• Vision: To build an Antarctic Data Management System capable of supporting SCAR science ( i.e. an interoperable data infrastructure).

DIMS

• Calls for SCAR to develop a data policy.• Suggests SCAR should seek partnerships

with other groups pursuing similar goals (WMO, WDS, IASC, IOC).

• Better education of funding sources about DM requirements.

• Better education of SCAR scientists about DM as an integral component of doing science.

SCAR Data Policy (IP4c)

• Why have one ?– No real guidance to existing or new members

about data handling and access expectations.– Reliance on Article iii.1.c. of Treaty.– Norms of behaviour should be codified for clarity.

• Key principles:– Data should be available fully, freely, openly

and on the shortest feasible time-scales (from SCAR endorsed projects).

SCAR Data Policy (IP4c)• Key principles cont.:

– All data should be adequately described by metadata sufficient to permit data re-use and establishment of a dataset’s fitness for purpose.

– These metadata, as a minimum will be registered in the Antarctic Master Directory (i.e. the community metadata system).

– It is the responsibility of SCAR projects to ensure that data is deposited in a suitable repository for long-term preservation purposes.

• Key principles cont.:– SCAR members urged to establish National

Antarctic Data Centres or assign role to an existing (appropriate) institution.

– Policy sets out roles of an NADC and a minimum set of capabilities.

– Representatives nominated for SCADM ideally should come from an NADC.

– Data management plans should be prepared at the SCAR project planning phase.

The PIC has four components: (1) badged data; (2) community agreed norms for data use; (3) cloud data storage for orphan datasets; (4) managed repository network.

DIMS Implementation Plan

Task 3.1Australia has already badged some data as belonging to the PIC. Netherlands, Norway and NZ will badge data. GCMD has provided a mechanism for badging via their DocBuilder (metadata writing tool)

Task 3.2Australia has developed a prototype cloud-based archive/storage service for data that has no obvious home.

Task 3.3On hold until we can see how go with creating an interoperable SCAR Repository network (Project 1).

Issues• Success of DIMS is highly correlated with extent

of member commitments to Plan’s resourcing.

• Taken 12 months to get commitment beyond the usual couple of SCAR members. Still to be seen what enthusiasm will ensue post these SCAR face-to-face meetings.

• Need a sustainable participation model. If members aren’t inclined to resource the Plan – should we reconsider role and function of SCADM ?.

• Delegates to note development of SCAR Data and Information Strategy.
