PURPOSE OF ESA
ESA has 22 Member States: AT, BE, CH, CZ, DE, DK, EE, ES, FI, FR, IT, GR, HU, IE, LU, NL, NO, PT, PL, RO, SE, UK Six other EU states have Cooperation Agreements with ESA: Slovenia, Cyprus, Latvia, Lithuania, Malta and the Slovak Republic. Bulgaria is negotiating a Cooperation Agreement. Canada takes part in some programmes under a Cooperation Agreement.

Many households in Europe are not expected to have broadband even by 2020
Projected % of households that do not have a superfast line by 2020 (the inverse of the commercial take-up by 2020). They may be outside the footprint for superfast networks or they may have accessibility but either cannot afford it or just have nott taken a line

Investment gap: a major bottleneck
• The Council of the EU notes [1] : The investment needs for achieving the Digital Agenda objective are estimated to reach up to EUR 270 billion … while the private sector investment is expected to be not more than EUR 50 billion until 2020: the resulting investment gap represents a major bottleneck to infrastructure provision
• Even for basic Broadband: ‘A huge investment would be needed to secure 1Mbps coverage at an affordable price for all households in the EU’ according to Commissioner Kroes [2]
• Satellite broadband appears as the most efficient and in many cases the only means for providing broadband in areas where the cost of terrestrial network deployment is prohibitive
• In particular in rural and remote areas, where satellites may be the only means for communication, their role may be key for growth and for retaining local population
• Satellites are recognized by Governments as a means to connect rural citizens: in Australia public plans for broadband include 48.000 satellite internet connections (10.000 already in place) using existing satellites, and two new high throughput broadband satellites (HTS) have been ordered

Within ESA’s Satcom application programmes activities on tele-education / tele-learning since more than 15 years.
Examples (ref: http://artes.esa.int) • Espresso for Schools (1998-1999): High bandwidth delivery of interactive, rich multimedia
content in UK primary school curricula (pilot with 200 UK schools) • TRAPEZE (1999-2001): satellite tele-education service showcase for travelling people like
those in circus or fairground communities using 2-way Satcom platform (pilot with 3 schools in Poland)
• CROCUS - CROss-Cultural Satellite services for immigrant communities in Europe (2000-2003): disseminate multimedia and interactive didactic units for 1st / 2nd language learning and intercultural education via Satcom to schools, cultural centres, libraries, etc. to facilitate the integration of migrant students (pilot with 30 schools and cultural centres in Italy and Albania)
• HAMLET - Hypermedia Academic Multicultural Learning Technology (2003-2005): open and flexible learning environment characterised by a synchronic and diachronic distance teaching (pilot with 5 universities in Italy involving 60 students).
• V4DL - VideoSat for Distance Learning (2005-2009): satellite broadband and broadcast to provide value added services for Continuing Medical Education and Medical Scientific TV implementing a distance learning methodology that binds emotional and narrative learning theory with video simulation technology (Edufiction) (pilot with 23 users / doctors)

line eLeraning courses about literacy teaching to rural teachers in South Africa via Satcom (pilot service to 80 teachers in 12 schools); in addition, teachers and students can use the connectivity for Internet access, light cyber-café for local community after school.
• Sway4Edu2 (2014-2015): additional cluster of 12 schools in South Africa and 1 school in Italy with dedicated training material on preservation of natural environment
• U-Project – Immersive Learning Space (2014-2016): Novel immersive eLearning platform to enable teachers and students to translate their ideas into digital rich multimedia content ready to be used and shared with other classrooms, universities, students using a multicasting content delivery network (pilot service with 4 universities/ high schools and students located in digital divide areas)

• SES Broadband (LU) eEducation Network: Oct/2014: Live Interactive Classroom application for use in eLearning project called KUganda connecting Catholic University Eichstätt (DE) to the Permanent Center for Education in Kampala (Uganda); it enables seamless audio/video communications with multiple students anywhere (ref: http://www.ses-broadband.com/20292948/14-10-13-elearning-live)
• Avantic Communications (UK): “Avanti Connected Education” service for Africa Nov/2014: Project iMlango in Kenya in partnership with Department for International Development (DFID) to reach 150,000 children, a third of whom are marginalised girls establishing a dynamic internet learning platform, accessed through high-speed satellite connectivity, where partners provide students with interactive educational content (ref: http://avantiplc.com/sites/default/files/case_studies/imlango-case-study.pdf) Apr/2015: Avanti Communications and Universal Communications Service Access Fund (UCSAF) have announced deployment of a significant satellite broadband installation programme to deliver major ICT infrastructure and e-learning programme “iKnowledge” providing infrastructure, digital training and educational content to teachers in 25 rural Tanzanian schools (URL: http://www.avantiplc.com/news-media/trade/avanti-communications-ucsaf-deliver-satellite-broadband-25-tanzania-schools, http://allafrica.com/stories/201504272304.html)

Satcom to bridge the digital divide
No doubt that Satcom is well placed to serve communities in isolated or underserved areas
Sustainable solutions for education require: 1) Provision of adequate Satcom systems and services at
affordable costs 2) Effective Educational content, updating, sharing
and fruition 3) A set of actions to facilitate the acceptance and integration
of the new technologies into the real world of the remote communities

In the past 5 years the portfolio of Satcom solutions has rapidly grown in the consumer market with affordable CAPEX and OPEX cost
Small dishes, not intrusive installations, easy to use Reliable and performing services A complete Satcom terminal (including installation)
costs as low as a few hundreds of EUR Monthly service fees as low as a few tens of EUR
Therefore the cost, performance and logistic aspects of
Satcom solutions are not anymore a barrier for private consumers

Traditional eLearning systems have a distinct separation of roles between the domain experts (i.e. the teachers), the developers of multimedia educational content (i.e. the multimedia editors) and the learners / students
This separation of roles typically results in a waterfall type of information transfer from the teachers to the learner with heavy involvement of multimedia editors in the eLearning production chain, making often the current production and updating of the courses time-consuming and expensive
This role separation has to be superseded allowing teachers and students to become almost autonomous in content creation, updating and sharing

As for any ICT solution (from office automation to entertainment) users’ adoption depends on a tricky encounter between:
characteristics of the solution (e.g. technical stability, performance, ease of use)
and capability of the users (e.g. willingness to learn, curiosity and availability to carry-out their daily tasks in an innovative way)
Therefore, a necessary condition for service uptake is that the two factors, technical and human, find a point of encounter
To facilitate this encounter, continuous service improvement is required: Monitoring, correction and implementation actions need to be systematically implemented for quality control by the service providers and by the local stakeholders and users (“Run-Monitor-Correct” loop)
The transfer of ownership of this process to the local stakeholders is of utmost importance but a challenging process requiring lot of time and resources
