Together with the WKF Karate1 World Cup (WWC) it is a series of world class Karate competitions

WELCOME REMARK FROM CHAIRMAN OF THE ORGANIZING COMMITTEE

Dear Ladies and Gentlemen,

Please be informed that the previous Karate 1 - Premier League in Jakarta on June 23 - 24, 2012 ( last year ) was very successful namely attended by 325 participants from 32 countries across the regions. Therefore first of all we would like to say thank you so much and highly appreciated to all participants who had attended in the said previous event.

We would like to invite all of you to participate again in our 2nd Karate 1 - Premier League on June 22 - 23, 2013 in Jakarta-Indonesia, located in Istora Senayan sport hall. We promise to you that this event will be much better than the last year event. Also please be informed, in order to appreciate the winners, as well as encourage to participate in this event, we have increased 50 % of the prize money for all classes, so total prize money increase from EUR 13,200 to EUR 19,800 (increase EUR 6,600 which equals to 50 %).

Same as last year events that in this occasion, we also will organize the International Referee & Judges Seminar led by Mr. Primoz Debenak, Chairman of EKF Referee Council (RC) and WKF RC Member on June 20 - 21, 2013 located in Anggrek Lounge at Istora Senayan sport hall.

Based on last year experience, we would like to remind all of overseas participants to consider our country Visa Regulation as stated on page 16 in this bulletin. So please read it carefully and be prepared your visa in advance.

We look forward to have the kind of opportunity to extend our hospitality to your team, referees and officials attending. Enclosed please find the event schedule, venue, list of hotels for your reference, visa regulation, transportation from airport to hotel and other information.

Our special thanks to Mr. Antonio Espinos, President of WKF and Mr. George Yerolimpos PhD, Secretary General of WKF for their kind attention and support to allow us to continue our 2nd Karate 1 - Premier League on June 22 - 23, 2013 in Istora Sport Hall, Senayan - Jakarta, Indonesia. INTRODUCTION OF WKF KARATE 1 PREMIER LEAGUE

The WKF Karate1 Premier League (WPL) is the prime league event in the world of Karate. Together with the WKF Karate1 World Cup (WWC) it is a series of world class Karate competitions recognized and supported by the World Karate Federation. It is the only series of world class Karate competitions recognized and supported by the World Karate Federation. Its aim is to bring together the best Karate competitors in the world in a series of open championships of unprecedented scale and quality. In addition to the World Championships, which are biennial events, the Karate1 provides a platform for staging world Karate events on a regular basis and thus enhances interest of the public and the media, both nationally and worldwide. For Karate practitioners and enthusiasts around the world Karate1 acts as a source of identification, motivation and inspiration. The hosting countries get the chance to present themselves to a wide audience, while giving their athletes the opportunity of competing at the highest level. And, last but not least, the top Karate athletes of the world obtain an additional platform to compete, improve their skills, attract sponsors and create income. Karate1 events are open for all karatekas worldwide, which - are members of national federations recognized by WKF - have a WKF-ID - have a valid WKF-ID-Card The WKF ID card can directly purchase at the official registration session of each Karate1 event. The medalists in every category receive prize money. Competitors can earn ranking points in every Karate1 event according to the official WKF Karate1 ranking system. The competitor of each category with the highest score at the end of the Karate1 season is called the Grand Winner and receives extra prize money.

REGISTRATION

All competitors, referees, coaches and officials must register online using the online system on http://www.sportdata.org/karate1. In case of any questions concerning the online registration please directly contact the sportdata software team via the email address [email protected]. Clubs / teams / federations are responsible for the quality of the entered registration data. Changes of online registration data are possible until 9th of June 2013. The official registration session will take place Friday, 21st June 2013 from 14:00-20:00 hrs (2-8pm) at the Headquarter Hotel, The Sultan. The address is: Jl. Gatot Subroto, Jakarta 10002, Indonesia. Telp. +62 21 5703600, Fax. +62 21 5733089, Email: [email protected], www.sultanjakarta.com. At registration, accreditation cards will be issued with the participants main data, a photograph and information about registered categories. The accreditation card must be worn at all times during the event. Participation is limited to holders of valid WKF ID cards. Validity of WKF ID cards will be verified during the registration session. The WKF ID card can be purchased at the registration session. Attention: only members of national federations recognized by WKF are admitted to participate. Any athlete not registered by their national federation who wishes to participate in the Premier League event will have to present a relevant letter granting him the authorization by his/her national federation to take part in such event or he/she shall be granted the WKF permission to do so.

RANKING

Competitors can earn ranking points in every Karate1 event according to the official WKF Karate1 ranking system (www.wkf.net). Karate1 WKF Premier League ranking starts new by the first event of a Premier League season. After each WKF Premier League event new ranking lists are issued on this website: www.wkf.net. For each category, the competitor with the highest ranking score will be the grand winner of this category. Grand winners (Karate1 champions) have to participate in 80 % of all Karate1 Premier League events. Grand winners (Karate1 champions) at the end of the WKF Karate1 season receive extra price money. The results of each Karate1 event will also influence the official continuous WKF World Ranking List.

VISA REGULATIONS

The following information are subjected to change without any prior notice. Please check with your nearest Indonesian Embassy for updates before departure.

GENERAL INFORMATION

A. Visas of the Republic of Indonesia:

A Visa of the Republic of Indonesia is issued in the form of a sheet of paper attached

to a passport. The type of visa issued shall be based on the visa application.

A Diplomatic Visa or a Service Visa shall only be issued to the bearer of a Diplomatic

Passport or a Service Passport. Applications for Diplomatic or Service Visas should

be accompanied by diplomatic letters or official letters.

Visa applications may be done by proxy, except for Diplomatic or Service Visa

applications.

A visa application should be submitted to an Embassy or Consular Office of the

Republic of Indonesia or other official designated by Government of the Republic

of Indonesia.

Visas shall be used within 90 (ninety) days, calculated from the date of issuance.

Any foreign national who fails to use a visa within this designated period of time

must submit a re-application for a new visa.

B. Competent Authorities and Officials:

The Immigration Attache at an Embassy or Consular Office of the Republic of

Indonesia or other designated official (hereafter, Visa Officer) is authorized to issue

or reject Diplomatic or Service Visa applications in accordance with the decision of

the Minister of Foreign Affairs.

The Visa Officer is authorized to issue or refuse requests for Transit Visas, Visit

Visas, and Limited Stay Visas in accordance with the decision of the Director

General of Immigration on behalf of the Minister of Justice.

The Director General of Immigration may fully authorize the Visa Officer to issue

or reject applications for Transit Visas or Visit Visas.

The Visa Officer shall have the full authority to grant a visa to a foreign national

who is in possession of a national passport or other valid travel document.

The Visa Officer, upon the approval of the Director General of Immigration, shall

grant a visa to an individual not in possession of a national passport or other travel

document (a stateless person).

Admission to Indonesia remains under the authority of the Immigration Officer at

the port of entry.

For urgent cases, a Transit Visa or a Visit Visa may be issued at an Immigration

Check Point.

C. General Visa Requirements:

Visa applications should be submitted to the Visa Officer after filling out the

required form.

A visa application should be submitted along with the following:

1. a valid passport

2. a round trip or through-ticket to country of destination

3. 2 (two) photographs, size 4 x 6 cm.

4. proof or written guarantee of possession of sufficient funds for living

expenses during entire stay in Indonesia

5. payment of the visa fee.

D. The Approval of Visa Applications:

A visa application shall be approved if the applicant :

1. has fully complied with the requirements

2. has paid the visa fee

3. 2 (two) photographs, size 4 x 6 cm.

4. is not included on the Blacklist

E. The Rejection of Visa Applications:

A visa application shall be rejected if the applicant:

has not fully complied with the requirements

is included on the Blacklist

can be included in any of the following categories, specified in Article 17 of

Immigration Act No. 9/1992, which include any foreign national who:

1. is known to be or suspected of being involved in international crime

syndicate activities

2. has shown a hostile attitude toward the Government of Indonesia, or has

taken actions which demean the name of the people and the country of

Indonesia, in his/her own country or in any other country

3. is suspected of having committed actions in conflict with national security,

public order, the morality, religious values, or the traditions or customs of

the people of Indonesia

4. is under a request for extradition from another country, said person having

tried to escape indictment or the execution of a punishment, having

committed a criminal act which is also punishable according to Indonesian

law

5. has previously been expelled or deported from the territory of Indonesia; or

6. has been found to be suffering from a mental illness or a contagious disease

hazardous to public health

originates from a country which has no diplomatic relations with the Republic of

Indonesia, unless otherwise established by Decision of the Minister of Justice

F. The Finalization Process:

The visa will be stamped or attached in a national passport, or a non-national

passport, or a legal travel document.

All completed, original copies of visa application forms certified by the Visa Officer

will be sent collectively on the same day to the Director General of Immigration.

The number and date of visa issuance will be entered on the visa application form.

The visa shall be signed by the Visa Officer.

The passport with the newly issued visa will be returned applicant.

G. Special Procedure:

Under certain circumstances, visa applications can be arranged for in Indonesia by the

sponsor of the applicant concerned. In such cases, the sponsor should appear in person

at the Head Office of the Directorate General of Immigration to begin the processing

of the visa application as follows:

on behalf of the applicant, fill out and complete all visa requirements according to

the type of visa, which includes a letter from the sponsor stating the purpose of

the visit/invitation and a written statement guaranteeing the sponsor’s taking

responsibility for the applicant during his/her stay in Indonesia;

submit the visa application to the Visa Section of the Directorate of Immigration

Traffic.

In absence of any incriminating factors, the visa authorization for the applicant concerned

shall be cabled, at the expense of the sponsor, to the overseas Visa Officer at the

Indonesian Embassy or Consular Office at the applicant’s place of domicile.

The visa shall then be administered by Visa Officer in the presence of the applicant

concerned.

VISA ON ARRIVAL (VOA)

About Visa on Arrival In conjunction with the revision of the visa policy, the Indonesian

Minister of Justice and Human Rights has issued and signed a revise decree no. M.02-

IZ.01/2007, on 28th May 2007, effective from 5th July 2007, stating that Nationals of the

following countries can now apply for their Transit (7 days maximum stay) and/or Tourist

visa upon arrival at the following Airports/Seaports in Indonesia for a maximum visit of 30

days :

Algeria, Argentine, Australia, Austria, Bahrain, Belgium, Brazil, Bulgaria, Cambodia,

Canada, China, Cyprus, Czech, Denmark, Egypt, Estonia, Fiji, Finland, France, Germany,

Greece, Hungary, Iceland, India, Iran, Ireland, Italy, Japan, Kuwait, Laos, Latvia, Libya,

Liechtenstein, Lithuania, Luxembourg, Maldives, Malta. Mexico, Monaco, Netherland,

New Zealand, Norway, Oman, Panama, Poland, Portugal, Qatar, Romania, Russia, Saudi

Arabia, Slovakia, Slovenia, South Africa, South Korea, Spain, Surinam, Sweden,

Switzerland, Taiwan Territory, Tunisia, United Arab Emirates, United Kingdom, USA.

Please be advised that Visa On Arrival may only be extended upon approval from the

Director General of Immigration of the Republic of Indonesia in case of natural disaster,

illness or accident, but cannot be transferred to another type of visa. Overstay visitors

incur to pay a penalty of US $20 per day/person (for under 60 days stay) while over 60

days stay will be a 5 (five) year prison sentence or a fine of IDR25.000.000 (local currency).

Entry Requirements for Visa On Arrival (VOA)

1. Passport must be valid for a minimum of 6 (six) months as from the date of entry

into Indonesia.

2. Onward or return tickets are compulsory

It is an honor to be the host again for WKF Karate1 Premier League that will be held on 22-23 June 2013. In other to give the best for all participants, below will be some important information may be useful for participants during the time in Indonesia.

ABOUT INDONESIA

Indonesia is an independent republic consisting of more than 17,500 islands spread over 3,400 miles along the Equator. The main islands are Java, Sumatra, Bali, Kalimantan (Borneo), Sulawesi (Celebes), Papua, Halmahera and Seram. The capital city of Jakarta lies in the lowlands of West Java, the most populated island. The country has approximately 245 million people and more than 300 ethnic groups. Indonesia is a developing country with a growing economy, it has many tourist destinations associated with the country’s cultural diversity and natural resources. The following is some useful highlights about Indonesia:

History – The name Indonesia derives from the Latin Indus, meaning "India", and the Greek nesos, meaning "island". The name dates to the 18th century, far predating the formation of independent Indonesia. In 1850, George Earl, an English ethnologist, proposed the terms Indunesians —for the inhabitants of the "Indian Archipelago". As early as the first century BCE Indonesian vessels made trade voyages as far as Africa. Indonesia's strategic sea-lane position fostered inter-island and international trade. For example, trade links with both Indian kingdoms and China were established several centuries BCE. By the time of the Renaissance, the islands of Java and Sumatra had already enjoyed a 1,000-year heritage of advanced

civilization spanning two major empires. During the 7th-14th centuries, the Buddhist kingdom of Srivijaya flourished on Sumatra. At its peak, the Srivijaya Empire reached as far as West Java and the Malay Peninsula. Also by the 14th century, the Hindu Kingdom of Majapahit succeeded in gaining allegiance from most of what is now modern Indonesia and much of the Malay archipelago as well. Islam arrived in Indonesia sometime during the 12th century and, through assimilation, supplanted Hinduism by the end of the 16th century in Java and Sumatra. For most of the colonial period, Dutch control over the archipelago was tenuous outside of coastal strongholds; only in the early 20th century did Dutch dominance extend to what was to become Indonesia's current boundaries. The Japanese invasion and subsequent occupation during World War II ended Dutch rule, and encouraged the previously suppressed Indonesian independence movement. On August 17th,1945, Sukarno, an influential nationalist leader, declared independence and was appointed as the 1st president of Indonesia. Area – Indonesia consists of 17,508 islands, about 6,000 of which are inhabited. These are scattered over both sides of the equator. The five largest islands are Java, Sumatra, Kalimantan (the Indonesian part of Borneo), New Guinea (shared with Papua New Guinea), and Sulawesi. Indonesia shares land borders with Malaysia on the islands of Borneo and Sebatik, Papua New Guinea on the island of New Guinea, and East Timor on the island of Timor. Indonesia also shares borders with Singapore, Malaysia, and the Philippines to the north and Australia to the south across narrow straits of water. The capital, Jakarta, is on Java Island and is the nation's largest city, followed by Surabaya, Bandung, Medan, and Semarang. At 1,919,440 km² (741,050 sq mi), Indonesia is the world's 16th-largest country in terms of land area. Its average population density is 134 people per km² (347 per sq mi), 79th in the world, although Java, the world's most populous island, has a population density of 940 people per km² (2,435 per sq mi). Climate – Lying along the equator, Indonesia has a tropical climate, with two distinct monsoonal wet and dry seasons. Average annual rainfall in the lowlands varies from 1,780–3,175 millimeters (70–125 in), and up to 6,100 millimeters (240 in) in mountainous regions. Mountainous areas—receive the highest rainfall. Humidity is generally high, averaging about 80%. Temperatures vary little throughout the year; the average daily temperature range of Jakarta is 26–30 °C (79–86 °F).

Population and Language – Most Indonesians are descended from Austronesian-speaking peoples whose languages can be traced to Proto Austronesian. The other major grouping are Melanesians, who inhabit eastern Indonesia. There are around 300 distinct native ethnicities in Indonesia, and 742 different languages and dialects. The largest ethnic group is the Javanese, who comprise 42% of the population. The Sundanese, ethnic Malays, and Madurese are the largest non-Javanese groups. Chinese Indonesians comprise 1% of the population. A sense of Indonesian nationhood exists alongside strong regional identities. The official national language, Indonesian, is universally taught in schools, and consequently is spoken by nearly every Indonesian. It was constructed from a lingua franca that

was in wide use throughout the region, and is thus closely related to Malay which is an official language in Malaysia and Brunei. Most Indonesians speak at least one of the several hundred local languages (bahasa daerah), often as their first language. Religion – Religious freedom is stipulated in the Indonesian constitution, while the government officially recognizes six major religions: Islam, Protestantism, Roman Catholicism, Hinduism, Buddhism, and Confucianism. Indonesia is the world's most populous Muslim-majority nation, with 86.1% of Indonesians declared Muslim according to the 2000 census, 8.7% of the population is Christian, 3% are Hindu, and 1.8% Buddhist or other. Time zone – GMT + 7. Electricity – The standard electrical voltage in Indonesia is 220 volts AC, 50Hz. The majority of electrical outlets take rectangular two-pin plugs; adapters are available at shops and supermarkets. Currency – The local currency is the Indonesia Rupiah (IDR), the currency sign is "Rp". The exchange rate of USD 1 is approximately Rp 9,500. All major currencies and travelers' cheques can be exchanged at banks, hotels or moneychangers with handling charges. Credit cards are widely accepted in Indonesia.

SOEKARNO HATTA INTERNATIONAL AIRPORT

Jakarta International Airport (Soekarno-Hatta) is the main airport serving the greater Jakarta area on the island of Java, Indonesia. The airport is named after the first President of Indonesia, Soekarno, and the first vice-president, Mohammad Hatta. The airport is often called Cengkareng by Indonesian. Its IATA code, CGK is originated from the word Cengkareng, a subdistrict located to the northwest of the city. Jakarta International Airport has 150 check-in counters, 30 baggage carousels and 42 gates. Each sub-terminal has 25 check-in counters, 5 baggage carrousels and 7 gates.
