TERMS AND CONDITIONS

Sealed cover tender should be addressed to the Director, YouthAffairs Sr Sports, Govt. of Tripura, Agartala, Tripura West.

4Details Item wise sports goods quantity; specification, and terms8r, conditions will available in the office of the undersigned between11:00 a.m. to 2:00 p.m. on all working days w.e.f. 15‘ January to22"d January 2016 by 2 p.m on production of documentary proofas registered manufacturing company/ industry of sports goods ofproduct, ITC, PTC, VAT clearance for dropping of tender along withup to-date valid license/ registration certificate of manufacturingcompany/ industry for supply best quality sports goods.

The tenderers will have to submit the earnest money as indicatedin the Notice Inviting Tender with their tender. The earnest moneyshould be deposited in the State Bank of India or any scheduledBank of India guaranteed by the Reserve Bank of India in theshape of “Deposit at Call” in favour of the DDO of the Directorateof Youth Affairs 8:. Sports, Agartala. Earnest money in any Qtherfonn will not be accepted. Tender without earnest money, unlessexempted, shall be summarily rejected. Intending tenders maysubmit their tenders along with sample as per prescribedspecification mentioned in the list of items on or before thestipulated date and time, in the Office of the undersigned.

Rate should be typed any quoted inclusive of all components suchas supply, all taxes and duties, royalties, loading to truck, carriageto destination (i.e. Directorate of Youth Affairs 8:, Sports, Agartala),unloading and stocking properly as per direction of the StoreKeeper etc. complete in all respect. Rate should also be separateagainst each of the item clearly both in figures and words. Overwriting of figure will not be entertained. The bidder / tenderer willoffer 3 (three) types of rate as per brand, specification /size, qualityitem wise along with sample of each item for rate wise of sportsgoods.

Sample of quality as per specification of the sports goods should beoffered at the same time when tender is dropped. The sample shallbe retained in the office of the undersigned till the date of openingof the tender. The sample should’ be contained in the sack withceiling which will be opened at the time of opening of tender inpresence of the members of the purchase committee of theDepartment. The samples of the successful tenderers will beretained in the office until completion of supply for the purpose ofcomparison with the sports goods as and when supplied.

Authorized dealers of reputed manufacturers may drop tenders forsupply of the sports goods. Attested copy of certificates relating to

manufacturer / Authorized dealership / reputed supplier of theManufacturer certificate are to be submitted along with tender.

Payment will be made on presentation of bills in triplicateafter completion of supply within stipulated date.

Department will be at liberty to get the samples tested by theexpert of the Department and supply of the sports goods shall beconsidered if recommended by the expert on test. Lowest rateagainst the best quality product of sports goods of each item wiseshall be selected separately by considering valid papers 8:.documents of the bidders/tenderers as mentioned therein. Thetotal volume of purchase amount mentioned in the NIT above mayincrease or decrease. An expert committee is reconstituted forchecking the quality 8r Selection of each item of sports goods andthe committee will determine the quantity and volume of purchaseon the basis of best quality 85 lowest price against each,“ itemseparately. ' ""

Time is the essence of supply and no extension of time will beallowed without valid reasons. Phase wise schedule for supply ofquantities within stipulated time is to be furnished along withtender, if asked for the Department.

Any lot or quantum of materials if found not acceptable, will haveto be removed from the Office immediately after intimating theDirectorate and replacement shall be made forthwith.

The accepting authority reserves the rights to accept or reject alltenders including the lowest one without assigning any reasonsthereof.

Documentary evidence of transportation by truck or any meansfrom the accepted factory / workshop should be produced at thetime of supply. Tenderers are also requested to submit the copy oforder placed to manufacturer for supply of the said sports goods.

The successful tenderers are to deposit the security money @Rs. 10% of the contact value without any ceiling limit.earnest money which is already deposited by the successfultendered will be treated as part of security money.

The security money of the successful tenderers will be refunded onfinalization of supply on satisfaction.

Items supply should be exactly the same as samples approved bythe YAS Department. In case of discrepancy, the earnest / securitymoney is liable to be forfeited.

The supplier will have to comply with the instructions likely to beissued from time to time by the undersigned or any authoritysuperior to him in this regard.

In case of legal dispute the jurisdiction will be the Guwahati HighCourt, Agartala Bench.
