Student Achievement Outcomes / FY 2014 Commission Activities
One of the many ways that ACCSC verifies the effectiveness of its work and that of the programs and services offered by ACCSC-accredited institutions is through detailed analysis of school characteristics and performance data. The Commission recently completed its analysis of the 2013 Annual Report and found once again that its accredited institutions continue to demonstrate significant institutional and student success through their rates of student graduation and graduate employment attainment.
These data are important indicators and are used by ACCSC to better understand its accredited institutions and the trends associated with career education, as well as to develop the Commission’s accountability standards.
The information contained in this report is a summary of the key data points from the 2013 ACCSC Annual Report and provides detailed information pertaining to ACCSC school characteristics, student characteristics, program characteristics, and student achievement rates and trends.
Additionally, ACCSC is including a summary of the Commission’s accreditation activities from July 1, 2013 through June 30, 2014 for review and consideration. Sincerely,

Student Demographics Overall, the analysis of the 2013 Annual Report data shows that student population growth experienced a third year of declining enrollments. Although the student population has decreased, student demographics remain consistent. Based upon data submitted in the Annual Report, ACCSC-accredited institutions and their students show the following characteristics: • 71% of the schools had 300 or fewer students as of June 30, 2013. Average enrollment as of
June 30, 2013 was 276 students. • The majority of institutions are in metropolitan areas with populations of at least 250,000. • 47% of the students are under the age 25 and 33% of the students are in the age group 25-
34. • Student population is evenly distributed with regard to gender, although the percentage of
male students enrolled has increased slightly. • 59% of classified students represent ethnic minority groups. • 99% of enrolled students have a high school diploma or equivalent and/or some
postsecondary education while 1% of enrolled students have no high school diploma or equivalent.
These figures show that ACCSC-accredited institutions continue to provide training in small school formats and serve a large percentage of non-traditional and ethnic minority students in urban and suburban settings. Program Characteristics With respect to the types of programs offered by ACCSC-accredited institutions, schools submitted summary information for 5,296 programs in over 120 different occupational areas. Key characteristics include the following: • 44% of ACCSC-accredited institutions offer a degree program;
o 31% of all programs offered at ACCSC-accredited institutions are degree programs. • Of the 1,637 reported degree programs, 1,218 are associate degrees (76%), 362 are
baccalaureate degrees (21%), and 57 are master’s degrees (3%). • 63% of students are enrolled in non-degree programs, 24% of students are enrolled in
associate degree programs, 12% of students are enrolled in baccalaureate degree programs and 1% of students are enrolled in master’s degree programs.
With fewer schools reporting data for the 2013 Annual Report, the total number of programs reported represents a 4% decrease over the prior year. Member institutions continue to assess program offerings and adapt to the changing needs of prospective students and to meet the needs of community employers. The overall percentage of ACCSC degree granting institutions remained steady at 44%. Although the graduate programs continue to represent a small portion of the degree offerings (3%), the number of Master’s degrees increased slightly for the third consecutive year.

Student Achievement Outcomes The Commission first promulgated the quantitative student achievement standards in 1998 based upon several studies conducted by the Center on Education and Training for Employment at the Ohio State University. During 2002, the Commission engaged in a comprehensive study of the student achievement requirements promulgated in 1998 and the associated processes of data collection and verification. The Commission continues to review comparative data and make adjustments to the methodology for the analysis of student achievement outcomes in order to ensure sound data collection and analysis. As part of the on-going assessment of student achievement benchmarks, in 2013 the Commission completed the review of the student achievement data for the period of 2011-2013. Based on data collected in the 2011-2013 Annual Reports submitted by ACCSC-accredited institutions, the Commission calculated new Student Achievement Benchmark Rates. The Commission is pleased to report that the rates of graduation and employment have increased in several categories indicating that schools are consistently performing better in relation to the percentage of students graduated and the percentage of graduates employed. The new student achievement rates are in effect for all Graduation and Employment Charts using a July 2014 Report Date and later. Graduation rate benchmarks appear to have increased due to a) better performance by schools in graduating students; b) calculating the graduation benchmarks using the total number of students available for graduation and not the total number of students started, which is a truer reflection of school performance; and c) a compression of program length categories for longer programs. The Commission understands that benchmark graduation rates have increased from 1% to 6% depending on the program length category. In the short term (e.g., Graduation and Employment Charts using a July 2014 Report Date), the Commission will take these increases into account when reviewing a school’s reported rates and will assess a school’s performance relative to the both the new benchmark as well as the previous benchmark. In the longer term, the Commission is working to refine protocols intended to give both schools and the Commission a framework for the review and assessment of student achievement rates. The framework is also intended to address not only those rates that fall below benchmark, but also to recognize those programs and institutions that report rates that are above benchmarks and above average.

Analysis of the 2013 Annual Report Data The graduation rates reported by ACCSC-accredited institutions in the 2013 Annual Report are consistent with the data reported for previous years. For the Period 2008-2013, the annual average rate of graduation has been between 65% and 66%. Analysis of the three-year data found the downward trend in the mean rate of graduate employment since 2010 slightly reversed in 2013 with the average employment rate (75%) increasing to 2011 levels. The upward trend may be reflective of the 1.4% decrease of mean area unemployment rates reported by schools for the period of 2011-2013. The Commission continues to review graduate employment data to ensure that the employment benchmark is appropriate. Additionally, review of graduation rate and employment rate by program type found that no one program area stands out as consistently below the benchmark rates. The analysis of graduation rates continues to show that program length has a strong influence on program graduation, i.e., as length increases graduation rates decline. This correlation is consistently the most substantial and significant relationship found in the Commission’s student achievement data and allows the Commission to evaluate programmatic performance within a context of program length comparability. The number of programs reported in the Commission’s recent review of student achievement data for the three-year period of 2011-2013 found that the total reported number of shorter programs (6 months or less) remained steady while the reported number of programs 7-15 months decreased. The slight decrease in the number of reported programs in 2013 is likely impacted by the decrease in the number of schools reporting. Review of graduation rates for the three-year period of 2011-2013 found minor variations over the three-year period. Although graduation rates of program lengths of 15 months and less have remained consistent over the three-year period, the graduation rates of programs longer than 15 months in length have exhibited more variability over the three-year period. In addition, for the category with the highest number of programs (7- to 9- month category) the graduation rate continues to exceed the 2009 rate. For programs 19-24 months, the 2013 reported average graduation rate of 56% is the highest reported in the last three years. For longer programs (>18 months in length), the standard deviation continues to be high, indicating a more heterogeneous distribution of graduation rates. Based on the analysis of the 2011-2013 student achievement rates, the Commission determined that the current groupings continue to represent appropriate breakpoints in the data for programs less than 18 months in length. For programs longer than 18 months in length, a more natural breakpoint appears to be 19-23 months and ≥ 24 months. Thus, effective July 1, 2014, the established benchmark graduation rates includes a modification to the program length groupings for longer programs. The student achievement outcomes for longer programs are an area that the Commission intends to monitor with keen interest. A review of the licensure rates for 2011-2013 AR found that the average pass rate for all types of programs reporting licensure rates is 88% (n=1903). The Commission continues to monitor graduate success on licensure and certification exams as a metric that affects graduate employment rates.

Overall, the student graduation and graduate employment attainment rates demonstrate that ACCSC-accredited institutions graduate a significant number of students and that a significant number of students attain training-related employment after graduation. The Commission encourages its accredited institutions to avoid using the benchmark rates as a goal for graduation and employment but as an assessment starting point and goal setting baseline. Setting a goal to simply meet the benchmark ensures only that minimal compliance is achieved and that the program will only demonstrate a below average outcome. Institutions should continue to set the highest attainable goals – hopefully to be well above average – with regard to student success and the rates of graduation and employment attainment.
