On top of the numerous law, fire and medical calls severe weather has impacted the county on more than one occa- sion since the start of the Summer season. With the onset of severe weather, I’d like to share with you an App provid- ed by National Grid that you may find useful. The iRestore App is a smartphone and tablet App for Fire, Police and EMS that provide services in the National Grid electric and gas territories. The App allows users to provide improved situ- ational awareness at the scene of an incident that involves National Grid Infrastructure. For more information on the iRestore App, please visit: http://ngrid.irestore.mobi/ I’d like to point out the importance of record keeping and documentation before, during and after a major weather-related event. To be considered for reimbursement we need to be able to provide FEMA with a clear and complete view of damages, work performed or will perform, and costs incurred. The easiest way to do this is through accurate docu- mentation. Saratoga County has been notified that it is one of 28 counties that have been granted assistance from FEMA as a result of the costs incurred battling winter storm Stella on March 14 and 15. Thank you to Mike Stanley and Taylor Salaway in the Office of Emer- gency Services, who worked with municipalities and school districts and applied for $850,198.65 in reimbursement funding. The funding request included costs for salt and snow-removal equipment and overtime costs associated with the storm. The Office of Emergency Services in collaboration with National Grid hosted an electric and natural gas line safety demonstration for about 120 first responders including fire- fighters, EMTs, police and DPW personnel on Tuesday, June 27th at the Saratoga County Fairgrounds. Thank you to National Grid for bringing this training back to the County. It has started out to be quite-a-busy Summer for Emergency Services across Saratoga County. 7200 Blotters punched since

June 21st. On top of the numerous law, fire and medical calls severe weather has impacted the county on more than one occa-sion since the start of the Summer season.

With the onset of severe weather, I’d like to share with you an App provid-ed by National Grid that you may find useful. The iRestore App is a smartphone and tablet

Ron Dunn has been named Chief of the Saratoga County Hazmat

Response Team. With more than 30 years experience with the New York State Office of Fire Prevention and Control, Chief Dunn has extensive knowledge responding to incidents and developing and delivering training programs around Hazard-ous Materials. Chief Dunn is an active firefighter with the Ballston Lake Fire Department where he also

serves as the Chairman of the Board of Commissioners.

If you haven’t done so already, please contact me with the amount and types of containers (pail, tote, etc.,) that

you have on-hand. The Office of Emergency Services will be using the County Fire Training Center as a collection point and will advise of the date(s) and time that you may drop it off. We still haven’t heard from several depart-ments.

The 2017 New York State Budget appropriated $500,000 for the NYS Department of Environmental Conservation (DEC) to collect from fire departments types of Class B foam concentrate containing or likely to contain perfluori-nated compounds and properly dispose of the foam con-centrate collected due to the environmental risk posed by those materials. The following Class B foam concentrates are eligible for collection and disposal at no charge to the fire depart-ments:• Any foam concentrate manufactured by 3M.• Any foam concentrate manufactured before 2003 or where the date of manufacture is unknown.• Any foam concentrate that is unlabeled.• Any foam concentrate that has been mixed with other foam. To facilitate this collection process DEC has request-ed assistance from OFPC to coordinate with the Coun-ty Fire Coordinator’s Offices to address the following:

• Notification of the fire departments in each county of the foam collection process.• Identifying the amounts of foam concentrate to be col-lected in each county (and if feasible, the number and type of containers: five gallon pail, drum or tote).• Identification of a central collection point in each county where fire departments can deliver foam for collection by DEC. County Collection Point will be at the FTC. DEC would like to complete collection of the foam concen-trate by 8/31/17. If you have questions, contact our office at 885-2232.

Saratoga County Fire Coordinator Ed Tremblay was recently elected President of the

County Fire Cordinators’ Association of New York State.

The NYS Fire Coordinator’s Association represents members from nearly every County in New York State. Their mission is to provide a forum for members to share relevant fire service information and experiences, to advocate in the development and passage of fire and safety related legislation in state government, and to ad-vance the personal and professional growth of its mem-bership.

Mike McEvoy, PhD, NRP, RN, CCRN is the

EMS Coordinator for Saratoga County, paramedic supervisor for Clifton Park & Halfmoon Ambulance, firefighter and chief medical officer for West Crescent Fire and EMS editor for Fire Engineering maga-zine. He is a nurse clinician in the cardiothoracic surgical ICU at Albany Med where he also teaches critical care medicine and chairs the hospital resus-citation committee. Mike also serves on the EMS Section Board of the International Association of Fire Chiefs and the board of the National Registry for EMTs.

Saratoga County EMS has an-nounced two EMT original courses

and one EMT refresher course for the Fall 2017 semester. An EMT original course will be held at the Fire Train-ing Center in Ballston Spa on Monday and Wednesday nights. Another EMT original course for military veterans will be held at the Clifton Park & Half-

moon Ambulance Corps on Tuesday and Thursday evenings and an EMT refresher course will be held at the Malta-Still-water EMS main station in Malta. Details and registration information are available on the EMS Council web site at www.saratogaems.org/register.

The Food and Drug Administra-tion (FDA) has extended the

expiration dates of several drugs used by EMS agencies because of shortages. The listing of af-fected medications is posted at https://www.fda.gov/Drugs/

Cyanokits were recently re-deployed by County EMS

Coordinator Mike McEvoy. Kits are now carried by Wilton EMS, Saratoga Fire Department, Community Emergency Corps, Clifton Park & Halfmoon EMS. Cyanokit, an antidote for cya-nide, is available for adminis-tration by a paramedic to vic-tims of smoke inhalation and has been responsible for successful resuscitation of eight fire victims in Saratoga County since their initial deploy-ment in 2001who would most likely not have survived with-out the medication. Any fire or EMS responder can request response of a Cyanokit by contacting Firecom or EMS Dis-patch. The redeployment is designed to deliver the anti-dote to any scene in Saratoga County within 20 minutes.

Four Saratoga County EMS agencies participated on March 25th as Regional Representatives at the Bronx FDNY*EMS funeral for EMT Yadira Arroyo who was killed when a drug crazed criminal stole her ambulance and ran her down.

The Regional contingent included ambulance from Clifton Park & Halfmoon, Moreau and Wilton as well as a fly car from Ballston Lake. The crews joined 9,000 others from across the U.S. to remember Arroyo, aged 44 who left behind five sons, ages 7 to 24.

When auto accidents, fires, and natural disasters occur, first responders are usually the initial people on the scene. As a result, they face the greatest risk from utility haz-

ards such as downed power lines or ruptured gas pipes. To give them an extra tool for reporting these hazards, National Grid unveiled a new application at the Saratoga County Fairgrounds in Ballston Spa on Tuesday, June 27th for nearly 200 first responders from Saratoga and Schenectady counties.

The new smart device app, called the First Responder Mobile Reporting app by iRestore, will give first responders the ability to report emergency situations in-volving the company’s gas and electric infrastructure. National Grid is the first in the country to use the new application. The app has been in use by the compa-ny in New England since last year. The program will provide first responders with the ability to send photographs and de-scriptions to National Grid control centers, giving responding crews more detailed infor-mation of potential damage to the company’s electric and gas infrastructure. The addi-tional information from the app will provide an “eyes-on” field assessment to key National Grid personnel.

“During all emergency and service restoration efforts, National Grid evaluates its crisis and response planning,” said National Grid Regional Executive Laurie Poltynski,. “By lis-tening to customers, the company worked to develop the First Responder app as another tool to enhance communication during emergencies and help protect the public safety and the safety of our employees.”

The app demonstration was only part of the planned events for the day, which also gave first responders and public works personnel a front row seat to training about the dangers of live downed electrical wires as well as what occurs

when a third-party contractor damages National Grid’s un-derground gas pipes. Simulations were performed to show how electricity can pose danger to first responders and res-idents when downed wires energize the ground and metal objects, and a simulated pipeline rupture gave participants a glimpse into how quickly gas can dissipate into the air after a dig-up. The training was welcomed by local officials.

“Safety of our residents is always a top priority of Saratoga County,” said Galway Supervisor Paul Lent, Chairman of the Board of Supervisors Public Safety Committee. “This impor-tant training provided by National Grid ensures our first responders are prepared to react to these dangerous situ-ations appropriately.”

Participants were also given a tour of National Grid’s Mobile Emergency Operations Center, a traveling communications and command vehicle that gives the company portability to

provide response support during major storm and interruption events. The MEOC is equipped with a 25-kW diesel generator.

The event was a collaboration between National Grid and Saratoga County, who hosted the event.

“Saratoga County is pleased to partner with National Grid to ensure our first responders are ready to handle any dangerous situation involving utility hazards, such as gas leaks or downed power lines,” said Stillwater Supervisor Ed Kinowski, Chairman of the Saratoga County Board of Supervisors. “We thank National Grid for their safety stewardship, and assistance in preparation for dangerous events that may occur.”

Pre-Planning for the Fair

CodeRED is an emergency warning tool used to make rapid emergency telephone notifications to residents

and businesses in precise geographic areas. CodeRED will be used by Saratoga County emergency officials, during emergencies only, to deliver incident-specific information or potentially life-saving instruction to those in the affect-ed area(s). CodeRED integrates mapping technology with phone data-bases, and will call listed and unlisted land line telephone numbers for Saratoga County residences and businesses. Cellular phone numbers are not automatically included in the system database, nor are Voice Over Internet Protocol (VoIP) phone systems. If you would like to receive these emergency telephone notifications on your cellular or VoIP phone, you must first register these phone numbers. Bonesteel Named Deputy Coordinator

Welcome Les Bonesteel, who was appointed Deputy Fire

Coordinator, Fire Car 2 back in March. Les has been an active member of the Burnt Hills Fire De-partment for more than 29 years, where he served as Chief and As-sistant Chief. Prior to being ap-pointed as Fire Car 2, Les, served the Office of Emergency Services as a Nationally Certified Senior Fire Investigator for more than

10-years. He is currently the Treasurer of the Capital District Fire Investigators Association and is a current Board member of the Saratoga County Fire Officers As-sociation.

I-300 Training Announcement

The complexity of incident management, coupled with the growing need for multi-agency and multi-function-

al involvement on incidents, has increased the need for a single standard incident management system that can be utilized by all emergency response agencies. Use of the Incident Command System (ICS) by both public safety and private sector organizations continues to increase across the country. The ICS is designed to be used for all applica-tions, fires (wildland and structural), hazardous materials incidents, law enforcement operations, search and rescue operations, air, ground and water accidents, mass casualty incidents, natural disasters and planned events.

Designed for: Fire officers, law enforcement supervisory personnel, emergency medical officers and emergency management personnel.
