Legislative Authority

Scholarships for Disadvantaged Students Program

• Established by the Disadvantaged Minority Health Improvement Act of 1990 (P.L. 101-527).

• This program is authorized by Section 737 of the Public Health Service Act (42 U.S.C. 293a).

Legislative Requirements

• Scholarships may be expended only for tuition expenses, other reasonable educational expenses and reasonable living expenses (administrative costs are not allowed)

• At least 16 percent of the SDS funding will be designated for schools of nursing as required by the Public Health Service Act Section 740(a).

• Preference to students for whom the costs of attending schools would constitute a severe financial hardship

• Must be currently carrying out a program for recruiting and retaining students who are members of racial and ethnic minority groups

Purpose

This program promotes diversity among the health professions by providing awards to eligible health professions and nursing schools, for schools to provide scholarships to students from disadvantaged backgrounds who have demonstrated financial need and are enrolled full-time in a health profession or nursing program.

Goals and Objectives

SDS Program aims to increase the:

• Number of graduates practicing in primary care • Retention of full-time students from disadvantaged backgrounds

including students who are members of racial and ethnic minority groups, and

• Number of graduates working in Medically Underserved Communities (MUCs).

Objectives

• Improve distribution, diversity, and supply of primary care providers • Improve and strengthen the health profession and nursing

workforce • Improve quality and access to healthcare to individuals in MUCs.

Eligibility Criteria

For-profit nursing and physician assistant schools are eligible to apply under the SDS Program. All other applicants must be public or non-profit private schools. Domestic faith-based and community-based organizations, tribes, and tribal organizations are eligible to apply if all other eligibility requirements are met.

Scholarships for Disadvantaged Students

Eligibility Requirements:

• For the most recent three-year period, at least 20 percent of the school’s full-time enrolled students and graduates must be from disadvantaged backgrounds.

Newly established schools are not subject to the three years of data requirement. Newly established schools are required to provide at least two years of student enrollment (9/1/17-6/30/19) and at least one year of graduation data that demonstrates at least 20 percent of the total enrollment and graduates are from disadvantaged backgrounds.

• Applicants must be carrying out a program to recruit and retain students from disadvantaged backgrounds, including racial and ethnic minority groups.

• All institutional programs must be accredited by the recognized, major accrediting body for each specific health discipline. If not, the institution must be accredited by the relevant accrediting body recognized by the U.S. Department of Education

Scholarships for Disadvantaged Students

Additional Requirements:

• Multiple applications from an organization with the same Dun and Bradstreet Data Universal Numbering System (DUNS) are allowable; however, only one application may be submitted per one health profession degree program

• A maximum of three applications per institution may be funded.

• Collaborative proposals are not allowed.

• Must obtain National Provider Identifier numbers to aid long-term assessment of the program’s impact

Scholarships for Disadvantaged Students

The SDS program gives funding priority to health professions and nursing schools that have at least:

• 15 percent of underrepresented minorities enrolled full-time for the discipline for which the school is applying (the definition for use in calculating this priority point is contained within the HRSA Workforce Glossary, please see the link on page 4 of the NOFO).

• 15 percent of their graduates practicing in primary care.

• 10 percent of their graduates working in medically underserved communities.

Scholarships for Disadvantaged Students

Beneficiary Eligibility

• Enrolled or accepted for enrollment at an eligible health professions or nursing school as a full-time student in a program leading to a degree in a health profession or nursing.

• From a disadvantaged background (economically OR educationally/environmentally)

• Demonstrate financial need

• U.S. citizens or lawful permanent resident of the U.S, the District of Columbia, the Commonwealth of Puerto Rico, the Northern Mariana Islands, the U.S. Virgin Islands, Guam, American Samoa, the Republic of Palau, the Republic of the Marshall Islands or the Federated States of Micronesia.

• Maintain good academic standing as defined by the institution

General Requirements for Calculating Financial Need:

• Use Needs Analysis procedure approved by the Department of Education

• Parental income must be used to determine a student’s financial need in all cases except where the student is considered independent by being at least 24 years old and not listed on his/her parents’ income tax for at least three or more years

General Requirements for Calculating Cost of Attendance:

• Total amount it will cost a student to go to college

• Tuition and fees

• Room and board

• Allowances for books, supplies and transportation

When Calculating Total Scholarship Participant Support Costs:

• Use the three year average for “Total Full-Time Disadvantaged Background Enrollment by Class Year for Students in your Program” (from section D in the Program Specific Form)

Multiplied by:

• The three year average student financial need as calculated via the Free Application for Federal Student Aid (FASFA) for those reported in the bullet above, not to exceed the cap of $40,000 per student award per year.

Funding Restrictions

• Indirect costs are not allowable (scholarships only)

• Administrative costs and child care expenses are not allowable.

• Awards to support projects beyond the first budget year will be contingent upon Congressional appropriation, satisfactory progress in meeting the project’s objectives and a determination that continued funding would be in the best interest of the Federal government.

Underrepresented minorities means, with respect to a health profession, racial and ethnic populations that are underrepresented in the health profession relative to the number of individuals who are members of the population involved. Asian individuals shall be considered by the various subpopulations of such individuals (other than Chinese, Filipino, Japanese, Korean, Asian Indian, or Thai).

• The Division of Independent Review (DIR) is responsible for managing objective reviews within HRSA.

• Applications will receive an objective and independent review performed by a committee of external experts qualified by training and experience.

Each SDS Program applicant should consider recommending individuals who are familiar with the SDS Program, but not currently employed by one and are free of any other potential conflict of interest, to serve as a reviewer for the FY 2020 competitive cycle.

Funding Considerations

Section 740(a) of the PHS Act requires HRSA to distribute at least 16 percent of the SDS program funding to nursing schools

Up to 25 percent of available funds will be designated for graduate programs in behavioral and mental health

Up to 25 percent of available funds will be designated for schools of allied health

No less than $2,500,000 of the funding will be awarded for the purpose of educating midwives to address the national shortage of maternity care providers, and specifically to address the lack of diversity in the maternity care workforce

Accreditation • Accreditation expiration dates entered in the SDS Program Specific
