What is SCADA?
• SCADA (Supervisory Control and Data Acquisition) is a software platform for process control and gathering real-time data from remote devices (i.e., RTUs) in order to control LCEC’s electric grid.
• Remote Terminal Units (RTUs) are the computers in substations and on poles that have a direct connection with various sensors, switches, and circuit breakers within the grid control environment.
• SCADA compiles the data collected from remote devices and displays it in a logical and graphical format to enable System Operators to make informed decisions operating the electric grid. The SCADA system can also be programmed to perform various levels of automatic control.
• SCADA is integral to maintaining the reliability of the electric grid by preemptively identifying potential problems and enabling quick restoration of outages through grid reconfiguration.
• The monitoring and control capabilities of SCADA also enable efficient and cost-effective operation of the electric grid.

Background
• Existing system is 30+ years old.
• *
• Although state-of-the-art when deployed, features/technology has passed it by.
• It utilizes a proprietary code, making it difficult to upgrade, interface with other platforms, and/or enhance.

Project – Evaluation Phase
• In 2016 LCEC identified the replacement of our SCADA system as an integral part of the Business Enhancement and System Transformation (BEST) technology roadmap.
• With the assistance of PSE Consultants, LCEC identified SCADA/ADMS business needs, developed RFI specifications, and analyzed vendor RFI responses.
• The two SCADA vendors (* and *) that best matched LCEC's requirements and provided the greatest value presented an onsite demonstration to LCEC's key stakeholders.
• Following the presentations, management and the key stakeholders selected * as the vendor of choice.
