Dear Friends in Karate,
Karate Manitoba welcomes you to the Annual Manitoba Provincial Open 2018 to be held on
Saturday, May 26th, 2018, at Glenlawn Collegiate Institute, 770 St. Mary’s Road, Winnipeg.
This Premier Karate Tournament is the Official Provincial Qualifier, sanctioned and recognized
by the recognized sport governing body Karate Manitoba, Sport Manitoba and the National Sport
Governing body, Karate Canada, officially representing Karate at the 2020 Olympics. This
regional competition is open to all styles, ages, and levels of Karate. There will be recreational
and competitive divisions in individual and team kata and kumite.
The 2018 Manitoba Provincial Open follows the National Sport governing body (Karate
Canada) competition format with WKF (World Karate Federation) modified rules. This event is
a dynamic display of sportsmanship, competition, friendship and respect in the true spirit of
karate.
We ask all Clubs/competitors to ensure the following is included in registration: 1) Registration is accepted ONLINE ONLY at Sportdata.org (instructions included in this package) 2) After online registration is completed, each club will complete and submit paper copies of (1)
Summary Participation Form per club, filled out and signed by each Club Coach/Head Instructor & Medical Release forms for each participant.
3) The application deadline is Saturday, May 19th, 2018.

Medical and Waiver forms: Each competitor must submit a completed and signed Waiver and
Medical Form in order to be eligible to take part in the Provincial
Open.
*Karate Manitoba reserves the right to make changes to any
divisions as necessary.
REGISTRATION ON SPORTDATA
For the individual or team registrations, PROCEED IN THE FOLLOWING WAY:
1. Go on the site of SPORTDATA: https://www.sportdata.org/. 2. Among the choice of martial arts appearing in the list, select the KARATE logo . 3. Click on "Login" to create an account for yourself (or your team), if you do not already have
one. 4. In the section "connection club / team ", write your username and password, if you
already have an account OR, at the bottom of the window, click on "create a new account. 5. Fill the fields marked with an asterisk, check the box of “acceptance of the conditions” and
click the tab "send". 6. As soon as you will receive a confirmation by e-mail of the opening of your account, you
can start registering your athletes. You can make one or several registrations at the same time.
7. When your account is activated, (or already created), click on the tab « login » and in the section « club / team login », indicate your username and password being aware that they are case-sensitive (upper case and lower case).
8. At the top of the page, click on the tab “All events” .
Select « Manitoba Open Provincial 2018 » to register for the tournament
9. Click on the tab « Registration » . 10. By using the following menu,

register your athletes, coaches and referees. 11. To add an athlete not showing in the unfolding menu, click on « create/edit a competitor ». 12. For an athlete not showing in the list, click on the tab “Add new competitor ».

a. First name

14. When you have registered all your athletes and categories for each of them, click on the tab « My current entries/Payment ».
If you wish to delete a registration, you can proceed by clicking on the tab « My current Entries
/Payment ». Click on the figure indicating the number of your athletes already registered and
after, click on the trash can appearing at the right hand side of the name to be deleted. You will
receive a message to confirm this action (YES or NO). Click on the appropriate tab.
PAYMENT OF REGISTRATION FEES:
Once you have entered your club’s entries, SportData will provide you with a total, payable to
‘Karate Manitoba.’

2018 Manitoba Provincial
Open Championships
Version 1.0 Revised August 1st, 2017
Article 1 - Kumite Competition Area
1.1 The mats will be 1m x 1m, 1 inch thick, interlocking, and need not be WKF approved.
1.2 Ring sizes are 10 x 10 as set out in WKF Rules – BUT this size is a guideline and
dimensions may differ upon the discretion of the tournament director / committee.
Article 2 - Official Dress
2.1 Referees and Judges should wear the official uniform designated by the Officials
Committee. The Referees and Judges may remove their jackets at the discretion of the
Officials Committee.
2.2 Gi emblems
All athletes will wear a standard karate gi with reasonable emblems and markings.
Sponsors, advertising and stripes on gi are acceptable.
2.3 Coaches
Coaches shall wear a track suit or karate gi and shall display their official identification.
2.4 Body Protector / Chest Protector
The use of WKF style body protectors and chest protector is recommended but optional.
2.5 Face Masks
The use of facemasks is prohibited.
2.6 Glasses
To ensure the safety of the competitors, glasses are not allowed during kumite bouts.
Regular glasses may be worn during kata competition.
2.7 Groin protection is mandatory for all male kumite competitors 12 years of age and up.
2.8 Gum shield is compulsory for kumite competitors at all levels except flag kumite
competition.
2.9 Gloves / fist protectors must be foam filled and vinyl covered WKF style. Cloth or leather
gloves are not permitted.
2.10 The use of WKF style shin/instep pads is mandatory for competitors ages 12 and up.
2.11 Religious Head Covering
Competitors may wear religious head coverings if approved by the Chief Official. A
letter of request must be signed by the competitor or their parent/guardian if the
competitor is younger than 18 years of age and submitted by the tournament registration
deadline.
Article 3 - Organization of Kumite and Kata Competitions
3.1 Competition divisions, draws and elimination systems (e.g.: single, double, repechage)
will be determined by the Tournament Commissioner.
3.2 There is no limit to the number of competitors per dojo.
3.3 Brown and black belt kata division cannot repeat a previously performed kata, except
during medal rounds where a kata from a previous round may be repeated.
3.4 Green and purple belts must alternate between at least 2 katas, one in each alternate
round, but may repeat a previously performed kata during medal rounds.
3.5 White, Yellow and orange belts may repeat the same kata in each round.
3.6 Kata competitors under the age of 12 years will perform their kata at the same time.
Ages 12 years and up will perform individually.
3.7 Duration of kumite matches for competitors:
Under the age 12 will be 1 minute and 30 seconds (1:30 running time);
Over the age of 12 yrs. kyu belts kumite matches will be 2 minutes (stop time) and in the
event of a tie the judges and referee will decide the winner via a show of flags (Hantei);
Black belt kumite matches will be 2 minutes (stop time), and in the event of a tie, an extra
bout will ensue with a duration time of 30 seconds.
3.8 Legal and controlled take-downs will be allowed for competitors 12 years and up.
A double elimination format will be used in individual kumite divisions ages 12 and up.
Article 8 - Prohibited behaviour
8.1 Prohibited take down
Kani waza (scissor takedown) is considered a dangerous takedown and is prohibited.
8.2 Disruptive / Disrespectful coaches and team members The members of the Officials Committee and Referee Panel are empowered by the rules to impose appropriate penalties upon athletes to control disruptive and disrespectful behaviour of coaches and team members, or delegations.
8.3 No contact to the head, face, or neck, is allowed with hand techniques for competitors
under 18 years of age. Any contact, no matter how light, will be penalized. Jodan kicks
may make the lightest touch (“skin touch”) and still score. Any more than a skin touch
will require a warning or penalty.
If an athlete displays excessive force or aggressive behaviour, the competitor will be deemed
disqualified from the match. The Karate Manitoba Board of Directors may meet to hand out
further disciplinary action.
Article 11 - Official protest
11.1 If an administrative error has occurred, the competitor's coach/instructor should signal the
error immediately to the centre referee and/or match supervisor.
11.2 Protests will not be allowed after a kumite bout is concluded.
Article 12 - Powers and duties
12.3 Officials Committee
Members of the Officials Committee may assume the roles of Tatami Managers, Match
Supervisors, Referees and Judges.
Scorekeeper / Timekeeper
• Scorekeeper will announce the names of the competitors as they come up;
• Scorekeepers will advise the officials when it is a medal round;
• Scorekeeper will announce the winner Aka (Red) or Ao (Blue);
• Under the age of 12 yrs. matches will be 1 minute and 30 seconds (running time);
• Over the age of 12 yrs. Kyu belt matches will be 2 minutes (stop time), and in the event of a tie
the judges and referee will decide the winner via a show of flags (Hantei);
• Black Belt kumite matches will be 2 minutes (stop time), and in the event of a tie, an extra
bout will ensue with a duration time of 30 seconds;
• When center referee calls “Yame” (stop) the clock is stopped;
• When center referee re-starts the match – start the clock;
• Scorekeeper is to announce when 10 seconds remain in the match.

Annex 1:
All Karate Competitors must submit the following documents to be eligible to compete in the 2018 Manitoba Open 1. Waiver and Release Agreement
2. A Medical Report comprised of a Medical History completed by the competitor and a Medical Examination to be
completed by a licensed physician. If all the answers related to the Medical History are “NO”, then the Medical
Examination is not required. Note: Medical examination reports are not required for Kata only competitors.
3. All Medical Reports must be submitted at the time of registration to the Tournament Director.
All competitors should be aware of the following:
1. Competitors will not wear bandages, padding or supports during Kumite matches unless approved by the referee in consultation with the tournament medical staff.
2. Competitor injured during a match and declared unfit to fight by the tournament medical staff will not be eligible to further compete in the competition.
3. All fingers and toenails must be kept short. 4. Competitors will not wear metallic or other objects which may injure an opponent. 5. Competitors are advised to see their regular physician following competition for follow-up examination of any
injuries suffered during the competition. Note: The full extent of some injuries may not manifest themselves until sometime following the injury, e.g. abdominal or head injuries.
Acknowledgement
I UNDERSTAND AND AGREE that my signing of this document constitutes that:
1. I am registering willingly and participating voluntarily in the Open Provincial Tournament competition. 2. I am physically, emotionally and mentally able to participate in the Open Provincial Tournament competition. 3. I have expressly disclosed all illness, injuries, ailments, symptoms and/or medical conditions of any kinds
whatsoever suffered or sustained as requested in the Medical Report. 4. I agree to consult my regular doctor should such an examination be requested by the tournament medical
staff. 5. I agree that there are risks as described in the Waiver and Release Agreement and will be exposed to these
risks and hazards. 6. I agree to accept all these risks and hazards and be responsible for any injury or other loss which I might
receive while participating in the Open Provincial Tournament competition. 7. By participating in Karate Manitoba’s activities, I hereby consent to having any picture or video image taken of
me during any activity in any edited material used for Karate Manitoba’s promotional activities, web site and souvenir videos. I also accept that Karate Manitoba use any photomontage and videotape in which I appear for television purposes.
8. I have read the Waiver and Release Agreement and understand its terms and conditions.
I have read and understood the terms and conditions of this agreement, and by signing it voluntarily, I am agreeing
to abide by these terms.

Annex 2: RELEASE OF LIABILITY, WAIVER OF CLAIMS AND INDEMNITY AGREEMENT

This is a binding legal agreement. As a Participant in the programs, activities and events of Karate Manitoba, the undersigned
acknowledges and agrees to the following terms:
Disclaimer
1. Manitoba Karate Association Inc., hereby referred to as ‘Karate Manitoba’ and its respective directors, officers, members, employees, coaches, volunteers, officials, participants, agents, owners/operators of facilities, and representatives (collectively the “Organization”) are not responsible for any injury, damage or loss of any kind suffered by a Participant during the sport of Karate, or as a result of, any competition, program, activity or event, caused in any manner whatsoever including, but not limited to, the negligence of the Organization and the 2018 Manitoba Provincial Open
Description of Risks
2. In consideration of my participation in the programs, activities and events of the Organization, I hereby acknowledge that I am aware of the risks and hazards associated with or related to any such competitions, programs, activities and events. The risk and hazards include, but are not limited to, injuries from: a) Physical contact with other participants b) Striking participants and objects with parts of the body c) Contact, colliding or being struck by other participants d) Tumbling, falling, or being thrown to the floor e) Executing strenuous and demanding physical techniques f) Vigorous physical exertion, strenuous cardiovascular workouts, rapid movements and quick turns and stops g) Exerting and stretching various muscle groups h) Falls due to uneven or irregular surfaces i) Failure to properly use any piece of equipment or from the mechanical failure of any piece of equipment j) Spinal cord injuries which may render me permanently paralyzed k) Travel to and from competitive events and associated non-competitive events which are an integral part of the
Organization’s activities. 3. Furthermore, I am aware:
a) That injuries sustained can be severe b) That I may experience anxiety while challenging myself during the competition, activities, events and programs c) That my risk of injury is reduced if I follow all rules established for participation; and d) That my risk of injury increases as I become fatigued.
Release of Liability
4. In consideration of the Organization allowing me to participate, I agree: a) That my physical condition has been verified by a medical doctor b) To assume all risks arising out of, associated with or related to my participation c) To be solely responsible for any injure, loss or damage that I might sustain while participating; and d) To release the Organization from liability for any and all claims, demands actions and costs that might arise out
of my participating, even though such risks, injuries, loss, damage, claims, demands, actions, or costs may have been caused by the negligence of the Organization.
Acknowledgement I acknowledge that I have read this agreement, that I have executed this agreement voluntarily, and that this agreement is to be binding upon myself, my heirs, executors, administrators and representatives.
