1.0 GOVERNANCE1.1 CSCS(ConstructionSkillsCertificationScheme)isanotforprofitorganisationwhichis registeredasaCompanyLimitedbyGuaranteeand,therefore,hasnoshareholders.Itismanaged byCSCSLimitedwhose10non-executiveDirectorsallcomefromtheconstructionindustry:- 7DirectorsnominatedbyMembers(ConstructionSkillsCertificationSchemeLtdowners);2from ClientandProfessionalInstitutionsandoneindependentChairmanasdetailedbelow:

2.0 PURPOSE OF THE SCHEME2.1 Keyobjectsofthecompany(containedwithintheArticlesofAssociation)

•Tomaintainarecordofindividualsinconstructiontradesoroccupationswhoachieveorcan demonstratethattheyhavealreadyachievedanaccreditedqualificationandtoprovidesuch individualswithasuitablemeansofidentification. •Topromotetheuseofqualifiedpeopletousersofconstructionskills.

3.0 SCHEME AIMS 3.1 CSCScardsprovideameanstoverifythatpeoplewhowanttoworkonconstructionsiteshavethe necessarytrainingandqualificationsforthetypeofworktheycarryout.Theschemekeepsa databaseofthoseworkinginconstructionthathave,orarecommittedtoachieving,arecognised constructionrelatedqualification.

3.2 Forindividuals,holdingaCSCScardverifiesidentityandshowsemployersthatyouhavethe requiredqualifications,trainingandexperiencetocarryoutyourworkonaconstructionsite.

4.0 SCOPE4.1 TheSchemedoesnotseektoduplicateothercertificationcardschemesforspecificoccupations. Instead,CSCSworkscloselywithanumberofpartnercardschemesthatdisplaytheCSCSlogo.

4.2 PartnercardschemesarebasedonthesamestandardasCSCSrequiringtheholdertogaina NVQ/SVQ(orequivalent)andpassaHealthandSafetytest.

4.3 IntheeventofadecisionbyCSCStowithdrawfromapartnercardschemealloranyofits authoritytouseCSCS’registeredcertificationmark,ortorejectanapplicationbyathirdpartytobe grantedsuchauthority,thepartnercardschemeorthirdparty(asthecasemaybe)may appealagainstthesaiddecisiontoanindependentbodypursuanttoandinaccordancewiththe TermsofReferencefortheresolutionofappealsfromdisputesrelatingtoUnitedKingdom CertificationMark00003442193CSCSinClasses37and41(www.cscs.uk.com/tor),whoseruling shallbefinal.

5.3 TheSchemecontinuestogrowandnewoccupationscanopenwhennewNationalOccupational Standardsaredeveloped,subjecttoIndustrydemand.

6.0 TYPES OF CARD AVAILABLE6.1 DifferenttypesofCSCScardareavailablerelevanttothetypeofworkcarriedoutonsite. Red Cards Provisional/Trainee/Apprentice/ExperiencedWorker/ExperiencedTechnical, SupervisoryorManagementcard (undertaking work experience, in training or registered to undertake a relevant constructionrelatedqualification)

7.0 HEALTH AND SAFETY REQUIREMENTS7.1 Allapplicantsfornewcardsandrenewalsmusttakeandpassanindependentassessmentof retainedhealthandsafetyknowledge.Theassessmentisdesignedtoexaminetheknowledgeof theindividualacrossawiderangeofhealthandsafetytopics. 7.2 CurrentlytheonlyhealthandsafetyassessmentwhichmeetsCSCS’HealthandSafetyPolicyisthe CITBHealth,SafetyandEnvironment(H,S&E)rangeoftests.

7.3 TheCITBH,S&ETestisavailableatthreelevels;operative,supervisoryandmanagerial& professional(MAP).Therearealsospecialisttestsdesignedforthoseworkinginspecific occupationalareas,suchasworkingatheights,liftandescalatorindustryandhighways.

7.4 CSCScardapplicantsfornewandrenewedcardsmustpasstherelevantCITBH,S&ETest within2yearsoftheirapplication. 7.5 ExemptionstotakingaCITBH,S&Etestapplyif:

• youholdaSOLAScard.CSCShasamutualrecognitionagreementwithSOLAS(previouslyknown asFAS(Eire)SafepasswhichactsasanexemptiontotheOperativeorSpecialistCITBHealthand SafetyTestrequirementprovidingthatithasbeencompletedwithin2yearsoftheapplication beingmade.PleasenotethatSOLASisnotacceptableasanexemptiontotheSupervisoror ManagerandProfessional(MAP)levelCITBHealth,SafetyandEnvironmenttests.

• Apprentice-seewordinginsection8.4-ApprenticeCard.

8.0 RED CARDS (undertakingworkexperience,intrainingorregisteredtoundertakearelevantconstruction relatedqualification)

8.1 Provisional Card Forpeoplewhoareworkingthroughprobationaryperiodswhilstemployersassesstheirsuitability foremployment

ApplicantsforProvisionalCardsmusthavepassedtheCITBOperativesH,S&Ewithinthepast 2years.

Thiscardisvalidfor6monthsandisnotrenewable.BeforeitexpiresProvisionalcardholders mustachieveorberegisteredforarecognisedconstructionrelatedqualificationandapplyforthe appropriateCSCScardfortheirjob.

8.2 Trainee Card Thiscardisavailableifyouareatraineeandareregisteredforaqualificationthatleadstoaskilled CSCScard(inthemajorityofcasesaNVQ/SVQ).Pleasenote:SSSTS,SMSTSandNEBOSHGeneral willnotbeacceptedasroutestoaTraineecard. Thecardisvalidforfiveyearsandcannotberenewed. *PriortoapplyingfortheTraineecardapplicantsmusthavecompletedtheappropriateCITB Health,SafetyandEnvironmentTest.

Oncompletionofyourqualification,youareexpectedtomoveontotheappropriateskilledCSCS cardforyouroccupation.TheCSCScardfinderwilltellyouwhichcardtoapplyfor. Applicantsmustbeabletoprovideproofofregistrationontotheirqualification.Asaminimum, youarerequiredtoprovideevidenceofregistrationfromyourtrainingprovider’sawardingbody including: •ApplicantsName •Fullqualificationtitleandcourselevel •Dateofregistration(mustbeinthelast2years)

8.3 Technical and Management (TSM) Card (Closed 31st July 2016) Thiscardwasfornewentrantstotheindustrywhocouldprovideevidenceofcurrentregistration withafurtherhighereducationcollege/universityforanationallyrecognisedconstructionrelated qualificationatLevel3andabove.

Thiscardwasvalidfor3yearsandcouldberenewedforafurther3yearsonapplication. CSCSstoppedissuingthiscardfrom31stJuly2016.

8.4 ApprenticeCard Availabletopeoplewhohavecommencedonarecognisedapprenticeshipframework. TheApprenticecardisvalidfor4years6monthsandisnon-renewable.

Youcanconfirmthatyouareregisteredforanapprenticeshipusingoneofthefollowing:

• AletterfromtheManagingAgencyofyourapprenticeship,confirmingthatyouareregistered withthemandforwhichqualifications(withfulltitlesandpathways). • Aletterfromyourapprenticeshiptrainingproviderconfirmingthatyouareregisteredwith themandforwhichqualifications(withfulltitlesandpathways). • YourApprenticeshipAgreement,providedthatitshowstheoccupationandqualification (includingpathways)youareregisteredfor.

ApplicantsforApprenticecardsdonotneedtotaketheCITBH,S&Etestiftheyhavecompletedthe healthandsafetyrequirementsrelevanttotheirApprenticeshipManagingAgencypriortoapplying forthecard.

Whenapplyingforthiscard,youmaybeexemptfromtheCITBHealth,Safety& Environmenttestifyouhave: • AletteroremailfromtheManagingAgencyofyourapprenticeship(whichmustbeclearly identifiedthattheyareaManagingAgency)confirmingthatyouhavemettheManaging Agency’sHealthandSafetyrequirements • AcertificateforaonedayHealthandSafetyAwarenesscourse • AHealthandSafetyunitincludedinyourinductionorinitialqualification. IfyouhavenoneoftheabovethenyouwillneedtotaketheCITBHealth,Safety&Environment testbeforeapplyingfortheApprenticecard.

Experienced Worker Card Availabletoworkerswithonthejobexperience(normallyatleastoneyearinthelast3)whilstaconstructionrelatedNVQorSVQ(atLevel2orabove)isbeingachieved.SomeequivalentQCF qualificationswillalsobeaccepted.

Thecardisvalidforoneyearandisnon-renewableandcannotbereplacedbyaLaboureror ProvisionalCard.Itisexpectedtobereplacedbyaskilled5yearcard(usuallyblueSkilledWorker) onachievementofaqualification.

ApplicantsforExperiencedWorkercardsmustberegisteredforaqualificationandmusthave passedtherelevantleveloftheCITBHealth,Safety,Environmenttestwithinthelast2years.

Experienced Technical, Supervisory and Management Card AvailabletoSupervisorsandManagerswithonthejobexperience(normallyatleastoneyearin thelast3)whodonotholdaConstructionrelatedNVQorSVQatLevel3oraboveandarenotamemberofanapprovedProfessionalInstituteorBody.

Thiscardisvalidfor3yearsandisnon-renewable.Itisexpectedtobereplacedbyaskilled5yearcard(goldorblack)onachievementofNVQorSVQLevel3orhigher.AnequivalentQCF qualification,providingithasNVQinitstitle,willalsobeaccepted.

Applicantsforthiscardmustberegisteredfor a qualificationandmusthavepassedeithertheSupervisororManagerialandProfessionalH,S&Etest(whicheverisrelevanttothequalificationbeing undertaken)withinthelast2years.


9.0 BASIC SKILLS GREEN CARDCSCS stopped issuing this card from 3rd December 2018.

ThedecisiontowithdrawtheBasicSkillscardisseenasapracticalsteptowardsachievingtheConstructionLeadershipCouncil’s(CLC)requirementofensuringnationallyrecognisedqualificationsareinplaceforallconstructionrelatedoccupations.ThetrainingqualificationsthathavepreviouslybeenacceptedfortheBasicSkillscarddonotmeettheCLC’srequirements.

10.0 LABOURER GREEN CARDAvailabletothoseemployedinlabouringoccupationswho:

• HaveachievedtheLevelOneAward‘HealthandSafetyinaConstructionEnvironment;or• Havecompletedanapprovedalternativecourse.(Forthefulllistofapprovedcourses,pleasego

Thiscardisvalidfor5yearsandcanberenewedsubjecttotheaboveconditionsbeingmet.

ApplicantsfortheLabourercardmusthavepassedtheCITBOperativesHS&ETestwithinthe last2years.

11.0 BLUE CARD - Skilled Worker (Level 2)Forthosewhohaveachieved:

• AconstructionrelatedNVQorSVQatLevel2;or• AnapprenticeshipwhichincludedtheachievementofaCityandGuildsCraftCertificate*;

Thiscardisvalidfor5yearsandcanberenewed.

ApplicantsfornewbluecardsandrenewalsmusthavepassedtherelevantCITBH,S&ETestwithin thelast2years.* CSCS will require a copy of the City andGuilds(orSCOTVEC(SQA))certificateandevidenceofapprenticeshipcompletionwiththeoriginalemployer.Thiscanbeintheformofaletteronheadednotepaperfromtheoriginalemployer,copyofanendorseddeedorotherformaldocumentation.Thisdocumentationmustincludetheoccupationtheapprenticeshipwascompletedinandthedatecompleted.

12.0 GOLDCARD-AdvancedCraft(Level3/4orQCFequivalent) Forthosewhohaveachieved:

• AconstructionrelatedNVQorSVQLevel3and4(orQCFequivalent);or • Completedanapprovedindenturedapprenticeship(e.g.withNJCBI,BATJIC)or • CompletedanemployersponsoredapprenticeshipwhichincludedtheachievementofaCityand GuildsofLondonInstituteAdvancedCraftCertificate*.


ApplicantsfornewgoldcardsandrenewalsmusthavepassedtherelevantCITBH,S&Etestwithin thelast2years.

14.0 BLACK CARD – Management (Level 5/6/7) Thiscardisavailableformanagerandtechnicaloccupationssubjectto:

• HoldingarelevantConstructionManagement/TechnicalrelatedNVQ/SVQlevel5,6or7 • HoldinganSVQLevel4inConstructionManagement/Technicalrelatedqualificationor • Holdingapre-existingNVQlevel4inconstructionmanagement.” Thiscardisvalidfor5yearsandcanberenewed.

ApplicantsfornewblackcardsandrenewalsmusthavepassedtheManagerialandProfessional H,S&Etestwithinthelast2years.

15.0 WHITE/YELLOW CARDS15.1 ProfessionallyQualifiedPerson(PQP)Card FormembersofprofessionalbodiesrecognisedbyCSCS.Alistofthesecanbeviewedat www.cscs.uk.com/pqp (RecognitionofadditionalprofessionalbodiesissubjecttoagreementbyCSCS) Toapplyforthiscardapplicantsmust:-

• Beacurrentmemberofanrecognisedprofessionalbodyataneligiblecompetence-assessed gradewhicharelistedontheCSCSwebsiteatwww.cscs.uk.com/cardfinder;and

•HaveuptodateContinuingProfessionalDevelopment(CPD)recordsforthelast2yearsrelevant totheareaofworkcurrentlypracticed.

Thiscardisvalidfor5years.Uponexpiry,thecardcanbereappliedfor.Evidenceofqualification mustberesupplied. ApplicantsforthePQPcardmusthavepassedtheManagerialandProfessionalH,S&Etestwithin thelast2years.

15.2 AcademicallyQualifiedPersons(AQP)Card Forpeoplewhohavecompletedcertainconstructionrelateddegrees,HNDs,HNCs,CIOB CertificatesandNEBOSHdiplomas.Afulllistoftheacceptablequalificationscanbefoundat https://www.cscs.uk.com/aqp-groupings

Thiscardisvalidfor5years.Uponexpiry,thecardcanbereappliedfor.Evidenceofqualification mustberesupplied.

ApplicantsfortheAQPcardmustpasstheCITBManagerialandProfessional(MAP)H,S&Etestwith thelast2years.

16.0 CONSTRUCTION RELATED OCCUPATION (CRO) CARD (Closed 30th Sept 2017)ThiscardwasavailabletopeopleworkinginconstructionrelatedoccupationsnotcoveredbyotherCSCScards.(Note CSCS stopped issuing this card 1st April 2017).

17.0 YELLOW CARDS - CONSTRUCTION SITE VISITOR (Closed 31st August 2020)Thiscardwasavailabletothosevisitingconstructionsitestocarryoutanon-constructionrelated role.CSCSstoppedissuingthiscardfrom1stMarch2020.

18.0 PROFILED ROUTE (Closed 31st March 2016)TheCSCSProfiledRoutewasanindependentlyauditedrouteapplicabletoexperienced:

• ConstructionSiteSupervisors(ContractingorResidential)leadingtoagoldSupervisorscard.• SiteSupervisorsandManagerswithnoconstructionrelatedqualifications.• CardholderswhopreviouslyobtainedtheircardthroughtheProfiledRouteprovidedtheyrenewtheircardwithin6*monthsofexpiryinlinewiththeCSCScardrequirements.

19.0 OVERSEAS QUALIFICATIONS CSCSonlyacceptsqualificationsissuedintheUKandcertainqualificationsissuedintheRepublicofIreland.

20.0 INDUSTRY ACCREDITATION TheCSCSprofiledRoutewasarigorouslyauditedrouteapplicabletotheappropriatelyexperienced SiteSupervisorsandManagerswithoutqualifications.

Notethisroutehasbeenclosedforalloccupationswiththeexceptionofthosevalidcardholders whopreviouslyheldIndustryAccreditationprovidedtheyrenewtheircardwithin6monthsof expiryinlinewiththeCSCScardrequirements.

21.0 CARD RENEWALS 21.1 RenewalLetters

Renewallettersaresenttothecardholder’shomeaddress6monthsbeforetheexpirydateprintedontheircard.

CardholdersmustadvisetheCSCSContactCentreiftheychangeaddressoroccupation.

21.2 Card Renewal PeriodCSCScardscanberenewedbythecardholder6*monthspriorandupto6monthsaftertheexpiry dateprintedontheirexistingcard*.Theexpirydateprintedontheirnewcardwillbe5yearsfrom theexpirydateprintedonthepreviouscard.

CSCScardswillnotbeissuedtoapplicantsiftheyfailtoapplywithinthisperiod.Anew applicationwillhavetobemadetoobtainanotherCSCScard.

Cardsobtainedviaindustryaccreditation,whicharenotrenewedwithintheperiodoutlinedabove, willnotbeabletoreapplyforanewcardviaindustryaccreditation.Applicantswillberequiredto obtaintherelevantqualificationforthetypeofworktheyundertakeonsite.

22.3 EmployerApplicationsEmployerswhowishtoapplyforCSCScardsmustnowcreateanEmployeraccountviaCSCS Online.Youcandothisbyselectingthe‘Employer’checkboxwhenregisteringyouraccount.

Employers,Training ProvidersandThirdpartiescannowprocesssingleapplicationsaswellasmultiple applications,subjecttothefollowingconditions:

• Bulkapplicationsareonlyavailableonline–notviathetelephone• Payment must be made by credit/debit card or CSCS Prepaid Account.• Theindividualemployeesemailaddressesneedtobeprovided(notethisisakeyrequirement

for all applicants)

• Acredit/debitcard(oraPrepaidAccount)topaythe£36applicationfee(percard).

22.4 PhotoRequirements Inmostcases,applicantsarenotrequiredtosubmitaphotographwhenapplyingforaCSCScardas thephotofromtheCITBHealth,SafetyandEnvironmenttestisautomaticallytransferredtoyour application.

IfyouareexemptfromtakingtheCITBHealth,SafetyandEnvironmenttest,thenyouwillneedto submitaphotograph.

23.0 OWNERSHIP AND WITHDRAWAL OF CARDS ACSCScardisthepropertyofthecardholdernamedonthecard,regardlessofwhoappliedorpaid forthecard.ThedataonthecardremainsthepropertyofCSCS.

24.0 UPDATES AND LOST CARDS ItistheresponsibilityofCSCSCardHolderstokeeptheirinformationuptodate.

CardHolderscanchangetheirpersonaldetails,suchastheiraddress,usingtheirCSCSOnline account.Somechangeswillrequiresupportingevidence.

CardHolderscanalsoreplacelostanddamagedCSCScardsthroughtheirCSCSOnlineaccount.

IfaCardHolderachievesanewqualificationand/orchangesoccupation,thentheywillneedto applyforanewCSCScardforthisinformationtodisplayedontheircard. ThecostforissuingareplacementorupdatedCSCScardis£36(inclusiveofVATat20%).

29.0 SMART TECHNOLOGY SmarttechnologyCSCScardsissuedbythemainschemecontainanelectronicchip.Thiscanbe usedtocheckallsitepersonnelholdavalidCSCScardandtheappropriatequalificationsforthejob theyareundertaking.

Theelectronicchipisahighcapacitychipthatcanbeusedformanypurposesbeyondstoring operativequalificationsandtrainingdata,includinglinkswithaccesscontrolsystems,improved managementoftrainingrecordsandlinkstoprojectmanagementsystemsandpayroll.

CSCShasarangeoffreeApps,suchastheOn-SiteTrainingRecorder,whichprovidesaneasy methodforsitesupervisorstorecordwhichworkershaveattendedspecifictrainingsuchastoolbox talksorsiteinductions.Workerswhohaveattendedatrainingsessionon-sitecanbeaddedquickly andsimplytotrainingdatabasesusingtheirCSCSSmartCard.
