PLANNING PROCESS AND METHODS In the fall of 2010, the OHSU School of Medicine launched a planning process to engage faculty, leadership and administration in discussions about how to make the most of the resources and opportunities available at OHSU to explore and develop a strategic path towards increased research success and impact over the next decade. This process was to be led by the Collaborative Research Leadership Group. The CRLG was originally formed in 2009 to share information about different areas of growth and development and emphasis in the research mission. A Research Roadmap retreat, held December 1 and 2, 2010, initiated the planning process with retreat participants representing a broad range of research areas. The well-attended retreat discussions included a strategic analysis of the strengths, weaknesses, opportunities and threats influencing research at the OHSU School of Medicine. This strategic analysis informed the development of a unified Research Vision and six accompanying strategic initiatives to actualize that vision.

Following the retreat, task forces for each of the strategic initiatives were formed. Each task force was responsible for further developing one of the six strategic initiatives identified by participants at the retreat. Each of the strategic initiative task forces developed a set of recommended strategies and tactics for their assigned strategic initiative. These recommendations were further informed by a faculty survey distributed to OHSU research faculty in February 2011. Task Force recommendations were reviewed by the Research Roadmap Steering Committee, the Collaborative Research Leadership Group (CRLG) and the planning team at David Heil & Associates, Inc. Collectively, the Research Vision, six strategic initiatives, and more detailed strategies and tactics resulting from this planning process provided a draft roadmap for achieving the new vision.

Throughout the summer of 2011 a small group led by the Office of the Dean undertook a detailed review of the draft Research Roadmap. The goal of the Dean’s review was to ensure clarity and consistency throughout the plan and integrate and leverage the initiatives across the School of Medicine missions. Each initiative was considered in light of an accountability framework that would allow monitoring of progress toward stated Roadmap goals. This review phase was completed and the results were shared with the chairs of the six Strategic Initiative Task Forces. The Task Force chairs made additional suggestions for incorporation into the Roadmap and the final document was presented on October 24, 2011.

With the development of a final Research Roadmap, the planning process entered a “blueprint” phase. This approach will involve an annual implementation plan for each initiative, which will include specific tactics for each initiative. Members of the CRLG and additional research staff will continue to inform the blueprint phase, using the final Research Roadmap as a guide as to achieve specific goals for the next five to 10 years.

Development and implementation of the Research Roadmap should be viewed as an iterative process, with ongoing evaluation and assessment of specific strategies and tactics occurring in response to new challenges and emerging opportunities.

The planning retreat included a variety of facilitated approaches to launch an open and highly participatory planning process. The goal for the retreat was to identify and prioritize OHSU School of Medicine’s research strengths, weaknesses, opportunities and threats; explore the environmental conditions that influence research at OHSU; and identify the critical factors that will determine future success. Out of this process came a new research vision and six strategic initiatives that guide the Research Roadmap.

SCHOOL OF MEDICINE FACULTY SURVEY

Following the roadmap planning retreat, a survey was conducted in February 2011 for the purpose of soliciting additional faculty and graduate student input in the planning process. A total of 451 individuals responded. Respondents answered a range of questions regarding barriers to research excellence, collaboration, professional satisfaction and awareness and/or use of research resources available at OHSU. Highlights from this survey are available for review in the Office of the Dean. Input from this survey was used by the Research Roadmap Steering Committee and each Strategic Initiative Task Force to inform development of specific strategies and tactics to actualize the research vision.
