• WATSAN is the Water, Waste and Sanitation Unit of the Ministry of Infrastructure Cook Islands (ICI) Tango Angaanga
• Responsible for• Policy, strategy and planning in the areas of water, wastewater, sanitation and
solid waste management• Implementing programmes and projects that deliver on policy and strategy

2. The Sanitation Upgrade Programme (SUP) – continuation from WMI with Titikaveka as next focus area (July 2014 – June 2018)

Sanitation Upgrade Programme Akanoonooanga
• A $18.15 million, Cook Islands Govt ($4.15M), NZ & Australia ($10M), & European Union ($4M) funded 4‐year Programme across Rarotonga & Aitutaki through to 2018across Rarotonga & Aitutaki through to 2018.
Key elements include:
• Residential sanitation system upgrades up to a further 1 000 homesResidential sanitation system upgrades up to a further 1,000 homes on Rarotonga (800) & Aitutaki (200)
• Assessment of the sanitation needs in Te Pa Enua
• Commercial sites sanitation system compliance
• Improvements in management of animals (especially pigs) and associated wasteassociated waste
• Water quality monitoring (groundwater, streams, lagoon)
• Public awareness

• WATSAN will contact you to set up appointments (over the next 2‐3 months) for your system inspection/assessment3 months) for your system inspection/assessment
• Sanitary Inspectors will determine work required to bring existing systems into line with Public Health Regulations
• Determine potential to cluster or share neighbouring properties
• Identify solutions and upgrades required
• Target is to start physical works first half of 2015
Methodology of Assessments & Upgrade Akapapa’anga
• High Risk Areas will be first priority – LPZ
1. LPZ – Beach side of Main Road
2. LPZ – Inland side of Main Road
3. Inland waters/stream/wetland
4. Failing systems to be addressed on a reported/’as found’ basis

Eligibility Criteria for the Subsidy
• To be eligible for a subsidised upgrade under the SUP, a property must:
i. Be an existing domestic/residential home
ii. Have an existing system that is non‐compliant with relevant legislation g
iii. Be located in the ‘Focus Area’
• For properties outside of the criteria above, a policy p p p ydecision is being developed that will look into ‘potential’ subsidy under the scheme e.g. Long/short rental homes
Properties not eligible under the scheme include:
• New build homes, commercial properties & vacant lots with private toilets on them used occasionally.
Homeowner Contribution Taau tu’anga tutaki
• Significantly subsidised scheme with typical average costs for a full system upgrade up to $NZ 15,000.00
• Your contribution is a total of $NZ 1000.00
• Upfront payment will be required before any physical works will commencecommence
• Part payment options under investigation and will be made known early 2015 (e.g. half upfront or lay‐by)
• Priority for upgrades will be based on “First in – First Served”
• Grant Hardship Scheme – homeowners that genuinely can’t afford $1000.00
• Letter drops will be circulated to explain payment options to each property owner early 2015property owner early 2015

• Septic Tank to your drain field (i.e. LAS)
• Secondary Wastewater Systems (LPZ area)

Homeowner Responsibilities & Support Taau tu’anga tauturu
• Request for your support towards the programme
• Prior to starting physical works – there is a requirement for Householder Agreement between WATSAN & homeowner
• Awareness induction by WATSAN to the property owner on how to look after your system accompanied by handbook for maintaininglook after your system accompanied by handbook for maintaining your system
• After care and maintenance of the system – cost implications
• Annual Maintenance contract with the installer
