.

Professor Treschow Torell is Board member of several notified companies, Investor AB, Saab AB, Micronic Laser Systems AB, AB SKF, AB ÅF.

She has received the Seraphim Medal from H.M. the King Carl XVI Gustaf.

Ian WelchNational Grid’s Senior Manager with responsibility for Research & Development Strategy UK National Grid

Pursuing a career in the UK electricity supply industry, Ian started with the UK distribution company London Electricity. Moving up in voltage he has worked for the UK transmission company Central Electricity Generating Board and its successor National Grid plc. He played a major role in the design and commissioning of the 2000 MW Anglo French HVDC interconnector and was responsible for the first deployment of thryristor controlled reactive compensation on the 400kV network. He led the substation design and transmission R&D facility, was responsible for the System Operator “back office” facilities during the introduction of the UK electricity market and is currently R&D Strategy Manager for National Grid.

Ian has a keen interest in using new technology to enable low carbon goals to be achieved. He has a degree in Electrical and Electronic Engineering and is a Fellow of the Institution of Engineering and Technology.

Pēteris Zilgalvis is Head of Unit, ICT for Health, Directorate - ICT addressing Social Challenges, Information Society and Media Directorate General (INFSO). Earlier, he was Head of the Unit, Infectious Diseases in the Health Research Directorate. Until 2010, he was Head of the Governance and Ethics Unit, Directorate Science, Economy and Society at DG Research, European Commission. From 1997 to 2005, he was Deputy Head of the Bioethics Department of the Council of Europe, in its Directorate General of Legal Affairs. In addition, he has held various positions in the Latvian civil service (Ministry of Foreign Affairs, Environment). He was Senior Environmental Law Advisor to the World Bank/Russian Federation Environmental Management Project and was Regional Environmental Specialist for the Baltic Countries at the World Bank.

P. Zilgalvis studied political science (cum laude) at the University of California, Los Angeles. At the Law Center of the University of Southern California he obtained his JD (Doctor of Jurisprudence). He is a member of the California State Bar. He has published over 25 publications on bioethics, economics, and environmental law in English and in Latvian.
