1. TheReserveBankofIndia(RBI)issueddraftguidelinesforimplementationofBharatBillPaymentSystem(BPPS),
an'anytimeanywhere'billpaymentsystem:TheG.PadmanabhanCommitteewasformedbyRBItostudytheFeasibilityofImplementationofGIRObasedPaymentSystemsanticipatedthataround30800millionbillsamountingtomorethan600000crorerupeesarepaideachyearin20Indiancities.Note:i.BharatBillPaymentSystemisintendedfortheimplementationofaunifiedbillpaymentsystemacrossthecountry.Thisintegratedbillpaymentsystemwillcompriseoftwoentities:i.EntityoperatingatBharatBillPaymentSystem(BBPS)willbesettingupthestandardsrelatedtopayments,clearanceandsettlementprocessii.SecondentitywouldbeBharatBillPaymentOperatingUnits(BBPOUs).ItwillbecarryingouttheoperationsinadherencetothestandardsfixedbyBBPS.iii.Authorisedentitiessuchasagents,banks,serviceproviders,paymentgatewayswouldbetheparticipantsattheBharatBillPaymentSystem.
2. ReserveBankofIndia(RBI)recentlyissueddraftguidelinesfortwonewcategoriesofbankssmallandpaymentsandstatesthatthesecanimprovefinancialinclusion.Note:i.TheideaofpaymentsbankswasfirstproposedbytheNachiketMorcommitteeonfinancialinclusion.ii.TheminimumpaidupcapitalrequirementofbothpaymentsbanksandsmallbanksisRs.100crore.Thepaymentsbankwillhavetoinvestingovernmentsecuritieswithamaturityofuptooneyear.ImportantPoints:i.Smallbankswillofferbothdepositsaswellasloanproducts.

ii.Paymentsbankswillbeusedonlyfortransactionpurposesandfordeposits.Unlikesmallbanks,paymentsbankscantlendmoneytopeople.iii.PaymentsBankscannotsetupsubsidiariestoundertakeNBFCbusiness.iv.Hence,paymentsbankswillofferonlyalimitedrangeofproductssuchasacceptanceofdemanddepositsandremittanceoffunds.v.Thoseeligibletosetupasmallbankincluderesidentindividualswith10yearsofexperienceinbankingandfinance,companiesandsocieties,NBFCs,microfinanceinstitutionsandlocalareabanks.v.Oftheminimumcapital,theguidelinessaid,thepromoters'initialminimumcontributionwillbeatleast40percent,tobelockedinforaperiodoffiveyears.

RBItightenedtheNormsforassetreconstructioncompanies(ARC)toimprovedisciplineandbringabouttransparencyinthesaleandpurchaseofbadloans.Note:Now,assetreconstructioncompanies(ARCs)willhavetopayupfront15percentofthebidvalueofnonperformingloans,againstfivepercentearlier.ii.RBIsaidARCswouldgetuptosixmonthstoplanrecoveriesfromthenonperformingassetsacquired.Currently,ARCsgetaboutayearforthis.

7. TheReserveBankofIndiahasinkedamemorandumofunderstanding(MoU)withtheMonetaryAuthorityofHongKongforexchangeofsupervisoryinformation.
8. RBIhasallowedNonBankingFinancialCompanies(NBFCs)toaccepteKYCserviceasavalidprocesstoverifyidentityandaddressproofofcustomerstoreduceriskoffraudandforgery.
9. RBIpermitsNBFCstoworkasBusinessCorrespondentsofbanks:Withaviewtoachievefinancialinclusion,theReserveBankofIndiahasallowedNonBankingFinanceCompaniestooperateasBusinessCorrespondents(BCs)ofbanks,permittingthemtoofferlimitedservices.BankswillbeallowedtoworkwithnondeposittakingNBFCsasBCs.Note:TheRBItookintoaccountrecommendationsofNachiketMorCommitteewhilereviewingtheexistingguidelinesontheappointmentofBCs.
