General Manager Melanie Sobel reported that Licensing revenue is up 24% from this time last year. Ms. Sobel credits this increase to the pro-active mailings based on the rabies vaccination info received. The Shelter Catio tour event sponsored in partnership with Native Animal Rescue had over 400 attendees thanks to the efforts of Program and Development Manager Erika Anderson. Ms. Sobel reported that Erika Anderson also arranged for the Shelter to be part of the Santa Cruz Gives campaign. The Shelter is currently in 1st place for most individual donors and 1st place for most young donors. The Good Times featured the Shelter’s Bedtime Stories program in a recent issue. New this year, the Shelter is holding a Winter Camp for children during the winter break. The 2020 ASA Calendars have arrived, and Ms. Sobel reported that the calendar contest raised $17,500 this year thanks to the efforts of Ms. Anderson. General Manager Sobel reported that the Campus Expansion Campaign is going full force. The first phase of the expansion will include additions to the main building, the expansion of the Vet Clinic, the addition of a community cat room and reconfiguration of the lobby and some of the play yards. The second phase will be the Cat Café addition and the third phase will be the new structure of the Behavior and Training Center. 6.2 Approved financial report for the months of October and November 2019.

Ms. Sobel reported that revenue for this reporting period is at 60% of potential 42% and expenditures at 43%. Revenues are a bit higher for this reporting period due to the member contributions which posted during this period. License revenue YTD is at $128,158 which is a 24% increase over this time last year. The increase is attributed to the Shelter’s pro-active campaign to mail notices to dog owners who have vaccinated but have not yet licensed their dogs. General Manager Sobel reported that some changes had been added to the draft of the ordinance presented at the October 2019 Board meeting. Staff is planning to present the final draft for approval at the February 2020 Board meeting. Ms. Sobel thanked County Counsel Jason Heath for his work throughout the process of drafting the new model ordinance. Ms. Sobel highlighted the changes made to the draft including sections prohibiting interference with an Animal Control Officer, adding restrictions on staking out an animal, prohibiting keeping animals with communicable diseases, adding requirements for the care of feral cats, adding requirements for controlling dogs in public places and tethering dogs, adding safety requirements for animals in parked vehicles, prohibiting leaving dead animals in public places, prohibiting injuring wildlife and adding requirements for Administrative appeals.

Consent Agenda Item 5.2

TO: Santa Cruz County Animal Shelter Board of Directors FROM: Melanie Sobel, General Manager DATE: February 10, 2020 SUBJECT: Reports from the Management Team for the Months of December

2019/January 2020 This report is provided to give you a brief synopsis of the programs provided and services rendered through the dedication and commitment of Santa Cruz County Animal Shelter’s (SCCAS) staff and volunteers. General

• SCCAS held Healthy Pets for All clinics at the Santa Cruz shelter and East Cliff Village. Over 20 participants signed up for free spay/neuter and over 80 pets received free preventative vet care, microchips and materials such as pet food, collars, leashes, flea medication and blankets, etc. at these two clinics.

• The Santa Cruz County Animal Shelter Foundation, our 501(c)(3) fundraising arm, was the top fundraiser for the Santa Cruz Gives campaign raising $56,000. Two $1K prizes were also awarded for most donors and most donors under 35 years of age.

• In November and December, SCCAS hosted Bedtime Stories for Shelter Pets in celebration of our participation in Santa Cruz Gives. Families visited the Shelter in the evenings to read to Shelter dogs, cats, and rabbits.

• SCCAS hosted its first Winter Camp, Frosty Paws, December 30th-January 3rd. Fourteen students between the ages of 8-12 participated in a variety of educational and fun animal welfare activities.

• Officer Rodolfo Manriquez is continuing the Door to Door Program in South County area, one to two days a week, working in plain clothes in the new Animal Shelter utility van. He has begun transporting animals for free spay and neuter and provides outreach and educational resources.

• Our Humane Education Coordinator is giving weekly presentations at the Boys and Girls Clubs in Downtown Santa Cruz and Scotts Valley during their afterschool programs. She also is giving presentations at a variety of elementary schools in Pajaro Valley School District. Also, Tierra Pacifica Charter School gives students the option to come to the Shelter during four scheduled Fridays. Students tour the Shelter, listen to presentations from our Humane Education Coordinator and Animal Control Officers, and interact with adoptable pets.

• Due to lack of a placement partner organization to provide this service, SCCAS has created its own Barn Cat program designed to help unsocial cats in our community that are not readily adoptable. In August and September, 41 unsocial cats were adopted into households that provided necessary care.

• SCCAS staff continues to offer training workshops for volunteers on cat behavior, performing dog shows to potential adopters, foster care of animals, and explaining the disposition decisions made on animals regarding health and temperament.

• SCCAS continues to offer community outreach through its Healthy Pets for All program. This program improves the lives of animals and helps keep pets with their owners by providing services and supplies to pet owners who are financially struggling to keep their

pets healthy and happy. Healthy Pets for All hosts pop-up wellness clinics at sites throughout the community such as Mountain Community Resources, the Salvation Army of Santa Cruz, Project Homeless Connect events, and more. Basic wellness exams (by a licensed veterinarian), vaccinations, parasite control, spay and neuter vouchers and information, free supplies and food, and referrals and discounts for more advanced vet services are provided. This service is free for all income eligible individuals who have pets. In addition to vet care, shelter staff and volunteers provide supplies and consultation for behavior and enrichment resources.

• SCCAS continues to partner with Santa Cruz Mountain Brewing for Ales for Tails on the 4th Thursday of every month. These events raise anywhere from $500-1500 a month and feature adoptable dogs from the shelter.

• Heading Home Rescue, Animal Shelter Relief and Four Paws to Love continue to take SCCAS’ cats and kittens, many with medical issues and too young for adoption, into their adoption programs. This partnership continues to increase SCCAS’ animal transfer rate significantly and directly helps increase SCCAS’ live animal release rate.

• Santa Cruz SPCA continues to assist SCCAS with taking animals into their adoption program. This directly helps increase SCCAS’s live animal release rate.

• Friends of Watsonville Animal Shelter (FOWAS) continue to fund medical procedures for SCCAS animals, allowing them to be treated and made available for adoption. This directly helps increase SCCAS’ live animal release rate.

SCCAS Staff Summer Kieselbach has been hired as a new Registered Veterinary Technician. Summer worked for many years at Sacramento County Animal Services where she split her time between shelter medicine and driving their mobile spay and neuter vehicle into the neediest parts of Sacramento with a veterinarian to provide spay and neuter and other services. Summer also co-founded a non-profit that did outreach to areas in need identified by Animal Control where they provided vaccines, food, and other support. Summer has also worked in the research field as well as private veterinary practice. Clinic Services SCCAS veterinary clinic continues to have interns from the Animal Behavior College Registered Veterinary Technician program. The Shelter will also serve as a clinical rotation stop for students at all stages of their education. Depending on the current stage of the program, students will be receiving instruction and performing duties in the Animal Care Department and also in the Veterinary Clinic. At the clinic at the Live Oak shelter location in the months of December 2019/January 2020 627 animals were spay/neutered. Also, 62 animals were transferred to our adoption placement partner organizations. The Live Oak Shelter continues to work closely with Sheriff’s Work Release, CalWorks and Court Referral for support. Client Services Client services staff continues to provide excellent customer service while assisting a high volume of clients in person and on the phone. Staff processes adoptions, returns animals to their owners, and schedules spay/neuter appointments, processes licenses, files lost and found reports, processes Administrative Citations, does research and follow up for the daily hold report, and

sells merchandise and products to the public such as apparel with our new logo, flea prevention medication and pet identification tags to generate revenue. Client services staff is increasingly helping with licensing, rabies vaccine data entry and donation processing. Animal Control Animal Control Officers continue proactive patrols and the Door-to-Door community outreach campaign, when able. Field Manager Todd Stosuy has completed updating Field policies and procedures and is working with the general manager to create a model ordinance for all jurisdictions. Animal Control Officers continue to provide excellent animal rescue and control service to residents of Santa Cruz County. Officers continue to rescue injured and mistreated animals, promote public safety with assisting law enforcement and conducting vicious and/or dangerous animal investigations, and provide community outreach and education at special events. Volunteer and Humane Education Programs Volunteer orientations continue to be offered twice a month. SCCAS’ partnership with YouthSERVE allows 13-18 year olds to volunteer with trained supervisors. Several continuing education seminars are being offered each month to volunteers, staff and now the public on topics such as animal handling skills and basic animal grooming. Pet of the Week segments continue each week in the Santa Cruz Sentinel, Mid-County Post and KPIG. We are now showcasing a Pet of the Week segment once a month at KSBW television. SCCAS continues to provide trainings and education opportunities for our volunteers and members of the public. Our new Humane Education Coordinator, Stacey Iverson, is giving weekly presentations at the Boys and Girls Clubs in Downtown Santa Cruz and Scotts Valley during their afterschool programs. Animal Control Report December 2019 and January 2020

Todd Stosuy, Field Services Manager

1. We are continuing with our zero-tolerance policy for off leash dogs and are

citing animal owners on contact at Live Oak Beaches, Highlands Park in Ben Lomond, Seascape Park in Aptos and Anna Jean Cummings Park in Soquel. Due to increased complaints we have begun patrolling Skypark and Siltanen Park in the City of Scotts Valley

2. Officer Mark Van Der Kroef attended and presented at the Winter Kids Camp organized by the Animal Shelter. He also attended and presented at an elementary school in Bonny Doon regarding preventing dog bites and proper animal care.

3. Officer George DeLeon presented a class on Dog Laws in Santa Cruz for the Monterey Bay Dog Training Club.

4. With our full staffing we have been able resurrect the Officer Door to Door Program in South County area. Officer Rodolfo Manriquez was born and raised in Mexico and legally immigrated to the United States at the age of 26. As such, he is able to fully understand the culture in South County area and has been successful in building bridges between law enforcement and the community. He is currently assigned one to two days a week and works in plain clothes in the new Animal Shelter Utility van. He has begun transporting animals for spay and neuter and providing outreach and educational resources. In this program we are making contact with people and animals we would not have otherwise come in contact with, as we are proactively reaching out to people and knocking on doors.

5. We continue to work with local law enforcement and other first response agencies on protective custody cases when owners are arrested, taken to the hospital, evicted or pass away.

6. All officers and the dispatcher are registered for the Emotional First Aid class being offered by the County of Santa Cruz. The class is designed to teach risk factors and warning signs for mental illness and addiction concerns, provide strategies for how to help someone in both crisis and non-crisis situations and where to turn to get help if needed.

7. Santa Cruz County Sheriff and Santa Cruz County probation contacted our office after finding evidence of cockfighting at a residence in unincorporated Watsonville. We responded and discovered dead and dying roosters. We impounded 13 roosters and will be pursuing charges with the District Attorney.

Shelter Services Board Report December 2019 and January 2020

In the months of December 2019 and January 2020: • 1,519 dog licenses were sold • 264 animals were adopted • 62 animals were transferred to another shelter or placement partner • 664 animals entered the shelter • 168 animals were reunited with their owner • 595 WebLicensing transactions • 438 spay or neuter procedures • 261 animals signed up for the Planned Pethood Program

The new transport van is currently being used by Animal Control Officers while performing door to door duties. By using the transport van for the door to door program, Officers are able to transport animals from their homes to the Santa Cruz Shelter for spay and neuter surgery when appropriate as well as carry the items needed to have a positive impact on the lives of the animals. A new gate has been added to the dog exercise areas to create direct access to a large dog area and a safer way for volunteers to utilize the space. Thank you, Ben Winkleblack

o Bedtime Stories for Shelter Pets was held every Saturday November 16th-December 28th in celebration of our participation in Santa Cruz Gives. Families visited the Shelter between 5:45-6:15pm to read to the dogs, cats, and rabbits.

o Humbug Hoedown with KPIG at Michael’s on Main raised over $500 for the Shelter. Upcoming events:

• Saint Pittie’s Day pub crawl and photo shoot March 14-15 • Hosting Canine CPR and First Aid 2/22 • Top Dog Film Festival at the Rio 3/13

• Santa Cruz Gives

o The Santa Cruz Gives Campaign ended December 31st and our campaign had a total of 317 individual donations with 84 “young donors.” We also raised the most out of the 35 local organizations with a total of $49,942! Santa Cruz Gives awards the organizations with Most Donors and Most Young Donors with additional grants of $1,000 and we won both, resulting in a total of $56,000 raised for the Shelter!

• Humane Education o Winter Camp

Winter Camp, Frosty Paws, was hosted at the Shelter December 30th-January 3rd excluding the Jan. 1st holiday and 14 students between the ages of 8-12 participated in a variety of activities. Winter Camp raised $2,540 for the Shelter.

o Classroom Presentations The Humane Education Coordinator started presentations at a variety of

Elementary school in PVUSD. Presentations are organized in 3 parts so that she will visit the same class 3 times throughout the remainder of the school year to establish a relationship with the students.

Our Humane Education Coordinator is giving weekly presentations at the Boys and Girls Clubs in Downtown Santa Cruz and Scotts Valley during the afterschool programs.

Tierra Pacifica has an elective program which gives students the option to come to the Shelter during 4 scheduled Fridays and they just finished their first 4 week session. Students listen to presentations from our Humane Education coordinator, interact with adoptable pets, tour the Shelter, and even learn from our Animal Control Officers.

o Summer Camp is being organized and planned for 4 weeks over the Summer. We are working in coordination with a Watsonville Summer School program so that we can partner with them for one week of camp to be held at their school; for a total of 5 weeks of camp.

• Community Partners Program o Shelter Buddy Sponsorship program for local businesses. The sponsorship

packages range from $500-$10,000 and business owners can select their sponsorship level and receive a variety of benefits from the Shelter in return.

o The Boardwalk and Nick the Greek have already participated in this program and we plan to reach out to more local businesses with help of the Foundation in 2020!

• Grants/Fundraising o We received a grant from the Banfield Foundation for $12,450 for needed

veterinary equipment. o State of California Department of Food and Agriculture grant request o Santa Cruz County Bank request for Planned Pethood o Santa Cruz Rotary request for Planned Pethood o PetSmart Charities request for transport vehicle o Lee Kahn Family Foundation o American Humane Foundation

Recommendation: Accept the second quarter report of all Journal Entries made to the County of Santa Cruz and interfaces for the County ISD Telecom Services for October 1, 2019 through December 31, 2019. Discussion: The Santa Cruz Auditor-Controller’s Office management letter dated January 3, 2013 recommended the Shelter Manager review all Journal Entries made to the County of Santa Cruz and ensure all support is on file and present this report to the Board during regular Board meetings. A list of all Journal Entry payments to the County of Santa Cruz has been downloaded and checked against department files to insure hard copy support for each transaction. Staff compared monthly amount interfaces for ISD Telecom to the “Extension Detail Report “, which shows complete charges, and found no discrepancies. The interfaces for ISD Telecom are included on the Journal Report. The next quarterly report of Journal Entries and interfaces for January 1, 2020 through March 31, 2020 will be included on the April 2020 agenda and every quarter thereafter.

Resolution No. 2020-2

On the motion of Board Member Duly seconded by Board Member The following resolution is adopted:

RESOLUTION ACCEPTING UNANTICIPATED REVENUE

WHEREAS, the County of Santa Cruz is the recipient of funds, in the amount of $30,000.00, from the Santa Cruz County Animal Shelter Foundation and various donors, to help fund the part-time contract veterinarian position; and WHEREAS, the above-referenced funds are either in excess of those anticipated or are not specifically set forth in the current fiscal year budget of the Santa Cruz County Animal Shelter; and WHEREAS, pursuant to Government Code section 29130(b), such funds may be made available for specific appropriation by four-fifths vote of the Board of Directors; NOW, THEREFORE, BE IT RESOLVED AND ORDERED that the Santa Cruz County Auditor- Controller-Treasurer-Tax Collector accept the amount of $30,000.00 for use by the Santa Cruz County Animal Shelter to help fund the part-time contract veterinarian position. Recommendation:

Approve the Financial Report as presented for the period ending January 31, 2020 including the Estimated/Actuals for FY 2019-20.

Discussion:

The Financial Report ending January 31, 2020 reflects total revenues of $410,176 and expenditures of $742,327. YTD revenues are $3,159,068. YTD expenditures are $2,777,707. Current total revenues are 69% of a potential 59%. The percentage of current year expenditures is at 57%.

Licensing revenues YTD are $179,100. At this point last year licensing revenues were $154,957.

The Financial Report reflects the estimated/actual expenditures and revenues based on current YTD actual through January and an estimate for February – June based on experience and expectations.

Summary:

Expansion and remodel of the Animal Shelter campus.

The proposal to modify the Animal Shelter campus is staged in three phases, as follows:

• Phase 1: remodel the current Animal Shelter building to expand the veterinaryprocedure area, create a new meeting room; expand the building toaccommodate rabbits and cats; recognize the spay/neuter clinic serving thepublic; and eliminate condition which prohibits dog training and exercise areaswithin 50 feet of adjacent residential properties.

• Phase 2: remodel and add a covered deck to the existing structure to become acat adoption center with coffee shop services; expand the existing northernparking lot; and install signage.

• Phase 3: construct a training and education center that would be used fortrainings, children’s camps, meetings, and hosting events.

On August 28, 2019, the Planning Commission approved the Animal Shelter Campus Expansion Project development permit. It is anticipated that the project will be ready to bid in spring 2020.

Completed Tasks:

Architect Teall Messer submitted the building permit application in December 2019 and will follow up on any requests from the Planning Department.

Planned Tasks:

Teall Messer is working on the preparation of the bid package for Board approval this spring.

The County Administrative Office is collaborating with the County Department of Public Works (DPW) to hire a construction management firm. The CAO and DPW are also working on a project support plan for the campus expansion.

It is anticipated that construction will begin this summer.

Budget and Funding:

The original budget in 2017 included $1,098,800 from unspent financing, which was allocated to the Santa Cruz County Animal Shelter (SCCAS), and $452,721 from fundraising for a total cost of $1,551,521. In 2019, a reevaluation of the project was done increasing the cost of the project to $3.6 million. County unspent financing for this project is now at $1.35 million leaving $2.25 million to be fundraised by the Santa Cruz County Animal Shelter Foundation (Foundation).

Given the funding gap, the project will be bid for Phase 1 and 2, with Phase 3 as an add-alternate.

Additionally, the County is expected to include $1 million in the County debt issue taking place this spring. In order to accept this funding, the SCCAS Board will need to approve amending the lease agreement to cover the debt service, which will add approximately $63,000 annually to the lease payment.

Public/Private Partnership:

The remaining $1.25 million will be raised by the Foundation. The Foundation is prepared to participate in a Memorandum of Understanding with the SCCAS to clearly identify the roles and responsibilities of each party as they relate to the design and construction of the Animal Shelter Campus Expansion Project. The Foundation will take on responsibilities such as:

• Establish a separate bank account to deposit and hold funds raised for theproject;

• Fund artist renderings and other promotional materials used to raise funds for theproject;

• Submit for prior written approval from SCCAS copies of all prepared promotionalmaterials to be used in any media in connection to the project;

• Send all required acknowledgements to donors of tax-deductible contributions inaccordance with federal and state law; and

• Keep and maintain accurate, complete and separate project records inaccordance with generally accepted accounting principles.

Recommendation:

Consider Animal Shelter Model Ordinance, adopt resolution recommending the adoption of the ordinance by each member jurisdiction and direct General Manager to take related actions.

Discussion:

Staff is proposing an updated and revised Animal Shelter Model Ordinance for all member jurisdictions that includes best practices, well-balanced, substantive and procedural regulations and consistency applied and enforced equally on a county-wide basis.

At the December 9, 2019 Board meeting, staff presented an updated and revised draft Animal Shelter Model Ordinance for final approval at the February 10, 2020 Board meeting.

Here are the major changes that were presented at the December 9, 2019 meeting:

• Chapter 6.04 (General Provisions) adds a section prohibiting interference withan animal control officer in the performance of their duties; adds “rabbits” tosection on sale or adoption of dogs and cats; adds restrictions on staking out ortying an animal; prohibits keeping animals with communicable diseases; andadds a section on maintenance of fowl, goats, rabbits, and guinea pigs.

• Chapter 6.08 (Licensing) adds “rabbits” to microchip section.• Chapter 6.10 (Regulation of Animal Breeding) adds requirements on the care of

feral cats.• Chapter 6.12 (Animal Control) adds requirements to controlling dogs in public

places and tethering dogs; adds safety requirements for animals in parked motorvehicles; prohibits leaving dead animals in public places; prohibits foodpoisoning animals; and prohibits injuring wildlife.

• Chapter 6.14 (Waterfowl and Pigeons) adds regulations concerning feeding saleand release of waterfowl and pigeons.

• Chapter 6.17 (Wild Rodents and Vermin) adds regulations on feeding wildrodents and vermin.

• Chapter 6.26 (Administrative Appeals) adds the requirement that animal owners of impounded animals waiting appeal must pay the cost of the care and housing of the animal in 14-day increments for the time period during which the appeal is pending.

Here are the major changes that were presented to the Board at the October 21, 2019 meeting:

• Chapter 6.04 (General Provisions) adds a spaying or neutering of adopted animals and prohibition on using live animals for entertainment purposes.

• Chapter 6.08 (Licensing) adds an animal facility license and rooster facility license

• Chapter 6.10 (Regulation of Animal Breeding) includes rabbits as well as dogs and cats.

• Chapter 6.16 (Pet Shops and Kennels) is being deleted and are included as “Animal Facilities” and licensed accordingly by ASA.

• Chapter 6.12 (Animal Control) has a revised, more comprehensive and enforceable excessive animal noise section.

• Vicious Dogs are addressed in a new Chapter 6.19 (Regulation of Dangerous Animals) and has been separated from Chapter 6.20 (Impoundment of Animals).

• Chapter 6.25 (Administrative Citations) is being deleted and the administrative citation provisions are being moved to a new Section within Chapter 6.24 (Enforcement).

• New Chapter 6.26 has been added, addressing Appeals. The various different appeal provisions have been stricken from other chapters, abolishing the Nuisance Abatement Appeals Commission and proposes that costs be passed to appellants for administrative appeals.

Recommendation:

Consider and approve Socially Conscious Sheltering model and resolution.

Discussion:

The Santa Cruz County Animal Shelter (SCCAS) has been practicing Socially Conscious Animal Sheltering as a responsible and humane practice to best protect and serve animals and residents in Santa Cruz County.

Socially Conscious Animal Sheltering is an acclaimed best practice in animal welfare and is being adopted by many animal welfare organizations and animal welfare industry associations across the nation. Socially Conscious Animal Sheltering practices have been developed in response to the negative consequences of “no-kill” operating practices that have been repeatedly reported across the country. In order to meet an artificially established live release rate of animals, many “no-kill” practices require agencies to:

• Refuse admission to animals they cannot subsequently offer for adoption,denying these animals a safe haven;

• Overcrowd their animal shelters, with resulting disease outbreaks and sufferingand a failure to provide for basic necessities of life; and

• Release dangerous dogs for adoption into the community or transfer into othercommunities in order to meet the statistical live release goals, seriouslyjeopardizing public and animal safety.

For these reasons and others, SCCAS has instead adopted the Socially Conscious Animal Sheltering term for expressing its operating principles. First coined by animal welfare thought leaders in Colorado, and subsequently endorsed by the Colorado Veterinary Medical Association, Socially Conscious Animal Sheltering strives to create the best outcome for all animals by treating them respectfully and alleviating their suffering. The mission is to maximize live outcomes for animals, while also balancing animal well-being and public safety.

Fundamental goals of Socially Conscious Animal Sheltering are provided through SCCAS and its animal care centers to:

1) Ensure every unwanted or homeless pet has a safe place to go for shelter and care. SCCAS care centers will not turn away animals in need of assistance.

2) Make every healthy and safe animal available for adoption. SCCAS will not offer for adoption animals that are irremediably suffering or dangerous to the community.

3) Assess the medical and behavioral needs of homeless animals and ensure these needs are thoughtfully addressed. SCCAS, through its medical team and its animal care team, provides a holistic approach to ensuring each animal's needs are properly addressed.

4) Align SCCAS policy with the needs of the community. SCCAS recognizes its responsibility to the public trust, and ensures its programs and policies reflect and support this obligation.

5) Alleviate suffering and make appropriate euthanasia decisions. SCCAS often accepts animals that are irremediably suffering and cannot live without experiencing severe, unremitting pain or other serious health challenges. In these situations, it is most humane to relieve an animal's suffering with compassionate euthanasia.

6) Consider the health and wellness of animals for each community when transferring animals. SCCAS participates in many animal transport programs with placement partner organizations. However, it is also important that animals transported through these programs do not suffer from physical or behavioral defects that could endanger animals or people in their new communities. SCCAS transferred 656 animals last fiscal year to placement partner organizations.

7) Enhance the human-animal bond through thoughtful placements and post-adoption support. SCCAS works with potential adopters to ensure animals they select are suitable matches for their lifestyles, the adopter is able to properly care for and handle the animal, and other factors to make certain the placement is successful. SCCAS provides post-adoption support to adopters to ensure the placement thrives.

8) Foster a culture of transparency, ethical decision-making, mutual respect, continual learning, and collaboration. SCCAS remains committed to upholding the highest ethical standards in meeting its mission of protecting people and animals.

9) Provide humane education for the community to learn about being responsible stewards, both for animals and the world around them and foster understanding, respect and empathy toward all living beings.

Socially Conscious Sheltering is a model that has developed organically. Its fundamental goal is to create best outcomes for all animals, which is achieved through:

• Ensuring every unwanted or homeless animal has a safe place to go for shelter and food;

• Placing every healthy animal and not making euthanasia decisions based solely on time and space;

• Assessing the medical and behavioral needs of homeless pets and ensuring these needs are thoughtfully addressed;

• Preventing suffering and making appropriate euthanasia decisions; • Aligning shelter policy with the paradigm of the community; • Enhancing the human-animal bond through safe, thoughtful placement of

animals; and • Ethically transferring animals so animal welfare challenges in the source

community are addressed while the health of animals in the receiving community is protected.

The lens through which the above are viewed is that of the “Five Freedoms” which were developed in the United Kingdom in 1965. These are:

1. Freedom from hunger or thirst by ready access to fresh water and a diet to maintain full health

2. Freedom from discomfort by providing an appropriate environment including shelter and a comfortable resting area

3. Freedom from pain, injury, or disease by prevention or rapid diagnosis and treatment

4. Freedom to express (most) normal behavior by providing sufficient space, proper facilities, and company of the animal’s own kind

5. Freedom from fear and distress by ensuring conditions and treatment that avoid mental suffering (this is very difficult to achieve in a sheltering environment but each shelter should work towards this goal)

The Socially Conscious Sheltering model’s operating principles create best outcomes for all animals, promote safe communities, and nurture the human-animal bond.
