Manager, Site Remediation and Redevelopment

Minnesota Pollution Control Agency (MPCA)

Sandeep Burman has been at the Minnesota Pollution Control Agency (MPCA) for almost 25 years, and

has spent the last 8 years working on investigating and cleaning up PFAS contamination. During his tenure

with the MPCA, Sandeep has worked both in the head office in St. Paul as well as in the Southeast Regional

Office in Rochester. In 2013, he became the Manager of the newly formed Site Remediation and

Redevelopment Section, responsible for operating all of the MPCA’s hazardous substance and hazardous

waste cleanup programs. This includes all aspects of State and Federal Superfund and Brownfields, and

RCRA Corrective Actions. From 2010 to 2013, Sandeep was a Superfund Unit Supervisor and from 2005 to

2010 he was a Unit Supervisor in the MPCA Petroleum Remediation Program. Prior to that he served in a

variety of technical capacities at the MPCA, working principally on site cleanups but also providing

technical support to a variety of programs including emergency response, solid waste, wastewater and

feedlots. Sandeep also served for several years on the MPCA’s Fiscal Systems Management Team and

Information Systems Management Team, before being recently assigned to the newly created External

Engagement Management Team. These lateral management teams are critical and formal components of

the MPCA’s matrix organization based governance system.

From 2013 to 2016, Sandeep served as the Region 5 representative on the ASTSWMO Remedial Action

Focus Group. In 2016, he was selected by the States of Region 5 to represent them on the ASTSWMO

Board of Directors. He was subsequently appointed to the Board’s PFAS Workgroup.

Sandeep has earned Master’s Degrees in Applied Geology from the Indian Institute of Technology,

Mumbai, India and in Hydrogeology/Civil Engineering from the University of Minnesota, Minneapolis/St.

Paul, and is a State of Minnesota licensed Professional Geologist.
