CHAPTER-11.0: PUBLIC HEARING

Proceeding of public hearing conducted for environmental

clearances of M/s Santpuria Alloys (P) Limited (SAPL) at

Manjhaldih, Tundi Road, Giridih, District: Giridih, Jharkhand

Jharkhand State Pollution Control Board (JSPCB) published

communication in Hindi daily local newspaper Danik Bhasksa r and

English daily national newspaper Indian Express (Delhi & Ranchi edition)

on 15/02/2017 as per memo No TSQ 1533 EIA dated 14/09/2016 of

MOEF&CC regarding Public Hearing for environmental clearances of

SAPL.

As per above communication, public hearing for environment clearance

was conducted in forenoon (11.00 am) on dated 25/03/2017 at venue

Town Hall, Wheeti Bazaar, Giridih presided by Shri Ashok Kumar Shah,

Additional Deputy Collector, Giridih.

The public hearing was attended and coordinated by Shri S K Srivastava,

Scientif ic Assistant, JSPCB, Ranchi & Shri Chandan Kumar, Scientif ic

Assistant, JSPCB, Hazaribagh. SAPL was represented by Shri Gunwant

Singh Saluja, CMD, SAPL and Shri Balbinder Singh, Director, SAPL and

shri L.B. Sinha, Senior Manager. Apart from above, public hearing was

attended by Citizen of nearby villages from Gadi Srirampur, Purna Nagar,

Manjhiladih, Barwadih, Biswadih, Tundi Road, Paparwatarn, Karbala

Road, Baghadih, Hariadih, Tulsitarn, Turukkadih,Giridih Tiranga chowk

etc.




Proceeding of public hearing started with ascent of presiding officer.

CMD, SAPL Shri Gunwant Singh Saluja welcomed the guest and public in

beginning. Dr S.C.Jain, Environmental Consultant made a presentatio n

on technical part of project, while SAPL management deliberated on CSR

related work to citizens in the meeting. With permission from Additional

DC question and answer session was started.

Later on, citizens asked questions one by one during public heari ng on

various subject such as drinking water, electricity, tree plantation,

education, water sprinkling, repair of Road, water supply for irrigation

and health related issues with many suggestion to SAPL management .

Question raised by citizens in public hearing was replied by Shri

Gunwant Singh Saluja, CMD, SAPL. He assured the entire citizen

present in the meeting about solution of issues raised by public

The videography of public hearing was conducted and copy of CD is

enclosed with EIA report.

Additional D.C has also assured public all the help needed to sort out

any problems by public. He also directed management for time bound

implementation of CSR plan after deliberation. Presiding officer

concluded the public hearing proceeding on pleasant note.

1 Issue related to Air pollution and Rain water Harvesting

Management has assured to revamp old air pollution control equipment such as ESP, Bag f ilter and wet scrubber & further strengthen the control mechanism to reduced level of air pollution from plant To improve the ground water level rain water harvesting scheme is implemented.

Rs 20.0 lakhs

Management has committed to identify those pollution control equipment whose capacity is inadequate and replace them with suitable capacity equipment. Time frame -1 years

Adequate size of pollution control equipment will be selected and installed Rainwater harvesting scheme is already implemented within existing premises

2 Health check up of cit izen of surrounding villages

At present management has arrangement for referring cases based on needs to hospital. However, management is committed to adopt need based selection of families, needs health checkup & helping them in treatment

Rs 3.0 lakhs

The regular health check van shall be hired and surrounding villages shall be covered once a month for health check-up of elderly people (age above 55 years) and extending help for treatment and medicine.

Medical van shall be hired and based on criteria surrounding villagers shal l be covered





3 Drinking water supply to surrounding villages

Drinking water availability in Giridih district is not acute except for summer season 2 to 3 months .This wil l be taken care through supply of drinking water through water tanker

Rs 1.5 lakhs

Management is committed to cit izens of surrounding village to review the drinking water in summer season and shall hire tanker during summer month & shall make provision once daily supply of drinking water through tanker

4 Skill development programmer in surrounding villages

Management has assured to continue sponsoring the brill iant student of poor families to ITI and other engineering colleges etc

Rs 1.5 lakhs

This is an on-going scheme & shall be further strengthen and by identifying students from poor families & sponsors their education in technical discipline
