CCC Staff report has repeated a myth put forth by the APCD.

The myth: OHV disturbs a natural crust, which then allows sand/dust to blow.

The California Geological Society has Stated:

“In the most basic of ways, the coastal dunes of southern San Luis Obispo County differ from the Owens Lake playa because they are dunes, not a dry lake, and because they are on the coast, not the high desert. And there is no stabilizing crust in the dunes south of the SVRA that is comparable to the salt flats of the Owens Lake playa. There is no stabilizing crust at all. The authors mistakenly identify dune laminae as a stabilizing crust.” (emphasis added)

Resolution No. 2014-101 Page 5, subparagraph C;

“The project is located in an area identified bv APCD in the 2012-2013 South County Forecast Zone Map that could potentially experience higher than background particulate levels but is located in the least severe of the three areas identified by APCD. Based upon that evidence as well as extensive APCD investigation and conclusions, the level of particulate matter in the project area does not rise to a level of a significant health concern to sensitive groups. “ (emphasis added)

April 2014 local resident appealed the Cypress Ridge development, raising concerns about further construction downwind of the SVRA. Resolution No. 2014-101 from the APCD authorized continue development as documented the following:.

In Conclusion:•Wind blows and sand moves, the way it has for 1,000’s of years. • There is no sand crust • OHV recreation does not make the sand blow any

easier. (as shown in the movie)

•APCD concludes that the dust coming from the dunes does not pose a significant health risk. (per APCD resolution)

•The Oceano Dunes SVRA needs to be restored to balance, return the SVRA to it’s original size.
