AIBOC, during the working committee meeting held on 23/6/2014 at Mumbai decided to form a joint forum of AIPEF, NCOA AND SNEA/MEA and held a 2 day workshop on the State of the Economy at New Delhi on 16th and th 17 August 2014. Our Circle Association has once again took the lead as it has done often under the leadership of our General Secretary, who has been chosen as the convenor of the Joint Forum of Officers' Organisations of Public Sector Undertakings in Tamil Nadu and organised the first seminar under th th the aegis of AIBOC, outside Delhi on 4 & 5 October, 2014. held across the country to reiterate the urgent need to organize as a forum.

Our General Secretary, in his presidential address congratulated the members for their tremendous response in spite of the intervening holidays. He said that, Public Sector Undertakings have played a very crucial role in the development of the country and its industrial growth since the nationalisation of Banks in 1969. The banks have implemented several schemes for all the sectors viz. Agriculture, Small Business, Small and Medium Enterprises and Individuals. It has transformed the way banking is done and has brought banking services and finance to the common man all over the country. It has also played a vital role in poverty alleviation with it's wide reach in the remote rural areas.

“Now, we have opened 5.3 crore accounts at the call of our Prime Minister under his “JanDhan Yojana” scheme. While the PSBs have taken the initiative, the private sector banks have shied away from their responsibility. We have a vision for our public and Government. We also face many challenges from the Government and have many problems and demands. Now our salary is comparatively lower than many others. Our working conditions need to be changed. Five days work in a week is being followed everywhere except in the Banking Industry”, he said.

Shri S. Gurumurthy, in his address said that there have been a lot of changes in religon, language, culture, public life, politics etc. especially in the last 25 years after liberalisation and globalisation. In 2008, when there was an economic crisis all over the world India was not affected due to the economic regulations in place. In 2001, World Bank recommended full convertibility in the current account. If the full convertibility advocated by the then Finance Minister Mr. P. Chidambaram been allowed then, our Indian Economy would have collapsed by now.

“In India, Banks are trusted which puts a very big responsibility on your shoulders. Private sector employment is up only by 3.75 million, despite all the hype, investments and the liberal tax concessions offered to them. Public Sector Banks

Despite this f a c t , t h e proposals and suggestions given by the PSUs to the Government on economic p o l i c y matters are n o t appreciated by the Government as well as by the people. The achievements of the Public Sector have to be communicated to the people to make them aware of their vital role. It has to be done by the employees of the public sector to remove the ignorance of public in general and government in particular. The strength of PSBs are that, it is human based and relationship based banking system”, he further added.

He went onto add various statistics to strengthen his argument, why PSUs are the backbone of this country. He informed that the “Indian Railway is almost transporting the whole of Australia every day – yes they are transporting 2.3 crore people every day. In 1950 the share of Railway transport was 90% where as today, it is only 36%, but it is still cheaper than road transport. There are 2.7 lakh Post Offices across the country giving best service at a very cheap rate than Private Couriers. They render variety of s e r v i c e s i n c l u d i n g M o n e y O r d e r s , S a v i n g s Schemes etc. Public Sector Banks have opened 7.5 c r o r e a c c o u n t s ac ros s t he country at the

call of our Prime Minister. Share of deposits by all Banks and Financial institution in 2014 is 73.8 %, out of which 66% is held by Public Sector Banks. So far, during 2014 alone,11.5 crore additional deposit accounts have been mobilised by PSBs”.

Replying to questions raised at the seminar, he said that Basel III norms are not required for Indian Banks. It is required for merchant Banks that function in the west. One of the strengths of Indian Banking System is that it is 70 to 80% insulated from world economy. As for merger and amalgamation of Banks, he said that a general opinion cannot be given as it should be done on a case to case basis. Indian economy is rainbow in character. Banks, money-lenders, Societies, NBFCs and Postal system relate to India. Having only Large banks will be a disaster for India.

Com. Manimaran thanked the Chief Guest for mesmerising the audience with his thought provoking speech. He also thanked the Chief Guest as he is the only economist who has constantly been advocating Public Sector undertakings and for his coming out openly against BASEL III norms and merger of Banks.

The Next day, despite the intermittent rains, the seminar was held at the SBOA School & junior College Auditorium at 10 a.m. It was attended by the leaders of the participating PSUs as well by other prominent luminaries. The following speakers have participated and have spoken on different topics .

Dr.Venkatesh Athreya, Economist f rom M.S.Swaminathan Research Foundation spoke about the State of the Economy in National and International Context. Com.K.Ashok Rao, President, NCOA put forth “10 Vital points on the Public Sector Undertakings and it's relevance. The policy of privatisation of profits and nationalisation of losses has to be defeated only if the PSU employees unite together, he said. Dr.Arunachala Ramanan, General Manager of Reserve Bank of India has detailed the role played by RBI in saving the Indian Economy from the onslaught of Globalisation.

Com.M.Y.Jothi Muhammed, Neyveli Lignite Corporation and NCOA narrated how the Coal

Sector played an important role in nation b u i l d i n g . C o m . S e b a s t i a n , G e n e r a l Secretary of S N E A h a s narrated the s p r e a d o f Communication across the country and it's pivotal role in nation building. He narrated how BSNL was deprived of license and permission to import machineries when private sector was luring and snatching customers away from B SNL by their networking across the country with imported state of the art machineries. Com.K.Apparsamy, President of TNEB put forth facts and figures to underline, how the power sector shaped the nation's fortune and how Government strangulates power producing PSUs by asking them to stop production so that power produced by private sector could be purchased and put to use. Governments of the days play a vital role in making PSUs as lame ducks.

Com.K.Anandakumar, Senior Vice President of AIBOC spoke about the much awaited Wage Revision in the banking sector. He explained in detail the nitty-gritty of the negotiations and chided the callous attitude of the IBA in finalising the wage revision. He exhorted the bankmen to be prepared for a long drawn out struggle to achieve justice. FESTIVAL OF SPORTS; UNITY THROUGH SPORTS

The month of October brings in a salubrious climate in an otherwise sun drenched part of this southern

peninsula. Along with it comes an array of festivals of all religions. The entire atmosphere wears a colourful

look and there is action which reverberates with festive joy. The Association has chosen to celebrate this

festive occasion with sports to involve all sections of the members to bring unity.

thThis year, we are conducting this sports festival for the 24 year in succession. It has been decided that like

ththe previous years, all the matches will be played on Sundays commencing from 14 September 2014. Like

every year, Sportsmen members of our Bank, will be spread equally to each Zone to make the events more

competitive and interesting. It has been decided to rotate the sportsmen comrades from the zone they

represented last year to a new zone.

TEAM II: Zone – II of Chennai 1

TEAM III: Zone – III of Chennai 1;

TEAM IV: Chennai- 2 and Vellore, Kanchipuram,

The Chief Guest of the inaugural function was Shri A. Sivaraman, a prominent, a former International volleyball player of our country. He represented the Country in Asian Championships from 1986 to 1994. He was honoured with the “Mamallan” award by the Government of Tamil Nadu. The chief guest was overwhelmed by our love and affection in recognizing sportsmen who have contributed to the mite and appreciated our Association for conducting the sports meet every year.

OUR ELDERS; OUR IDOLSThe Association takes pride in celebrating the Elders as our Idols as it is their sacrifice and vision that has brought us glory and laurels in our life and vocation. Every year, we celebrate the “Elders Day” in which health specialists conduct Medical Camps, prominent speakers address their issues and also provide them an opportunity to meet their old friends.

thOn 19 October, 2014, The “Elders Meet” was celebrated at the SBOA Junior College Auditorium. The elders were welcomed by an array of dance sequences choreographed by our school staff and performed by our school students. It was a show of colour, youth and energy in it's glory.Com.A.V.Joseph, Regional Secretary of Chennai I Module welcomed them with folded hands and saluted them for their valour and sacrifice. Our President Com.A.Krishnan lauded them for their contribution to the welfare of our members over the years. He also assured them that the residual issues in pension will be resolved during the impending wage revision.

The Chief Guest Dr.Sanjay Udip, hailing from a family of doctors and a Senior Consultant in ENT medicine addressed the gathering. He suggested the gathering to relive their ever green days. He stated that old age is not a disease but only a phase in the life of a human. We should be able to cope up with the change in physical and psychological characteristics of old age. He went on to explain the various problems connected with Ear and Nose and their remedies. He also responded to various queries raised by the participants. Our General Secretary Com.Thomas Franco Rajendra Dev was all praise for their contribution to the Association. He also assured them that he as a member of the AIBOC negotiating committee of Wage negotiations would be taking up the long pending Pension Issue. Xth BIPARTITE WAGE REVISION – TOWARDS STRUGGLESThe ongoing Xth Bipartite wage revision between various unions/associations representing the banking work force and the IBA, representing the member banks has ended in a stalemate. Although the charter of demands were submitted long back immediately before the expiry of the current wage structure in October 2012, the IBA has chosen to soft pedal the issue and has not so far conducted the negotiations in a meaningful manner, though several rounds of discussions have taken place. The couple of items, the two sides agreed on was the date of implementation of the settlement as 01.11.2012 and the merger of DA at September, 2012 level. The wage demands submitted by the UFBU representing the entire banking workforce have demanded an increase of 25% over the current pay slip and implementation of Five Day Week in the banking industry. The percentage was arrived at after taking into account the revision of wages for the Central and State Government employees by the VIth pay commission implemented w.e.f.01.04.2006 for a period of 10 years. The irony is that when wage revision across various industries is negotiated and agreed upon by the management and representing trade unions, the revision for the Government employees is entrusted to a commission which always give their employees a better deal than those who labour hard at other industries. The various trade unions representing the government employees submit their demands to the

We have five subsidiary banks, seven foreign, eleven non-banking and seven joint ventures.

In Deposits we grew by 15.94 per cent to Rs 13,94,409 crore and surpassed the industry growth rate of 14.1 per cent in 2013-14.

Our market share is 16.57 percent which is better than the 16.46 percent of the previous year.

In Credit, we surpassed the 13.9 per cent of the industry growth rate. Our total credits stood at Rs 12,45,122 crore.

Our market share of credits is 16.65 per cent. Our operating profit stood at Rs 21,326 crore We opened 4.21 crore new savings bank accounts and 2.69 crore

Current Account in 2013-14. Our capital adequacy ratio stood at 12.44 per cent (RBI's floor is 9

per cent), with tier-1 capital at 9.72 per cent and tier-2 at 2.72 per cent.

Government has approved a proposal that will ensure a minimum tenure of four to five years for the next chiefs of our Bank.

Classes for Banking Recruitment Examinations(SBI, RBI, IBPS and other Banks)

Eligibility Anybody who is eligible to write Banking Recruitment Examinations (POs or Clerical)

Details The classes will be conducted two classes in a week i.e.

Every Sunday from 9.00 am to 12.00 noon &1.00 pm to 4.00 pm.

at the above address. Classes will be conducted on continuous basis and students can joint at any time.

Subjects (a) Quantitative Aptitude, (b) Logical Reasoning, (c) English (d) General Knowledge (with special reference to Banking Industry)

Fees Rs.6,000/- (Rupees Six Thousand only) - Student can attend class until they get the

bank job.

Materials Materials will be supplied by the Institute. Materials will be given only from the date of joining the courses.

Mock Classes for interview will be conductedInterview separately on Saturdays from 2 pm to 5 pm .

The Silver Jubilee Conference of our mighty organization is going to be held at Coimbatore in this Golden Jubilee Year

th thon 15 & 16 of November, 2014. The preparations are in full swing. Our Coimbatore comrades are working Day and Night to make it a memorable event. We appeal to each one of you personally to come to Coimbatore and participate in the general body. Your valuable inputs will make way for charting the future course of our organisation.

Comrades, we have been forced by IBA to announce the strike by the “United Forum of Bank Unions” as no settlement could be arrived at even after two years of submission of the “Charter of Demands”. Kindly, follow the agitation programmes already announced with full involvement. We have decided that “we will work in time”. Please leave the office by 5:30 p.m. and make your family members happy. Let us enjoy the holidays peacefully with our beloved ones.

Our forefathers launched an agitation for regulated working hours in the year 1967. The struggle still continues. Let us follow our own working hours. We have pointed out to the Circle Management and the Federation, the acute shortage of officers, because of which availing leave had become a Himalayan task. Our Circle Management has also been taking up the issue with the Corporate Centre. But unfortunately, an additional JMG recruitment test, which should have been conducted along with the Scale II and III promotion tests, has not happened. The conversion of specialists into generalists has also not happened. Unless a special promotion drive is undertaken, our difficulties will only continue. We have been giving our Blood and Soul to the mighty organisation, State Bank of India. But, if the top management does not reciprocate, we cannot continue with our sufferings. So, let us follow our own regulated working hours which is to be provided under the International Labour Conventions and Human Rights Convention.

The most successful re-organisation in our bank was done as per the suggestions of Indian Institute of Management, Ahmedabad. But, today, unfortunately for our every change, we are looking towards the west and the multinational companies, who were responsible for many failures. Today, we are being guided by Mckinsey, Boston Group and PC Waterhouse. The last dose of reorganisation done as per the recommendations of Mckinsey had it's pitfalls and we had to do lot of course correction. Let us learn from our mistakes.

Comrades, in this Golden Jubilee Year, let us discuss, debate and prepare a road map for the future of the Organisation, the Banking Industry and the Nation. Come to Coimbatore; Let us together create history.
