Energy Leader Partnership Overview

In 2013-2014, Southern California Edison (SCE) will continue to offer effective programs and

services to assist local governments in meeting their energy conservation goals.

SCE’s Energy Leader Partnership program joins SCE and local governments, working

together to help cities and counties identify and fulfill Integrated Demand Side Management

(IDSM) opportunities in their facilities and communities.

Partnership Objectives: • Position local government partners as Energy Leaders • Complement local government Sustainability and Energy Action Plans through IDSM

efforts • Align with CPUC local government partnership vision, and California Energy Efficiency

Express Solutions – Achieve Long-Term Energy Savings

• Express Solutions are upgrades of existing equipment to more efficient options

• Available to all business customers, regardless of size or energy usage

• Paid on a per-unit basis, up to 100% of the project’s cost for qualified improvements

• Upgrades include lighting, climate control, office equipment, refrigeration, food-service equipment, and water heating

Lighting

Incentives for upgrading fluorescent lighting with more efficient, lower-watt replacements

Heating & Air Conditioning

Incentives for replacing A/C systems with evaporative coolers – $123 per ton of capacity

Food Service

Up to $1,000 for installing high-efficiency commercial combination ovens

Water Heating

Upgrade from residential-style water heaters to qualifying electric storage water heaters for a $30 incentive

Customized Solutions – Tailored Equipment Upgrades

• Customized Solutions may result in deeper savings and higher incentive payments

• Incentives are based on energy saved over a 12-month period, not to exceed 50% of total project cost

• Energy savings may translate into lower electricity bills

• Available to all business customers, regardless of size or energy use – but typical for mid- to large-sized businesses

• Can be combined with Express Solutions under the scope of a single upgrade project

Savings By Design – Incentives for New Construction Savings By Design encourages high-performance, non-residential building design and construction by providing

financial incentives, detailed analysis, and design support. Reduce operating costs, conserve natural resources, and

improve comfort, health, and productivity for employees or building tenants.

Retro-commissioning – Incentives for Existing Buildings Save up to 15% and receive free consultation services.

Continuous Energy Improvement • A dedicated energy expert will help assess, plan, implement, evaluate, and modify your business' energy strategy at

no cost to you.

• Receive assistance in identifying incentive programs and ways to conserve through operations and maintenance.

• SCE will help build strategies to raise employee awareness, train staff, and pursue branding and certification

programs like ENERGY STAR® and Leadership in Energy and Environmental Design for buildings.

HVAC Optimization Program • Offers a holistic view of your entire HVAC system

• Extract maximum achievable energy savings

• Establish clear goals and performance objectives to help achieve operational benefits through your HVAC system

• Program is based on service and installation work of the highest HVAC industry standard practices, extensive

contractor training and quality control, and comprehensive performance reporting for your business

Direct Install • Free help for small businesses

• SCE sends trained Energy Efficiency (EE) contractors to help identify ways to save electricity from lighting, signage,

refrigeration, and more

• Outdated, inefficient equipment may be replaced free with new energy-efficient models, including free installation

Direct Install energy consultations takes approximately 5 to 10 minutes

Demand Response (DR) Programs

DR programs help businesses save money by being rewarded for reducing energy usage during peak demand

hours. The result is less stress on the grid, environmental benefit, and business energy cost savings.

DR Program Snapshots

Agricultural and Pumping Interruptible (AP-I)

•SCE installs a load control device near the meter or pumping equipment

•During critical demand, the California Independent System Operator (CAISO) notifies SCE to reduce load

•SCE sends a signal to the device and automatically turns off power until critical demand (or test event) ends

•May require manual circuit breaker or pump controller reset to restore power

Automated Demand Response (Auto-DR)

•Auto-DR Express Technology incentives may offset or completely cover purchase and installation costs of qualifying equipment

Earn up to $300 per kilowatt (kW) of pre-calculated DR load reduction, up to a maximum of 100% of investment

•Auto-DR Customized Technology incentives pay up to $300 per kW of verified load reduction, or up to 100% of purchase and installation of

qualifying equipment, whichever is less

Incentives based on measured and verified load reduction from customized energy management configurations

Qualifying equipment and technologies include: thermostats; other devices able to receive Auto-DR signals; load

control software and hardware; wired and wireless controls for lighting, motors, pumps, fans, air compressors, process

equipment, and HVAC

Time-of-Use Base Interruptible Program (TOU-BIP)

• Reduce energy usage during system reliability events

• Choose the amount of energy required for operations, receive advance event notification based on this selection

• SCE provides a Remote Terminal Unit, customer supplies a dedicated telephone line for notification purposes

Events limited to one per day, 10 per calendar month, up to six hours each; maximum 180 hours per calendar

year

• Bill credits based on energy reduction

• Excess energy charges apply for failure to reduce usage during events

Capacity Bidding Program (CBP)

• Earn payments for agreeing to reduce energy use during CBP events

• Make monthly nominations (“bids”) to reduce energy load

• Compensation payments based on actual energy reduction when CBP events are called

• Flexibility to adjust bids and participation preferences monthly

• Select to be notified the day before or day of events

• Determine participation hours per event (1-4 hours, 2-6 hours, 4-8 hours)

• Not required to reduce load for more than 24 hours in any month

Demand Bidding Program (DBP)

• Year-round, flexible, Internet-based bidding program

• Credits for voluntarily reducing power when DBP events are called

• Participate without risk of penalties for submitting a bid and not reducing power

Events may occur any weekday (excluding holidays) between noon and 8:00 p.m.

Place and manage online day-before bids, and monitor events

• Bids may vary by hour for each event, but must be bid for at least two consecutive event hours

Demand Response Contracts

• SCE works with selected DR service providers (or aggregators)

• Helps maintain efficient and reliable energy supply, prevent rotating outages, and avoid the need to build new power

plants – resulting in lower greenhouse gas emissions for Southern California.

Each contractor designs its own DR programs with features that may not be available directly from SCE

• Select an aggregator with services that best meet specific business needs

Summer Advantage Incentive (also known as Critical Peak Pricing, or CPP)

• Save money and help relieve demand by voluntarily reducing energy consumption or shifting to off-peak hours

• When peak demand conditions exist throughout the year, SCE will activate as many as 12 Summer Advantage Incentive

events

• Event hours are 2:00 p.m. through 6:00 p.m.

• During events, energy charges are higher per kilowatt hour (kWh)

• Receive day-ahead event notification, reduce facility power usage the following afternoon to avoid higher energy charges

• Bill protection during the first 12 consecutive months of enrollment – pay no more than you would have on your otherwise-

applicable rate

Summer Discount Plan (SDP)

• Earn bill credits by allowing SCE to remotely turn off (“cycle”) air conditioning as needed

• In effect from June 1 until October 1 each year

SCE provides and installs a cycling device at no charge

• Determine how much credit to receive based on frequency and duration of cycling during SDP events

Real-Time Pricing (RTP)

• Rate schedules with pricing set based on season, temperature, and time of day (except holidays)

• Temperature-based rates are determined by previous day’s high temperatures in downtown L.A. recorded by the

National Weather Service

• Enroll in RTP courtesy alert notifications to help plan and shift energy use to maximize savings

• Learn how to save energy and money through classes, workshops, demonstrations, technical

consultations, and program and rebate information

• Tour the Smart Energy Experience for a first-hand look at the future of EE

• In addition to classes, workshops, demonstrations, technical consultations, and program and

California Solar Initiative (CSI) for Business Photovoltaic Incentives

• CSI offers rebates on qualified equipment and installation

• Net Energy Metering provides credits for the electricity generated by solar systems

• Once the system is installed, receive rebate and bill credits based on the system’s energy generation

How Incentives Work

• Incentives are typically based on actual equipment performance

• The program is administered in “steps” based on total incentive allotment (incentives decrease over time)

• Apply early to maximize savings

• Upon application approval, SCE will reserve your rebates and disburse them after installation is complete

and all required forms and documents are submitted

Eligible Equipment

• SCE business customers with rooftop or lot space and unobstructed sun exposure from 11 a.m. to 6 p.m.

• Follow the CSI application process – in most cases, qualified contractors file reservations and

applications on your behalf

Solar Thermal Rebate for Business

• The CSI Thermal Program offers rebates and tax credits for installing eligible solar water heating systems

• Solar heat is transferred to water, working with your conventional water heater to help it use less energy

• CSI Thermal program rebates can help offset the cost of heating water at your business or multifamily complex

• Rebates help lower the cost of installing electric and propane-displacing solar water heating systems for long-term

energy and cost savings

Rebate amounts are calculated based on the amount of energy the solar water heating system displaces

• Commercial rebates are capped at $250,000 per site for electric and propane-displacing systems

• Rebate amounts decline over time

Eligible Equipment

• Must be new equipment

• Equipment must have a warranty of 10 years or more

Certification

• Residential solar water heating systems must have Solar Rating and Certification Corporation (SRCC) OG-300 SWH

System Certification

• Solar collectors used in multifamily residential, commercial or industrial water heating must have SRCC OG-100 SWH

System Certification

Installation

• Systems must be installed according to manufacturer specifications and all applicable codes and standards

Multifamily Affordable Solar Housing (MASH)

• The MASH program is part of the California Solar Initiative (CSI)

• Offers rebates for installing solar power systems on qualifying multifamily affordable housing

• Helps property owners and tenants save money while having a long-lasting positive impact on the

environment

• Provides fixed, up-front rebates – currently, $1.90 per Watt for a system that offsets common load, $2.80

per Watt for a system that offsets tenant load

• Incentive rates are fixed and will not change without CPUC approval

• Solar contractors typically handle the application process for rebate reservations and interconnecting the

solar generating system to the grid

Financing Options

On-Bill Financing (OBF)

• Helps businesses finance qualifying EE projects

• Qualified applicants repay loans in monthly installments as line item on SCE bills

• OBF funds qualified EE projects for zero interest and no fees

• Helps reduce monthly electricity usage

• Receive financial incentives for installing qualifying EE equipment

Review 2013-2014 program information carefully to understand recent changes designed to:

• Assure alignment with similar programs offered by other California investor-owned utilities, as required

by the California Public Utilities Commission (CPUC)

• Promote cost-effective, comprehensive (multi-end use) projects

• Increase access to a greater number of program participants

• Provide greater assurance that customers (borrowers) fully understand program obligations

Energy Efficiency Rebates and Incentives

Refrigerator Recycling

• SCE provides a $35 rebate when you replace your current refrigerator or freezer with an energy-efficient model and let SCE haul it

away for free.

ENERGY STAR ® Refrigerators

• Upgrade to an energy-efficient refrigerator and save up to $180 per year in energy savings.

• Purchase any qualified ENERGY STAR refrigerator and receive a $35 or $75 rebate.

Pool Pumps and Motors

• Get a $200 rebate when you purchase a qualified pool pump and install it by February 28, 2014.

• Pool contractors and retailers, take advantage of a $100 incentive on top of the $200 incentive customers receive, and apply as a

first-time participant or repeat participant.

ENERGY STAR Lighting

• Save up to $125 on ENERGY STAR qualified lighting – funding is limited, so act fast.

AC Installation and Maintenance

• SCE offers up to $1,100 to help with A/C installation, maintenance, and repair.

Portable ACs

• Purchase and install a qualified Portable air conditioner and collect a $20 rebate.

Whole-House Fans

• Expel hot air from your home and attic with a whole house fan and get a $35 rebate.

Evaporative Coolers

• Install an evaporative cooling system and save up to $400.

Water Heaters

• Take advantage of rebates from $30 up to $200, and save energy throughout the year.

Clothes Washers

• Get a $50 rebate when you buy a qualified EE model.

Energy Upgrade California

Energy Upgrade California is a state-wide program offered by participating utilities

A comprehensive, “whole house” approach to home EE

Offers financial incentives for installing approved home energy upgrades

Maximize long-term energy savings

Basic Upgrade Package – Earn Up to $1,000

Improves home EE by up to 10%. Basic Package options:

• Air sealing

• Attic insulation

• Thermostatic low-flow restrictive valves

• Duct sealing

• Combustion safety test

Advanced Upgrade Package – Earn up to $4,500

Identifies a customized plan to achieve energy reductions of up to 45%. Includes Basic Package upgrades

and at least one of these options:

• Wall insulation

• Heating and cooling equipment

• Radiant barriers

• Energy-efficient windows

• Cool roofs

Save Power Day Incentives

Save Power Days provide incentives for reducing energy usage between 2:00 p.m. and 6:00 p.m., up to 12

days a year, for up to $100* annually in bill credits.

• All customers are automatically enrolled

• Enrollment status can be changed online via My Account

• Limit electricity usage on selected Save Power Days

• Receive day-ahead Save Power Day Incentive Alerts** via your choice of text, phone, or e-mail

• Bill credits are calculated based on average usage from 2:00 p.m. to 6:00 p.m. during your three

highest-usage weekdays out of the last five (excluding holidays and any recent Save Power Days)

compared to electricity usage during the Save Power Day – if the Save Power Day usage is lower,

receive a bill credit of $0.75 per kW reduced

* Savings may vary based on actual usage reductions during Save Power Days and other factors.

** Save Power Day Incentive Alerts is a no cost service; however, if you choose text message alerts, you may be subject to

charges by your wireless carrier.

Residential Summer Discount Plan (SDP)

• Receive up to $200* in bill credits each summer for allowing SCE to remotely turn off your A/C for a limited time

• A/C systems may be turned off for up to 6 hours a day during “energy events” we may call during periods of high

electricity demand, or emergencies

• SCE supplies and installs a device on the home or central-A/C unit to remotely shut it off during energy events

Choose a participation level from four options: Save more with our “standard” option, or choose the flexibility of

our “override” option, which lets you opt out of up to five energy event days a year

• Choose between Maximum Savings (100% cycling) or Maximum Comfort (50% cycling)

Maximum Savings

Cycling: A/C may be shut off for up to

six hours a day

Maximum Comfort

Cycling: A/C may be shut off for 15 minutes

each half hour, for up to six hours a day

Residential and Community Programs

Plug-In Electric Vehicles (PEVs)

PEVs can help benefit the environment. Cars fueled with electricity from the grid can help improve air quality and

reduce harmful greenhouse gas emissions that contribute to climate change.

SCE offers tools and resources for electric car owners, from charging station maps to resources to find vendors and

installers.

Whether the PEV owner lives in a house or a multi-unit complex, SCE is available through every step of the

customer’s PEV journey, to provide education on where to plug in a new electric car, how fast it should charge, and

whether it will need equipment installed or wiring upgrades

We will also work with PEV owners to provide an understanding of special EV rates available to help maximize the

benefits of PEV ownership.

Income-Qualified Programs

California Alternate Rates for Energy (CARE) and Family Electric Rate Assistance (FERA) Programs

Residents having trouble making ends meet may be eligible for a rate program that could help save 20% or more on

electricity bills. SCE offers the CARE and FERA programs to provide our income-qualified customers with much-

needed bill relief.

Energy Assistance Fund

Today’s tough economic times have hit Californians hard. Many of our neighbors need help paying their energy bills –

especially seniors and families with children. The United Way and SCE work together to provide up to $100 per 12-

month period to qualified customers struggling to pay their electricity bills.

Energy Savings Assistance Program

Income-qualified customers can receive free appliances* and installation of EE refrigerators, air conditioners and

more, as well as home EE solutions like weatherization, to help save energy and money every day.

Medical Baseline

Residents with medical conditions requiring electricity-powered life support equipment may be eligible to receive an

additional year-round baseline allocation of 16.5 kWh per day, in addition to applicable seasonal baseline and regional

baseline. Qualified residents may apply for additional kWh in hardship cases. Doctor certification is required.

*A co-payment may be required in some instances.
