Acknowledgement
A two-day regional workshop on “South Asia together for Humanitarian Imperative (SATHI) and Sendai
Spring” was held in Kathmandu on February 23-24, 2016 declaring the charter for collaboration
between country-level networks in South Asia. The charter was signed by six different network
organization working in South Asian region namely Agency Coordinating Body for Afghan Relief and
Development (ACBAR) from Afghanistan, Sphere Bangladesh, Sphere India, Disaster Preparedness
Network (DPNet-Nepal), Pakistan Humanitarian Forum from Pakistan and Consortium of Humanitarian
Agencies (CHA) from Sri Lanka.
The workshop was hosted by Disaster Preparedness Network (DPNet-Nepal) with joint initiatives of
Sphere India with an objective to establish an effective collaboration among relevant stakeholders from
South Asian countries in achieving positive result in the humanitarian actions. DPNet-Nepal would like to
express deep gratitude to Mr. Narayan Gopal Malego, Secretary of the Ministry of Home Affairs (MoHA,
GoN), who consented to be the Chief Guest in the inauguration session of the two-day regional
workshop. Further, we would also like to acknowledge the United Nations Resident Coordinator for
Nepal, Mr. Michael Jones for his special remarks and Ms. Marcy Vigoda, the Chief of Partnership and
Resource Mobilization of UNOCHA for her key note speech. It was indeed their great support which
made the program a success. We would like to send our gratitude to all the senior governmental officials
from the Government of Nepal, representatives from South Asian Countries, UN agencies, I/NGOs and
journalists from major media houses in Nepal for attending the workshop.

Executive Summary A two-day regional workshop on “South Asia together for Humanitarian Imperative (SATHI) and Sendai
Spring” concluded on February 24, 2016 with a charter for collaboration between country-level
networks in South Asia. This included the Agency Coordinating Body for Afghan Relief and Development
(ACBAR) in Afghanistan, Sphere Bangladesh, Sphere India, the Disaster Preparedness Network (DPNet-
Nepal), Pakistan Humanitarian Forum in Pakistan and the Consortium of Humanitarian Agencies (CHA) in
Sri Lanka.
As a politically-complex region with high geo-physical and socio-economic vulnerability, South Asia has
good examples of civil-society humanitarian, disaster risk reduction and climate change cooperation but
strong collaboration at a regional level remains a gap. SATHI aims to provide a platform for civil society
exchange, learning and knowledge sharing, collaborative advocacy and capacity sharing at regional level
– to improve outcomes for affected and vulnerable people.
“SATHI is a milestone for humanitarian, DRR and climate change networks in the region for collaboration
and trans-boundary partnership. Based on humanitarian principles, the SATHI Network will work
together and cooperate in the larger humanitarian interest of the people of South Asia. There is a lot of
hope with SATHI to bring people-to-people connect and resilience in the region.
The workshop also broke down various global frameworks including the Paris Agreement, Sendai
Framework and Sustainable Development Goals under the Sendai Spring campaign to translate the
resilience agenda into action for Nepal.
The two day regional workshop was inaugurated by the Secretary of the Ministry of Home Affairs Mr.
Narayan Gopal Malego. A total of 74 participants from South Asian region, including representatives of
UN Agencies, INGOs, NGOs and independent experts attended the workshop.

Introduction South Asia region is prone to various natural hazards due to its unique geo-climatic conditions and pre-
existing socio-economic vulnerabilities of the people. The region is facing the wrath of natural disasters
with greater frequency and intensity. During the recent years countries in the region have suffered a
series of catastrophic disasters such as devastating earthquakes, landslides, avalanche, floods, flash
floods, glacial lake outbursts, cyclones and droughts which sharply affected various sectors of
development and poor communities. Therefore, rising frequency and intensity of disasters in the region
has galvanized the South Asian countries to enter into regional cooperation regimes.
Many disasters in the region are trans-boundary in their origin and can be prevented and better
managed through bilateral and multilateral cooperation between South Asian Nations. The
Governments and Civil Society Organizations in the region have shown a lot of commitment to reduce
disaster risks and manage disasters. Several initiatives have been taken in recent years to institutionalize
the regional cooperation to mitigate disaster risk. Therefore, the collaboration and common road map
between network organizations can help to better strategize, advocate and deliver humanitarian
imperative.
Keeping this in mind 2 days Regional Workshop on “SATHI (South Asia together for Humanitarian
Imperative) and Sendai Spring” was held during 23 – 24 February, 2016 in Kathmandu, Nepal to
establish an effective collaboration among relevant stakeholders from South Asian countries to achieve
the positive result in the humanitarian actions.

Inauguration Program The regional workshop was inaugurated by Mr. Narayan Gopal Malego, Secretary of the Ministry of
Home Affairs (MoHA), the Government of Nepal (Fig. 1) and Chaired by Mr. Ram Chandra Neupane, the
Chairperson of Disaster Preparedness Network Nepal (DPNet Nepal).
During the inaugural speech, Secretary Mr. Malego welcomed all international and national participants
in SATHI at Kathmandu. His speech basically focused on disaster situation of Nepal, Gorkha Earthquake-
2015 and MoHA roles on disaster risk management in Nepal. He shared the information that new
Disaster Management Bill would focus on the entire disaster management cycle (response, relief,
reconstruction, mitigation and preparedness) for effective disaster risk management in Nepal.

The welcome message of inaugural session was delivered by Vice-President
of DPNet-Nepal Mr. Bishnu Kharel. Mr. Vikrant Mahajan, the CEO of Sphere
India mainly focused on background and objectives of workshop and Mr.
Mihir Joshi, the ADRRN Coordinator spoke about Asian Networks
Prospective on Humanitarian actions.
The special remark of the inaugural session was made by United Nations
Resident Coordinator for Nepal Mr. Michael Jones and Keynote address was
presented by Ms. Marcy Vigoda, Chief of Partnership and Resource UNRC Mr. Michael Jones

Mobilization of UNOCHA. Ms. Rita Dhakal, the AIN TGDM Coordinator talked about national
humanitarian prospective during inaugural session.
The session was ended with Vote of Thanks delivered by the Chairman of DPNet-Nepal Mr. Ram
Chandra Neupane. He welcomed all participants for the “SATHI (South Asia together for Humanitarian
Imperative) and Sendai Spring” which was continuous efforts of South Asian Humanitarian Networks
from South Asian Association for Regional Cooperation (SAARC) member states and relevant
humanitarian agencies in the region. Mr. Neupane briefly summarized the role of DPNet-Nepal which is
a common platform of various agencies that includes Government, NGOs, INGOs, Red Cross Movement,
Academia, UN Agencies, donors, private sector, media, students, researchers and civil society
organizations. DPNet-Nepal aims to strengthen coordination and information sharing mechanism among
stakeholders in the field of Disaster Management which host the secretariat of National Platform for
Disaster Risk Reduction in Nepal which is led by Ministry of Home Affairs.

The group photo was taken after the inaugural session (Fig. 2). The regional workshop brought together
over 74 contributing participants, who came from different national level to global level including civil
society promoters, government officials, i/NGO professionals, journalists, UN agencies experts and etc.

Objectives of Regional Workshop The regional workshop was hosted by DPNet-Nepal together with Sphere India in collaboration with
South Asian Networks and Key Humanitarian Agencies from South Asia. They are; Agency Coordinating
Body for Afghan Relief and Development (ACBAR) in Afghanistan, Sphere Bangladesh, Sphere India, the
Disaster Preparedness Network (DPNet-Nepal), Pakistan Humanitarian Forum in Pakistan and the
Consortium of Humanitarian Agencies (CHA) in Sri Lanka. The main objectives of the workshop are;
To finalize charter, key partnership agreements and launch of South Asia Network of South Asia
together for Humanitarian Imperative (SATHI).
To collate collaborative learning from response to some of the major disasters in the region like
Nepal and Afghanistan Earthquake, Chennai floods etc.
To develop Synergies and plan of action for new frameworks: SFDRR, CCA, SDG etc. in the
region.
To plan for regional participation and advocacy for WHS – 2016 and AMCDRR – 2016.

Brief Presentations on Learning of Country Level Network
Brief Presentations on Learning of Country Level Networks was
presented respectively by the representative from SAARC member states
such as Ms. Fiona Gall from Afghanistan, Mr. Bijoy Krishna Nath from
Bangladesh, Mr. Vikrant Mahajan from India, Ms. Naushan Muhaimin
from Maldives, Mr. Man Bahadur B.K. from Nepal, Mr. Naseer Memon
from Pakistan and Mr. Sonali Seneviratne from Srilanka. The session was
moderated by Mr. Man B. Thapa, the Advisor of DPNet-Nepal.
Outcomes: Status of the country specific activities on
humanitarian actions were explored which was milestone to
revise the DRAFT CHARTER.
Discussion on DRAFT CHARTER
Mr. Naseer Menon, the Chairperson of Pakistan Humanitarian Network
presented the DRAFT CHARTER on SATHI which was prepared by
broader consultations with Civil Society Organizations in the SAARC
region. The SATHI aims to provide a platform for civil society exchange,
learning and knowledge sharing, collaborative advocacy and capacity
sharing at regional level – to improve outcomes for affected and
vulnerable people. The session was moderated by Mr. Vikrant Mahajan,
the CEO of Sphere India. The rigorous discussion was held on DRAFT
CHARTER enabling significant revision to finalize it which is a milestone
for humanitarian, DRR and climate change networks in the region for collaboration and trans-
boundary partnership. The Final Version of the SATHI CHARTER has been included in Annex 3.

The Planning for WHS Developing a Collaborative Plan-South Asia
Mr. Stewart Davies, ROAP UNOCHA conducted the session where
several experts from various organizations participated in the
discussion. They are; Mr. Vikrant Mahajan, CEO of Sphere India, Mr.
Ram Chandra Neupane, Chairperson of DPNet-Nepal, Mr. Mihir Joshi,
ADRRN Coordinator, Mr. Shyam Jnavaly, DRM Team Leader of ADRA
Nepal, Ms. Rita Dhakal, AIN TGDM Coordinator, Mr. Bishnu Kharel, DRR
and Resilience Specialist at Save the Children, Ms. Fiona Gall from
Afghanistan, Mr. Bijoy Krishna Nath from Bangladesh, Ms. Naushan
Muhaimin from Maldives, Mr. Man Bahadur B.K. from Nepal, Mr.
Naseer Memon from Pakistan and Ms. Sonali Seneviratne from Srilanka. They expressed views on
how to collectively raise the South Asian disaster issues in World Humanitarian Summit which is
going to be held on May 2016.
Outcome: Planning of SATHI Networks (South Asia Common Agenda) for WHS
Global Frameworks on SFDRR/CCA/SDG/WHS Humanitarian Standards
Mr. Mihir Joshi, the ADRRN Coordinator moderated this session. The
Climate Change Adaptation issue was presented by Mr. Manjit Dhakal, the
Climate Change Expert from CANSA. He discussed on recent development
on Climate Change Adaptation (CCA) in local to global level and recent Paris
conference on climate change and its linkages on disaster risk reduction in
the region. Dr. Prabin Manadhar, Country Director-Nepal Lutheran World
Federation presented Sustainable Development Goals including disaster
and climate change issues based on local and regional contexts in South
Asia. Mr. Mihir Joshi further added the issues related to SFDRR and WHS.

participants are divided into 3 groups for rigorous discussion. The presentation was made by
individual team leader after group discussion.

Framework in Local Context.

Lanka.

The regional workshop ‘SATHI’ was formally closed by the Chairperson of DPNet-Nepal, Mr. Ram
Chandra Neupane with Vote of Thanks expressing interest to foster common knowledge/understanding
of changing context of the South Asian region, humanitarian actions, DRR and development among
SATHI members and other relevant stakeholders. For this purpose, member countries should create an
environment for coordination and collaboration among members’ activities to avoid unnecessary
duplication and thereby establishing synergy in the Humanitarian activities in the country.
